Brigadier General (Res.) Luca Tonello

 Luca Tonello joined the Italian Air Force Academy in 1983. During his career he has gained a great deal of experience in air movement and air operations management. He was graduated as military pilot in 1988, serving in the 46TH Air Brigade, ITAF airlift unit, for 12 years, flying as G 222 (C 27A) and C 130J pilot. In charge as Flight Safety Officer, 2ND Squadron Commander and Base Director of Operations. From 2002 worked in the National Air Operations Centre as Air Transport Cell Chief. From 2004 till 2008 he was in Eindhoven NL at the European Airlift Centre taking part in the working team for the establishment of the Movement Coordination Centre Europe of which became its first Deputy Director. From the end of 2008 till 2011 Luca Tonello was the 41ST Anti-Submarine Warfare Wing and Sigonella AFB Commander. Next position was in the Italian Joint Force Head-Quartiers, joint, deployable, rapid reaction command & control center, as Chief of Staff. From the end of 2015 till 2019 he took on the role of Air Mobility and Special Forces Command Chief Operations and Training in Roma-Centocelle AFB. During 2020 he became Air Support Joint Cell Coordinator of the Technical Board for Emergency Covid-19 at the Civil Protection Department.

General Luca Tonello took part into a number of real operations around the world: humanitarian aid after the earthquake in Armenia in 1988, support to UN operations for the independence of Namibia in 1990, operation Provide Comfort in Iraq in 1991, humanitarian assistance in Bosnia Erzegovina in 1992, operation UNOSOM I and UNOSOM II in Somalia from 1994 till 1995, peace operations Alba/Arcobaleno in Albania in 1997, in Kosovo and Timor East in 1999. For twelve years he operated in firefighting activity as G 222 pilot. In 2000 he flow the first ITAF C 130J from Lockheed Factory, in Marietta GA USA, to Italy. During the Libyan crisis in 2011, acting as Wing and Base Commanding Officer, he had to support several international task forces operating from Sigonella AFB, in Sicily. During 2017, he acted as Commanding Officer of the Joint Air Task Force of the Training Advise Assistance Command West of the NATO Mission Resolute Support, in Afghanistan, with the function of Senior Authority of the international airfield of Herat. He has 4.500 hours (including 200 in war environment) flying with SF 260, MB 339A, G 222, C 130J, C 130J-30, BR 1150 Atlantic.

For his job he has been awarded with several national and international decorations: the ITAF Meritorious Medal (silver), for his performance as Wing/Base Commanding Officer during the Libyan crisis, the Defense Medal for special meritorious effort (Kingdom of Denmark – Support to the RDAF during the crisis of Libya), the Navy and Marine Corps Commendation Medal (USA) and others.

Colonel Luca Tonello has a Politics Science Master University degree (University of Trieste), a Aeronautics University degree (Federico II University of Napoli), a Strategic-Military International Studies Master (University of Milano and LUISS G. Carli University of Roma). He attended the Joint Staff College in Roma in 2001/2002 and is qualified as Legal Advisor for Armed Forces.
He has written articles for Difesa on line magazine, Rivista Aeronautica and Sicurezza del Volo, ITAF official magazines, gave lectures and presentations for the ITAF College, Leonardo Company and other national and international organizations. Former member of the ITAF Project Team on C 27J Special Variants.

Colonel Andrea QUAGLIA was born on March 31, 1975.
He attended the Air Force Academy from 1994 to 1998. At the end of his academic career he graduated in Aeronautical Sciences from the University of Naples (1998).
On July 1999 he obtained his military pilot's license at the Euro NATO Joint Jet Pilot Training (ENJJPT) at Sheppard AFB in Texas (USA) on T-38 aircraft.
On January 2000, at the end of the Copilot Initial Qualification Course carried out on the C-130H aircraft at Little Rock AFB base (Arkansas), he was assigned to the 50th Squadron of the 46th Air Brigade.
Since 2001 he flew NATO missions in Kosovo, EX-Yugoslavia and Bosnia-Herzegovina and since 2002 he has been employed as a pilot within the Brigade’s detachment in Abu Dhabi (UAE).
On September 2002 he attended the C-130J Pilot Course at Locked Martin in Marietta - Georgia (USA) and in August 2003 he was assigned to the 2nd Squadron. From May 2003 he worked as a pilot of the component of the Multinational Force employed on behalf of the UN in operation ENDURING FREEDOM in Manas (KYRGYZSTAN) .
In the same year he held the position of Head of Operations and Plans Unit of the 7th detachment in Abu Dhabi (UAE).
He obtained the qualifications of Aircraft Commander and Instructor Pilot in November 2004 and May 2008 respectively.
From June 2005 to September 2006 he held the position of Senior Officer in charge of the 2nd Normal Course at the Air Force Academy.
Having returned to the 46th Air Brigade, in 2007 he was deployed several times at the JATF in Herat (Afghanistan), as part of the ISAF Operation, also holding the position of ITAF Task Group Commander.
In September 2013, after the role of Operations Section Chief, he assumed the Command of the 2nd Flight Group.
Since 2016 he has been assigned to the Operational Forces Command - General Staff, where he held the positions of Force Generation Section Chief and Ops Coordination Section Chief.
Promoted to Colonel in 2018, again within the Operational Forces Command, he first held the position of Deputy Head of Office of the Chief Of Staff and subsequently of Deputy Head of Ops Coordination Office.
Reassigned to the 46th Air Brigade, from April 2022 to October 2023 he held the position of the International Training Centre’s Commander.
From October 2023 to may 2026 he assumed the role of Chief of Base Operations Office of the 46th Air Brigade.
Currently he’s the Wing Commander of the 46^ Air Brigade.
He has approximately 4000 flight hours, of which more than 3000 on the C-130 H/J aircraft and is qualified on the following aircraft: SF-260, T-37, T-38, MB-339A.

