In the fall of 1988, law enforcement officials from the Port Authority of New York/New Jersey convened with representatives from INTERPOL to address concerns about terrorism and emerging criminal trends affecting airport operations. This discussion highlighted the need for a dedicated network to facilitate the exchange of information and strategies among airport law enforcement agencies. In April 1990, this vision materialized with the establishment of the Airport Law Enforcement Agencies Network (ALEAN), a nonprofit organization. ALEAN has grown significantly, now encompassing over 100 U.S. airport agencies and numerous foreign Associate Members from Canada, the United Kingdom, and beyond. ALEAN’s reach extends further with Adjunct Memberships held by esteemed agencies such as the FBI, Federal Air Marshal Service, INTERPOL, U.S. Secret Service, and various federal regulatory bodies worldwide. ALEAN hosts biannual conferences and monthly teleconferences ensuring a steady flow of collaboration and professional development among its members. Over the decades, ALEAN has played a pivotal role in advancing aviation security and law enforcement: • 1994 World Cup Soccer Tournament: ALEAN provided crucial support to ensure a secure and successful event across multiple U.S. airports. • Post-9/11 Response: ALEAN was instrumental in managing the aviation law enforcement community’s response to the unprecedented security challenges following September 11, 2001. • National Explosives Detection Canine Program: ALEAN developed a groundbreaking partnership with the federal government to enhance airport safety. • Public Policy Development: ALEAN has actively contributed to shaping aviation law enforcement policies in collaboration with stakeholders. • Real-Time Intelligence Sharing: ALEAN established vital electronic networks for real-time criminal intelligence sharing among airport investigators and administrators. • Benchmarking and Best Practices: Through a national aviation law enforcement benchmarking project, ALEAN has helped agencies develop and implement model best practices. ALEAN’s partnerships extend to organizations like the American Association of Airport Executives (AAAE) and Airports Council International (ACI), as well as local Joint Terrorism Task Forces, the Federal Air Marshal Program, and the TSA Federal Intelligence Officer Program. These collaborations aim to ensure the safety of the traveling public while addressing issues critical to the aviation industry. In today’s evolving security landscape, ALEAN prioritizes the development and cost-effective delivery of essential training programs tailored to airport police agencies. As new threats emerge, ALEAN remains steadfast in fostering cooperation and efficiency among public safety agencies to maintain security and public confidence in air travel. ALEAN is unwavering in its dedication to professional leadership, ensuring that airport law enforcement services meet or exceed federal, state, and local requirements. As a role model for interagency collaboration, ALEAN continues to drive innovation and excellence in the aviation security domain.

State & Working Groups DRONERESPONDERS supports a nationwide network of State Chapters and specialized Working Groups designed to advance education, collaboration, and operational excellence across the public safety UAS ecosystem. These efforts ensure that both regional needs and emerging national priorities are addressed through structured, practitioner-driven engagement. State Groups focus on state-level collaboration, bringing together multi-discipline UAS stakeholders, including law enforcement, fire, EMS, emergency management, search and rescue, departments of transportation, aviation partners, and government agencies, within a shared geographic framework. These chapters serve as a forum to align policy, share lessons learned, coordinate training opportunities, and strengthen interagency relationships. By fostering collaboration at the state level, DRONERESPONDERS helps unify fragmented efforts, promote best practices, and elevate public safety UAS operations through locally informed, nationally connected leadership. Working Groups leverage institutional knowledge and subject-matter expertise to focus on specific operational, technical, and policy areas critical to the future of public safety aviation. These groups bring experienced practitioners together to collaborate on emerging challenges and opportunities across focus areas such as counter-UAS (cUAS), Team Awareness Kit (TAK) integration, Drones as First Responder (DFR) programs, and Advanced Air Mobility (AAM). WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

GLOBAL CPD

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
