Billy Pouliot

 Billy has 30 years of experience in various leadership roles within the U.S. Army, including decisive roles in the Special Operations, Installation Management, and Acquisition Communities. He joins Cypress International in Alexandria, Virginia, after completing a distinguished career that culminated in service as the Senior Enlisted Advisor to the Assistant Secretary of the Army for Acquisition, Logistics & Technology (ASAALT).

EXPERIENCE
In addition to his recent position, his former assignments included serving as the Division Command Sergeant Major for the 25th Infantry Division, Program Executive Office, Soldier Sergeant Major, Garrison Command Sergeant Major for Fort Moore, and Command Sergeant Major for 3rd Battalion, 75th Ranger Regiment. Billy served 18 years in our Army’s Ranger Regiment, during which time he deployed 14 times to Iraq and Afghanistan leading Rangers in direct combat at every level from Squad Leader through Command Sergeant Major. A career Infantryman and Ranger, Billy not only has extensive operational experience, but adds senior level Acquisition experience to his rucksack.

EDUCATION & TRAINING
Billy’s education includes a Bachelor of Science degree in Military Leadership from Excelsior University and a Master of Science in Strategic Leadership, from the University of Charleston.
He is also a graduate of the Joint Special Operations Forces Senior Enlisted Academy (JSOFSEA), the USSOCOM Summit Course, the Garrison Leaders Course, the Nominative Leaders Course, Keystone, and the Army Understanding the Defense Industry Course at UNC Chapel Hill. His additional military schools include Airborne, Ranger, Jumpmaster, Pathfinder, Military Freefall, Air Assault, Survival, Evasion, Resistance and Escape (S.E.R.E Level C) and the Jungle Operations Training Course.

AWARDS
His military awards include the Distinguished Service Medal, Legion of Merit (4), Bronze Star Medal (4), Meritorious Service Medal (5), and the Joint Service Commendation and Achievement Medals. He is a Distinguished Member of the 75th Ranger Regiment, as well as a member of the Order of Saint Maurice, and the Order of Saint Michael – Airborne.

Captain Zachary Bates

 PT Zachary Bates entered service on 03 February 2015 and commissioned as an Infantry Officer
through the Officer Candidate School in August 2015.
After commissioning as an Infantry Officer, he completed the Infantry Basic Officer Leadership
course, Ranger School, and Airborne School at Fort Benning, Georgia. Upon completing his training
at Fort Benning in 2016, CPT Bates was assigned to Charlie Company, 1st BN, 8th Cavalry Division,
2 ABCT where he served as a Platoon Leader and Executive Officer. While in Charlie Company,
CPT Bates completed a rotation to the National Training Center at Fort Irwin and a 9-month rotation
to the Republic of Korea.
In October 2020 he graduated from the Special Forces Qualification Course and was assigned to 3rd
BN, 1st Special Forces Group (Airborne) station at Joint Base Lewis-McChord. CPT Bates served as
Assistant Operations Officer for 3rd Battalion and was then assigned as the Detachment Commander
for SFOD-A 1325, Bravo Company, 3rd BN until June 2023. During his time on SFODA 1325 he
conducted a JCET to Thailand and 6-month rotation to the Philippines for the Counter-Terrorism
Special Operations Forces Liaison Element mission.
Following his time as Detachment Commander, he served as the HHC Commander for 1st Special
Forces Group (Airborne) from June 2023 – September 2024. As HHC Commander, he successfully
deployed the Group HQ to two JCS exercises and established the forward deployed Combined Joint
Special Operations Task Force in INDOPACOM. After completing his HHC Command time, CPT
Bates served as the Force Modernization and Innovations OIC for 1st Special Forces Group
(Airborne) where he coordinated for the acquisition of various weapon systems, AI and
cybertechnology programs for the organization.
CPT Bates currently serves as the Assistant Product Manager (APM) for Purpose-Built Attritable
Systems (PBAS) in the Soldier Precision Targeting Devices (SPTD) office under CPE Mission
Autonomy.
CPT Bates’ military education includes: Infantry Basic Officer Leadership Course, Ranger School,
Airborne School, Bradley Leader Course, Unit Movement Officer, Survival Evasion Resistance and
Escape, Special Operations Language Training-Mandarin Chinese, Special Forces Captain Career
Course, 18A – Special Forces Detachment Commander Course and Combat Diver Qualification
Course.
CPT Bates’ awards include the Meritorious Service Medal, Army Achievement Medal with three Oak
Leaf Clusters, Army Commendation Medal with three Oak Leaf Clusters, Army Service Ribbon,

