Adrian Bond

Adrian Bond is the Head of UK Engagement for the UK’s Export Control Joint Unit (ECJU). Adrian is responsible for the teams providing ECJU training to new and experienced exporters across the UK, undertaking compliance inspections for UK exporters using open licences and HMG liaison.

Adrian has 23 years of experience of UK export controls and security through working in the Trade Department’s Business Awareness and Technical Assessment Units, as well as the Ministry of Defence’s Directorate of Defence Security.

Adrian began his government career in the MoD where he was the Royal Air Force’s Technical Authority for air defence radars and became a Chartered Electronics Engineer.

Amy is an Australian defence and strategic goods technology transfer and defence industry policy professional with 8 years’ experience in her field. Amy is co-founder and Chief Operations Officer for Export Controls Australia Group (ECAG), Australia’s first non-profit export controls and sanctions industry special interest group. ECAG is a trusted hub for industry, government, and the broader ecosystem to collaboratively navigate the complex landscape of export controls from an Australian perspective. ECAG’s mission is to inform, progress, and develop the public discourse on strategic trade, ensuring a comprehensive understanding amongst Australia’s industrial base. Amy also established the first of its kind Tri-National Export Control industry association forum between the preeminent export control associations in Australia, United States and United Kingdom, being ECAG (Aus), the Society for International Affairs (US), the Aerospace Industries Association (US) and The Export Group for Aerospace, Defence & Dual-Use (UK). This purpose of this Forum stand as a beacon of collaboration and understanding between the United States, the United Kingdom, and Australia, united in the commitment to fostering a secure, prosperous, and technologically advanced future through enhancing the effectiveness and sophistication of our respective export control systems.

Amy is currently the General Manager, National Security, Industry & Trade with Goal Group, an Australian professional services firm supporting Australian and overseas entities with Defence asset management, export controls, logistics and security requirements. In this role Amy is focused on supporting industry, academia and R&D organisations with compliance, strategy and process optimisation in export controls, supply chain, logistics and cyber.

Amy has a background in federal government, defence industry and professional services. Amy has previously worked in the Australian Department of Defence in roles focused on export controls, defence industry policy and defence industrial base engagement with the United States, United Kingdom and Canada. In her time in Defence, Amy was an Assistant Director in International Export Controls and in the Defence team leading on industrial base cooperation with key security partners, of which the United States was the focus. Amy also developed and led the Trade Compliance Function for a Defence maritime Prime in charge of sustainment and optimisation of critical Australian Defence maritime platforms.

Recently Amy was a Senior Manager at PwC, in the Global Trade area where she advised multinationals and SMEs in the Defence, Advanced Manufacturing and Energy, Utilities and Resources space on Trade Compliance and international and domestic supply chain optimisation. Amy has a legal background, with a LLB and Masters of International Security Law.

Andrew Booth

Andrew joined SNC in 2012, where he leads the enterprise International Trade Compliance Office responsible for supporting regulatory requirements associated with defense trade and international security cooperation.
Andrew’s experience facilitating international business in the Aerospace and Defense industry has centered on the International Traffic in Arms Regulations, Export Administration Regulations, Foreign Corrupt Practices Act, and Foreign Trade Regulations. Since 2018, Andrew has been a member of the Defense Trade Advisory Group, providing formal consultation to the U.S. Directorate of Defense Trade Controls in addition to his role at SNC. Andrew also serves the Veteran community as the Vice President of Strategy & Engagement for the Honor Movement Foundation.

Arthur Bottles-Browne

Arthur joined BAE Systems Plc in May of 2022 as an export control subject matter expert, with a particular focus on U.S. export controls. His remit also covers a range of other subjects in trade controls, including compliance for cloud-based solutions.

He has over decade of experience in trade controls, having previously been the focal point for United States Export Controls at the International Relations Group (IRG) within the UK MOD’s Defence Equipment & Support (DE&S). After leaving government service he held both corporate and business roles within export control at Rolls-Royce, before going on to be responsible for regional trade compliance for the UK & Europe at Northrop Grumman.

