Maritime Information Warfare

SAE Media Group is proud to present the 3rd Annual Maritime Information Warfare conference, taking place on the 18th-19th November 2019, in London. With rapid technological advances changing the way maritime forces utilise and manage information, the ability to wage information warfare has become a critical component of naval capability. Gaining operational effectiveness through "information advantage" is critical to the abilities of any Navy on the world stage. The programme engages with the cutting edge of information warfare in the maritime environment. In particular, speakers will explore the lessons and inspiration from exercises across NATO, in particular the Royal Navy's Exercise Information Warrior.

This event is about discussing strategies, systems, and new technologies to increase information warfare capabilities, as well as the challenges associated with engaging in information warfare.

The main themes within the conference include Artificial Intelligence, Information Exploitation, 'Big Data', Cyber Security and Defence, Command Control Communication and Computers, and Intelligence Surveillance and Reconnaissance.

With over 4 hours of dedicated networking time and 15+ thought-provoking presentations from an exceptional speaker line up, Maritime Information Warfare remains a key diary date for anyone in the maritime domain.

Captain Alfred Turner

Fred Turner is an Associate Professor in the Joint Military Operation Department of the U.S. Naval War College in Newport, RI. He is a founding member of the Cyber & Innovation Policy Institute (CIPI), an adjunct member of the Rochefort Group studying information warfare and the former co-director of the Center for Cyber Conflict Studies. Prior to arriving in Newport, Fred was assigned to the U.S. Navy’s Fleet Cyber Command/Tenth Fleet as the Senior Intelligence Officer.

Professor Turner is a retired U.S. Naval Officer with over 30 years’ operations and planning experience in Information Warfare and Intelligence.

CAPT L. Tim Unrein was commissioned in 1991 via the Naval Reserve Officer Training Corps (NROTC) at the University of Kansas, where he earned a Bachelor of Arts in Political Science. He also holds a master’s degree in Applied Physics from the Naval Postgraduate School (NPS).
Initially assigned to the Charleston-based destroyer USS JOHN RODGERS (DD-983), he served as First Lieutenant and Auxiliaries Officer, and qualified as a Surface Warfare Officer.

Upon lateral conversion to Naval Intelligence, he transferred overseas to the Joint Intelligence Center Pacific Detachment (J-DET) at Yokota Air Base, Japan, providing operational intelligence to forward deployed forces in the Far East. Other operational tours were on board USS CONSTELLATION (CV-64) for Operation IRAQ FREEDOM, at Amphibious Group Three directing intelligence training for the San Diego amphibious waterfront, and Deputy Chief of Staff for Intelligence at Commander Submarine Group Seven, Task Force 54/74 in Yokosuka, Japan.
Shore assignments include duty at U.S. Strategic Command, the U.S. Embassy in Singapore Defense Attaché Office, the Naval Postgraduate School Center for Information Warfare, and Commander Submarine Force Atlantic / Task Force 84. CAPT Unrein presently directs Operations Intelligence at the NATO Allied Maritime Command, Northwood, England.
He is married and has a son and daughter.

Commander Matt Garrison

CDR Matthew W. Garrison is a native of Memphis, TN and graduated from Middle Tennessee State University in 1996 with a Bachelor’s degree in Aerospace Administration. During college, he enlisted in the TN Air National Guard as an air cargo specialist, and then received his commission in the Navy through OCS at NAS Pensacola in April 1997.
In 1998, CDR Garrison was designated a Naval Flight Officer (NFO) and qualified as an Electronic Countermeasures Officer in the EA-6B Prowler in 2000. From 2000 to 2003, he served aboard the USS KITTY HAWK with Electronic Attack Squadron One Three Six (VAQ-136), participating in various operations from the Pacific Ocean to the Middle East. In 2003, he reported to Training Squadron Eighty Six (VT-86) as a flight instructor for NFO advanced strike training until 2006.