CPT Bates is married to the former Meghan Mitchell of Austin, Texas and they have two daughters,

Christopher Woodburn

 Mr. Woodburn was commissioned in the United States Marine Corps in 1987 and graduated from The Basic School and the Infantry Officers Course in 1988. As an infantry officer, he held the billets of Rifle Platoon Commander, Heavy Machine Gun Platoon Commander, 81mm Mortar Platoon Commander, Company Commander, Battalion Logistics Officer, Battalion Operations Officer, and Battalion Executive Officer. He also served as the Deputy, Current Operations and Future Operations Officer at the Marine Expeditionary Force level. Mr. Woodburn’s combat deployments include OPERATION DESERT SHIELD/STORM and two tours to OPERATION IRAQI FREEDOM.

Mr. Woodburn also served as a training company commander at the School of Infantry and commanding officer for a Marine Corps Recruiting Station. He is certified in Program Management from a tour at Marine Corps Systems Command and earned a Master’s Degree in Military Studies from the Marine Corps Command and Staff College in 2003. He completed his military career as a lieutenant colonel while serving as the Infantry Combat Equipment and Marine Expeditionary Rifle Squad Capabilities Integration Officer, Ground Combat Element – Fires and Maneuver, Capabilities Development Directorate at Quantico, VA.

Upon retirement in 2013, Mr. Woodburn joined the U.S. civil service and continues to work at the Capabilities Development Directorate. He worked initially as the requirements officer for Marine Corps small arms and combat optics and now supervises capabilities development for the infantry and reconnaissance communities as the Deputy for the Maneuver Branch.

 Colonel Ryan Wylie is the Director of the U.S. Department of War Close Combat Lethality Task Force. He has served for over 27 years as a U.S. Army Infantry officer in command and staff positions from the platoon through the division level. He commanded an Infantry battalion in the 101st Airborne Division and the brigade responsible for Infantry basic training. He has also served as an Assistant Professor at the United States Military Academy and as a Senior Trainer at two Combat Training Centers. Most recently he was the Chief of Staff for the Maneuver Center of Excellence and Fort Benning, GA. He is a graduate of the U.S. Army War College, Naval Postgraduate School and the United States Military Academy.

Mr. Keller is a technically knowledgeable program management professional with over 20 years of experience.
Mr. Keller has a Bachelor of Science in Mechanical Engineering (University of Rochester, Rochester, NY), a Master of Science in Program Management (Naval Postgraduate School, Monterey, CA), and a Master of Science in National Resource Strategy (The Eisenhower School, Fort McNair, Washington, DC).
Since October 2023, Mr. Keller has been the Assistant PEO Soldier responsible for Futures and Integration.
APEO Soldier’s mission is to champion innovation, enable integration and synchronize current and future Soldier capability development to ensure combat overmatch now and in the future. The APEO accomplishes this mission through six (6) Lines of Effort.
1. Futures – administers the Close Combat Integration Enterprise (CCIE) comprising of requirement, science and technology, and program management stakeholders; develops and publishes the CCIE’s annual Soldier Modernization Plan called Polaris
2. Formation Based Architecture (FBA) – gathers, improves and disseminates architectural products with a Soldier and Infantry Brigade Combat Team focus
3. Adaptive Squad Architecture – provides, trains, and maintains digital engineering tools
4. Soldier Enhancement Program – manages a Congressional program to buy, try and decide on commercial / non-developmental items proposed to enhance Soldier capability
5. Soldier Integration Facility – generates collaboration, integration, and innovation through team building, physical prototyping, and warfighter assessments
6. Operational Kit Analysis – engages Soldiers through the Non-Commissioned Officer Corps to determine whether systems are effective and drives that data into acquisition decisions
Mr. Keller is married to his wife, Shawn, and has two teenage daughters (one is now a Hokie!). He enjoys anything outdoors, but especially exploring the hunting lease he is part of with his dog, Cooper.

