SAE Media Group is delighted to announce the return of the Counter UAS Homeland Security USA Conference to Arlington, VA on February 7-8, 2024.

With the growing proliferation and use of small drones and UAS technology in daily life, and the safety and privacy concerns resulting from this, the Biden Administration announced the first Domestic Counter-Unmanned Aircraft Systems National Action Plan in April 2022. This Government approach aims to expand the protections currently in place against the criminal use of drones, to ensure consistent safeguarding of the airspace, communications spectrums, individual privacy, civil liberties, and civil rights.

Counter UAS Homeland Security 2024 will showcase the very latest technology in the market to ensure that civilians, domestic infrastructure, borders and all aspects of homeland security are protected from the criminal use of drones.

Antonio Farelo is an Innovation and Technology Officer of the INTERPOL Innovation Centre. He joined INTERPOL 17 years ago and works at its headquarters in Lyon, France. He previously spent a decade with the Portuguese Judiciary Police, where he got experience in law enforcement and criminal investigation. He is currently involved in Project Courageous, a coordinated approach to CUAS in law enforcement, as well as other projects, particularly the implementation of smart city technologies for law enforcement applications and the Toolkit for Responsible Artificial Intelligence.

Blake’s policy responsibilities include: the homeland defense application of counter- small UAS (C-sUAS), the JCO’s coordination efforts with its interagency and intergovernmental partners, to include the JCO’s coordination with the National Security Council Staff, as well as the Strategy & Policy Division’s emerging technology policy portfolio.

Blakeley Williams

 Blakeley Williams has been with the United States Department of Energy’s National Nuclear Security Administration (NNSA) as a General Engineer since 2021. She is responsible for a portfolio of $500M+ of over 200 Projects and Procurements for the Office of Defense Nuclear Security’s Security Planning and Technology program, including developing a future counter uncrewed aircraft system, portable intrusion detection systems, and command control and display equipment systems. Prior to her experience with NNSA, she worked as a Senior Engineer for the Los Angeles Metropolitan Transportation Authority, focusing on special projects such as private LTE and rail vehicle-integrated data communication systems. She earned a Master of Science and bachelor’s degree in mechanical engineering from California State University, Los Angeles.
Mrs. Williams also has extensive experience in physical security, policy development, program management, database management, budget management, data analysis, technical reviews, and technology research, development, and engineering.

Dan Delgado

Dan Delgado is a U.S. Coast Guard (USCG) Academy civil engineering graduate, a veteran of 15 years, who flew 2000 hours as a USCG helicopter pilot, performing Law Enforcement and Search & Rescue missions, including rescuing over 30 lives at sea. Thereafter, Dan served as a Federal Bureau of Investigation (FBI) Special Agent accumulating a myriad of criminal and counter-terrorism investigative experience with a focus on countermeasures to Weapons of Mass Destruction (WMD) threats. In his 22-year career, he also served as SWAT operator, FBI Tactical Medic/EMT, Crisis Management Coordinator and flew an additional 2000+ hours. With a master’s degree in WMD Studies, his last assignment was Unit Chief at FBI Headquarters WMD Directorate, Critical Infrastructure, Emerging Threats & Technologies Unit, where he led a staff identifying malicious or intentional misuse of advanced or evolving technologies and directing proactive measures to conduct outreach to prevent/prepare for potential WMD attacks utilizing these new technologies. Throughout the years, he also served his local communities as a volunteer fire fighter, HazMat technician and EMT. Dan now devotes his efforts with his new passion, serving as a Program Technical Lead for AVIAN, growing DOD and U.S. Government programs to promote awareness of the risks related to the continued evolution of unmanned systems and development of opportunities to mitigate related threats to U.S. critical infrastructure. He is currently directly supporting New Mexico Tech University, as he led the development of the DHS’ Drone Awareness and Response Techniques (DART) suite of courses, offered free of cost, for domestic SLTT partners.

Prior to his retirement, with over forty years of federal service, Dave joined the FBI in August of 2015 and served as the Chief of Staff, Joint Program Office for Countering Improvised Explosive Devices. Dave also had primary responsibility for both the FBI’s Unmanned Aircraft Systems (UAS) and Counter-UAS (C-UAS) portfolios.
Prior to joining the FBI, Mr. Kontny was assigned to Headquarters Department of Homeland Security’s Office of Infrastructure Protection (OIP), as the Chief of Staff.
Mr. Kontny was assigned as the Director, National Explosives Detection Canine Team Program within TSA. Prior to joining the TSA, he was assigned as a Special Agent with the FAA Office of Civil Aviation Security.
Prior to his assignment with the FAA and TSA, Dave was stationed at HQ United States Air Force Directorate of Security Forces, Pentagon, Washington DC., where he earned the rank of Chief Master Sergeant.