In Feb 2006, he joined the Carrier Strike Group Six (CSG-6) staff which was tasked to stand up Combined Joint Task Force Horn of Africa (CJTF-HOA) and lead multinational, anti-terrorism operations at Camp Lemonier, Djibouti. CDR Garrison served as the Electronic Warfare Officer and an Information Operations planner until 2007. Following a year in Africa, he received his Master’s degree in Military Operational Arts and Sciences from Air Command and Staff College.
From 2008 to 2011, CDR Garrison served as the Chief of Information Operations and Chief of Future Operations for Alaskan Command and Joint Task Force Alaska. During this tour, he was selected by the Information Dominance Corps to and qualified as a Cryptologic Warfare Officer.

In Oct 2011, he reported to Navy Information Operations Command Hawaii where he served as the Information Technology Directorate Department Head and then Chief of Operations for Analysis and Production until April 2014. He then transferred to CSG-2 aboard the USS GEORGE H. W. BUSH, serving as Deputy Information Warfare Commander until 2017.
CDR Garrison currently serves as an Information Warfare Planner for Headquarters Allied Maritime Command stationed in Northwood, UK. His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal, the Joint Commendation Medal, Navy Marine Corps Achievement Medal and various unit and campaign awards.

CDR Garrison lives in London, UK with his wife and their five children.

Commander Miguel Bessa Pacheco holds a Master of engineering degree in Surveying Engineering, a Master degree in GIS, a Master degree in Maritime History and a Hydrographic engineer diploma.
At sea served in a Frigate, and commanded a patrol and an ocean survey ship. Ashore served at the Hydrographic Institute, at the Navy Staff, at the European Union Military Staff and at the Navy Fleet Command.
He is a member of the Portuguese Order of Engineers, of the Lisbon Geography Society and of the Portuguese Navy Society. Since September 2019 is the Technical Diretor of the Portuguese Hydrographic Institute.

Andy Fawkes is an engineer, independent consultant and company director working in the field of defence training and simulation and is a regular conference chair and speaker on developments in simulation, training and wider technology. He leads research projects for Bohemia Interactive Simulations, a global provider of military training simulation software. He also consults for MoD and large defence primes. He has many years’ experience in defence management, both nationally and internationally, including roles in nuclear submarine design, procurement and education; as head of simulation policy for the UK MoD; and as Chair of the NATO Modelling and Simulation Group.

Mr Christos Vidakis

Mr Vidakis is Partner in Deloitte’s Risk Advisory Department in Greece and he is leading the Cyber Risk Services for Deloitte in Greece.
He has more than fifteen years of information systems security, auditing and technology experience, with special emphasis on Cyber Security in the maritime industry. Mr. Vidakis leads numerous Cyber engagements assisting maritime organizations understanding the level of risk associated with the current cyber security posture and to take appropriate organizational, procedural and technical measures to eliminate or mitigate possible vulnerabilities, weaknesses or technical flaws
He has also guided several maritime clients in evaluation, designing, implementing and managing cyber programs enchasing their return of investments.

Dick Crowell specializes in Information Operations and Cyberspace Operations, he is a Senior Associate of the NWC Center on Irregular Warfare and Armed Groups (CIWAG), founding member of the Cyber & Innovation Policy Institute (CIPI) and an Associate Member of the Corbett Centre for Maritime Policy Studies

Dick’s work in Information Operations and Cyberspace Operations include, “Some Principles of Cyber Warfare – Using Corbett to Understand War in the Early Twenty-First Century,” published by King’s College London, in 2017 presents the concepts of cyber control, cyber denial, and disputed cyber control as methods of maneuvering in and through cyberspace in pursuit of military objectives and political ends. His current research is investigating the nexus of small wars and information wars, particularly how code and content are used to influence the actions of machines and humans across the competition continuum.

Professor Crowell is a retired U. S. Navy pilot with over 30 years of flying & staff planning experience.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion.
