SAE Media Group's Helicopter Technology Central and Eastern Europe 2022 conference is returning for its seventh successful year on the 18th - 19th May 2022 as a live and in person event in Budapest. As the only conference specialising on rotary systems in the Central and Eastern Europe, this will be a unique opportunity to network with numerous leading Air Force and Helicopter Programme Managers.

Unlike other events, this conference is a meeting for the military helicopter community across Central and Eastern Europe with a focus on the selection and procurement of new platforms and systems as a means of securing strategic success, whilst putting in place the necessary mechanisms for the maintenance, repair and overhaul of existing legacy platforms. This is the only event that provides a regional focus on Eastern European nations seeking to develop and modernise their fleets, along with NATO and international partners seeking strategic insights into cooperation and interoperability across the region.

Brigadier General Robert L. Barrie, Jr. graduated from the U.S. Military Academy in 1990 where he was commissioned as an aviation officer. He holds a master’s degree in Aeronautical Engineering and is a graduate of the Air War College and the Command and General Staff College. Within Program Executive Office Aviation, he served as Assistant Product Manager for the UH-60M; Project Manager, Cargo Helicopters; Executive Officer; Military Deputy and Deputy PEO. He served as the Chief of Staff for the Assistance Secretary of the Army for Acquisition, Logistics and Technology. Barrie has received the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Senior Army Aviator Badge, Parachutist Badge and Air Assault Badge and is rated in the Chinook, Black Hawk and Huey helicopters.

Colonel Valvoda took over MATC leadership in November 2018. His background is military pilot flying both Mi-17/171 and Mi-24/35 helicopters. After joining the Czech Air Force in 1989, he was working on various positions from Helicopter Regiment up to Air Force Command. His last assignment prior MATC was Chief Flight Safety at CZE AF HQ. He was involved in several NATO operations, last time in Resolute Support Mission as Commannder 311th Air Expeditionary Advisory Squadron tasked to train Afghan helicopter pilots. His military career includes two assignments in NATO Military Structures, last time as member of Czech Military Delegation to NATO HQ Brussels.

Colonel Marek Homola

Colonel Marek Homola

Colonel Marek Homola, Commander, 51st Wing Prešov, Slovakia, commissioned in 1996 and graduated from the Air Force Academy, Košice, Slovakia in 2001 as a helicopter pilot.
 

He has flown the MI-2, Mi-17 and currently is an active instructor pilot with over 2700 hours in the UH-60M. During his career he was deployed three times with Slovak helicopter unit as a pilot in command in Kosovo and Bosnia and Herzegovina. Prior to his current assignment, he was the deputy commander of the Helicopter Wing Prešov, before it became the 51st Wing.

Col Martin Jandourek has joined The Czech Armed Forces in 1994 just after the split of Czech republic and Slovakia. After graduation from the Military Academy Brno in 1998 he was assigned at the 33rd Helicopter AFB Prerov and became an active transport helicopter pilot. During his career in Prerov he became an instructor pilot, evaluator, test pilot, Air Base combat training inspector and 232nd SQN Commander. In 2013 the Prerov AFB was canceled and 22nd Helicopter AFB has been established at Námešt nad Oslavou. There he has held the post of the 221st “Tiger” SQN Commander, Deputy Air Wing Commander and Wing Commander.
 

During his career, he has been deployed in Bosnia and Hercegovina and Afghanistan as an active pilot.
 

His current assignment is the 22nd Helicopter Wing Commander.
Col Jandourek is a helicopter pilot with 4,000 flying hour experience.

 Col Petr Sliva has joined The Czech Armed Forces in 1995. After graduation from the Military Academy Brno in 1999 he was assigned at the 23rd Helicopter AFB Prerov and became an active Mi-24 pilot. During his career he became an instructor pilot, evaluator, test pilot, 221st SQN Commander and 22nd Deputy Air Wing Commander. Major General Walter T. Rugen

Major General Walter T. Rugen

Major General Walter Rugen was born and raised in Onalaska, Wisconsin, and was
commissioned through the United States Military Academy at West Point, NY in 1989.
His first assignment was as an aviation platoon leader, Camp Page, Republic of Korea.
 

