Perhaps more than this, ISR is an extremely capable deterrent in its own right and modern dissemination technology and techniques enables forces to deal with threats before they can cause harm.

 Col Bishane “Doc” Whitmore is the Deputy Commander of the 319th Reconnaissance Wing, Grand Forks Air Force Base, North Dakota. He assists the Commander with leading the premier reconnaissance wing comprised of three groups, 14 squadrons, and three detachments, executing a budget of $70 million and employing aircraft, equipment, and facilities valued at $3.8 billion.

The wing trains, deploys, and redeploys over 2,200 Airmen in support of Air Expeditionary Force and combatant command requirements. It also provides facilities and equipment support for the Department of Homeland Security and Customs and Border Protections. Additionally, the wing is one of two locations worldwide operating the High-Frequency Global Communication System, providing operational support of senior leader communications for all Department of Defense agencies, including the President of the United States.

Col Whitmore enlisted in the Air Force in 2001 as a medical laboratory technician. He graduated from Saint Martin’s College and earned his commission as a Distinguished Graduate from Officer Training School in 2004. He is a graduate of the Army Command and General Staff College, the School of Advanced Air and Space Studies, and the Lorenz Fellowship where he earned his Doctor of Philosophy in Military Strategy. His background includes flying assignments in the B-1B, MQ-1B, MQ-9, and RQ-4 communities. He has led or flown combat and combat support missions for Operations IRAQI FREEDOM, ENDURING FREEDOM, INHERENT RESOLVE, and FREEDOM SENTINEL.

Prior to his current position, he served as Chief of Staff for the Directorate for Strategy, Plans, and Policy (J-5), the Joint Staff, supporting the Chairman of the Joint Chiefs of Staff.

Colonel Steven Curtis

 Colonel Steven Curtis graduated from the United States Military Academy with a degree in Chinese and Russian.

He has served at the tactical, operational, and joint levels. Colonel Curtis began his military career as a rifle platoon leader; he served as an assistant brigade intelligence information officer, a company commander, a battalion operations officer, and as an brigade executive officer, responsible for training human intelligence and counterintelligence servicemembers.

Colonel Curtis served as a Military Legislative Assistant for a United States Senator. He also commanded the 24th Military Intelligence Battalion (Operations) and served as the Operations and Plans Director for the U.S. Army Intelligence and Security Command.

Colonel Curtis holds a Master of Arts in Strategic Intelligence, a Master of Professional Studies in Legislative Affairs, and is a former Woodrow Wilson Fellow. He is a graduate of the Infantry Officer Basic Course, Military Intelligence Officer Advanced Course, Army Command and General Staff College, and a Senior Service College Fellowship at Carnegie Mellon University.

Dr Stergios Isaakidis

 Dr Stergios ISAAKIDIS was appointed as NSPA’s Alliance Ground Surveillance (AGS) and Uncrewed Aerial Systems (UAS) Programme Manager in August 2023. In this position, he is responsible for the life cycle management of the NATO owned and operated NATO AGS core system, comprising a fleet of Global Hawk UAVs and the associated exploitation and dissemination elements, operated from Sigonella/Italy. In addition, the Programme is supporting multiple UAV fleets (operated by NATO and partner Nations comprising the UAS and MQ-9 Support Partnerships.
Prior to this assignment, Dr. ISAAKIDIS served as an officer in the Hellenic Air Force (110 Combat Wing, Hellenic Tactical Air Force), and received multiple service awards. In parallel, he has been lecturing software development and software life cycle management at the Technical University of Larissa, Greece. Subsequently, he served as a Senior Technical Officer and head of Branch at NSPA.
Dr. ISAAKIDIS holds a university degree in Electronic Engineering and a PhD in Electrical and Computer Engineering received from the Aristotle University of Thessaloniki Greece. He also holds multiple certifications in project management, engineering and integrated product support disciplines and training.
Dr. ISAAKIDIS is married with three children. He enjoys playing tennis and chess.

Group Captain (Ret'd) James Beldon

Group Captain (Ret'd) James Beldon

 As an active service Royal Air Force officer, Group Captain Jim Beldon acquired over 3,000 flying hours on the E-3D Sentry, serving on operations in the Balkans, Iraq, Afghanistan and across the globe. He commanded 8 Squadron (AWACS) from 2012 to 2014 before serving in Defence Communications at the Ministry of Defence and as the RAF’s Director of Defence Studies. In 2020, he served in Baghdad as NATO Mission Iraq’s Senior Policy and Strategy Advisor to the Iraqi Ministry of Defence. He served as the Deputy Commander of the RAF’s ISTAR Force between 2021 and 2023 before leaving regular service and assuming a part-time Reservist role as a Group Captain in the UK’s Strategic Command. In civilian life, Jim serves as the senior Airborne ISR Consultant to Leidos Innovations UK.

