SAE Media Group’ Group’s Helicopter Technology Central and Eastern Europe 2021 conference is returning for its sixth successful year on the 19th - 20th May 2021 as a Virtual Event. As the only conference specialising on rotary systems in the Central and Eastern Europe, this will be a unique opportunity to network with numerous leading Air Force and Helicopter Programme Managers. Please note all agenda times are in Central European Time.
 

Unlike other events, this conference is a meeting for the military helicopter community across Central and Eastern Europe with a focus on the selection and procurement of new platforms and systems as a means of securing strategic success, whilst putting in place the necessary mechanisms for the maintenance, repair and overhaul of existing legacy platforms. This is the only event that provides a regional focus on Eastern European nations seeking to develop and modernise their fleets, along with NATO and international partners seeking strategic insights into cooperation and interoperability across the region.

Air Flotilla General Valerica Vrajescu is currently appointed as the Deputy Commander of the Romanian Joint Forces Command.
He became an Air Force pilot in 1989, and in 2002 he graduated the High Military Studies Academy – the Interarms Faculty, in Bucharest, with a degree in Aviation and Air Defense.
Between 2005 and 2006 he was the commander of the Romanian helicopter detachment, during the ALTHEA mission in Bosnia and Herzegovina.
In 2008 he specialized in the Air Forces Command, at the National Defense University and further studied¬¬¬¬¬¬¬ transformational leadership in coalition settings, at the Air War College, in the USA.
In 2015, he completed his PhD in Military Science and Information, emphasizing the importance of a quick response air force capability, given the array of present and future types of conflict.

Col Spina is an Instructor Pilot with more than 4000 flying hours, including 90 combat hours. He flew several helicopters (TH500, HH-3F, AW139) and airplanes (SF260, T-37, T38 and Falcon 900), He is also qualified as a production test pilot. He spent half of his operational career as a Combat SAR Pilot. He was deployed on 2005 in Iraq and on 2013 in Afghanistan. the National War College.
His military awards and decorations include the Legion of Merit, Bronze Star Medal with two Oak
Leaf Clusters, the Meritorious Service Medal with three oak leaf cluster, the Air Medal, Army
Commendation Medal with oak leaf cluster, the Army Achievement Medal with oak leaf cluster,
Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terror Expeditionary and Service
Medals, Korea Defense Service Medal, and NATO Medal. He has been awarded the Master Army
Aviator Badge and Combat Action Badge.
COL Higgins is married to the former Allison Cummins. Their daughter, Olivia, attends graduate
school at American University, and their son, Jack, attends Berklee College of Music.

Colonel Matthew L. Isaacson

COL Isaacson attended the United States Military Academy (USMA) at West Point. Upon completion of USMA in 1996, Matt Isaacson earned a BS degree in Mathematical Sciences and began his career as an Army Aviation officer. He initially served as an AH-64 Apache pilot, serving both at Weonju, South Korea and Fort Campbell, KY in multiple leadership roles including support platoon leader, flight platoon leader, and aviation maintenance company commander. As a pilot, he also served as an AH-64 mission pilot, unit trainer, and maintenance test pilot.
In 2003, he was accepted into the 160th Special Operations Aviation Regiment (Airborne). He served within the 160th SOAR (Abn) from 2003 to 2010 in a variety of roles including company executive officer, aviation maintenance company commander (of two companies), and Regimental Aviation Maintenance Officer. He served both at Fort Campbell, KY and Joint Base Lewis/McChord, WA while assigned to the 160th SOAR (Abn). As a pilot, he also served as an A/MH-6 "Little Bird" and MH-47 "Chinook" pilot and maintenance test pilot.
In 2010, he attended the U.S. Air Force Air Command & Staff College (ACSC) at Maxwell Air Force Base, AL, earning a MS degree in Military Art & Science. Upon completion of ACSC, he was assigned to the U.S. Army Special Operations Aviation Command at Fort Bragg, NC to serve as the Command’s Aviation Maintenance Officer.
From 2015 to 2017, COL Isaacson served as the 209th Aviation Support Battalion (ASB) Commander at Wheeler Army Airfield Hawaii. While in Hawaii, he flew the CH-47F “Chinook.” The 209th ASB supported the 25th Combat Aviation Brigade, consisting of an Armed Reconnaissance Squadron of AH-64D Apaches, an Assault Helicopter Battalion of UH-60M Black Hawks, and a General Support Aviation Battalion of HH-60M Medevac, UH-60L VIP support, and CH-47F Chinooks.
COL Isaacson has been stationed at Redstone Arsenal, AL since the summer of 2017. COL Isaacson served as the Chief of Staff for the AMCOM Logistics Center (ALC) for one year before moving to the Future Vertical Lift CFT in May of 2018 as the G3.
COL Isaacson deployed twelve times totaling over two years deployed to Iraq and Afghanistan in support of Operations IRAQI FREEDOM and Operation ENDURING FREEDOM. COL Isaacson’s awards and decorations include the MSM (4OLC), Bronze Star Medal (2OLC), Air Medal (Numeral 2), Army Commendation Medal, Army Achievement Medal (1OLC), Afghanistan Campaign Medal (1 campaign star), Iraqi Campaign Medal (3 campaign stars), the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Korean Defense Service Medal, and the following badges: Master Aviator, Airborne, and Air Assault.