 DJ Smith is a Technical Surveillance Agent for the Virginia State Police and has worked in the area of Covert Technical/Tactical Surveillance for almost 30 years. Several areas of specialty are GPS Installs, Video-Audio Clarification, Technical Surveillance Counter Measures (TSCM), Title III Intercepts, Mesh-Node Camera Deployments, Technical/Tactical Lock Bypass & Safe Penetration including GSA locks & containers, Cellular Tracking and Geo-Locating, Covert Audio/Video deployments, sUAS & Counter UAS deployment operations to name a few.
In the area of sUAS and Counter UAS Operations:
o He is the Unmanned Aerial Systems Program Coordinator for sUAS & Counter UAS operations for the Virginia State Police
o He serves on the Virginia Safe and Secure Commonwealth Sub-Panel dealing with UAS/Counter UAS implementation and legislative issues for the Commonwealth of Virginia.
o Has served as a Subject Matter Expert (SME) on various technologies for the DHS office of Electronic Surveillance, Law Enforcement Technology Board (SPAWARS Atlantic & Saver program).
o As a representative of the Virginia State Police, he is a stakeholder on the Mid-Atlantic UAS Partnership group (Google Wing) at Virginia Tech for Commercial/Enterprise UAS deliveries.
o He has served on the Department of Homeland Security Science and Technology Directorate First Responder Robotic Operational System Test (FFROST) assessment & evaluations of sUAS for Public Safety.

Grant Jordan

Grant Jordan

 Grant Jordan is CEO at SkySafe. After graduating from MIT, Grant served as an officer in the US Air Force for four years. At the Air Force Research Lab, he designed and built hardware systems for counter-IED missions and small UAVs, specializing in rapid product development for Special Forces units. In graduate school at UC San Diego, Grant conducted research in online criminal campaigns and analysis of the Bitcoin network. As President of Somerset Recon, he led a team of security researchers and engineers analyzing the security of hardware systems for government and commercial customers. Grant has spoken at numerous conferences including DEFCON and the Commercial UAV Expo.

Jamey Jacob

Jamey Jacob

 Jamey Jacob is the Executive Director of the OSU Oklahoma Aerospace Institute for Research and Education (OAIRE) and the Williams Chair in Energy Technology and Regents Professor of Aerospace Engineering in the School of Mechanical and Aerospace Engineering at Oklahoma State University. His current efforts are focused on emerging technology and the societal impact of advanced mobility and their enhanced operation in the national airspace for broader innovative applications. He is currently lead on the NASA University Leadership Initiative program WINDMAP to develop aviation weather solutions for advanced aerial mobility applications, including drones and urban air taxis. He is the director for the Counter-UAS Center of Excellence focused on assessing and mitigating UAS threats both at home and abroad. As part of recent EDA funding through the Build Back Better program, he is leading the development of the LaunchPad Center for Advanced Air Mobility in Tulsa and affiliated Skyway Range operated by the Osage Nation and the associated Tech Hubs for trusted and equitable autonomy. He received his B.S. in Aerospace Engineering from the University of Oklahoma in 1990 and his M.S and Ph.D. in Mechanical Engineering from the University of California at Berkeley in 1992 and 1995, respectively. He was a National Research Council Summer Faculty Fellow in the Air Force Research Laboratory and received the SAE Ralph Teetor Award, the Lockheed Martin Teaching Award, and the OSU Regents Distinguished Teaching and Research Awards, among other mentoring accolades. He is a native Oklahoman and dedicates much of his efforts to STEM workforce development, tribal engagement, and increasing diversity in engineering and science.

L. Scott Parker

 L. Scott Parker is the UAS Security Branch Chief for Infrastructure Security within the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). In this role, he leads efforts to enhance the security and resilience of the nation’s critical infrastructure against cyber and physical threats from uncrewed aircraft systems. Prior to this position, he served as the Advanced Threats Security Branch Chief where he advised critical infrastructure partners in mitigating risk posed by cyber-physical system convergence and autonomous vehicles. He also managed the DHS Soft Targets and Crowded Places Executive Steering Committee that was responsible for coordinating and communicating Department-wide efforts to protect public gatherings. Before joining CISA, he served 27 years in the U.S. Army and held several leadership positions in airborne, intelligence and special operations organizations.

