Arlen Biersgreen

Arlen Biersgreen serves as Program Manager for Navigation Technology Satellite – 3 (NTS-3) with the Air Force Research Laboratory, Transformational Capabilities Office. As the first Department of the Air Force Vanguard, NTS-3 will conduct a one-year experimental mission to mature satellite navigation technologies and concepts across space, control, and user equipment system segments, which will then transition to operational programs in the Air Force and Space Force. NTS-3 is planned for launch in late 2023 on the first government mission of the ULA Vulcan launch vehicle.

Mr. Biersgreen has spent 15 years as a defense contractor, manufacturing production control manager, and federal civil servant. He holds a B.S. in Mechanical Engineering from Gonzaga University and M.S. in Astronautical Engineering from the University of Southern California.

Brigadier General Mike Adamson

Brigadier-General G. Michael (Mike) Adamson joined the Royal Canadian Air Force in 1993 after completing his BA in Political Science & Int’l Affairs from Carleton University [Ottawa, ON].

Upon receiving his Navigator’s Wings in 1995, he was posted to 405 (Long Range Patrol) Squadron in Greenwood, Nova Scotia where he served as a CP140(A) Nav/Com and Crew Commander. In 2001 he was posted to 404 (Maritime Patrol & Training) Squadron as an Instructor, finishing his tour as Chief Aircrew Instructor.

Promoted to Major in 2004, Adamson was transferred to National Defence Headquarters [Ottawa] as the Career Manager for LRP Navigators. In 2007, he attended the Joint Command and Staff Program, followed by a staff position conducting an Occupation Review for the Air Navigator trade. In January 2009, he returned to 405 Long Range Patrol (LRP) Squadron as DCO.

In 2010, Adamson was posted to National Defence Headquarters as a Staff Officer while completing his Masters in Defence Studies at RMC Kingston, and was promoted to LieutenantColonel in January 2011. He then deployed to CMF Bahrain as Chief of the Air Coordination Element supporting Maritime Security and Counter-Piracy operations. Upon return to Canada he was appointed CO of 405 (LRP) Squadron in 2012.

In 2014 he returned to Ottawa as the Executive Assistant to the Vice Chief of the Defence Staff. Promoted to Colonel in 2015, Adamson was posted to Chief of Force Development as Director C4ISR.

Adamson returned to Nova Scotia in 2017 as Wing Commander 14 Wing Greenwood.

In 2019, BGen Adamson was selected to attend the National Securities Program [Canadian Forces College, Toronto], and upon completion in June 2020 was promoted to his current rank and assumed responsibilities as RCAF Director General Space and the Joint Force Space Component Commander. On 22 July 22, with the stand-up of the new 3 Canadian Space Division, BGen Adamson became the inaugural Commander of the division.

Colonel Michael Borbath

 

Colonel Michael Borbath is the Senior IMA to the Director and PEO, Space Sensing, at the Space Systems Command, Los Angeles Air Force Base, CA. He leads reservist support to the Space Sensing PEO with 1500+ members, and a $21B portfolio. He executes over $2.1B annual budget for advanced concept development; rocket, satellite and payload acquisition; in addition to launch and on-orbit operations. Previous to this assignment, he served as the Emergency Preparedness Liaison Officer to the State of Florida. He was responsible for advising the Governor of Florida, local, state, and federal agencies on full spectrum air and space capabilities and to conduct defense support of civil authorities to assist civil authorities during emergencies, natural or man-made disasters, and special national security events.

 

Col Borbath received his Air Force commission through the ROTC program at the University of Florida. After graduation, he served as a certified cryptologic engineer at the National Security Agency’s Laboratory for Physical Sciences. He subsequently entered the Air Force Reserve as an acquisition manager serving in various acquisition and secretariat positions within Air Force headquarters including the Air Force Scientific Advisory Board. He attended the Air War College in residence while part of the Blue Horizons Team researching innovative technologies enabling the USAF to project and maintain sensor and weapon effects at range over time. In his civilian job, Dr. Borbath serves as Director of Engineering and Chief Systems Engineer responsible for technical development, management, and execution of $1.5B maritime sensor and weapon systems for the US Navy, Intel Community and Allies. In his academic capacity at Rensselaer Polytechnic Institute, Dr. Borbath teaches engineering and MBA students how to manage and lead complex, technical organizations.