Group Captain Rich Berry

Group Captain Rich Berry

Group Captain Rich Berry joined the RAF in 1994 and on completion of flying training he was posted to the Nimrod MR2 at RAF Kinloss, serving on 206 Squadron. During his first tour, he flew operational missions around the world in maritime and overland roles. Following a tour as a qualified flying instructor on the Tucano T1 at RAF Linton-on-Ouse, he returned to the Nimrod MR2 at RAF Kinloss as a flight commander on 120 (‘CXX’) Squadron. He then served at Air Command in operational planning for Ops TELIC and HERRICK before attending the Advanced Command and Staff Course at the Defence Academy. Berry took command of 45(Reserve) Squadron at RAF College Cranwell in 2011, responsible for all aircrew training for the RAF’s fixed-wing, multi-engine Air Transport, and Intelligence, Surveillance and Reconnaissance aircraft. After a tour in MOD Operations Directorate on the UK Operations Team, he served as the Programme Manager for the introduction to Service of the RAF's new Poseidon MRA Mk1 maritime patrol aircraft, before promotion to group captain in January 2020 when he continued in Air Capability as the Programme Director for both Poseidon and Wedgetail AEW Mk1 airborne early warning & control aircraft programmes.
In March 2023, Berry was appointed as the Deputy Force Commander for the RAF’s Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) Force, based at RAF Waddington.
 

Lieutenant Colonel William Wilkerson

 Lieutenant Colonel William C. Wilkerson is the Director of Intelligence, assigned to NATO ISR Force, Naval Air Station Sigonella, Italy. Their mission is to provide Strategic Indications and Warning for the Alliance, through both aerial reconnaissance and intelligence processing, exploitation, and dissemination to 32 nations.

Lieutenant Colonel Wilkerson attended Texas Christian University, commissioned through ROTC in May of 2008, graduated from Goodfellow’s Intelligence Officer Course and began his career as a Mission Intelligence Coordinator for the MQ-9 Reaper Unmanned Aerial Vehicle. During his time at Holloman AFB, he held multiple intelligence positions at the Ops Squadron as well as at the Operational Support Squadron. Rounding out his first Ops tour, he deployed to Kandahar Air Base in Afghanistan and served as Intelligence Flight Commander of the MC-12W Liberty reconnaissance squadron in Operation Enduring Freedom. He went on to the USAFCENT Staff to serve in the Intelligence directorate and in the Plans/Theater Security Cooperation directorate. Upon leaving USAFCENT, Lieutenant Colonel Wilkerson was assigned to NATO in both J1 and J2, in the Netherlands.

After leaving The Netherlands, Lieutenant Colonel Wilkerson deployed as the Special Technical Operations Chief, 609th Air Operations Center (AOC), Al Udeid Air Base (AB), where he participated in Operation Inherent Resolve. Following, Lieutenant Colonel Wilkerson served as PACAF’s Collection Manager in the 613th AOC and then as a Deputy Division Chief with the 392 Intelligence Squadron at Joint Base Pearl Harbor-Hickam.

Major General Matthew Jones

 Major General Matthew Jones commissioned into the Intelligence Corps in 1998. Over the years his operational service has included deployments to East Timor, Turkey, Saudi Arabia, Iraq, the wider Middle East, and Afghanistan. He commanded 4 Military Intelligence Battalion leading the Intelligence, Surveillance and Reconnaissance (ISR) Groups of 20 Armoured Infantry Brigade and the NATO Very High Readiness Joint Task Force. After promoting to Brigadier he commanded the 1st ISR Brigade and the 3rd (UK) Division Information Manoeuvre Group. He promoted to Major General and became Director ISR within Defence Intelligence in 2023. This role includes responsibility for intelligence collection, command of strategic intelligence capabilities, ISR coherence across Defence, counterintelligence, and intelligence training.

Mr Brad Champion

 Brad Champion is the Triton Enterprise Deputy Program Director. Prior to this role, he led the Triton Production portfolio as director for three years, overseeing all aspects of Aircraft and Ground Segment production. Brad has been on the Triton program since 2015. Before being named to the Production role, Brad was the deputy program director for the Triton Development portfolio supporting the transition to IFC 4 and overseeing the close out of the Triton System Development and Demonstration (SDD) contract. Brad also filled the role of the Test IPT Director for Triton from 2016 to 2018 during the final phase of lab, ground, and flight testing of the IFC 3 EOC configuration. Brad has been with Northrop Grumman since 2005 supporting a variety of unmanned aircraft programs and previously worked for The Boeing Company. He has a master’s degree in Systems Engineering from Stevens Institute of Technology and a BS in Aerospace Engineering from Penn State University.

