The U.S. Department of War has announced the Drone Dominance Program (DDP) to revolutionize the deployment of small unmanned aerial systems (sUAS) for One-Way Attack (OWA) missions. This program, outlined in the Secretary of War’s July 2025 memo, seeks to “accelerate growth of the U.S. industrial base to outfit our combat units with cheap and effective U.S.-made UAS.”

The War Department has issued a request for information this month to assess industry’s capacity to rapidly and cost-effectively produce approximately 300,000 drones. This initiative is a direct response to Secretary of War Pete Hegseth’s efforts to fulfill the “drone dominance” objectives outlined by the president.

“Next year I expect to see [drone] capability integrated into all relevant combat training, including force-on-force drone wars,” Hegseth stated.
Secretary Hegseth also noted progress in removing regulatory barriers that previously limited the military’s adoption of small drones, transferring necessary authorities from departmental bureaucracy to unit commanders.

“This was the first step in the urgent effort to boost lethality across the force,” Hegseth said in a video posted to social media.
The War Department is now advancing the drone dominance initiative in new ways.

“The second step is to kickstart U.S. industrial capacity and reduce prices, so our military can adequately budget for unmanned weapons,” Hegseth said.

With congressional support, the department’s initial focus will be on small attack drones.

“Drone dominance is a billion-dollar program funded by President Trump’s Big Beautiful Bill,” Hegseth said. “It is purpose-built on the pillars of the War Department’s new acquisition philosophy: a stable demand signal to expand the U.S. drone industrial base by leveraging private capital, paired with flexible contracting built for commercial companies, founded by our best engineers and entrepreneurs.”

A stable demand signal involves the War Department making consistent, long-term plans to purchase large quantities of drones. This approach is expected to encourage American industry to invest in and expand its production capabilities.

Four Phases, $1 Billion Investment

The DDP will place $1 billion in fixed-price orders over four phases, spanning the next two years. Each phase begins with a Gauntlet challenge event, where vendor systems are flown by military operators and evaluated in real-world scenarios. The program’s goal: ensure every warfighter has access to low-cost, attritable sUAS, manufactured at scale by U.S. vendors.

Key Program Details:
 

  • Phase I: Runs from February-July 2026, with 25 vendors invited to compete. Up to 12 will receive fixed-price orders for at least 1,000 units each, totaling 30,000 drones at $5,000 per unit ($150 million).
  • Phase II-IV: Each phase increases the number of units purchased, decreases the price per unit, and narrows the vendor pool. By Phase IV, 150,000 drones will be bought at $2,300 each ($345 million), with only five vendors remaining.


Competitive, Transparent, and Secure

Scoring will be public via a leaderboard, with feedback provided to all participants. Missions will test drones’ ability to deliver payloads over 10 km in open terrain and 1 km in simulated urban environments. Systems must be National Defense Authorization Act (NDAA) compliant, and supply chain security is a top priority.

Reducing costs and strengthening supply chains

“Drone dominance will do two things: drive costs down and capabilities up,” Hegseth said. “We will deliver tens of thousands of small drones to our force in 2026, and hundreds of thousands of them by 2027.”

After the program concludes, it is anticipated that increased industry interest will have strengthened supply chains and manufacturing capacity, enabling the military to procure drones in desired quantities and at favorable prices through regular budgeting.

Updating US military doctrine

Secretary Hegseth emphasized that equipment is only one aspect; doctrine and operational strategy are equally important.

“I will soon be meeting with the military services to discuss transformational changes in warfighting doctrine,” Hegseth said.

“We need to outfit our combat units with unmanned systems at scale. We cannot wait. The funding provided by the Big Beautiful Bill is ready to be used to mount an effective sprint to build combat power. At the Department of War, we are adopting new technologies with a ‘fight tonight’ philosophy – so that our warfighters have the cutting-edge tools they need to prevail.”

According to Hegseth, drone dominance is the means by which the United States will address the challenges posed by other nations’ drone advancements.

“One of my priorities is rebuilding our military,” Hegseth said. “We can’t do that by doing business the same way we have in the past. We cannot afford to shoot down cheap drones with $2 million missiles. And we ourselves must be able to field large quantities of capable attack drones.”

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