He co-chairs both the ADS Export Group for Aerospace, Defence and Dual-Use (EGADD) U.S. Export Controls Sub-Committee and the EGADD Awareness, Outreach and Training Activities Sub-Committee.

Arthur holds a Masters in International Security and Global Governance from the University of London.

Arthur Shulman

 Arthur Shulman leads the International Trade Compliance team at General Atomics. He is a trade compliance attorney and executive with government, industry and non-profit experience in devising and implementing regulatory solutions for business.
Before joining General Atomics, Arthur was a Global Trade Controls director at The Boeing Company, leading coordination and engagement on trade control policy, licensing, technology release and customs matters with U.S. government regulators. In this role, he also led the teams providing non-U.S. trade control regulatory guidance and obtaining authorizations to support Boeing’s global business, and was responsible for ensuring company compliance with sanctions regulations.
Arthur has also been the Acting Director of the Office of Defense Trade Controls Compliance in the U.S. State Department. During his tenure there, Arthur was an integral participant in the U.S. government’s export control policy and licensing reform effort while administering and managing the munitions export control compliance and enforcement program. He is a current member of the Department’s Defense Trade Advisory Group.
Arthur has also worked as a researcher, analyst and advocate for robust strategic trade controls. A native Russian speaker, Arthur earned his undergraduate degree in international relations and history from Tulane University, a masters from the London School of Economics, and his law degree from The George Washington University.

Brinley joined the Defence Manufacturers Association (DMA) in July 1985, and, on the creation of ADS through the merger of the DMA, APPSS and SBAC, he became the new organisation’s Director - Overseas & Exports. The vast majority of his work constitutes providing ethical, offset, industrial participation and export controls-related help, advice and assistance to British companies. In this capacity he acts as Secretary to the Export Group for Aerospace, Defence & Dual-Use (EGADD), the Business Ethics Network (BEN), the Defence Export Strategy Group (DESG), and the British Industrial Participation & Offset Group (BIPOG) special interest groups.

Dak Hardwick

 Dak Hardwick currently serves as the Vice President of International Affairs at the Aerospace Industries Association (AIA). In this role, he oversees AIA’s international policy and advocacy program, representing the U.S. aerospace and defense industry on issues such as defense and commercial trade, industrial cooperation, technology security, and global supply chains to stakeholders worldwide.

Before joining AIA, Hardwick worked at Harris Corporation, an international communications and information technology company. At Harris, he served as the primary liaison with the U.S. government for communication programs, including airspace modernization, intelligence, and meteorological ground system programs. He was also responsible for coordinating with U.S. government and international officials to ensure the export of Harris radio communications products to U.S.-allied and partner nations.

A former Presidential Management Fellow, Hardwick began his career at Headquarters, Marine Corps, as an appropriations budget analyst. He later transitioned to the Office of the Secretary of Defense, where he helped establish the Office of the Assistant Secretary of Defense for Homeland Defense after September 11, 2001. Hardwick also held various national security positions, including country director for Georgia and the Republic of Moldova and director for peacekeeping operations.

Hardwick holds a Bachelor of Science in Public Affairs from Indiana University in Bloomington, IN, and a Master of Public Administration from West Virginia University in Morgantown, WV.

 

Dr Roger Arthey

Roger has over 30 years’ experience of international trade, most recently as Head of Export Control Compliance at Rolls-Royce plc where he promoted export compliance systems and processes which were both effective and cost-efficient. Previously he was Director for Airline Sales, firstly in Rolls-Royce Inc. in the USA and subsequently for the joint venture BMW Rolls-Royce in Germany. He then held various commercial and business posts in Rolls-Royce’s control systems and purchasing organisations.

Roger holds a PhD in Metallurgy from the University of Birmingham.

