Ambassador Philip Griffiths

Philip Griffiths was appointed Head of Secretariat of the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies from June 2012. Before that he was New Zealand Ambassador and Permanent Representative in Vienna and chaired the Wassenaar Arrangement’s General Working Group through the 2011 Assessment Year. Philip Griffiths has held a number of senior positions in the New Zealand foreign service, including Ambassador to Poland and the Baltic States and Director of Audit Review and the Chief Executive’s Office in Wellington. As Director for Disarmament 2003-04 he oversaw New Zealand’s multilateral disarmament and non-proliferation engagement and application of export controls. He has also had assignments in Japan, Austria, Iran and Germany.

BILL WADE is Vice President, International Licensing and Compliance with L-3 Communications Corporation in Arlington, Virginia. Bill brings over 20 years of licensing, trade and export/import experience with the aerospace industry, various federal agencies and the U.S. Army. Prior to joining L-3 in January of 2013, he was Senior Director for export/import operations for Raytheon and has held senior positions in export/import compliance and control with the Boeing Company. Bill represents L-3 and serves as Chair of the Defense Trade Advisory Group (DTAG), and is a member of the International Council of the Aerospace Industry Association (AIA). Retired from the U.S. Army as a Lieutenant Colonel in 2001, Bill served the majority of his 20 year military career as an Army Aviator. He is qualified in the AH- 1, OH-58 and UH-1 aircraft with multiple U.S. military assignments and two tours in
the Republic of Korea. During his military career he held numerous positions of responsibility to include the command of three aviation companies. He also served as the Export Control Officer for the Defense Information Systems Agency (DISA) as well as a Defense Trade Analyst – Agreements Officer at the Directorate of Defense Trade Controls, U.S. Department of State. Bill is a regular speaker and commentator at various business seminars and conferences and has served as conference director at defense industry international trade forums. He received a Bachelor of Science in Business Administration from Virginia State University. Bill is committed to community involvement and pursues this passion through active participation in nonprofit organizations and education Foundations.

Brigadier General Thierry Carlier is married and has two children.

He graduates as an engineer from French Engineer Highschool « Ecole Centrale Paris » (speciality: Aeronautical and Space) in 1990.

 

After a military duty year as a Navy officer, he is promoted to Lieutnant (Armament Corps) and joins French Defense Procurement Agency (DGA). In 1993, he becomes head of technical office for missile ramjet propulsion.

In 1998, he is appointed as programme manager for the new generation of advanced ramjet powered missiles for nuclear deterrence applications.

In 2000, he is appointed as head of procurement policy office of DGA and is promoted to lieutenant-colonel (armament corps) on September 2002.

In 2003, he becomes programme manager for surface-to-air and air-to-air missile systems.

In 2008, he is appointed as head of capability for strategic lift, intra-theater mobility, expeditionary logistics and support of strategy directorate of DGA.

On October 2013, he is appointed as Deputy Director for bilateral and multilateral cooperation, and for European development.

On February 2014, he is promoted to Brigadier General (arm corps).

On May 2014, he is appointed as Deputy Director for international, strategic and technological affairs within General Secretary for Defense and Security (Prime Minister).

Chris is currently Head of Policy in the Export Control Organisation (ECO) in the Department for Business, Innovation & Skills, a post he has held since May 2009. He has responsibility for the statutory and regulatory framework of UK export controls, for the ECO's input to EU and other international export control-related discussions, for public reporting of UK licensing data and for the ECO's relationship with Ministers and Parliament. Before becoming a civil servant Chris spent 14 years in the private sector. He has a distant memory of having obtained a degree in Electronic & Electrical Engineering.

From 2003 to 2008, she was at EADS (Airbus Group), as a Vice President of Risk Management and Control, as well as Group International Compliance Officer. Corinne began her career as a Deputy CFO within Alstom Group.

Corinne is the Chairman of “Guidelines and International Deontology” Committee and the “Export control” Committee at the MEDEF (Movement of the Enterprises of France) and vice-chair on Anti-Bribery/Corruption of the BIAC (Business and Industry Advisory Committee of the OCDE).
Corinne is member of: the Steering Committee of the International Forum of Business Ethical Conduct (IFBEC), the Business Ethics Committee and the Export Control Committee of the ASD (AeroSpace and Defence Industries Association of Europe), the Ethics & Committee and Export control Committees of the GIFAS and a board member of the “Cercle Ethique des Affaires”.

Gary Stanley is the President of Global Legal Services, PC, a Washington, DC-based law firm focusing on trade compliance and other international business issues. Mr. Stanley represents, among others, numerous U.S., Canadian, and European companies on defense export control issues.

For example, Mr. Stanley has:

• Assisted U.S. and non-U.S. companies with understanding and implementing the Obama Administration’s Export Control Reforms.

• Counseled numerous U.S. and non-U.S. defense firms on securing U.S. Department of State/Directorate of Defense Trade Controls and U.S. Department of Commerce/Bureau of Industry and Security export and re-export licenses and other authorizations (e.g., ITAR Part 124 Technical Assistance Agreements), as well as use of ITAR and EAR exemptions.

Mr. Stanley publishes the daily, free newsletter, Defense and Export-Import Update, with several thousand governmental and industry subscribers throughout the world.

Mr. Stanley received his undergraduate degree from Emory University in 1975 and his law degree from Harvard Law School in 1978. He was elected in his junior year to Phi Beta Kappa.