Lars Krogh Vammen

 Lars Krogh Vammen has a 21-year Danish Army background. He has served in various operational branches including 11 years in the Danish army air defense, as well as ISTAR and HUMINT. Lars Vammen has served in the Danish Defence Acquisitions and Logistics Organization (DALO) in the Land Equipment Division as System Manager Mortars & Artillery. Lars Krogh Vammen’s military service includes three deployments to Afghanistan, where he e.g. has served with the US Marine Corps in Helmand. Lars Vammen is now Director of Business Development in Weibel Scientific with the responsibility for the global expansion of the entire Weibel portfolio. The role covers the full scope of business development activities with governments and non-governmental organizations, EU organizations as well as B2B relations with other large OMEs and primes. He is responsible for the full portfolio of Weibel products, with radars for IAMD as main priority – which covers the XENTA radar for SHORAD and C-UAS purposes as well as the long range tracking and discrimination radars for ballistic missile defense. In this context Lars has been a part of a number NATO Industrial Advisory Group studies as well as the recently concluded NIAG Industrial Interface Group to GBAD (NIIGBAD).

Prior to joining Echodyne, he built and led marketing and product marketing teams in the US and Europe for a broad range of companies, from technology startups to established brands, with an emphasis in carrier and large enterprise service delivery architectures. Meir Avidan

 Meir Avidan is a seasoned professional at the helm of business development for Sentrycs, a leading provider of Counter-Unmanned Aircraft Systems (C-UAS) solutions, specializing in serving law enforcement and government agencies within the US and global markets.

Meir previously served as the Director of the National Preparedness Centre at Israel's National Cyber Directorate (INCD). During his tenure, he spearheaded the development and implementation of a comprehensive national framework for cyber crisis preparedness, fostering collaboration and dialogue at the national level.

Prior to his INCD leadership, Meir amassed nearly two decades of experience in senior management positions within various governmental and private defense entities.

Meir's distinguished career also saw him serve as a Defense Attaché in India, where he initiated and led crucial connections between Israeli institutions and India's Ministries of Defense, government agencies, and industries.

Meir Avidan holds a B.A. in Political Science and an M.A. in National Security, both from Tel Aviv University.

Micah Campbell

 Micah Campbell serves as the Executive Director (A) of the
Federal Aviation Administration’s (FAA) Office of Unmanned
Aircraft Systems (UAS) and Emerging Entrants Security, which
is the FAA’s lead organization responsible for drone and
Advanced Air Mobility (AAM) security in U.S. airspace. Mr.
Campbell leads FAA’s efforts to safely integrate detection and
mitigation systems for drones and AAM operations in the
National Airspace System (NAS) and supports UAS securityrelated rulemaking, research and development, policy
formulation, education and outreach, and data management.
Prior to joining the Office of UAS & Emerging Entrants Security, Mr. Campbell served as the
Deputy Director for Aircraft Certification Service (AIR) Enterprise Business Operations in the
FAA’s Aviation Safety (AVS) Line of Business where he was responsible for administrative and
technical direction of business program activities supporting 1,500 personnel across nine AIR
divisions and offices conducting aircraft certification and manufacturing oversight activities.
Mr. Campbell began his public service as an airman in the U.S. Air Force. After serving on
active duty, he transitioned to the Air National Guard and later retired from the Air Force
Reserve. Following his active-duty commitment, Mr. Campbell joined the FAA as an Electronics
Technician at the Mike Monroney Aeronautical Center and later became an Electronic Engineer
Instructor at the FAA Academy. Mr. Campbell has held multiple positions including, FAA
Academy Environmental Section Manager, Air Traffic Organization (ATO) Navigation and
Communications Training Team Manager, ATO Technical Operations Training Group Manager,
ATO Safety and Technical Training Service Unit Senior Technical Advisor, and AVS Office of
Accident Investigation and Prevention Senior Advisor.
Mr. Campbell holds a Bachelor of Science in Technical Management and a Master of Science in
Engineering Management with a concentration in Project Management from Embry-Riddle
Aeronautical University. Additionally, he completed senior leadership development through the
Office of Personnel Management, Federal Executive Institute

 Mr. Torphy has served over 19 years in the Federal Bureau of Investigation and currently oversees its UAS and Counter-UAS operational programs, among other initiatives. Prior to reporting to Redstone Arsenal in late 2021 to lead this new unit, he directed manned and unmanned aviation operations in the Los Angeles field office. In previous roles, he managed enterprise technology projects and led the FBI’s aviation security program in Washington, DC. Earlier in his career, he conducted national security and violent crime investigations in the New York and Portland field offices.

Shaan Shaikh is an associate director and associate fellow with the Missile Defense Project at the Center for Strategic and International Studies (CSIS), where he focuses on missile proliferation, unmanned aerial systems, air defense, and nuclear weapons. He is also deputy editor of the CSIS website Missile Threat, an online clearinghouse for information and analysis on missile and missile defense systems. Prior to joining CSIS, he worked at the U.S. Department of Defense and The Syria Institute.

Simon Chesterman

Simon has been a police officer for 38 years, during this time he has served with three police forces.

He successfully completed the Strategic Command Course in 2006 and was appointed as Assistant Chief Constable (Specialist Operations) with West Mercia Police in 2007. In 2011 he was promoted to Deputy Chief Constable.

