The US DOD’s space enterprise has undergone a seismic shift  in the last couple of years: from the establishment of USSPACECOM and the US Space Force to the overhaul of space acquisition currently underway, the pace of change signals the DOD’s intent to remain in the ascendancy in this critical domain.

Nonetheless, significant challenges remain. US space assets are still vulnerable to enemy interference both on earth and on orbit, and an overreliance on space-based capabilities necessitate a far greater investment in resilient systems to mitigate this vulnerability. Closer to home, prohibitively long and complicated procurement processes remain a significant block to rapid capability development.

With briefings, discussions, technology demonstrations, and a whole day dedicated to disruptive technology, Military Space USA will provide an unmatched opportunity for space professionals to examine these challenges. Focusing on a number of key mission areas relevant to all space warfighters, this conference remains the pre-eminent forum to learn how the US and its allies will forge the future of military space.

O’Neill holds a Bachelor of Science in business administration with a double concentration in information systems and entrepreneurship from California Polytechnic State University- San Luis Obispo.

Charlotte Gerhart
Ms. Charlotte Gerhart is the Chief, Tactical SATCOM Acquisition Delta, Military Communications and Position, Navigation, and Timing (MilComm & PNT) Directorate, Space Systems Command, Los Angeles Air Force Base (LAAFB), CA. She is responsible for the acquisition, production, and fielding of tactical satellite communications capabilities for the Nation’s warfighters.
 
Ms. Gerhart received a Bachelor of Science in Mechanical Engineering in 1993 from the University of New Mexico and a Master of Science in Systems Engineering in 2011 from the Naval Post Graduate School.
 
Ms. Gerhart began her career in 1992 working for the Aerospace Corporation supporting the US Air Force Phillips Laboratory in Albuquerque, New Mexico. During this time she worked on the development of various technologies for space systems in the areas of power, thermal control, and space debris modeling.
 
In 1994, she began working for Nichols Research Corporation supporting the US Air Force Research Laboratory, what was previously Phillips Laboratory. During this time she focused on the development and demonstration of satellite thermal management systems such as looped heat pipes and phase change materials.
 
In 1998, Ms. Gerhart joined the civil service supporting the US Air Force Research Laboratory Space Vehicles Directorate. In this assignment she was responsible for managing the development and demonstration of space system technologies including thermal systems, structural systems, vibro-acoustic suppression, and laser communications systems.
 
In 2007, Ms. Gerhart moved to Los Angeles to support the SMC/MILSATCOM Transformational Satellite Program. She initially supported the satellite laser communications payload, transitioned to being responsible for the payload, and eventually was the satellite chief engineer.
 
In 2009, Ms. Gerhart moved to be the Wideband Global SATCOM (WGS) program as the manager of the WGS 7-10 program (also known as WGS Block II Follow-on), and later served as the Deputy Program Manager for the WGS program.  From 2013 through 2018 she served as the WGS Program Manager delivering four satellites into operations, with two more in work.
 
In 2018, Ms. Gerhart moved to the Remote Sensing Directorate to be the Chief of the Space Based Environmental Monitoring Division.  In 2019, as part of the SMC 2.0 transition she was selected to be the Chief, LEO Division for the Space Production Corps in 2019.  
 
In 2022, Ms. Gerhart transitioned to the newly formed MilComm & PNT Directorate and assumed leadership of the Tactical SATCOM Acquisition Delta.  She has responsibility for the production and fielding of WGS 11+, the rapid acquisition and fielding of Protected Tactical SATCOM (PTS) Rapid Prototype payloads, Protected Tactical Enterprise Service (PTES) Rapid Prototype, Army & Air Force Anti-jam Modem (A3M), Air Force Wideband Enterprise Terminal (AFWET), and Enterprise Management and Control (EM&C).
 

Colonel Charles Galbreath

Colonel Charles Galbreath

 Colonel Charles Galbreath is the Deputy for the Chief Technology and Innovation Office. In this capacity he is responsible for the stand-up of a new office within the Headquarters Space Force staff responsible Science and Technology; Innovation and Digital Transformation; Enterprise Information Technology, Data, and Data Analytics; and Analysis.

