European Smart Grid Cyber Security

As the smart grid is becoming increasingly sophisticated and complex throughout Europe, the impact on cyber security becomes ever increasingly of paramount importance. It has been estimated by Lloyds of London that a cyber attack on the US smart grid could cost as much as 1 trillion in a worst case scenario attack. This emphasises the importance of the smart grid cyber security sector and the importance of continualy keeping up to date with developments within the industry.

This conference will cover the major innvoations, and foster industry discussion between utilities as well as other key players in the market. Covering issues ranging from communication both internally within organisations, as well as in a broader industry sense and also with the public. Issues surrounding standardisations and compliance which are also of concern to the industry will be featured highly on the programme.Case studies focusing on the cyber security activities of various European utilities will be in focus, as well as broader technological developments.

He also leads the EON’s Out of Area Programme, accountable for the appointment & mobilisation of third parties to install & operate meters on E.ON’s behalf.

Chris Gibson spent over 12 years working in the CERT world at Citigroup and, for 10 years, was on the board of the Forum of Incident Response and Security Teams (FIRST); 2 years as Chair. Together these have allowed him to work with colleagues from both inside one of the worlds largest global financial institutions with the complexities that brings and also with colleagues from the incident response community with members ranging from Microsoft and Oracle through to the national CERT’s of Azerbaijan and Indonesia.
At Citigroup he was responsible for the digital forensic program and strategy globally, including all operational aspects of investigations into Cybercrime in Citigroup’s Europe, Middle East and Africa (EMEA) region. This included overseeing both the digital forensics and the investigation as well as reporting to senior management on on-going cases, trends and threats.
Within FIRST he implemented the Fellowship program. This was created to fund CERTs from UN designated “Least Developed Nations” (LDCs) allowing them to both join FIRST and attend conferences and training thereby starting to create the relationships that bring the most benefits to the incident response community.
He is a former member of the British Bankers’ Association (BBA) Cyber Advisory Panel.

Ian is a Certified Lead Auditor for Quality Management Systems (ISO9001) and a Certified ISMS Auditor for ISO 27001 previously with an Accredited Certification Body. Joe leads SSE’s security programme, and chairs the Energy Networks Association Cyber Security Subgroup.

John Cowburn has worked for 30 years in the energy metering industry being responsible for the design of Prepay and Smart Meters at Siemens, Landis+Gyr, Secure Meters and Bglobal. He is chairman of the British Standards committee responsible for Electricity Meter Standards and convenor of the International Standards (IEC) working group on Smart Metering Functions & Processes.

John chaired the ZigBee EURO SIG for 6 years and led the team at Secure Meters who developed the world's first ZigBee Smart Energy certified device. He developed ZigBee solutions for smart metering and smart home control applications whilst at Secure Meters and Bglobal Metering.

He now runs his own Smart Metering/Smart Grid consultancy, Smart Energy Networks supporting clients in the Smart Metering and Smart Grid industry. John represents UK interests on the European Smart Grid Coordination Group - Cyber Security & Privacy task group.

Philipp Irschik

Philipp Irschik is Executive Assistant to the Board of Directors at the Austrian National Regulatory Authority Energie-Control Austria (E-Control). He advises and supports the Board on operational and strategic issues spanning from core regulatory activities such as network regulation, tariff design and electricity distribution to policy questions concerning the Austrian and European energy market design. Philipp regularly represents the executive branch both on an internal and external as well as on a national and international level. On a European level he leads the taskforce on cyber-security at the Council of European Energy Regulators (CEER). Previous to his position at E-Control he worked as a senior strategy consultant at an international management consultancy. He holds an international master degree in International Business Administration from the Vienna University of Economics and Business, Lancaster Management School and the Universitat de València. In addition he possesses a master degree in International Management from ESADE Business School in Barcelona. Philipp successfully completed the annual training program for energy regulation at the Florence School of Regulation (FSR) as well as an executive post-graduate management education.

Mr. Klein is a system engineer / consultant who works at the Alliander digital grids innovation laboratory. This environment has real connections to the gas and power distribution networks. All kind of techniques to make this environment cyber secure have been implemented and tested here. Mr Klein, with a background in mechanical engineering, computer science and expert in the automation of all kind of pharmaceutical, food and chemical plants and gas and oil production facilities is one of the architects of this test facility. The IEC Smart Grid security standards have been extensively used for the design. This environment has been thoroughly tested by experts of different institutes like The European Network for Cyber Security. Currently the collected knowledge is used for the implementation of cyber security for the whole of Alliander.

Professor Tim Watson is a high-profile academic leader in cyber security and digital forensics with twenty-five years' experience working with government and private sector organisations. He is the Director of the WMG Cyber Security Centre at the University of Warwick. He is an advisor to various parts of the UK government and to several professional and standards bodies, and for some of the largest telecoms, power and oil companies. Tim's research includes projects combating cyber-crime for the EU, UK MoD research into automated defence and insider threat, and research into the protection of infrastructure against cyber-attack.     WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion.