In January 2014 he was appointed as Deputy Chief Constable with the Civil Nuclear Constabulary, a national armed police force with over 1600 officers and staff. The Civil Nuclear Constabulary is responsible for the security of nuclear material on civil nuclear sites and in transit around the world.

On 1st April 2019 Simon was appointed as the Chief Constable/Chief Executive Officer of the Civil Nuclear Constabulary.

Simon has been the UK lead on Armed Policing, for 14 years. For five years he was also the national lead on Less Lethal Weapons.

He was awarded the Queen’s Police Medal in the Queen's New Year’s Honours list in 2012 and on 1st June 2022 Simon was awarded the OBE for services to policing in the late Her Majesty the Queen’s Birthday Honours list.

 Stephan Kraschansky, the Managing Director of AARONIA Austria, a subsidiary of AARONIA AG Germany, has a global portfolio overseeing military, law enforcement, and critical infrastructure clients; At the age of 33, Mr. Kraschansky currently manages a Team of C-UAS experts in Austria. His professional journey and educational background are deeply rooted in his service as an Officer with the Austrian Armed Forces. Over the past 13 years, he has dedicated his career to the Austrian Armed Forces, specializing in the domains of cyber and electronic warfare. In his final three years of military service, he had the privilege of serving as the Chief Training Officer for Cyber and ICT security, contributing significantly to the development of officers and non-commissioned officers in this field. Mr. Kraschansky found immense satisfaction in teaching and conducting training sessions for military personnel. Furthermore, he assumed command of Austria's sole Counter Unmanned Aircraft Systems (C-UAS) Element. During his tenure, he successfully led more than a hundred C-UAS operations, which included safeguarding high-profile events like Austria's European Council Presidency and providing C-UAS support for Europe's largest air show, AIRPOWER. Among his civilian accomplishments, one of the most notable was the honor of safeguarding the G20 Summit together with Indonesian Special Police Forces.

Stephen Lloyd

Stephen Lloyd

Stephen Lloyd, a seasoned aviation and aerospace professional with over 45 years of experience, currently serves as Senior Director at BlueHalo. Retiring from the Federal Aviation Administration (FAA) in 2015 after a 40-year tenure, Mr. Lloyd has since provided consulting guidance to government agencies, including the Department of Defense (DOD), and commercial clients. His expertise spans the National Airspace System (NAS), operational safety programs, SMS for piloted and unmanned operations, CUAS, and Federal Aviation Regulations. As a former FAA Executive and Director for Safety, Air Traffic Operations (ATO), Mr. Lloyd led ATO Safety programs, chaired the FAA ATO Safety Committee, and collaborated with the National Transportation Safety Board (NTSB). Currently, his diverse experience is supporting clients in autonomous aviation transportation operations, safety programs, UAS Traffic Management Systems (UTM), and counter UAS systems (CUAS). A key member of the AFRL SkyVision GBDAA Team, Mr. Lloyd's contributions were recognized with prestigious awards, including the 2019 ATCA Annual Civilian Team Award, the 2020 AUVSI Excellence Award in Technology & Innovation, and the 2020 Aviation Week Program Excellence Award.

After the Navy, Steve founded a company called Bbot to help restaurants with their digital ordering experiences. Bbot was sold to DoorDash in 2022. Now, full circle back to defense, Steve and his team are working on helping humans maneuver in the Age of Drones.

Steven Willoughby

Steven A. Willoughby currently serves as the Deputy Director for the Department of Homeland Security’s Counter-UAS Program, where he focuses on strategic planning for air domain awareness, threat discrimination, threat mitigation, and interagency information sharing. Steve previously served as the Director for Aviation and Surface Transportation for the White House’s National Security Council where he advised leadership and coordinated multiple interagency workgroups on various issues including unmanned systems, international transport agreements, and incident response. Prior to these roles, Steve worked for the Transportation Security Administration, conducting red team vulnerability assessments across the transportation sector, and for TSA’s Office of Security Operations, supporting the National Explosives Detection Canine Team Program. Steve began his federal career as a Transportation Security Officer at Washington-Dulles International Airport after graduating from Florida Atlantic University with a Bachelor’s Degree in Political Science.

Timothy W Tyler is a Deputy Chief of Police with the Metropolitan Washington Airports Authority Police Department. Deputy Chief Tyler is a member of the police department’s executive command staff responsible for the safety and security of Reagan National Airport, Dulles International Airport and the Dulles Toll Road and Access Road. Deputy Chief Tyler is a veteran of the United States Marine Corps and has over three decades of experience in aviation, municipal and federal law enforcement. He has a master’s degree from The Johns Hopkins University and is on the Board of Directors for the Airport Law Enforcement Agencies Network (ALEAN).

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