 Prior to his current assignment, Charles served in a variety of space operation, acquisition, test, and staff positions, including Deputy Director for Innovation and Prototyping, Deputy Director for Strategy and Plans in OSD Space Policy, Deputy Commander for the 30th Launch Group, Squadron Commander for Missile Defense Agency’s demonstration satellites, and program manager for advanced space control capabilities within SMC/SY. Col Galbreath also deployed as the Space Liaison to Headquarters International Security Assistance Force in Kabul, Afghanistan. He has a master’s degree in space operations from the Air Force Institute of Technology, was a Distinguished Graduate at Air Command and Staff College, and was an Air Force Fellow with the RAND Corporation. 
 
He is an Acquisition Professional with Level III certification in Program Management and Test & Evaluation.

Colonel Cliff Sulham

Colonel Cliff Sulham

 Col Cliff Sulham is the Deputy Director for Military Communications (MilComm) & Positioning, Navigation, and Timing (PNT), Space Systems Command, Los Angeles Air Force Base, California. As the deputy, he assists the PEO with 

overseeing development, production, delivery, and maintenance of critical and innovative Communications and PNT systems worth more than $22.3 billion. He ensures proper training and 
equipping of more than 1800 military and civilian personnel responsible for multiservice, multinational systems. 
 
Col Sulham was commissioned through the Reserve Officer Training Corp and Graduated from the University of Kentucky with a degree in Physics. He has also completed a master’s 
degree and Ph.D. from the Air Force Institute of Technology in Physics. His assignments have included duties at the 32nd Air Refueling Squadron, the Air Force Research Laboratory 
(AFRL), the Air Force Institute of Technology (AFIT), the Air Force Technical Applications Center (AFTAC), the Air Force Nuclear Weapons Center (AFNWC), SMC, SSC and SAF/AQSS. He has deployed twice, in support of Operations  SOUTHERN WATCH and ENDURING FREEDOM. 
 
While at the AFRL Space Vehicles Directorate, Col Sulham worked on satellite protection from RF and Laser threats, and integrated an experimental payload onto the Space Shuttle. During his master’s work at AFIT, he demonstrated a gamma ray imaging detector for nuclear treaty verifications. Following his master’s degree, he went to AFTAC to work in the Materials 
Technology Directorate, where he was responsible for the US atomic energy detection systems network of analytical laboratories. He then returned to AFIT for a Ph.D. in Physics where his research focused on a demonstration of a diode pumped alkali laser to determine the feasibility of using this high-efficiency laser in future military applications. At the conclusion of his Ph.D., Col Sulham became a branch chief within the AFRL Directed Energy Directorate where he led two branches that conductedresearch in chemical, solid-state, and fiber laser technologies. After AFRL, he transitioned to the AFNWC Nuclear 
Capabilities Directorate where he was the Chief of Program Control overseeing 20 programs executing more than $80M per year. He then became the program manager for the B61-12 life extension program and modernized the existing B61 nuclear weapons stockpile. Col Sulham then moved to SMC where he was first the USNDS program manager and then the Executive Officer to the Three-Star Commander. He next attended Air War College in residence before transitioning to the Pentagon to work on the headquarters staff, initially as the Program Element Monitor for the Military GPS User Equipment program and then as division chief. Prior to his current assignment, Col Sulham was the Senior Materiel Leader 
for the User Products Division at Space Systems Command (SSC) 

Commander Michael Sanders

Commander Michael Sanders

Commander Michael Sanders, Ph.D., is currently an Assistant Professor at the US Naval Academy with the Aerospace Engineering Department. His operational history started as an enlisted avionics technician, eventually matriculating into a Maritime Patrol Naval Aviator after his commissioning upon graduating from Carnegie Mellon University with a BS in Electrical and Computer Engineering. After a career shift to become an Information Professional, he attended the Naval Postgraduate School, graduating with a MS in Electrical Engineering, specializing in Space Systems Engineering. After returning from a short tour supporting the 5th Fleet, he worked as the Military Deputy for the Naval Center for Space Technology at the Naval Research Lab. While at NRL, his major programs were the Tactical Satellite 4 communications planform and the Lakewood project. During this time, he started his doctoral studies in Aerospace Engineering at the University of Maryland, College Park. Upon graduation in 2015 from the University of Maryland, he received orders to the US Naval Academy to teach as an Aerospace Engineering Permanent Military Professor, where he has served as the Aerospace Engineering Associate Chair and the Deputy Dean of the School of Engineering and Weapons. His experiences as a project officer for Naval Air Systems Command (NAVAIR) and Naval Research Lab greatly contribute to his knowledge and understanding of mission requirements and systems integration. His doctoral research was in luminescent materials for use in power generation for spacecraft. His current interests of research are in solar cell spectral response and space power beaming.

