Alex Cacioni

Alex an Executive Director for the SDA (Space Data Association), a not-for-profit association formed by satellite operators to provide reliable and efficient data-sharing critical to the safety of the space environment. SDA is committed to the mission of flight safety and preservation of the space environment.

Alex has been involved in the space industry for over 35 years working on all aspects of geostationary satellite operations. Director of the Flight Dynamics group, he is responsible for orbital positioning and station keeping strategy of the Viasat fleet. Alex is also part of the ISO TC20/SC14 which builds space standards for best practices and he represents the UK in the ECCS (European Co-operation for Space Standardisation) in both Space Debris and Space Traffic Management working groups.

Alex Agathanggelou works as a scientist at the Defence Science and Technology Laboratory (Dstl), primarily working in Space Domain Awareness (SDA). He currently is the technical lead for satellite characterisation work, and provides support into the UK MOD. Alex has a strong interest in the applications of AI/ML techniques to SDA datasets, and has presented on his work at various conferences including AMOS and SmallSat.

Angela Lindemuth

Ms. Angela Lindemuth is the Deputy Chief of the Capabilities Development Division within the International Affairs Office, Space Systems Center (SSC), United States Space Force (USSF), Los Angeles AFB (LAAFB), CA. The organization serves as the international focal point for initiation, coordination, and external reporting with Department of Defense (DoD) organizations for government-to-government agreements regarding space acquisition and collaboration.

In 2005, she entered federal government service working for the Defense Finance and Accounting Services (DFAS). For more than 15 years, she has supported the Department of Defense in various organizations.
From 2005 to 2007, Ms. Lindemuth supported numerous DoD organizations by providing accounting management support while working for DFAS. In 2008, she joined SMC as the first Commercial Sponsorship Coordinator for Los Angeles AFB. In 2010, she joined the Acquisition
workforce as an intern, completing rotations in the Military Satellite Communications (MILSATCOM) Directorate and the Acquisition Center of Excellence (ACE) before finding a home in the Launch Directorate in 2012. Ms. Lindemuth was offered the opportunity to stand up the SMC ACE Office at Peterson AFB, CO in 2013, where she continued her acquisition experience. She rejoined the LAAFB community in October 2016, as the Program Manager for Broad Agency Announcements (BAA) in the Remote Sensing Directorate. In 2018, Ms. Lindemuth began her international program management path when the Chief Partnership Office stood up, where she is still the US national lead and Secretariat of a 13-nation multilateral MOU for research and development, identifying opportunities for interoperability in a responsive timeline. She continues to forge new ground with global partners today.

Captain (N), José Matias de Freitas is a Navy Officer Commander graduated by the Naval Academy as a Weapons and Electronics Engineer. He served on board of various Portuguese navy war ships as a Weapon Engineer Officer (WEO) responsible for the performance and availability of the on-board weapons, sensors, Command Support Information Systems, combat, and communications systems. As Senior Engineer Officer supported the Executive Officer in resources management and information systems administration Ship Domain Administrator for IT. He was head of Weapon Systems Office for the Weapon and Electronic Systems Department at the Portuguese Navy - Technical Navy School and head of Communications and Cypher Department at Naval Communications Centre, being responsible for the transformation process in the naval communications infrastructures and implementation of main data center. After being deputy Director at Portuguese Navy IT and Communications Directorate, he was appointed as head of Planning and Programing Division, at the Portuguese MoD Directorate-General of National Defence Resources, since 2015 where he has been responsible for the coordination, monitoring and execution of Military Programming Law in the Armed Forces among other responsibilities, which includes the coordination of the implementing process of the Portuguese SST capability. Member of the EU-SST Steering Committee and PMO. He is the MoD representative at international forum, within UE, EDA, and NATO for the Space Domain (SATCOM, SST/SSA)

Colonel Ludovic Monnerat

Colonel in General Staff Ludovic Monnerat is the J5 and at the same time Head of the Space Domain of the Swiss Armed Forces. He is the founder of this new organization for space and is leading it since its inception in 2017. He has been Chief Trainer of the joint operational staff during 8 years, Head of the Special Operations Section of the same staff during 8 years as well, and member of the Information Operations Section during 2 years. In the militia (reserve) system of the Swiss Armed Forces, he commanded a Special Forces Battalion and an Infantry Company, and was the Chief of Staff of the Joint Special Operations Center during 8 years.