 Paul Page is a seasoned aerospace professional with over 20 years of experience in nurturing and maintaining mutually beneficial business relationships. Currently based in Dubai, UAE, Paul is a versatile and proactive leader with a proven track record in the SATCOM market, driving sales growth, spearheading business development initiatives, fostering collaboration with stakeholders, and effectively leading diverse teams in the aerospace industry.

Paul holds a Master’s Degree in Mechanical Engineering, an Executive MBA in Aviation Management and is a qualified Chartered Engineer. Throughout his career, he has held numerous roles across the aerospace industry, including Eurofighter Fuel Systems Engineer and Offset Manager at BAE Systems, Key Account Manager at Pilatus Aircraft and Honeywell, and specialist in SATCOM business development and digital transformation at Honeywell. He is fluent in English, French, and German.

A notable highlight of Paul's career has been organizing and executing Resilient Beyond Visual Line of Sight airborne MIL Gov SATCOM demonstrations globally. Honeywell successfully showcased the PACE concept using its specially equipped Boeing 757-200 flying testbed. During these in-flight demonstrations, the SATCOM equipment and advanced Honeywell software seamlessly switched between available commercial and military satellite networks with virtually no data transmission loss during handoff. PACE, which stands for "Primary, Alternate, Contingency, and Emergency," is a planning roadmap used by military organizations for decades to mitigate risk and ensure backup plans if the primary means of accomplishing a task fails. Demonstration participants experienced firsthand how these solutions provide the same situational awareness, command and control ability, and real-time access to large amounts of data in the air as on the ground. Participants were impressed because these capabilities are not theoretical models but are available today, thanks to the innovation at Honeywell and its partner companies.

Mr Simon Jackson

 Simon is responsible for business development of Bombardier Defense aircraft and services within Canada, Ireland and the United Kingdom. With over 28 years within the company, he has spent time within various divisions of Bombardier and has played an instrumental role in developing critical relationships with customers and various defense contractors around the world. He has sold aircraft in special mission configurations in Canada, the USA, Europe and the Middle East.
Simon holds a degree in mechanical engineering from Concordia University and is a graduate of l’École nationale d’aérotechnique in Quebec.

Wing Commander Craig LeDieu

Wing Commander Craig LeDieu

 Wg Cdr LeDieu is an Intelligence Officer whose career has been predominantly in the Intelligence Surveillance and Reconnaissance (ISR) roles but with experience in NATO and the Global Defence Network.

After 3 years as Non-Commissioned Aircrew, LeDieu was commissioned in 2006. After completing Joint Intelligence training he spent 3 years at RAF Lossiemouth in both Station Intelligence and on 12(Bomber) Sqn. After this he took on Command of the deployable imagery intelligence flight. This early career saw him deploy 4 times to Afghanistan in various roles.

Post promotion to Squadron Leader he continued his work within ISR as the subject matter expert for it within Joint Force HQ. Finishing this tour with 6 months in Kuwait as the ISR planner for the Combined Joint Task Force; it was this tour that saw him made a MBE. Following this Command within XIII Sqn saw him rise to be the Sqn Executive Officer and manage the Sqns midlife upgrade program for the UK MQ-9.

Promotion, and his Masters in Defence and Strategic Studies, during advanced staff training in India at the Defence Services Staff College, was followed by working at the Supreme Headquarters Allied Powers Europe as the Section Head for the Russia and Terror Group analytical teams. He provided direct decision-making support to Supreme Allied Commander Europe during the lead up to, and commencement of, hostilities between Russia and Ukraine; he was made an OBE for his team’s exemplary work. Most recently he has spent the last two years in Singapore, writing the first South-East Asia Strategic Plan and as the UK’s regional lead within the Five Power Defence Arrangements of Singapore, Malaysia, Australia and New Zealand. This latter tasking saw him secure agreement for Op HIGHMAST participation in the organisations exercises and ensuring that the agreements continue to be relevant moving forward.

LeDieu is married to Nikki and has a daughter Sophie aged 14 and a son Charlie aged 11. LeDieu spends his free time keeping his 1974 campervan alive, walking with his family, camping, running, providing a taxi service to his drama mad daughter and karting crazy son, and playing all manner of family games.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