Colonel Tamás Bali

Colonel Tamás Bali PhD started his military carrier as a helicopter co-pilot after completing the Hungarian Air Force Officers` Training College level education in 1996. From 2001, he was promoted to be Pilot in-command on Mi–8 transport helicopter. A half a year later, he became a staff officer and worked as an A7 officer. From 2003 he was promoted to be the commander of Air training and Operations detachment at Hungarian Defense Force’s 86th Szolnok Helicopter Wing. In this year he became instructor pilot on Mi–8 helicopter.
He continued his military carrier from 2007 at Hungarian Joint Force Command’s Flight Training Department as a J7 officer, then became this Department’s deputy commander in 2011. Following this, he was assigned to work at the Hungarian Ministry of Defense as a J3 Staff officer on helicopter issues. Returning back to Szolnok Helicopter Base, he was promoted to be a deputy base commander. Recently (apart from a lot others), he deals with future pilot preselection program and helicopter pilot operational training.
Meanwhile, from 2005-2007, he completed his MSc studies at Zrínyi Miklós National Defense Institute, Air Force branch, as a Military Leader and a PhD study from 2010-2017 at National University of Public Service, Faculty of Military Sciences and Officer Training, Defense Graduate School. He completed the General Staff Course in 2015, in Budapest.

Col. Zsolt Simon was infected with the aviation during high school when he started gliding on the nearby airfield in Szolnok city
when he was 14.
After high school he joined the military and started his pilot training in 1993 in the Air Force Collage. He graduated as a helicopter
pilot in 1997 and started his military pilot career as a pilot on Mi-8 and Mi-17 helicopters. Three years later, he was promoted to an
instructor and became the flight safety officer of the transport helicopter squadron.
He also completed a fixed wing training in the Nato Flying Training Program in Canada (NFTC) on the TEXAN CT156 aircraft. After
that course, he moved to the wing staff level of the Szolnok Helicopter Base as an executive training officer.
During his career, he led two helicopter-training missions in Afghanistan where he and his team was responsible to train tactics to
the afghan Mi-17 pilots.
From 2015 to 2019 he was the Chief of Flight Training of the 86th Szolnok Helicopter Base. In April 2020 he was assigned to Command the  H145M Helicopter Squadron at the 86th Szolnok Helicopter Base where he continues to serve.  He has more than 2000 flight hours on helicopters
and 300 hours on fixed winged aircraft.

Mr Eric Scheiber

Eric Schreiber is the Director of International Military and Commercial Sales for the Sikorsky Aircraft Corporation, a Lockheed Martin Company. He joined Sikorsky in 2013 and spent the next three years as an expat residing in Riyadh, Saudi Arabia. He then assumed leadership of both Europe and the Middle East for Sikorsky where he developed a comprehensive win strategy for Eastern Europe. Over the past six years, he has led sales campaigns resulting in well over $3B of new aircraft to both military and commercial customers throughout Europe, Middle East and North Africa.

Prior to joining Sikorsky, he held various leadership positions in general management, international sales, customer service, and operations at Kidde Fire Systems, part of United Technologies Corporation. Early in his career, Eric served for ten years as a carrier based jet pilot with the U.S. Navy deploying in support of Operation Enduring Freedom in Afghanistan.

Eric holds a bachelor's degree in Psychology from the University of North Carolina at Chapel Hill, and an M.B.A. from the Darden School of Business at the University of Virginia. He lives in southern Connecticut with his wife and three boys.

Following graduation in Aeronautical Engineering and Design Pat worked in the helicopter industry specialising in technologies to increase helicopter combat survivability, initially with Westland Helicopters in Yeovil followed by four years at Atlas Aviation in Johannesburg. This was followed by four years in the motorsport industry before joining the UK MOD at Farnborough in 1994.

Pat continued to work in Defence Research for the next 17 years before, in 2011, joining the Helicopters Operating Centre providing Science & Technology advice to the 2* director. He was recognised as a DE&S Senior Fellow in 2019 and recently was elected Vice Chair of NATO’s Joint Capability Group Vertical Lift.

Mr Steve Mathias

Steve Mathias is Vice President, Global Military Sales and Strategy at Bell. In this role, he leads Bell’s military sales, business development and strategy for current military products to the United States Government and all commercial and military products to the global military market, including the aftermarket services that support these products.
In his previous role, Steve was Director, Global Military Business Development Advanced Tiltrotor Systems. In this capacity, Steve was responsible for developing and executing Bell Helicopter’s strategy to bring the next generation of advanced vertical lift aircraft to military, international and commercial customers. He joined Bell in July 2014.
Steve is originally from Russell, Iowa. He graduated from Truman State University with a bachelor's degree in Business Administration. His military experience includes a Special Operations and Conventional Forces background in aviation operations, capabilities development, strategic planning, budget development, force development and training. Steve served in multiple overseas assignments and combat tours to include Korea, Germany, Saudi Arabia, Iraq and Afghanistan, as well as several other European and Southwest Asia locations. He is rated in the AH-64A/D, serving as an attack helicopter squadron commander, the OH-58D Kiowa Warrior, the UH-1H and the OH-58 A/C. Prior to joining Bell, Steve was the Deputy Chief of Staff, United States Army Special Operations Command, G8.
Steve earned master’s degrees in Human Resource Development from Webster University and Strategic Studies from the United States Army War College.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