Dr Andrea Harrington

Dr Andrea Harrington

Dr. Andrea Harrington currently serves as the Interim Dean of Space Education at Air University. Prior to her current role, she served as Chair of the Department of Spacepower and Director of the Schriever Space Scholars concentration at Air Command and Staff College, where she is an Associate Professor of Military and Security Studies. She serves as a member of the editorial board for the McGill Annals of Air and Space Law, New Space Journal, the Space Force Journal, and the American Bar Association publication The Air and Space Lawyer. She is a licensed attorney in Massachusetts. Dr. Harrington previously served as the Associate Director of the LLM Program in Air and Space Law at the University of Mississippi and has served as Associate Chair for the Policy, Economics, and Law Department for the International Space University’s Space Studies Program. She holds a DCL and LLM from the McGill University Institute of Air and Space Law, a JD from the University of Connecticut School of Law, an MSc in European Politics and Governance from the London School of Economics, and a BA in International Relations and History from Boston University.

Dr Brendan Mulvaney

Dr Brendan Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.

He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

He and his wife, Samantha, have twin twelve-year old boys, Sean and Ryan, and live in Alexandria, VA

Dr Lawrence "Robbie" Robertson

Dr Lawrence "Robbie" Robertson

Dr. Lawrence M. “Robbie” Robertson, III, is a member of the scientific and technical cadre of senior executives, and the Lead Space Experimentalist, Air Force Research Laboratory (AFRL), Air Force Materiel Command, Kirtland Air Force Base (AFB), New Mexico. Dr. Robertson serves as the principal scientific authority and independent researcher in the field of space satellite systems, integrates state-of-the-art scientific advances with military technology requirements and guides space experimentation research and development efforts across the AFRL enterprise.

Dr. Robertson began his career as a consultant to Teledesic Corporation and worked as a Member of Technical Staff at SVS Inc and Nichols Research – both small high-tech companies - before joining the AFRL.
He joined the AFRL in 1998 and has contributed to a wide range of technologies in space and directed energy. Robbie’s first position was the Beam Control Lead for the highly successful Airborne Laser Advanced Concept Testbed highlighted in the September 5, 2000 front-page article in the Wall Street Journal. He has been a leader in science and technology transition supporting Space Control, Space Intelligence, Surveillance and Reconnaissance, and Space Command and Control.

Dr. Robertson has published over 40 papers in national and international journals or conferences and has one US patent. He has also served as an advisor to several national committees including one AF Scientific Advisory Board position.

Dr Rajeev Gopal

Dr Rajeev Gopal

Dr. Rajeev Gopal, vice president, at Hughes Network Systems, LLC (HUGHES), leads the company’s advanced engineering programs, developing innovative solutions for resilient and protected communications in defense applications. Dr. Gopal’s work spans Low Earth Orbit (LEO) and Geostationary Orbit (GEO) High-Throughput Satellite (HTS) technologies, leveraging artificial intelligence (AI), machine learning (ML), cloud, and cyber security innovations.

In more than 25 years at Hughes, Dr. Gopal has held a variety of leadership roles in satellite network systems engineering and software development. Most recently, he has focused on AI/ML, software-defined networking, 5G, and enterprise management architectures. Prior to joining Hughes, Dr. Gopal led automation projects for clinical and cancer research and development at CTIS.

Dr. Gopal holds several patents and has published more than 40 technical papers. A member of the IEEE 5G World Forum, he serves on the editorial board of Wiley’s International Journal of Satellite Communications and Networking (IJSCN). Dr. Gopal earned a Doctor of Philosophy Degree in Computer Science from Vanderbilt University in Nashville, Tennessee, and a Bachelor of Engineering Degree in Electrical Engineering from the Birla Institute of Technology & Science (BITS) in Pilani, India.

