Conference Overview

With more than 95% of international data traffic relying on subsea cable networks, protecting critical undersea infrastructure and maintaining Maritime Domain Awareness have become key defence priorities. As maritime threats continue to evolve, how can military, government, and industry leaders stay ahead?

That focus sits at the heart of the 12th annual Maritime Reconnaissance and Surveillance Technology Conference, bringing together senior naval leaders, military operators, government stakeholders, and industry experts.

Returning to London on 26 - 27 January 2027, the event provides a dedicated platform to engage with those driving the future of maritime surveillance, uncrewed systems, space-based ISR, and critical subsea infrastructure protection. Arturo Ojeda Demaria

Arturo Ojeda Demaria is a retired Navy Commander with extensive experience in security operations, technology integration, and risk management in complex operational environments who currently serves as UXS and C-UAS Specialist, Intelligence Surveillance & Reconnaissance for the United Nations Office of Counter-Terrorism (UNOCT)'s Global Programme on Autonomous and Remotely Operated Systems (AROS Programme). He holds an MSc in the Complex Systems Engineering area, and over the course of his career in Defense, the private sector, and currently with the United Nations, he has held strategic and operational roles supporting security planning, crisis response, and interagency coordination in high-risk and high-visibility settings.

His expertise focuses on the operational use and integration of unmanned and autonomous systems across air, surface, and subsurface domains in support of counter-terrorism and critical infrastructure protection. He works on enhancing situational awareness through the integration of advanced sensing, command-and-control, and mitigation capabilities, including Counter-Uncrewed Aerial Systems (C-UAS). His work supports institutional capacity-building and the lawful deployment of remotely operated and autonomous systems for maritime security, underwater infrastructure protection, and counter-terrorism operations, with particular emphasis on African and Central Asian operational contexts.

Captain Fernando Garcia Rodriguez

Captain Fernando Garcia Rodriguez

Captain Fernando García Rodríguez is a 1995 graduate of the Spanish Naval Academy.

In 1997 he specialized in Submarines and served until 2002 in several units of the Submarine Flotilla as Operations Officer. In 2002 he returned to the surface force as CIC Officer on board the F100 frigate ESPS Blas de Lezo, until 2007.

He then returned to the submarine service as XO of ESPS Galerna for a two years tour, before attending the XIII Advance Command and Staff Course in the Joint Services Command and Staff College in Shrivenham, United Kingdom.

He was then assigned as ACOS N3 (Operations Division) in the Spanish Submarine Flotilla before being appointed Commanding Officer of ESPS Galerna between January 2012 and July 2013, participating several times in NATO Operation Active Endeavour as well as multiple national and multi-national operations and exercises.

Aboard, he has also served as ACOS N3 of Operation ATALANTA FHQ on board ESPS Galicia during the first semester of 2017, and as XO of the Spanish Training Vessel “Juan Sebastián de Elcano” for two training cruises, including sailing around the world between August 2020 and June 2021, during the COVID19 pandemic.

Ashore, he has been assigned to the NATO Shipping Centre in NATO Maritime Command, in Northwood, between 2013 and 2016, as Chief of Staff of the Spanish Submarine Flotilla between 2017 and 2019 and as Naval Commander in Algeciras Port between 2023 and 2025.

He has also been deployed as Defense Liaison Officer and advisor at the Embassy of Spain in Addis Abeba, Ethiopia.

On July 7th, 2025 he was appointed as Chief of Staff at the EUNAVFOR ATALANTA OHQ, in Rota.

He has several national and international medals and citations.
 

Captain Matt Syrett

Captain Matt Syrett

Captain Matt Syrett is the Maritime Geospatial Intelligence Liaison Officer for the National Centre for Geospatial Intelligence (NCGI). Appointed as the defence customer Non-Executive Director for the UKHO board, Matt is focused on meeting defence needs for maritime geospatial data.
Captain Matt Syrett is a warfare officer and specialist military Hydrographic surveyor, Oceanographer and Meteorologist, he is also qualified as a specialist Navigator. Matt has Commanded HM Ships GLEANER, ROEBUCK, ECHO and PROTECTOR. In 2016 he became the Hydrographer of the Royal Navy and Commanded the 700-person strong Royal Navy Survey Flotilla in its operations worldwide.
Matt has experience as the Naval Assistant to The First Sea Lord. Working directly for Admiral Sir George Zambellas and Admiral Sir Philip Jones, as their lead for International Defence Engagement, during a period that included, the Scottish Referendum and Strategic Defence Security Review 2015. He also has Strategic and Operational Media experience gained from a two-year assignment to the Permanent Joint Headquarters during the Afghanistan and Libya campaigns.
Matt acts as the defence customer on the UKHO board. He supports and constructively challenges the executive committee, applying scrutiny both in the development of business strategies, cases, plans and targets; and in assessing the UKHO’s success in delivering its approved corporate plan.
 

