News - Exclusive Interview on Estonia’s €400 Million Loitering Munitions Tender

On December 6, 2024, the Estonian Centre for Defence Investments announced a framework tender for the procurement of €400 million worth of loitering munitions.

In an exclusive interview with SAE Media Group, Mr Ramil Lipp, Strategic Category Manager for Weapons Systems and Ammunition at the ECDI, provided insight into the tender and why Estonia views loitering munitions as a key capability.

SAE Media Group: “The aim of the tender has been cited as the “procurement of comprehensive air munition capabilities”. Could you give a quick overview of the system requirements and the missions you are hoping they will support?”

Mr Ramil Lipp: “The requirements will be defined after we have concluded framework agreements. Tender itself will cover wide spectrum of loitering products. We see the loitering as multi-layer, precision-fires systems starting from very short range up to 2-5km; short range 5-20km; mid-range 20-60km; long range 60-150km and very long range over 150km.

Technologies and solutions can range from so called ‘kamikaze’ (point-to-point) up to very sophisticated systems which include automatic recognition and smart seekers. Loitering will support artillery on one hand, and on the other hand it will serve as a specialized precision strike to mitigate deadly impact of surroundings. Basically, it will give us a new domain with a variety of capabilities.”

SAE Media Group: “With Estonia being home to the world’s first dedicated loitering munitions unit, why has the nation adopted this leading, global role in the acquisition and integration of loitering munitions?”

Mr Ramil Lipp: “We are not sure that we are in position to say that we are the first ones considering that, for example, Israel and also some other countries have been using older types of loitering Munitions for a long time already. But we must admit that among NATO countries we are in a good position and we are trying our best to solve upcoming challenges to implement a whole new domain/capability in the best possible way.

We see that this domain has had a real impact in the Ukrainian war for defending against an overwhelming enemy and it works. So, we are learning from our partners, we are analyzing the outcomes, and will look the future to solve new challenges that might influence us.”

SAE Media Group: “The tender is designed to include multiple partners rather than a sole supplier. Why is this important to you?”

Mr Ramil Lipp: “The strategy what we choose for our tender was based on current lessons learned from the Ukrainian war. The loitering munitions market is undergoing a huge innovation phase, and we do not know what we do not know. It means that the best solution for us is to have multiple partners who could offer the best solutions also now and in the future. Also, for us it is important to have solid security of supply and multiple partners can mitigate the risks. Additionally, including multiple partners gives us the opportunity to buy in a competitive market, as competition will provide cost-effective solutions.”

SAE Media Group: This tender demonstrates Estonia’s commitment to loitering munitions in the near- medium term. To what extent has this been shaped by the War in Ukraine, and do you expect this to continue in the future?

Mr Ramil Lipp: “Yes, of course we see that loitering munitions came to the battlefield as a new domain and will be part of future conflicts and wars. This domain has changed how we see the battlefield and our understanding of what alternative solutions to complement existing legacy systems.”

 



WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
