News - European states launch joint long-range one-way attack drone program

On February 12, the defense ministers of Germany, France, the United Kingdom, Italy, Poland, and Sweden signed a letter of intent to jointly develop a low-cost, long-range loitering munition with a range exceeding 500 kilometers (311 miles).

The system will be developed under the European Long-range Strike Approach (ELSA) initiative – initially signed in 2024 – and is designed to support deep precision strikes against high-value targets. These include enemy air defense systems and logistics infrastructure.

The program will evaluate the feasibility of a shared platform that can integrate country-specific payloads. Production could be distributed across participating nations to improve scalability and supply-chain resilience.

The munition, designated One Way Effector 500 Plus, is expected to carry a warhead weighing approximately 50 kilograms (110 pounds). To reduce costs, one proposal involves adapting standard 155mm artillery shells as warheads. The target unit price is reportedly in the five-figure range.

Despite its focus on affordability, according to reports, the system is expected to operate without manual guidance. A single operator would reportedly be able to deploy dozens of munitions simultaneously.

Growing Focus on One-Way Attack Drones

The military effectiveness of one-way attack drones has been highlighted by the war in Ukraine. Russia has used Iranian-designed Shahed systems to strike Ukrainian air defenses and infrastructure, drawing increased attention from Western militaries.

In response, European defense companies have accelerated development efforts in this area. Notable examples include MBDA’s One-Way Effector and Helsing’s HX-2.

France has already awarded a contract to MBDA for the One-Way Effector, with initial deliveries planned for mid-2027. Germany is expected to select the HX-2 to equip a newly established mechanized brigade stationed in Lithuania.

The One-Way Effector is reported to have a range of 500 kilometers (311 miles), while the HX-2 is designed to engage targets at distances of up to 100 kilometers (62 miles).

Germany is also reportedly considering the ELSA one-way effector to equip a battery within a future Multi-Domain Task Force planned for establishment in 2029. Similarly, in December 2025, German Army Inspector Lieutenant General Christian Freuding announced Bundeswehr plans to form six medium-range loitering munitions batteries, with the first entering service in 2027 and five more by 2029.

Sweden's Minister for Defence, Pål Jonson, emphasized the "substantial" military significance of the agreement. "A modular unmanned system with a range exceeding 500 km enables Deep Precision Strike against high-value targets such as logistics hubs & air defences. Designed for scalability it strengthens deterrence through volume and reach," he said.

"For Europe and NATO, this contributes to a more balanced transatlantic burden and improved operational depth. By developing cost-efficient long-range strike systems and European industrial capacity, the six nations enhance resilience, mass & credibility in European defence," Jonson stated on X.

Beyond loitering munitions, the multinational initiative launched in response to the war in Ukraine also aims to develop airborne early warning systems, air-based strike capabilities, and European multiple rocket launcher solutions.

WHAT IS CPD?

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