Dr Stephen Pluntze

Dr Stephen Pluntze

 Dr. Steve Pluntze is the Executive Director of the SPACE Systems Command International Affairs (IA) Office. This office forms part of the Force Design and Architecture Integration functions, which build the overall Space Enterprise Architecture and determine how allied partners are integrated within military space mission areas, such as navigation or weather, and aligned with various cross mission endeavors such as cross mission data and cross mission ground. The office uses international, interagency, commercial and academic sources to discover those with the means to either add directly to the capability of the US Space Enterprise Architecture or to help improve the space capabilities of our friends and allies around the world. The IA office leverages the work of US military installations and combat commands. 

Dr Pluntze retired from active Air Force duty as a Colonel in 2011.
 
 After retirement, Dr. Pluntze worked as Senior Scientist, Parsons Corp, El Segundo, CA. He served as program manager for the Parsons contract in SMC/EN, the SMC Engineering Directorate, and was assigned to roles in business development and proposal management. He moved from Parsons to Tecolote early in 2016 and then to government service in May, 2016. At Tecolote, he worked for the Director of MILSATCOM in planning the strategic direction of the MILSATCOM Directorate. 
 
 Dr. Pluntze graduated from the US Air Force Academy in 1982 with a degree in Aeronautical Engineering, and eventually returned as Asst Prof of Aeronautics, and adjunct Mathematics instructor. After graduation, he was assigned to Global Positioning Systems (GPS) and flew B-52s and F-16s as a flight test engineer, mainly for the first installment of GPS in Air Force aircraft. He was on the launch team for two of the first GPS satellites. 
 
 After graduate school at MIT in Boston as a Draper Fellow, Dr. Pluntze was assigned to Foreign Technology Division (now NASIC) at Wright Patterson AFB, where he performed deployments as part of the first Gulf War. He was a program manager for intelligence work on the (then) Advanced Tactical Fighter, which became the F-22. Following some classified work in the space mission area, he returned to graduate school at the University of Washington in Seattle for a doctorate in Aeronautics, specializing in computational fluid dynamics.
 
After serving at the Academy as program manager of the aeronautics laboratory and the Department Head for Aeronautics, he was assigned to London as the Commander of Air Force Research Lab's (AFRL) overseas detachments. He again worked space issues, this time also in the international arena, in addition to the entire AFRL portfolio of Directed Energy, Human Factors, Materials, Chemistry, Biology, Electronics, Cyber, and Aeronautics. His last military assignment was as the Commander and later Director of the Defense Meteorological Satellite Program (DMSP) at then-SMC, where he launched the F-18 satellite and was responsible for transitioning DoD weather from the National Polar Orbiting Satellite System. 
 
 His previous assignment was as Executive Director and Civilian Deputy Director, Remote Sensing Directorate, Space and Missile Systems Center, Los Angeles, CA, overseeing the development, deployment and sustainment of the nation’s space based missile warning infrared detection, targeting and tracking systems and the development of the next round of weather architecture.

Mr Anthony Smith (SES)

 Mr. Smith currently serves as the Director, Command and Control, Communications Infrastructure (C3I) leading 56 personnel responsible for the governance, oversight and policy development of DoD tactical communications, tactical data links, combat identification systems, public safety communications, satellite communications, positioning, navigation and timing, and mobility/5G systems.

Previously Mr Smith served as Director, DOD Information Network (DODIN) Transport Capabilities, where he led the modernization of DOD networks, radio systems, satellite gateways, regional cybersecurity defenses, and airborne intelligence, surveillance and reconnaissance communications and dissemination capabilities.

Mr. Smith retired as a Colonel in the United States Air Force, serving from 1983 to 2009. After completing Basic Communications Officer Training at Keesler Air Force Base, he served with the 1st Combat Communications Group at Lindsey Air Station, Germany. He then moved to Hurlburt Field, Florida, as Chief, C4 Architecture and Requirements, Air Force Special Operations Command. During this tour he led Air Force Special Operations communications teams during Desert Shield and Desert Storm. In 1992 he returned to Europe where he was Chief Network Integration and Testing Branch, Headquarters USAFE, Ramstein AB, Germany. In 1996 he attended Air Command and Staff College at Maxwell Air Force Base. In 1997 he transferred to Tinker Air Force Base as Commander of the 32d Combat Communications Squadron. In 1999 he was assigned to United States Special Operations Command as Chief of their C4 Modernization Division. In 2002 he took command of the 21st Space Communications Squadron at Peterson AFB. After graduating from the National War College in 2005 he was assigned to The Joint Staff, serving as Chief, Assured Information Sharing Division, Command, Control, Communications and Computer (C4) Systems Directorate. Following Joint Staff, Col Smith served a one year remote assignment in Djibouti, Africa as the Director of C4 Systems, Combined Joint Task Force, Horn of Africa. Upon retirement from the military, Mr. Smith transitioned to Civilian Service as Deputy, Strategic Engagement Division, The Joint Staff. In 2012, he moved to the C4 Systems Directorate, Assistant Secretary of Defense, for Networks and Information Integration.