 

 

Commander Michael Sanders

Commander Michael Sanders

 Commander Michael Sanders, Ph.D., is currently an Assistant Professor at the US Naval Academy with the Aerospace Engineering Department. His operational history started as an enlisted avionics technician, eventually matriculating into a Maritime Patrol Naval Aviator after his commissioning upon graduating from Carnegie Mellon University with a BS in Electrical and Computer Engineering. After a career shift to become an Information Professional, he attended the Naval Postgraduate School, graduating with a MS in Electrical Engineering, specializing in Space Systems Engineering. After returning from a short tour supporting the 5th Fleet, he worked as the Military Deputy for the Naval Center for Space Technology at the Naval Research Lab. While at NRL, his major programs were the Tactical Satellite 4 communications planform and the Lakewood project. During this time, he started his doctoral studies in Aerospace Engineering at the University of Maryland, College Park. Upon graduation in 2015 from the University of Maryland, he received orders to the US Naval Academy to teach as an Aerospace Engineering Permanent Military Professor, where he has served as the Aerospace Engineering Associate Chair and the Deputy Dean of the School of Engineering and Weapons. His experiences as a project officer for Naval Air Systems Command (NAVAIR) and Naval Research Lab greatly contribute to his knowledge and understanding of mission requirements and systems integration. His doctoral research was in luminescent materials for use in power generation for spacecraft. His current interests of research are in solar cell spectral response and space power beaming.

Daniel Rice

Daniel Rice

Daniel Rice currently serves as the China Military and Political Strategy Subject Matter Expert at Marine Corps University’s Brute Krulak Center for Innovation and Future Warfare. Daniel is also a Non-Resident Senior Fellow with the Mitchell Institute for Aerospace Studies and the Chief Operation Officer of the open-source geopolitical intelligence company Foreign Brief. Daniel is a graduate of the John Hopkins School of Advanced International Studies, the Hopkins-Nanjing Center and spent several years working and studying in China. He is a fluent Mandarin speaker and speaks Spanish and Arabic. 

Douglas Loverro

Douglas Loverro

Mr. Douglas Loverro is a highly regarded national space thinker and leader who currently serves as President, Loverro Consulting, LLC. He has served in a variety of very senior government positions including at NASA where he led Human Exploration, in the DoD where he lead space policy, and in multiple DoD and NRO space program leadership roles over a more than 40-year career.

Mr Loverro holds a Master of Science in Physics from the University of New Mexico, a Master of Political Science from Auburn University, and an MBA from the University of West Florida in addition to his Bachelor of Science in Chemistry from the US Air Force Academy. He was a distinguished graduate from the Air Force’s Air Command and Staff College and Squadron Officer School and was the top graduate from DoD’s Industrial College of the Armed Forces.

He is the recipient of multiple prestigious awards including the Secretary of Defense’s Medal for Outstanding Public Service, AIAA’s Durand Lecture for Public Service, the National Defense Industrial Association's (NDIA) Bob Hope Distinguished Citizen Award, the Lifetime Achievement Award from the Federation of Galaxy Explorers, the Society of Satellite Professional Engineers Stellar Award, and the Armed Forces Communicants and Electronics Association's (AFCEA) Benjamin Oliver Gold Medal for Engineering amongst many other civilian and military honors

Dr Brendan S. Mulvaney

Dr Brendan S. Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He is a Marine who served for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations. 
 
He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.
 

Dr Michael J Starks

Dr Michael J Starks

 Dr. Michael Starks leads the Rapid Architecture Prototyping and Integration Demonstration (RAPID) Laboratory within the Air Force Research Laboratory, Kirtland Air Force Base, N.M. He provides strategic and technical leadership and coordinates across DoD, civil, allied and commercial stakeholders to validate digital models, demonstrate integrated capabilities, and ease and accelerate the United States Space Force’s pivot to future force architectures.

He is a licensed Professional Engineer and a Fellow of the Air Force Research Laboratory.