Chris Trelawny

Chris Trelawny

Chris Trelawny was commissioned as Deputy Secretary General of INTERPORTPOLICE on 1 January 2022. Prior to that, he spent 18 years in the International Maritime Organization (IMO) Secretariat focussed on multi-agency approaches to maritime security and facilitation. His major projects included the Djibouti Code of Conduct (DCoC), the Yaoundé Code of Conduct, and the Jeddah Amendment to the DCoC, 2017. Before joining IMO in 2003, Chris spent 6 years at ICAO and 4 years in aviation security roles and 8 years as a customs officer. He also served for 30 years in the Royal Naval Reserve.

Commander Christopher Heckman

Commander Christopher Heckman

Born in Halifax, Nova Scotia, Christopher Heckman joined the CAF as a Naval Warfare Officer in 2001. After obtaining a Bachelor's Degree in Computer Hardware Engineering from the Royal Military College and completing initial naval officer training in 2005, he joined HMCS Fredericton and served as the ship’s diving officer and as a bridge watch keeper (BWK). He sailed in support of Op NANOOK, Op CONNECTION, and Op CARIBBE. Specializing in Maritime Information Warfare (MIW), he completed the IW Director (IWD) course in 2008 and was posted to HMCS St. John's as the IWD, sailing on several task group exercises and a MISSILEX prior to being to HMCS Fredericton to deploy as the IWD on Op SAIPH. His contributions earned him a commendation from Commander CEFCOM (now CJOC).
After returning in 2010, he was posted to the CF Maritime Warfare Centre as the IW Tactics and Doctrine officer before being posted to the CF Naval Operations School where he developed and instructed the Communications and Information Systems Officer course while completing a Master of Information Management from Dalhousie University. Completing the Operations Room Officer course in 2015, he served as a CCFL Battle Watch Officer during Ex JOINT WARRIOR and Ex TRIDENT JUNCTURE prior to completing his Combat Officer tour with HMCS Montréal in 2016.
Promoted to LCdr, he deployed to Bahrain as the CTF 150 Communications Officer in support of Op ARTEMIS. After returning in 2016 he was posted to Ottawa to serve the Director of Naval Information Warfare as Senior Staff Officer (SSO) - Cyber, which culminated in the RCN Cyber Strategy 2020-2025 being published. He completed the Joint Command and Staff Program in Toronto in 2021, also earning a Master of Defence Studies from RMC. He then served as Executive Officer in HMCS St. John's prior to being appointed Commanding Officer of HMCS Glace Bay in 2022 and deploying as the Maritime Task Force Commander on Op PROJECTION - West Africa, and Op GLOBE - Haiti.
Following the deployment, he was promoted to his current rank of Commander and served as SSO to the Chief of the Defence Staff where he was privileged to receive a CDS Commendation from General Eyre. He was then posted back to DNIW as the section head responsible for maritime C2, Cyber, Information Operations, Electronic Warfare, Tactical Data Links, and Space, prior to being appointed Commanding Officer of TRINITY – Maritime Operational Support and Intelligence Centre (MOSIC).

Dr Raffaella Guida

Raffaella received the Laurea degree (cum laude) in Telecommunications Engineering and the Ph.D. degree in Electronic and Telecommunications Engineering from the University of Naples Federico II (Naples, Italy), in 2003 and 2007, respectively. In 2006, she received a two-year research grant from the University of Naples Federico II to be spent at the Department of Electronic and Telecommunication Engineering on the topic of electromagnetic field propagation in urban environment. In 2006, she was also a Guest Scientist with the Department of Photogrammetry and Remote Sensing, Technische Universität München (Munich, Germany). In 2008, Raffaella joined the Surrey Space Centre (SSC), University of Surrey (Guildford, U.K.) as a Lecturer in Satellite Remote Sensing. Today she is still in SSC as Reader and Head of the Remote Sensing Applications research group. Since September 2019 Raffaella is also PostGraduate Research Director in SSC.
Raffaella has published more than 80 papers and was awarded the IEEE J-STARS Best Paper Award 2013 for her research on statistical analysis of SAR data.

Elliot Thornen

Space Resilience Manager, UK Space Agency
Elliot Thornen

Elliot Thornton is the Space Resilience Manager at the UK Space Agency, where he leads efforts within the Space Security and Resilience team to safeguard the UK’s civil space sector against a broad spectrum of risks. His work involves strategic coordination across government departments and active engagement with industry to address threats both to and from space systems.

These threats include spectrum interference, space weather, cybersecurity, vulnerabilities in critical national infrastructure (CNI), and national security concerns—all of which are mapped to the UK’s National Risk Register.

Elliot brings deep technical and operational insight to the role, shaped by a career in Electronic Warfare (EW) and communications. He has delivered EW training internationally for BAE Systems, drawing on experience across both strategic and tactical domains.
With a strong focus on emerging technologies and their implications for defence and space resilience, Elliot plays a central role in shaping the UK’s approach to securing its space assets in an increasingly complex global environment.

