Barry Austin

Skynet Programme Manager, Defence Digital, UK MoD
Barry Austin

Barry Austin joined the Ministry of Defence in 1984, with the expectation that it would be a short-term appointment until something better came along.
Having started work in the Central Accounting and Finance Teams, he was subsequently promoted to Executive Officer (Information Technology) and posted to the IT development team responsible for designing and implementing MOD’s New Management Strategy (NMS) – which oversaw the introduction of the TLB approach to managing Defence. Subsequent postings in IT Project Management took him to Worcester and then RAF Henlow where he became the Data and Integration Manager for the RAF’s enterprise Logistics Information system.
Having gone through the Defence Finance Accountancy Training Scheme, he felt it was time to return to his core financial roots and was posted to HMNB Clyde as the Finance and Business Manager for the Facilities and Naval Base Design Authority Directorate. This then led to a return to the Air Environment where he became the Financial Planning manager for the Equipment Support Programme within the Defence Logistics Organisations.
Having heard the plaintiff cries of IT once again, he returned to the world of Logistics Information Systems. Initially as the Business and Transformation Manager within the Logistics Applications Project Team and after successfully completing the MOD Assessment Centre he became the Assistant Head of the newly created Logistics Networked Enabled Capability (Log NEC) Team. Having navigated the team through Main Gate approval for the Future Logistics Information Services (FLIS) partnership, he was promoted to Deputy Head of Log NEC with responsibility for Programme and Performance Management.
Having commuted between Somerset and Abbey Wood for several years, he seized on the opportunity to become the Deputy Team Leader for the Networks Delivery Team within the Information Systems and Services (ISS) organisation. In 2017 he became the acting Team Leader on temporary promotion to the Senior Civil Service and was subsequently appointed as the SKYNET 6 Acquisition Programme Manager in August 2018. In January 2019, the MOD decided to join together the SKYNET 5 In-Service Delivery Programme and the SKYNET 6 Acquisition Programme to create a unified SATCOM Programme within Defence Digital (the successor to ISS), which he now leads.
In his spare time, he likes to read history, travel and avoid anything too strenuous. In addition, he continues to wonder whether the Civil Service will provide a meaningful and long-term career.

Captain (RN) Adam Clarke

Deputy Head Space, UK Cyber & Specialist Operations Command
Captain (RN) Adam Clarke

Nobby Clarke joined the Royal Navy in 1998 and in his early career served in 800 Naval Air Squadron, the UK Maritime Component Command in Bahrain, HMS EDINBURGH and at Centurion Building.
Joining the Weapon Engineer (Information Systems) specialisation in 2006, his career since has centred on C5ISR and Digital capabilities. As a Lieutenant Commander, roles included the implementation of Defence’s HR system, the delivery of IT systems to HM Ships and supporting operations (both in PJHQ’s overseas teams and in the Maritime C5ISR Support Unit) and capability development in Navy Command.
Promoted to Commander in 2016, he served in Joint Force Command’s Capability Branch, developing Defence’s Enterprise IT services and subsequently and subsequently served as the Deputy Programme Manager in a complex cross-government programme. Returning to Navy Command in 2020, he commanded the Maritime C5ISR Support Unit (MCSU), delivering operational C5ISR and digital and cyber support to maritime operations.
As a Captain he worked in Defence Intelligence supporting the development of Defence’s cyber domain workforce. He joined the Cyber & Specialist Operations Command (CSOC) in 2025 and now leads SATCOM and Position Navigation and Timing capability development.
He was appointed MBE in the Queen’s Birthday Honours in 2019 and is a graduate of Advanced Command and Staff Course, with an MA in Defence Studies. Nobby is married to Alexandra, and they live in Hampshire with their daughter. In his spare time he enjoys taking his daughter to sports events, doing DIY and pottering around Portsmouth Harbour in his small boat.

The Enterprise Space Category (ESC) is a UK government initiative to reform procurement practices across various departments for space-related goods and services. With its origins in the Ministry of Defence, the ESC was formally established in February 2024 to extend the Space Category beyond Defence, incorporating key partners such as the Cabinet Office; Department for Science, Innovation and Technology; and the UK Space Agency to join with the Defence Science and Technology Laboratory; UK Space Command; and Defence Equipment and Support. The ESC aims to improve how government buys space technology by working collaboratively across the Space sector to achieve better value and tap into cutting-edge innovation for both public and private sectors. The ESC covers a broad range of space-related items, from launch vehicles and satellites to ground systems and services, and seeks to create a more streamlined, market-facing approach to procurement. Under the stewardship of Victoria Cope, Defence's Digital Commercial Director, the ESC is a major step in collaborative working across the Space domain to help build a single Space Enterprise Category Strategy with a focus on strategic alignment and engaging the market as “one” Government, driving innovation and implementing best practice procurement methodologies.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

GLOBAL CPD

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