 Col. Raj Agrawal is currently assigned as the Commander, Space Delta 2-Space Domain Awareness and Space Battle Management, Space Operations Command, Peterson Space Force Base, Colorado. DEL 2 is responsible for generating, presenting, sustaining, and improving combat space domain awareness forces who identify, characterize, and exploit opportunities to secure our Nation’s interests in, from, and to space. DEL 2 is headquartered at Peterson Space Force Base, Colorado, with mission personnel and functions spread across Vandenberg Space Force Base, California; Schriever Space Force Base, Colorado; Eglin Air Force Base, Florida; Kirtland Air Force Base, New Mexico; Maui Space Surveillance Complex, Hawaii; and Naval Support Facility Dahlgren, Virginia, in addition to multiple supporting locations around the world including Australia, Diego Garcia, and the Marshall Islands.

 
Col. Agrawal commissioned from the U.S. Air Force Officer Training School in 2001 after serving as a Texas schoolteacher for eight years. His career includes assignments as a space operations leader in mission areas including space battle management, offensive space control, offensive cyber operations, strategic and theater missile defense, covert unmanned aerial systems and special technical operations.
 
Prior to his current assignment, Col. Agrawal served as the Chief of Future Operations, Headquarters Space Forces Component, U.S. Space Command. He has also served as the commander for the 20th Space Control Squadron, the chief of Space Control Division for the Assistant Secretary of the Air Force for Space Acquisition and Integration, and the Chief of International Affairs Space Division in the Office of the Chief of Space Operations.

David is the National Space Operations Centre (NSpOC) Capability Manager on the Civil side working for the UK Space Agency. He is responsible for delivering the capability required for the UK to provide services such as re-entry warnings and conjunction alerts for UK industry and Government. He works closely with his military counterparts to deliver the Space Domain Awareness (SDA) portion of the UK National Space Strategy. David has been working for the UK Space Agency since 2022 starting as a secondee from the Ministry of Defence in the Office of the Chief Engineer before moving full time to the SST team which has become the NSpOC. Previously, David was a Systems Engineer for the Ministry of Defence working on a number of projects and across domains but specialising in space. David has also worked as a Propulsion Engineer for GE Aviation providing Maintenance Repair and Overhaul services for commercial Jet Engines.

Donald Bedard

Donald Bedard

Donald Bédard currently serves as the Portfolio Manager for the Operationalization of the Space Domain and Alliance Future Surveillance and Control within the NATO Office of Resources. Over his 32-year career as Canadian Army Signals Officer and Senior Defence Scientist, he led a number of space systems projects, notably serving Project Director for the Surveillance of Space 2 project, as Project Manager for the DRDC component of NEOSSat mission and as Project Manager for the M3MSat mission. Prior to joining NATO in 2023, Don was the Managing Director of the Arthur B. McDonald Canadian Astroparticle Physics Research Institute at Queen’s University . He holds a Ph.D. in Physics from the Royal Military College of Canada (RMC), where he specialized in the spectrometric characterization of artificial Earth-orbiting objects.

Donn Murray

Currently employed by the US Space Force as the Space Based Space Domain Awareness (SDA) International Program Manager and Quasi Zenith Satellite System–Hosted Payload (QZSS-HP) Operational Test Director, Space Systems Center (SSC) Los Angeles. Previous Programs managed include Space Domain Awareness C-Band Radar (US/Australia), ORS-5, and QZSS-HP (US/Japan). Prior Naval Officer (CDR, Supply Corps, USN ret 24yrs) with extensive operational experience in PACOM and CENTCOM AOR’s. DAWIA experience in the USG as a Navy Program Manager and as a Government contractor supporting CONUS based logistics operations for Strategic Systems Program Office SSBN/SSGN support, forward deployed forces under the LOGCAP program and the Royal Saudi Naval Forces Headquarters Logistics directorate. Experienced in managing Navy operational plans, Afloat Combat Logistics Forces, and ILS management for Prepositioned War Reserve Materials, Naval Mobile Construction Battalions, Naval Special Warfare, Submarines, Surface Ships, Rotary and Fixed Wing Aviation, and Foreign Military Sales.

Dr Bleddyn Bowen

Dr Bleddyn Bowen

Dr Bleddyn Bowen is Associate Professor of Astropolitics at the School of Government and International Affairs (SGIA) at Durham University and an expert in space warfare and astropolitics. He is the author of two monographs: Original Sin: Power, Technology, and War in Outer Space (Hurst, 2022) and War in Space: Strategy, Spacepower, Geopolitics (Edinburgh University Press, 2020); and multiple peer-reviewed articles (list below). His research focuses on spacepower and strategic theory; space policy and politics; military space history; technology and modern warfare; international relations, security, and intelligence in space. He is recognised by bestselling author and journalist Tim Marshall as "Britain's leading thinker on astropolitics" and "a leading expert on the politics of space" in the pages of Politique étrangère. Dr Bowen is usually available for comment for media/news stories related to his academic expertise - see details below.