Kevin J. Wolf was sworn in as Assistant Secretary of Commerce for Export Administration on February 19, 2010. Prior to his joining the Obama Administration, he was a partner in the Washington, D.C. office of Bryan Cave LLP. His practice over the course of his nearly 17 years with the firm covered most aspects of the law and policy of international trade, but focused on the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), sanctions administered by the Office of Foreign Assets Control (OFAC), the antiboycott regulations, the Foreign Corrupt Practices Act (FCPA), and multilateral trade controls. From 1996-1997, he was the Assistant Special Counsel to the House Committee on Standards of Official Conduct. He has a B.A. degree from the University of Missouri-Columbia, a M.A. from the University of Minnesota's Humphrey Institute of Public Affairs, and a J.D. from the University of Minnesota Law School.

The Assistant Secretary assists and advises the Under Secretary on the development of policies pertaining to Export Administration issues. The Assistant Secretary also provides overall direction to and management of the national security, nonproliferation, foreign policy, national defense, and strategic industrial resource functions delegated to BIS, which include issuing related regulations, representing the Department on interagency committees dealing with BIS issues, representing the Department in domestic and international fora that address such issues, and chairing the Advisory Committee on Export Policy. In addition, the Assistant Secretary directs the Office of Strategic Industries and Economic Security (SIES), the Office of Nonproliferation and Treaty Compliance (NPTC), the Office of National Security and Technology Transfer Controls (NSTTC), the Office of Exporter Services (OExS), and the Office of Technology Evaluation (OTE).

Laurence is a French native. She has lived in the UK for the last 25 years. Laurence studied law in France and in the UK. She has a French Master in International Commercial Law and a UK Master of Laws. Laurence has 16 years of experience in Aerospace & Defence (A&D) Industry and in UK, EU and US export controls. After four years as an export control consultant for Deloitte, Laurence returned to Industry in April 2012, working as the Group Trade Control Manager for Marshall Aerospace & Defence Group, in the UK, where she is responsible for all aspects of UK, US and other national export control matters, including the maintenance of an efficient internal compliance programme and the provision of export control advice to the Marshall Aerospace & Defence Group. Laurence is a member of the Export Group for Aerospace and Defence (EGAD) and sits on various EGAD sub-committees working closely with Industry and the UK government on export control regulatory issues. In 2014 she was short-listed in two categories for the Women in Compliance Awards.

Since 2015, Max Valstar is Coordinator of the Arms Export Control Division of the Security Policy Department at the Ministry of Foreign Affairs of the Netherlands. His team deals with conventional arms control policies and provides its Ministers with advice regadering license applications for exports of military and dual-use goods and technologies with military end-use to non-EU and non-NATO countries. 

Previously, Max was Personnel and Management Adviser charged with secondments, and speechwriter to the (then) Minister of Foreign Affairs. As a Senior Policy Advisor on NATO Affairs, he was closely involved with the development of the Alliance's 2010 Strategic Concept. After having followed the MFA's diplomatic course some 13 years ago, he held junior positions at its Asia and Oceania Department and its embassy in Cotonou, Benin.

Max received his MA degree in Japanology cum laude from Leiden University and resided in Japan for more then three years during his studies. Before joining the MFA, he spent two years in the private sector.

During first Latvian presidency to the Council of the European Union he was deployed in Latvian Permanent Respresentation to the European Union working as a legal adviser. Wendy Gilmour

Wendy Gilmour is the Director General, Trade Controls Bureau of Global Affairs Canada (formerly known as Foreign Affairs, Trade and Development Canada) responsible for providing advice on and administering Canada’s Export and Import Permits Act. This act regulates trade in military and strategic dual-use goods while also containing provisions to protect vulnerable Canadian industries and obtain negotiated benefits from international trade agreements.

From 2011-15 Wendy served as Director General International and Industry Programs in the Department of National Defence where she was responsible for the development and execution of international defence materiel cooperation programs and industrial base policy, analysis and engagement in support of the defence material acquisition and support mandate.

Ms. Gilmour joined the Canadian Foreign Service in 1990, serving in Canadian diplomatic missions in Zimbabwe (with cross accreditation to Mozambique, Angola and Botswana), the United Kingdom and Nigeria, where she served as Acting High Commissioner during the transition from military to civilian rule in 1998. Ms. Gilmour also deployed on operational assignments to international peace missions, including the Office of the High Representative to Bosnia and Herzegovina in Sarajevo in 1996-97, and as Political Advisor to the first three Commanders of NATO's Kosovo Forces in Pristina in 1999-2000. Following 9/11, Ms. Gilmour served as Canadian Political Advisor for Operation Enduring Freedom/Operation Apollo at the U.S. Central Command Headquarters, McDill Air Force Base, Fl.

While in Ottawa, Ms Gilmour served as the first Director of the Peace Operations Group in the Stabilization and Reconstruction Task Force Secretariat (START) of Foreign Affairs and International Trade Canada, responsible for the policy, planning and coordination of Canada’s engagement in international peace operations. She also served as Director, Sudan Task Force, managing Canada’s role in support of the north-south and Darfur peace processes.

In 2007-08, she was named McNaughton-Vanier Visitor and ‘diplomat-in-residence’ at the Royal Military College of Canada and Canadian Defence Academy, after which she was posted to Colorado as the Canadian Political Advisor to the Commander of the North American Aerospace Defence Command and United States Northern Command (NORAD–US NORTHCOM.) In 2010 she joined the Department of Public Safety to become the Senior Departmental Assistant to the Minister, before moving to National Defence in 2011.

Ms. Gilmour attended Queen’s University at Kingston, and served in the Canadian Forces Primary Reserve as a Logistics Officer (Transport).

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