Ferdinand Peters

I am Ferdinand Peters Naval Systems Architect at the Defence Material Organisation. I am responsible for the integration of unmanned (aerial) systems on the Royal Netherlands navy feet. I am working on different projects in which the ships are adapted to accommodate the different unmanned systems and in which the unmanned systems are incorporated in the design from the start. Moreover, I am involved in the Nederdrone Program in which an organic aerial systems is designed specifically for maritime operations.

James Morgan

James Morgan

James leads the Joint Maritime Security Centre (JMSC), delivering Maritime Domain Awareness together with operational coordination and coherence to UK Government and law enforcement partners. As National Coordinator for Maritime Security Response, he ensures an effective cross-government response to maritime security incidents. His career spans military intelligence, border security and policing, serving in the British Army Intelligence Corps, Border Force and City of London Police. There he led uniformed operational support and control room functions, served as Strategic Firearms Commander, advanced public order commander, and a core command team member for Op LONDON BRIDGE. He is MAGIC accredited, holds an MA in Transnational Organised Crime, and is studying for a Master’s in Law.

Joshua King

Joshua King is a Satellite Communications Investment Lead at the UK Space Agency, responsible for developing strategy, managing investments, and leading international partnerships across advanced satellite communications programmes. He oversees major initiatives including ESA ARTES and C-LEO, with a focus on strengthening UK industrial capability, commercialisation, and national resilience. Joshua works closely with government, industry, academia and international space agencies to accelerate the development and adoption of emerging communications technologies. His work spans satellite communications that support economic growth, security, and innovation across the maritime, terrestrial and space sectors.

Kari Loukkaanhuhta

Kari Loukkaanhuhta

Kari Loukkaanhuhta works as the Head of Programs and Policies Unit at the European Border and Coast Guard Agency (Frontex). His career started as an officer at the Finnish Border Guard in 1991 where he served in numerous different national managerial positions and in international projects until 2005. Between 2005-2008, he was assigned to assist the first Executive Director in the planning and the launch of Frontex in Warsaw. After returning to the International Affairs Unit of the Finnish Border Guard, he worked on numerous Frontex and other international border management related topics and projects, including four years as a border policy/management expert at European External Action Service, EEAS. In 2019 he returned to Frontex, first as the Head of Operational Planning and Evaluation Sector, then Head of Coast Guard and Law Enforcement Unit before his current position since 2024.

Martin Cauchi-Inglott

Martin Cauchi-Inglott

Martin Cauchi-Inglott is a former Maltese senior naval officer with over 36 years of experience in maritime security, defence policy, and international cooperation.
He served as Commandant of the Maltese Navy Coast Guard between 2001–2008, after which he was appointed Malta’s Military Representative to the EU and NATO (2008–2012). He later served in the EU Military Committee, subsequently joining the the EU Military Staff as ACOS External Relations, before retiring in 2015.
Following his EU service, Martin worked as a consultant for UNFAO and UNODC.
Since 2020, he has led EUCRIMARIO, an EU-funded maritime safety and security capacity-building project operating across most of the Global South. In 2025, he took on an additional responsibility as Director of the Global Centre for Maritime Sanctions Monitoring (GCMSM) based in Malta.
Martin holds a Diploma in Diplomatic Studies, a Master’s Degree in International Maritime Law and is a distinguished graduate of the US Naval War College.

Nil Angli

Nil joined the European Space Agency (ESA) in 2016, where he leads the Maritime Group in the Commercialisation, Industry, and Competitiveness Directorate. Nil is passionate about fostering collaborations between the maritime and space sectors, and he has led numerous initiatives that leverage on space data to enhance the safety and sustainability of the maritime sector. Prior to his role at ESA, Nil spent 8 years as Space Systems Engineer at Surrey Satellites Technology Ltd. (SSTL), where he played a pivotal role in the design, manufacturing, and operations of various satellites including Science, Earth Observation, and Telecommunications missions.

Nil holds a degree in Aerospace Engineering from the Polytechnic University of Catalonia and has furthered his education by earning a Master of Science in Astrophysics from the University of Barcelona, a Specialised Masters in Space Systems Engineering from ISAE-SUPAERO, a PgD in International Security from the University of Leicester, and a PgD in Executive Maritime Management from the World Maritime University.

Squadron Leader Richard Marshall

Squadron Leader Rich Marshall joined the RAF in 1990 and has built a career spanning maritime aviation, operations, and command. A maritime patrol pilot from 1994–2008, he also worked on the Nimrod MRA4 programme before becoming a Nimrod Flight Commander at RAF Kinloss. He subsequently held appointments in the MoD and operational headquarters, contributing to the planning and execution of Allied military operations. In 2016, he was appointed UK Exchange Officer with Commander Submarine Group Two in the USA. Since 2024, he has commanded the Maritime Air Operations Centre, tasking Allied maritime patrol aircraft on Atlantic operations.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