In 1992, he was assigned to 9-101st Aviation Battalion (Air Assault) at Fort Campbell,
Kentucky, where he served in a variety of positions and commanded B/9-101st. MG
Rugen was then assigned to the 160th Special Operations Aviation Regiment
(Airborne), where he served as an MH-60K platoon leader and company operations
officer in D/1-160 SOAR (A). From 2000-2002, he commanded D/160th SOAR (A) at
Roosevelt Roads Naval Air Station, Puerto Rico and flew extensively in Central/South
America and the Caribbean. In 2003, he transitioned to become the battalion
operations officer for 3rd Battalion 160th SOAR (A) at Hunter Army Airfield, Georgia,
where he deployed to Operation Iraqi Freedom and Operation Enduring Freedom.
 

In 2005 he was assigned as a strategic plans officer in the J5 at the United States
Special Operations Command at MacDill Air Force Base, Florida. In 2007, MG Rugen
commanded 3rd Battalion, 160th Special Operation Aviation Regiment and again
deployed to both Iraq and Afghanistan. From 2009-2011, MG Rugen was assigned to
the Army Staff in the aviation directorate at the Pentagon, where worked on multiple
strategic issues affecting Army Aviation. In 2011, he was designated an Army Fellow
and served at the Center for Strategic and International Studies in Washington, DC.
From 2012-2014, he commanded the 2nd Combat Aviation Brigade in the Republic of
Korea. He then transitioned back to the Pentagon where he became the Chief Army
Aviation Force Development Division in the Army G8 from 2014- 2016. From 2016-
2017, he served as the Director of Materiel in HQDA G8 before serving as the 7th
Infantry Division Deputy Commanding General - Support at Joint Base Lewis-McChord,
Washington from 2017-2018.

He has joined BIRD in 2014. Previously he has been working in various senior Marketing roles in several leading Defence Companies including RAFAEL Advanced Defence Systems Ltd and Elbit Systems Ltd. 
 
Gur has served in the Israeli Defence Forces in various positions as an Armored Corpse Officer and Intelligence Officer. 
 
He holds an L.Lb. from the University of Tel Aviv and an MBA from the University of Haifa with Concentration on International Marketing

Mr Jeffrey Langhout

Director, Aviation and Missile Center, United States Army
Mr Jeffrey Langhout

 Mr. Jeff Langhout assumed the duties as the Director, Combat Capabilities Development Command Aviation and Missile Center in January 2021 where he leads 3000 civilian and more than 7000 contractor engineering and business professionals providing the total life cycle engineering for the US Army Aviation and Missile and Ballistic Missile Defense materiel enterprise.

He leads the Army’s Science and Technology (S&T) portfolio in the aviation and missile domains in support of the Army’s modernization priorities. He oversees more than $4B in annual revenue with reimbursable and S&T efforts. As the Director, Combat Capabilities Development Command Ground Vehicle Systems Center (2018-2021), he led a workforce of approximately 1800 civilians and approximately 300 contracting personnel dedicated to providing engineering expertise across the life cycle to the Army’s ground combat and combat support materiel domains. He led the S&T in support of the Army’s ground modernization portfolio.

He served as the Director, Systems Simulation Software and Integration within the Aviation and Missile Center (2016-2018) where he led a workforce dedicated to developing cyber resilient systems, and building, delivering, operating, and sustaining simulation environments including hardware in the loop and high fidelity integration labs in support of the Army’s Aviation and Missile and Ballistic Missile Defense materiel enterprise. This organization also serves as one of the Army’s designated Life Cycle Software Engineering Centers providing software professional expertise across the life cycle.