He received a Bachelor of Science Degree in Manufacturing Engineering Technology in 1984 at Western Washington University, a Master of Science Degree in Management in 1992 at Troy State University, and a Master of Science in National Security Strategy in 2005 at National War College. Mr. Smith was selected as Headquarters USAFE/SC Company Grade Officer of the Year for 1993, the C4 Professionalism Award Winner for USAFE and USAF in 1993, won the 1997 Air Defense University award for excellence in research, and was selected as a 2020 Federal 100 Award Winner, recognizing him as a top IT professional in the Federal Government

Mr Christopher Solee (SES)

Christopher A. “Chris” Solee is a member of the Senior Executive Service and the Deputy Director of the Capability and Resource Integration Directorate (J8), United States Space Command, Peterson Space Force Base, Colorado. He is responsible for establishing the command’s 
requirements and advocating for the assigned missions of deterring aggression and conflict, protecting and defending U.S. interests in the space domain, delivering space combat power for joint and combined forces, and developing ready and lethal joint warfighters.
 
Prior to his current assignment, Mr. Solee served as the Deputy Division Chief for Resource Integration on the Space Force Staff where he developed the Space Force Future Years Defense Program for the United States Space Force 
at the Pentagon. Mr. Solee has also worked in
Space programming and Space Operations at Headquarters Air Force, as well as multiple offices at US Strategic Command across a range of missions. 
 
Mr. Solee served on active duty in the Navy from June 1989 through July 1993. In his capacity as a surface warfare officer stationed on the USS RANGER (CV-61) he held multiple division officer positions and served as the senior officer of the deck (OOD) in support of operations Desert Storm, Southern Watch and Restore Hope. 

Mr Frank Backes

Mr Frank Backes

Frank Backes is the Senior Vice President of Kratos' Federal Space. Mr. Backes joined Kratos in January 2017 and has spent 30+ years in the satellite and command & control industries. Mr. Backes was most recently Chief Executive Officer for Braxton Technologies LLC and Braxton Science and Technology Group, LLC, leading manufacturers of command and control software for intelligence, military and commercial applications based in Colorado Springs, CO. He is an industry thought leader and technology pioneer, recognized for innovating high-yield solutions that expand organizational capability, product portfolios and market presence. Mr. Backes is a noted industry speaker for innovative technologies and company brands delivering professional-level presentations with extensive tradeshow and large industry event experience. He was recognized with the Ernst & Young Entrepreneur of the Year award in 2009 for achievements in the aerospace industry. Mr. Backes has served on the board of directors for Modern Technology Solutions Inc. (MTSI), the advisory board for the University of Colorado Boulder Aerospace Engineering Sciences Department, and the Colorado Space Business Roundtable. He received a BSEE in Semiconductor Physics from the University of California at San Diego along with minors in communications/marketing and computer hardware.

Mr Jose Ocasio-Christian

Mr Jose Ocasio-Christian

Mr. Ocasio-Christian (LTC, USA, Retired) is the CEO of Caelus Partners and Community in Space LLC. Caelus Partners is a strategic consulting firm focused on space and space-related activities associated with economic development, industrial base growth, and capital markets. He has provided US, UK government officials at the regional and national level advice on private and public investments in the space industry for several years. He has also developed models regionally for space industrial base growth by combining government acquisition, private investment and academia to deliver focus on investment of resources, people and time to bring value to the communities. He is the architecture of various space and space related portfolios for governments, investors and companies to help them build their investment value.