 

Dr Stephen Pluntze

Dr Stephen Pluntze

Dr. Steve Pluntze is the Executive Director of the SPACE Systems Command International Affairs (IA) Office. This office forms part of the Force Design and Architecture Integration functions, which build the overall Space Enterprise Architecture and determine how allied partners are integrated within military space mission areas, such as navigation or weather, and aligned with various cross mission endeavors such as cross mission data and cross mission ground. The office uses international, interagency, commercial and academic sources to discover those with the means to either add directly to the capability of the US Space Enterprise Architecture or to help improve the space capabilities of our friends and allies around the world. The IA office leverages the work of US military installations and combat commands

 

Jeremy Leader

 Mr. Jeremy Leader is the Director, Commercial Services Office (COMSO), Space Systems Command (SSC), United States Space Force (USSF), to enact the new paradigm shift to “buy before build.”  Previously, he was Deputy Director, Cross Mission Ground and Communications Enterprise (ECX) and the Air Force lead for Committee on Foreign Investment in the United States (CFIUS) reviews.  Mr. Leader is currently Deputy Director of Plans for the 960th Cyberspace Wing in the Air Force Reserve and has deployed world-wide in support of multiple operations.  He currently has six degrees, ranging from Aeronautical Science to Cybersecurity

Krista Langeland

Krista Langeland

 Krista S. Langeland is a physical scientist at the RAND Corporation focusing on developing frameworks and models for strategic development and decision making support. Her recent work at RAND focuses on policy and strategy in the space domain, including deterrence in space, building cooperation with allies, assessing adversary perceptions, and examining escalation dynamics. She leverages a wide set of tools and techniques for her analysis, including game theoretic and behavioral modeling, event tree analysis, risk assessments, and network analysis. She has developed frameworks to support decision making in a number of different areas, including examining the potential impact of space technology investments and assessing possible approaches for increasing resilience in the space domain. Since joining RAND, her research has supported technology assessments and policy development through a wide variety of focus areas that include 21st century deterrence, advanced sensing technology, space situational awareness, design principles for technological innovation, optimization of data value, nuclear systems and sustainment, and organizational resiliency. Prior to joining RAND, she received her Ph.D. in materials science from the California Institute of Technology, where she studied methods for enhancing the performance of thin-film silicon solar cells via waveguiding and sub-wavelength metallic scattering surface structures.

Malory Mclemore

Malory Mclemore

Malory is the co-founder and CEO of Stell, an early stage software start-up in Los Angeles, CA. Stell is a lightweight requirements and specifications tool, purpose built for systems engineers and buyers to collaborate with their customers and suppliers. 

Malory has served in a variety of engineering roles in Aerospace & Defense. She built cockpit doors at Airbus and missile defense systems at Raytheon. She was an intern at Anduril Industries during her MBA, working on drone and JADC2 programs. 
 
Malory has a bachelors in Aerospace Engineering from the University of Alabama and an MBA from Harvard Business School.

As CEO of Magdrive, Mark leads the company's commercial relationships and strategy. Mark remains deeply involved in the company's technical progress, regularly working hands-on with testing and space qualification. 
 

Michael Connell

Michael Connell

Mike Connell currently serves as the Operations Manager, SATCOM Integrated Operations Division (SIOD). The SIOD is a geographically separated division of the Combined Space Operations Center.  Mr. Connell is responsible for managing Joint level SATCOM current operational integration for the DOD where he supervises the SATCOM Warfighter Operations Cell (SWOC).  This includes the SWOC Chief (SC) and the EMI Watch Officers (EWO). In addition to these tasks Mr. Connell is also assigned as a Special Security Representative, Information Assurance Security Officer, Organization Defense Travel Administrator for CSpOC, and Cyber Security Liaison. 

Mr. Connell started his military career in the United States Marine Corps from 1996 through 2005 and started building his SATCOM experience starting in February 2000 as a 2834 Satellite Communications Technician. After leaving the Marine Corps Mr. Connell worked as a contractor as a SATCOM SME in several locations including Colorado, Afghanistan, Israel, Turkey, and Italy.

He began his SIOD service as a contractor at the beginning of SIODs standup in 2019 where he assumed the position of the first official SIOD Watch Officer (SWO) now the SC position. While serving as a SWO, Mr. Connell was offered the position of government civilian. He excelled in this position and was promoted to the Lead SWO where he oversaw the other SWOs, wrote the Standard Operating Procedures for that position, and created additional documents and tools to enhance the efficiency of SIOD.  His dedication to the SATCOM mission, coupled with his vast experience in the business earned him the position in NOV 2022 where he currently serves today.

Rick Lober, vice president and general manager of the Defense and Government
Systems Division (DISD) at Hughes Network Systems, LLC (HUGHES), leads the
company in serving U.S. federal, state and allied defense and intelligence organizations
worldwide with advanced SATCOM solutions, commercial and Department of Defense
(DoD) purpose-built systems, network management and software defined networking,
ground and airborne communications on the move, 5G terrestrial and all company
classified programs.