Mr. Langhout entered the Senior Executive Service in 2013 where he served for over 3 years as the Director for the Aviation Engineering Directorate within the Aviation and Missile Center. In that role, as the delegated airworthiness authority for the US Army, he led more than 800 engineering professionals dedicated to ensuring airworthiness for the Army Aviation.

 Axel Hoffmann has a comprehensive knowledge in the national and international aeronautical defence sector. His extensive experience in the field of military helicopters is based on a military career as helicopter pilot and on various technical and management assignments in the Federal Defence Administration and within the Organisation for Joint Armament Co-operation (OCCAR). In his current role as Program Manager of the NH90 program Mr. Hoffmann is responsible for all aspects related to development, procurement and in-service support of the German NH90 variants. Besides the helicopter domain with a specific focus on TIGER and NH90, the professional background of Mr. Hoffmann covers also projects like the Multi Role Transport Tanker aircraft (MRTT) or Unmanned Reconnaissance Vehicles such as the LUNA UAV.

Cyril Heckel is currently Acquisition and Development Officer at NSPA leading the integration activities (for Concept Stage) of the Next Generation Rotorcraft Capability project on behalf of the Participating Nations. He has been working within international defense programme environment for the last 15 years, operating 7 years at OCCAR and the last 3 years at NSPA. He concluded his 23-year Naval officer career in 2018 where he served on several operational units between 1997 and 2002 before directing his career towards Naval Programme Management. He was graduated from the engineering school SUPELEC (2002-2004) and more recently from the Kellogg-WHU Executive MBA Program (2016-2018).</p> <p>He has extensive experience in leading high-level performance teams for defense armament Programmes and he strongly supports dedication to customers&rsquo; satisfaction by establishing a solid acquisition framework, by developing relevant requirements and by securing needed funding

Mr. Giorgio Gomma

Mr. Giorgio Gomma

Mr. Giorgio Gomma is a retired Italian Navy Vice Admiral. He attended the Naval Academy in Livorno where he graduated in 1984 with a degree in Maritime and Naval Sciences.
 

He awarded his Naval Aviator wings in the USA in 1985 and spent most of his career serving in the Italian Naval Aviation. His tours of duty also include appointments in the United Nations HQ, at the Peace-Keeping Department, and in the NATO Supreme Allied Command Transformation (Norfolk, USA), as Italian National Liaison Representative.
 

More recently, RADM Giorgio Gomma took the command of the Italian Fleet Air Arm and Director of the Naval Aviation Department (2013-2017), and of the Joint Deployable Command at the Italian Joint Operations HQ (2018-2020).
 

Since April 1 2020, he is the General Manager of the NATO Agency responsible for the Design, Development, Production and in Service Support of helicopter NH-90 (NAHEMA).
 

Mr. Jose Pablo Romera Martin

José Pablo Romera began his career in 1998 graduating from the Spanish Army Academy as a military field Engineer. He finalised his Army helicopter pilot course in 2000 and he was posted during 5 years to the 3rd Manoeuvre Helicopter Battalion, deploying to Kosovo and Kyrgyzstan in the years 2000 and 2002.
 

Between the years 2005 and 2010, he was employed by the Organisation for Joint Armament Cooperation (OCCAR), located in Bonn (Germany) to work as technical manager of the French/Spanish Tiger HAD helicopter, responsible for all the technical activities related to its development.
He returned to the organization during the period 2013 to 2017 as HAD Type Manager, with overall responsibility for the through life management of the Tiger HAD programme, in charge for the qualification of the Tiger HAD helicopter and the delivery of more than 30 helicopters to the French and Spanish Armed Forces.
 

From the year 2017, he has been working at the European Defence Agency (EDA) as Project Officer Rotary Wing, managing EDA helicopter programmes and new initiatives.
He graduated from the Spanish Defence College and he is a certified Project Manager Professional (PMP).

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