Jose  Collazo-Castillo

 Mr. José Collazo-Castillo serves as the Army Liaison to the Office of Assistant Secretary of Defense (OASD), Industrial Base Policy. In this role, he leverages his expertise in power and energy systems to inform DoD policy and drive strategic initiatives. As a key player in the development of the DoD's battery strategy, he works to establish a standardized testing, evaluation, and validation process focused on safety and performance. Additionally, he fosters international collaboration through partnerships such as Five Eyes (FVEY) and NATO to advance standard battery technology adoption.
Prior to his current position, Mr. Collazo-Castillo was the Program Manager for the Army’s Supply Resiliency for Soldier Power (SRSP) effort, where he led a team of engineers in standardizing a family of rechargeable batteries for the Dismounted Warfighter. He has also made significant contributions in the areas of dismounted intelligent power management, photovoltaic systems, and wireless power transfer systems.
Throughout his career, Mr. Collazo has demonstrated expertise in project management, having served as the Assistant Product Manager for Army PEO Soldier’s Tactical Power team and as a Project Manager for the Navy's Damage Control Personnel Protective Equipment sustainment effort.
As a Subject Matter Expert (SME) on Soldier Power and Energy Systems, Mr. Collazo-Castillo brings a unique perspective to his work in the OASD. He holds a bachelor's degree in chemical engineering from the University of Puerto Rico and is currently pursuing his MBA from Johns Hopkins University.

Lieutenant Colonel Ian Wilson

 LTC Wilson began serving as British Army D Futures Ground Manoeuvre LNO in February 2023 and is based out of Ft Benning, GA. In this role, he is responsible for synchronizing British and US Army cooperation across Ground Manoeuvre (Infantry & Armour) in both modernization and futures. His diverse portfolio ranges across everything from dismounted soldier lethality up to future armoured vehicle programmes and includes areas such as sUAS, HMT, experimentation, and future IBCT/ABCT structures.

LTC Ian Wilson is a native of Livingston, Scotland, and graduated from the Royal Military Academy Sandhurst in 2005. He commissioned into the Royal Scots as an Infantry Officer. Prior to commissioning, he saw 4 years enlisted service in the UK Armour Branch as a Challenger 2 MBT crewman. He has over 20 years military experience in a variety of Command and Leadership roles, both Light and Mechanized Infantry, including command roles from Plt to BN level, and has served in Recon, S2, and S3 roles. He has extensive operational experience including multiple deployments to Bosnia, Iraq, and Afghanistan. Latterly he has branched out into staff, training and defence engagement roles. Some of his recent assignments include: J5 Plans at JFC Norfolk; COS ANA Advisor Group, Kabul; SGL on the UK ICSC (ILE equivalent); and mobilization as COS of the Army Covid Response Team in Scotland during the pandemic in 2021.

Wilson attended Intermediate Command and Staff Course at the British Defence Academy in 2012 and was awarded the Fuller Prize for the best Defence Studies paper. He holds master’s degrees in War Studies from King’s College London and in Applied Security Strategy from Exeter University. He has been published by the Centre for Historical Analysis and Conflict Research and in various Defence Journals.

He has been married to Rachel for 19 years and they have three children – Benjamin (17), Miriam (14) and Duncan (12).

 As Former Program Manager, Soldier Warrior, PEO Soldier, US Army COL (R) Hansen spent 26 years in the US Army in both the war fighting and acquisition fields. He held various command and staff positions in self-propelled, towed, and airborne artillery units and fire support elements. His research, development, and acquisition experience includes various assignments as a product, project, or program manager in electric guns, armored vehicles, and precision guided munitions. In his last 4 years of service as the Project Manager for Soldier Warrior, he was responsible for weapons, clothing, and equipment for aviation crewmen (Air Warrior), dismounted Soldiers (Land Warrior, Ground Soldier Ensemble), and vehicle crewmen (Mounted Soldier).

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