 
 
Dr Bowen has advised, presented, and briefed for many government agencies and offices, including the UK Prime Minister’s Policy Unit, the US National Space Council, the US Space Force, the European Space Agency, UK Ministry of Defence, UK Space Agency, the UK Parliament, and the Japanese Cabinet Office. Prior to joining Durham University, Dr Bowen taught and researched at the University of Leicester, King’s College London, and Aberystwyth University.
 

Dr Brendan Mulvaney

Dr Brendan Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.  

 
He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.
 
He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

Dr Kerr completed her PhD at the University of Strathclyde in Scotland before moving on to a post-doctoral fellowship at RMIT University in Melbourne Australia. Dr Kerr left academia to join Deimos Space UK where she started working as a project engineer, and rose to lead the Space Safety team. After leaving industry, she is now working in defence at Dstl, as an Astrodynamics Specialist, and is the technical lead for the Space Domain Awareness Hemera project, providing SDA expertise and advice into UK Space Command and UK Space Agency.

 

Dr Pascal Faucher

Dr Pascal Faucher

Dr Pascal Faucher is graduated (1997) from the Ecole Nationale Supérieure de l'Aéronautique et de l'Espace (SUPAERO). He also holds a Master’s Degree in Ocean, Atmosphere and Biosphere (1998) and a Ph. D. in Physical Oceanography (2001) by the University Paul Sabatier, funded by the French Ministry of Defense, and an Executive Master of Business Administration (2007) by ESCP Business School. After a post-doctoral position in the European project Marine Environment and Security for the European Area, his experience includes more than 20 years of various positions at CNES headquarters as international relations advisor and programme manager. For the last 11 years, as a programme manager in defense and security in the Directorate of Strategy, he is responsible for the following themes: space security, space situational awareness, space surveillance and tracking, space traffic management, space sustainability, space debris, space weather, planetary defense.

 
Pascal Faucher is the Chairman of the European Union Space Surveillance and Tracking Partnership (EU SST) since July 2017, and co-Chairman of the European Union Industry and Start-ups Forum on Space Traffic Management (EISF) since April 2022. He is also the Chairman of the Space Security Committee of the International Astronautical Federation (IAF) since October 2021. He is a French delegate to the Programme Board SSA of the European Space Agency (ESA), the EU Space Programme Committee in SSA configuration, the Administrative Board of the European Union Agency for the Space Programme (EU SPA), the EU STM Stakeholder Mechanism Main Group, the Steering Group of the Inter-Agency Space Debris Coordination Committee (IADC), the Steering Committee of the Space Mission Planning Advisory Group (SMPAG), the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), appointed in 2021 as the National Point of Contact to the Working Group on the Long Term Sustainability of Outer Space Activities (WG LTS 2.0). In France, he chairs the National Coordination Group on Space Weather (GCME). He is a member of the French Steering Group on Unidentified Aerospace Phenomena (GEIPAN).
 

Dr Pawel Bernat

Dr Pawel Bernat

Pawel Bernat, PhD, is a Senior Lecturer at the Polish Air Force University.

His current academic interests focus on (1) strategic aspects of outer space, i.e., militarization and weaponization of outer space, commercialization of outer space and its impact on national and international security, (2) the military space sector of the Russian Federation, (3) space terrorism and irregular warfare with the use of space assets, and (4) proxy and hybrid warfare, especially in Eastern Europe.
 
Dr Bernat closely cooperates with the George C. Marshall Center for European Security Studies, Garmisch-Partenkirchen, Germany, where he occasionally teaches on space security. He also teaches space security for the Master of Science in Space Studies programme at the International Space University in Strasbourg, France. Additionally, Dr Bernat collaborates with the European Security and Defence College and serves as an assessor in the European Initiative for the Exchange of Military Young Officers (EMILYO) Olympiad.
 
Dr Bernat has published dozens of scientific articles. He has presented his research at over thirty international conferences and invited lectures worldwide, and carried out many scientific projects, i.a., in the United Kingdom, Israel, the Netherlands and Poland. His latest book (coedited), “Proxy Wars from a Global Perspective: Non-State Actors and Armed Conflicts” was published by Bloomsbury in 2024.

Dr Regina Peldszus

Dr Regina Peldszus is a Policy Officer for space security with the European External Action Service with a focus on space threats and Space Domain Awareness. Prior to this, she was seconded to the German Ministry of Economic Affairs to work on space security and Space Situational Awareness and, while with the German Space Agency at DLR, served as Co-Chair of EU Space Surveillance & Tracking. With a background in complex systems and foresight for space, she previously conducted research on operations and future mission for the European Space Agency.

Mr. F Schnell is the Chief, Space Domain Awareness (SDA) Division, Special Programs Directorate, Enterprise Corps, Space Systems Command, Peterson Space Force Base, Colorado. He oversees four primary lines of effort: Advanced SDA Capabilities, Ground Radar Portfolio, Ground Electro[1]Optical and Radio frequency sensing Portfolio, and Space Electro-Optical portfolio, leading 380 military, civilian, and contractor personnel with a $628 million budget.