Michael Vaccaro

Michael Vaccaro

Mr. Vaccaro assumed the position of Deputy Assistant Secretary of State for Defense Trade Controls in January 2024, where he oversees the Directorate of Defense Trade Controls and the International Traffic in Arms Regulations, ensuring that U.S. commercial exports of defense articles and defense services advance U.S. national security and foreign policy objectives.
Mr. Vaccaro has been a member of the Senior Executive Service since 2013. Mr. Vaccaro joined the State Department from the Department of Defense (DoD) where he served as the Principal Deputy Assistant Secretary of Defense for Industrial Base Policy (2022-2024) and as the Director for International Armaments Cooperation (2019-2022). In these roles, he led and supported DoD’s efforts to develop and maintain the U.S. defense industrial base to ensure a secure supply of materials critical to national security. He also advised the Under Secretary of Defense for Acquisition and Sustainment in managing DoD’s cooperative relationships with foreign countries and served as the United States’ Deputy National Armaments Director. Mr. Vaccaro also co-chaired bilateral forums with key European, Indo-Pacific, and Western Hemisphere allies and partners to further armaments cooperation.
Mr. Vaccaro previously served as the Director of the Office of Strategic Industries and Economic Security in the Department of Commerce’s Bureau of Industry and Security (BIS) (2013-2019). In this position, Mr. Vaccaro was responsible for implementing BIS’s defense trade, industrial base, and foreign investment programs. Prior to assuming his duties as office director, Mr. Vaccaro served in other senior positions within the Office of Strategic Industries and Economic Security. Before joining Commerce in 2000, Mr. Vaccaro held government affairs and research positions with international trade and consulting organizations in Washington, DC.
Mr. Vaccaro is a recipient of the Office of the Secretary of Defense’s Medal for Exceptional Civilian Service. While at Commerce, he received meritorious service awards for his role in implementing export control reform and supporting emergency preparedness. Mr. Vaccaro holds undergraduate and graduate degrees from Georgetown University’s School of Foreign Service and National Security Studies Program. Mr. Vaccaro is also a distinguished graduate of the National Defense University’s Industrial College of the Armed Forces.

Nancy Fischer, Pillsbury's Global Head of Regulatory, is consistently recognized by Chambers and other publications as a leading authority on international trade law.
Nancy advises a global clientele on international trade matters and dispute resolution and the impact of U.S. regulations on worldwide trade and investments. She provides guidance on export controls, economic sanctions, CFIUS reviews, FCPA and other anti-bribery laws, trade remedies, customs, including supply chain, domestic content and U.S. government funding matters. Nancy has represented large industry coalitions in disputes, including a group of nuclear utilities in the first antidumping matter before the U.S. Supreme Court.

 Rob Hart is the Division Chief for the Regulatory and Multilateral Affairs division, in the Department of State’s Directorate of Defense Trade Controls, Office of Defense Trade Control Policy. He manages the team responsible for maintaining and revising the International Traffic in Arms Regulations and providing interpretive guidance on the meaning of the regulations. Mr. Hart has been responsible for drafting or overseeing the development of numerous revisions to the ITAR and was one of the principal regulatory drafters during the President's Export Control Reform initiative. 

 

Prior to joining the Department, he was an attorney in private practice advising clients on matters involving international trade, export controls, and sanctions. 

Rosa Rosanelli

Rosa Rosanelli is currently Vice President, Head of Compliance for Patria Group, an international provider of defense, security and aviation life cycle support services, pilot training and technology solutions.

A Lawyer specialized in export controls, Rosa has analyzed and actively contributed to the resolution of legal and compliance issues within several European defense companies, including foreign affiliates of US companies. Author of a Handbook on export controls and a report for the Italian Senate, she has held trainings for EU Commission Officials on ITAR and has participated to training efforts for the benefit of third governments’ officials on strategic trade controls, in cooperation with the Joint Research Center of the European Commission.

Rosa chairs the Export Control Committee of ASD, the European Aerospace and Defense Industry Association, she is author of several legal publications, and a member of the editorial board of the “Strategic Trade Review”, a peer-reviewed specialized review on export controls and sanctions.