Colonel Harry K. Oostema is the Commander of the Strategic Airlift Capability (SAC) Program’s Heavy Airlift Wing (HAW) on HDF 47th Air Base, Pápa, Hungary. The HAW is the only multinational airlift unit in existence today executing a shared flight hour program by 12 nations operating C-17 aircraft. The HAW supports airlift missions for the 12 SAC nations for national, NATO, EU, humanitarian assistance, airdrop and other national requirements.

Members of the SAC Program include Bulgaria, Estonia, Finland, Hungary, Lithuania, Netherlands, Norway, Poland, Romania, Slovenia, Sweden, and the United States.

Colonel Oostema was born in Zeist, The Netherlands, and is married and has two children. After serving as a conscript officer, he stayed in the Royal Netherlands Air Force to become a pilot and completed his training in 1988 at Sheppard Air Force Base, Texas. Since then, Col Oostema has served as an operational pilot in the NF-5 and F-16 and was a Flight Instructor and Examiner in the T-38 and F-16. He has flown combat sorties during Operations ALLIED FORCE, KFOR JOINT GUARDIAN and was the Commander of the 2nd NLD F-16 Deployment supporting Combined Joint Task Force INHERENT RESOLVE. Col Oostema has held a broad variety of positions at base, headquarters and joint level including several Commander’s positions at both squadron and group level.

On his last assignment, Col Oostema was the Deputy Head of the Ops Division in the European Air Transport Command at Eindhoven Air Base in The Netherlands.

Lieutenant Colonel Olin Johnson

Lt Col Olin Johnson is the Chief of NATO Allied Air Command's Airlift Coordination Centre (ALCC). He is responsible for the planning and execution of air transportation operations during NATO exercises and operations.

Lt Col Johnson was commissioned in 2005, graduating from the University of North Carolina-Chapel Hill with a Bachelor’s in Peace, War, and Defense.

He is a C-130E/H Combat Systems Officer with flying assignments at Little Rock AFB, Arkansas and Yokota AB, Japan. He then spent three years in Taipei, Taiwan as an Olmsted Scholar, studying East Asian Studies at National Cheng Chi University.

Prior to his current position he was commander of the 621st Air Mobility Operations Squadron at Joint Base McGuire-Dix-Lakehurst, New Jersey.

 Major General João Rui Ramos Nogueira was born in Fafe on 24 July 1970. He has a degree in Aeronautical Military Sciences - Aeronautical Engineering from the Air Force Academy and a postgraduate degree in Peace and War Studies from the Autonomous University of Lisbon.
Between 1997 and 2007 he held various engineering positions, specializing in aircraft structures and engines, and was a member of the Air Force Central Accident Investigation Commission.
From 2007 to 2010 he was a lecturer at the Institute of Higher Military Studies in the areas of Organization Management, Peace Operations, and Communication and Information.
From 2010 to 2013 he was a staff officer in the Logistics Division of NATO Allied Air Command Izmir, Turkey, and Operational Planner for the Logistics Area. In 2011 he was part of the Air Component planning group for NATO Operation Unified Protector in Libya, and was subsequently head of the Combined Forces Air Command Logistics cell for that operation.
From May 2013 to May 2016, he was head of the Logistics Division of the Air Force General Staff's Resources Division.
From May 2016 to November 2018, he was head of the Weapons Systems Maintenance Directorate Department responsible for maintenance management of the C-130H, P-3C, C-295M and Falcon 50 aircraft. At the same time, he was manager of the C-295M program and the C-130H and Falcon 50 modernization programs.
From December 2018 to October 2020, he was Deputy Director of the Weapons Systems Maintenance Directorate.
Since 2015 he has participated in the KC-390 aircraft acquisition program and since November 2019 he has been formally appointed as a member of the KC-390 Program Monitoring and Supervision Mission (MAF), as Program Manager and later, in November 2022, as Chairman of the MAF.
From October 2020 to July 2021, he attended the General Officer Promotion Course at the Military University Institute.
From January 2022 to 10 March 2024, as a Brigadier General, he was Director of the Engineering and Programs Directorate.
On 11 March 2024, he took office as Director of the Weapons Systems Maintenance Directorate and was promoted to his current rank on 7 October 2024.
He has several commendations and decorations, including the Military Order of Avis, in the rank of Commander, Gold and Silver Distinguished Service Medal, 1st and 2nd Class Military Merit Medal, 1st and 2nd Class Aeronautical Merit Medal, Gold Exemplary Behavior Medal and the NATO Non-Article 5 Medal.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