Under Mr. Lober’s leadership, the Defense team has won programs such as: SATCOM
for the General Atomics Predator UAV; mission management for the U.S. Air Force
Space and Missile Command’s Protected Tactical Enterprise System (PTES) and
Enterprise Management and Control (EMC) program; the application of Artificial
Intelligence and Machine Learning techniques for the U.S. Army’s Narrowband
SATCOM network; private, secure 5G wireless systems for the DoD and specialized
terminal development for the U.S. Special Operations Command (SOCOM).
From his early days as a design engineer, Mr. Lober brings 25+ years of experience with
COTS and full MIL communications and intelligence programs. He earned both a
Bachelor and Master of Science Degree in Electrical Engineering from the University of
Illinois, Urbana, and is a member of Eta Kappa Nu, Tau Beta Pi, TEC, IEEE, AFCEA,
AUSA, AAAA, AUVSI and the Society of Satellite Professionals International (SSPI). Mr.
Lober holds a patent on cellular communications for emergency response.

Robin Dickey

Robin Dickey

 Robin Dickey is a member of the technical staff at The Aerospace Corporation’s Center for Space Policy and Strategy. She focuses on space policy and strategy issues related to national security, geopolitics, and international relations. Her experience prior to Aerospace includes risk analysis, legislative affairs, and international development.  She earned her bachelor’s degree in international studies at Johns Hopkins University and her master’s degree in international studies, concentrating in strategic studies, at the Johns Hopkins School of Advanced International Studies.

Sam Wilson

Sam Wilson

Sam (Robert) Wilson is a senior policy analyst for the Center for Space Policy and Strategy at The Aerospace Corporation. In this role, he is responsible for leading work on commercial space, comparative space, and missile issues. Wilson has authored papers covering the technical characteristics of the broader missile environment, the use of commercial space for national security purposes, the everyday uses of space systems, the impact of Brexit on the U.K. space sector, Japan’s shift toward a focus on space security, the U.S. hypersonic missile debate, the importance of international space partnerships, and space traffic management. Prior to joining Aerospace, Wilson served as a senior defense analyst at the U.S. Government Accountability Office, a congressional agency. He received his bachelor’s degree in political theory and master’s degree in public policy from the University of Virginia.

Sergio Gallucci

Sergio Gallucci

Sergio Gallucci is the co-founder and CTO of SCOUT Space, which is innovating space resiliency with dual-use space-based sensing, sense-making, and autonomy capabilities. Mr. Gallucci brings diverse technical insights to SCOUT’s mission, with a technical background in space systems, risks, and the space environment; and with space program leadership across academia, industry, and government. He is actively working with the USSF on various efforts to improve space domain awareness and spaceflight autonomy, with a strong focus on capabilities that will ensure transparency and stability within the space domain. In 2021, Sergio was recognized as one of the Forbes Next 1,000 Upstart Entrepreneurs who are “Redefining the American Dream”. Sergio holds a B.S. (Honors) in Aeronautical Engineering from Clarkson University, and conducted his graduate work at at the Pennsylvania State University.

Thomas Lockhart

Thomas Lockhart

 Thomas A. Lockhart is a member of the Senior Executive Service and the Director of the 

Capability and Resource Integration Directorate (J8), United States Space Command, 
Peterson Space Force Base, Colorado. He is responsible for establishing the command's 
requirements and advocating for the assigned missions of deterring aggression and 
conflict, protecting and defending U.S. interests in the space domain, delivering space 
combat power for joint and combined forces, and developing ready and lethal joint 
warfighters. 
 
Prior to his current assignment, Mr. Lockhart was the Director of Engineering and Technical 
Management, Air Force Nuclear Weapons Center, Hill AFB, Utah. Mr. Lockhart has also 
worked at the Air Force Research Laboratory as the Director for both its Plans and 
Programs Directorate and its Strategic Development Planning and Experimentation 
Directorate.
 
Mr. Lockhart has had two tours in Iraq and Afghanistan. In his last tour as the NATO 
Resolute Support Essential Function for Sustainment, Kabul, Afghanistan, he exercised 
oversight of Afghanistan National Defense and Security Forces sustainment for 385,000 
Ministry of Defense and Interior military and police forces yearly budgets of over $3.2 billion. 
Mr. Lockhart began his career in 1987 working as a journeyman engineer in training and 
simulation at Hill Air Force Base, Utah. He has served as an engineer, chief engineer, 
acquisition program manager, group director, combatant command financial manager, 
Deputy Program Executive Officer (PEO) and Security Cooperation Director.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