She is also Project Lead for the “Trade Compliance Project”, a joint cooperation between Patria and Kongsberg Groups, which was awarded a WECR Award in 2022.

Education:
A Lawyer specialized in export controls, Rosa holds a Master in Law of Air, Space and Telecommunications at Paris XI University and a Master in International Relations (International law) at Rome La Sapienza University.

Rosemary Pratt

Rosemary Pratt has been the Director for Export Control and Sanctions since February 2023. Her directorate includes the Export Control Joint Unit (ECJU) and the sanctions policy team.

Rosemary started her career in the Department for Education (DfE), leading work on school standards, children’s social care and corporate strategy. With a focus on child safeguarding, she became involved in the Prevent programme and then moved to senior leadership in counter terrorism at the Home Office.

Rosemary is strongly committed to inclusive leadership in the Civil Service and is the Senior Civil Service Champion for the Civil Service Neurodiversity Network.

She has a degree in German and philosophy from St Peter’s College, Oxford and a PhD in German from University College London.

Prior to GE, Scott served as Senior Director of Global Trade Compliance at Curtiss-Wright Corporation responsible for overseeing the company’s trade compliance practice. Prior to Curtiss-Wright, Scott was Senior Director of ITC at Pratt & Whitney, where for six years he oversaw trade compliance for the Military Engines, Operations and Engineering divisions. Among other duties, Scott was instrumental in helping transform Pratt & Whitney’s trade compliance program in response to enforcement actions by both the U.S. Department of State and U.S. Department of Justice. Prior to his tenure at Pratt & Whitney, Scott was the Director of Export Licensing at GE Aviation for nine years. Earlier in his career, Scott also held export compliance positions at Raytheon and Northrop Grumman. Scott is a U.S. Army veteran, serving as an intelligence officer and counterintelligence special agent safeguarding highly classified U.S. Department of Defense programs.

Scott earned a BA from Xavier University and an MBA from Benedictine College. He has also completed executive level leadership training including the University of Virginia Darden School of Business and Thayer Leadership Development Program at West Point. Scott has been married to his wife Jennifer for over 29 years and has two children, Billy (age 22) and Meredith (age 19). For fun, Scott enjoys scuba diving, adventure travel, mountain biking and hiking with his dogs.

Stéphane Chardon

After university (legal and political studies in Strasbourg, Rome and Paris) and military service, Stéphane Chardon served in the Secretariat for European Affairs of the French Government in Paris. He joined the European Commission in 1996 and held various positions in the Commission's external relations departments. From 1999 to 2006, he served in EU Delegations to Asmara (Eritrea) and Moscow (Russia).
From 2006 to 2012 he was responsible for EU sanctions/restrictive measures and for the Kimberley Process/conflict diamonds in the Commission’s External Relations Directorate-General (DG RELEX). Since 2012, he coordinates dual-use export controls in the Directorate General for Trade (DG TRADE), and currently works in the Unit dealing with "Trade and security" issues. His responsibilities include formulating and advancing EU export control policy, preparing regulations and monitoring their implementation throughout the EU, and representing the EU in relations with multilateral export control regimes and with third countries.

Mr. SUKISAKI is Deputy Director-General for Trade and Economic Security at the Ministry of Economy, Trade and Industry of Japan since July 2023. He is seconded from the Japanese Ministry of Defense.

At the Japanese Ministry of Defense, Mr. SUKISAKI has held a number of positions, including Deputy Director-General for Realignment Initiatives of U.S. forces in Japan (2022-2023), Principal Joint Staff Councilor (Principal Political Adviser) at Joint Staff (2021-2022), Director of Honors and Discipline Division (2020-2021) and Joint Staff Councilor (Political Adviser) at Joint Staff (2018-2020). Prior to that, he worked on a range of issues including defense cooperation with Asian countries, arms control and human resources.

Mr. SUKISAKI holds MA in international relations from University of Kent and LLB from Hitotsubashi University, Tokyo.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
