News - DIU selects four companies to provide long-range, one-way unmanned platforms prototypes for evaluation

The U.S. Defense Innovation Unit (DIU) announced earlier this month that four companies have been awarded contracts for Project Artemis, which aims to operationally evaluate long-range, one-way unmanned aerial systems (UAS) platforms.

In partnership with the Department of Defense's Office of the Under Secretary of Defense for Acquisition & Sustainment (A&S), the project will focus on testing these platforms in Electronic Warfare and Global Navigation Satellite System (GNSS)-denied environments.

This initiative was directed by Congress with the goal of developing loitering munitions that can operate effectively in an electromagnetic contested environment, whilst creating a solution that is cost-effective enough for mass deployment. Under the Replicator 1 initiative, launched in August 2023 by former Deputy Defense Secretary Kathleen Hicks, DIU has focused on delivering thousands of all-domain attritable autonomous systems by August of this year in a bid to counter China’s military growth.

Trent Emeneker, the DIU program manager for Project Artemis, emphasized the significance of this effort:

“We are excited about the non-traditional companies who are providing low-cost, adaptable, long-range UAS platforms with the potential to maximize operational flexibility for the Joint force.”

“This was the intent of Congress’ direction to rethink how to get capabilities to the warfighter at speed and scale, delivering much faster than traditional Programs of Record.”

After launching a solicitation in October 2024, DIU and A&S evaluated 165 proposals from vendors, conducted flight demonstrations and then down-selected to four industry teams.

The four companies awarded contracts, all based in the U.S., include Swan, a software company partnering with a Ukrainian UAS firm; Dragoon; AeroVironment; and Auterion, a software company collaborating with a Ukrainian UAS partner.
With the goal of delivering a successful prototype by the end of FY 2025, the project team is working on an aggressive testing and integration schedule with prototyping and demonstration efforts expected to conclude by the end of May 2025.

According to the DIU press release, Project Artemis’s objectives are closely tied to real-world combat conditions and feedback from Department of Defense end users who have provided insights into the capabilities needed to counter near-peer threat capabilities globally. Project Artemis, the release states, will provide “options for Services and Combatant Commands that will be delivered years ahead of current Program of Record timelines.”

Although DIU has not yet provided details about actual drone designs, the goal of Project Artemis is ultimately to provide affordable, ground-launched, one-way UAS platforms that can operate across ranges from 50-300 km or more. These platforms should be capable of quick launch, low-altitude navigation, carrying various payloads, and operating in disrupted, disconnected, intermittent, and low-bandwidth environments. Additionally, systems must be easily upgradable and functional in GNSS-denied conditions.

The awarding of these contracts aligns with the policy of exempting unmanned systems from widespread reductions in defense spending, outlined by Secretary of Defense Pete Hegseth in his February 18 memo.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

GLOBAL CPD

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
