News - U.S. Marine Corps prepares support contract for loitering munition and kamikaze drone programs

The U.S. Marine Corps is preparing to establish a major support contract as it advances efforts to field loitering munitions, including kamikaze drone capabilities, for frontline units.

A sources sought notice released on April 8 by Marine Corps Systems Command in Quantico, Virginia, outlines plans for a future support contract valued at an estimated $50 million to $75 million. The contract would provide engineering, logistics, software, and lifecycle support for the Marine Corps’ fire support and loitering munition programs over one base year and four option years.

The notice does not represent a contract award and does not include the direct procurement of weapons. Instead, it provides insight into the scale and scope of sustainment infrastructure the Marine Corps expects to require as it moves closer to operational use of next-generation precision strike systems.

Organic Precision Fires-Light Nears Fielding

At the center of the effort is Organic Precision Fires–Light (OPF L), a loitering munition system designed to support small Marine units operating at the squad and platoon level. The Marine Corps characterizes OPF L as a beyond-line-of-sight precision strike capability intended to extend the reach of dismounted forces.

According to the notice, OPF L is expected to begin fielding in September 2026, indicating the program is shifting from development toward operational deployment. The capability is intended to allow small units to engage targets at extended ranges while reducing exposure to enemy direct and indirect fire and minimizing collateral damage.

Companion System for Larger Units

In addition to OPF L, the Marine Corps is developing Organic Precision Fires–Medium (OPF M), a larger loitering munition system designed for battalion-level formations. OPF M is intended to deliver anti-armor and anti-material effects across the full range of a unit’s reconnaissance, surveillance, and target acquisition capabilities.

Taken together, OPF L and OPF M indicate that loitering munitions are being integrated across multiple echelons of Marine Corps operations, from small tactical units to larger maneuver forces.

Broad Scope of Support Requirements

The planned support contract extends beyond program management. Draft performance work statements indicate that the selected contractor would be responsible for systems engineering, acquisition support, lifecycle logistics, software development, testing support, and subject matter expertise for both loitering munition programs and broader Marine Corps fire support systems.

These responsibilities include sustainment of legacy and modern platforms such as the M777A2 towed howitzer, fire control systems, counterfire radars, targeting tools, and command-and-control networks. This approach places established artillery platforms and emerging drone-based strike capabilities within a unified modernization and sustainment framework.

The requirement also covers key digital fire-control and targeting systems, including the Advanced Field Artillery Tactical Data System, the Target Handoff System, and the Handheld Video Data Link. These systems enable target identification, coordination of fires, and the connection of sensors to shooters across the battlespace.

Market Research, Not a Contract Award

Marine Corps Systems Command emphasized that the sources sought notice is part of the federal market research process and does not commit the service to immediate spending or procurement. The purpose of the notice is to identify industry partners capable of supporting the programs ahead of a future solicitation.

Nevertheless, the anticipated contract value and planned September 2026 fielding date underscore the Marine Corps’ investment in the sustainment architecture needed to integrate loitering munitions into frontline operations.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