As the CEO of Community in Space, LTC(R) he leads a company with a mission to analyze, guide, invest, and manifest strategic financial outcomes for space and space related companies through the development and application of different financial vehicles. He has developed several financial vehicles that are moving to support government contractors, private companies and investors to invest and deliver on company or product portfolio growth. His company provides services to best support the needs of the investment client.

Mr. Ocasio-Christian is also the Chairman of the Board for the nonprofit Caelus Foundation, whose mission is to increase the participation of individuals, space stakeholders, and non-space organizations in space and space-related activity. He participates as a key member of the Track II diplomatic discussions between the United States and China on space commercialization — reporting and communicating with key leaders in the U.S. government.

Previously, Mr. Ocasio-Christian led multiple complex and diverse organizations to achieve success in volatile, uncertain, challenging, and ambiguous situations around the world in the classified and open-source environments within the U.S. military over the course of more than 22 years as a soldier and an officer. As an infantry officer that fought and served in forward deployed environments for over four years in the United States Army, Mr. Ocasio Christian’s unique experiences qualify him for the work he does today. Mr. Ocasio-Christian has provided vision and direction to strategic and operational teams to work across different cultures and to understand fragmented stakeholder motivations to arrive at optimal solutions, a critical skillset for executing a business combination. He has served in field units in combat as well as strategic headquarters around the world, including the Pentagon, where he has managed military budgets as large as $10.2 billion and strategies worth over $250 billion that impacted millions of individuals in the United States and its military, as well as the Middle East and Asia. He developed the intelligence, surveillance, and reconnaissance synchronization processes using space and ground technologies that is now used operationally today in many coalition missions.

Mr. Ocasio-Christian strives to continue to excel in high-stakes, existential situations for companies and individuals in governed and ungoverned areas, where human survival and financial profits are required, as needed today in space. He holds a Master of Science in Joint Campaign Planning and Strategy from the National Defense University (Joint Advanced Warfighting School), and holds a Bachelor of Science in Education and Bachelor of Arts in Mathematics from the University of Massachusetts.

Mr Mike Dean

Mike Dean currently serves as the Satellite Communications (SATCOM) Division Chief for C3 Infrastructure Directorate of the Deputy Chief Information Officer for Command, Control, and Communications (C3), Office of the Secretary of Defense, Chief Information Officer. As DoD SATCOM Chief, he provides technical expertise, oversight and broad guidance on policy, programmatic and technical issues relating to DoD SATCOM to integrate and synchronize defense-wide communications programs and achieve the DoD’s Digital Modernization Strategy initiatives. He also advises on efforts to achieve and maintain information dominance through DoD SATCOM for the Department of Defense. He manages efforts defining DoD policies and strategies for design, architecture, interoperability standards, capability development and sustainment of DoD SATCOM and serves as the DoD CIO’s focal point for international partnership activities in SATCOM to include the NATO SATCOM Services 6th Generation (NSS6G) activities. Mike’s DoD SATCOM division also maintains synchronization architecture roadmaps and employs various governance forums to synchronize end to end SATCOM activities, including the SATCOM Synchronization and Integration Workshop and the SATCOM Systems Engineering Group. Before joining federal government service, Mike served as a career Army Signal Corps and Cyberspace officer for more than 27 years (including multiple command positions and multiple combat deployments within the 82d Airborne Division as well as serving as the Space Branch Chief in the Joint Staff J6). Following his military career, Mike served as a defense contractor for in multiple roles supporting the DoD CIO in satellite communications and information enterprise management. Mike’s most notable role in DoD SATCOM is the development of the Enterprise SATCOM Management and Control Reference Architecture published in 2019 by the DoD to describe the building code for DoD enterprise SATCOM modernization. Mike Dean holds a Bachelor of Science Degree in Information Systems Management from Western International University and a Master of Arts in History from Western Illinois University.

Makena Young is an associate fellow with the Aerospace Security Project at the Center for Strategic and International Studies (CSIS). Her research interests include international collaboration, space security, and orbital debris. Prior to joining CSIS, Ms. Young worked for the Federal Aviation Administration as an aerospace engineer, focusing on automatic dependent surveillance-broadcast certification and integration in small aircraft. She holds a B.S. in aeronautical and astronautical engineering from Purdue University with minors in international relations and environmental engineering.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.