 
Mr. Schnell's most recent assignment was as Deputy Chief, Operations Division, Business Enterprise Systems, where he assisted the Chief in operations of Gunter network, Platform Operations, Tier 1 helpdesk for the Air Force systems, and the BES Product Innovation (BESPIN) software factory. Mr. Schnell entered civil serves as an Air Reserve Technician with the 302d Airlift Wing, Peterson AFB CO. He has worked Logistics Sustainment of the Space Launch and Test Range, Program Management in support to the Space Innovation, and Development Center, and Director of Mission Support for the Air Force Warfare Center, Det1. As an Air Reserve member, Mr. Schnell is currently the Commander, 908th Logistics Readiness Squadron, Maxwell AFB, AL.
 

Janice Starzyk

Janice Starzyk

Janice Starzyk is the Deputy Director of the Office of Space Commerce, a Senior Executive Service position. Previously, she led Virgin Orbit’s Washington, DC, office and government operations. Her extensive experience and contributions in the space industry include leading the consulting practice at Bryce Space and Technology and more than a decade leading the commercial strategy and market intelligence for launch service providers International Launch Services (ILS) and United Launch Alliance (ULA). At Futron Corporation, Ms. Starzyk worked with a range of civil, military and commercial space industry customers.

 
She received her Bachelor of Science in Foreign Service from Georgetown University. She holds a Master of Arts in economics and international relations from the Johns Hopkins School of Advanced International Studies, and a dual-degree Global MBA from Tulane University and Universidad Icesi in Cali, Colombia.
 
For more than a decade, Ms. Starzyk has also provided community leadership and support to local STEM education programs through the Washington Space Business Roundtable. She was appointed to serve as an industry representative on the Commercial Space Transportation Advisory Committee in 2022.

Lt. Col. Claudio GIZZI achieved a Degree in Physic at the University "La Sapienza" of Rome and later in 1994 achieved post-graduated specialization in High Energy and Medics Instruments. He joined the Air Force in 1998 and achieved the Master in Physic of the Atmosphere. After many contributions to Air and Joint Operations and Exercises, since 2017 he was appointed at the ITAF Air Operations Command as METOC and Space Weather Office. Since June 2020 he was appointed at Interim Space Operation Centre in the Air and Space Operations Command and he is currently the Head of the Operations Service in the Space Situational Awareness Centre in charge to deal the S.S.T. services for the EU SST framework support program for Italy.

Simon Machin

Simon Machin is the Manager of the Met Office Space Weather programme, having worked within the Met Office space weather programme for around 15 years.

 
As well as providing the UK national weather and climate prediction services, the Met Office owns of the space weather risk on behalf of the UK government. This drives the key role to deliver the UK’s operational space weather capability. This includes delivery of space weather warnings, alerts and services to government, defence, Critical National Infrastructure (CNI), industry and the public.
 
Simon is responsible for oversight of space weather services and direction of scientific research to operations, leading to the delivery of space weather services aligned to user requirements. He also has a key role in ensuring that Met Office’s responsibilities under the UK Severe Space Weather Preparedness Strategy are delivered to government. The overarching aim being to develop understanding of space weather effects and impacts, and mitigations underpinned by robust science.  
 
Simon’s career spans over 40 years, most of which has been dedicated to supporting defence and security, during which Simon has held roles such as Chair of the NATO Technical Space Weather Panel. Alongside expertise in space weather and heliophysics Simon is a qualified meteorologist, climatologist and analyst, having worked in a variety of roles where he has contributed to developing and applying understanding the natural environment and natural physical phenomena to enable robust decision making to support resilience and successful operations.
 

Wing Commander Thomas Colledge

Wing Commander Thomas Colledge

Thom Colledge is a senior Royal Air Force officer with over 20 years of air and space security experience. 

 
Most recently he was the commander of RAF Fylingdales, the UK’s primary Low Earth Orbit Space Surveillance RADAR. 
 
The start of his three-year command coincided with the Russian launch of a Direct Assent Anti-SATellite weapon. It then continued through the most significant surge in global military ballistic missile activity since the Second World War leading from instability in the Ukraine, Middle Eastern and Pacific regions. The exponential increase in Proliferated Low Earth Orbit satellite constellations and other commercial space launch activity during this time was notable.
 
His tenure was aligned to the advent of UK Space Command in 2021 as an independent two-star unit. He was instrumental in shaping this nascent organisation from the bottom up.
 
After relinquishing command in 2024, Thom was awarded a full scholarship by the Chief of the Air Staff to read for a MPihil in Politics and International Studies at the University of Cambridge. His thesis proposal centres on the role of attribution in astropolitics.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
