SAE Media Group are proud to present the 17th annual Military Space Situational Awareness Conference, taking place on 27th and 28th April 2022.

As the leading conference in Europe dedicated to space domain awareness, this year’s forum will once again bring together key stakeholders across military, government, and industry to discuss the future of the sector. With a renewed focus on partnership and collaboration and over 200 attendees, this event remains a “must-attend” for any professional working in space situational awareness.

Many of the recent developments in SSA are centred around the emergence of new LEO constellations and how military users must adapt their SSA approaches to account for this. Similarly, increasing interest in cislunar space present unique challenges for the industry, as does renewed great power competition.

2022’s Military Space Situational Awareness conference will address these issues head-on, with key focuses including space domain awareness, space surveillance and tracking (SST), the US Space Force's approach to SDA, the impact of new mega-constellations, and international partnerships in space.

Captain Wilco Van Den Bogaard

Since April 1st 2020 Captain Wilco van den Bogaard has been acting as one of the members of the Defence Space Security Centre (DSSC) of the Royal Netherlands Air Force in Breda. He specializes in the Space Situational Awareness and is involved in multiple research projects with partners like TNO, Dutch Air and Space Research Laboratory, University of Leiden and Thales. The focus of DSSC is to investigate the influence of the space domain on military systems and operations and to build a national and international network of sensors and data-sharing.
Captain Wilco van den Bogaard started his career at the Royal Netherlands Air Force in 2013 at the Royal Military Academy in Breda. As soon as he completed his Military Systems and Technology study in 2017 he was appointed officer. His previous position was at the Air Operations Control Station Nieuw-Milligen. He was responsible for the maintenance and development of the simulator systems for Air Traffic Controllers and Fighter Controllers.

Dr Adam White

Dr Adam White

 Dr Adam White is the UK Space Agency’s (UKSA’s) Senior Orbital Analyst and the Technical Director of Northern Space and Security (NORSS). He has worked successfully with the UKSA Space Surveillance and Tracking (SST) team, UK MOD and the UK Space Operations Centre (UKSpOC) in both leading space operations and in delivering on a number of national projects and programmes involving Space Situational Awareness (SSA) and Space Domain Awareness (SDA).

Dr White has over 14 years of specialist experience in Space Systems, SSA and SDA. He has an academic background in space sustainability with a PhD on the computational modelling of the space debris environment and Active Debris Removal. Dr White has worked for six space industry companies including work on mission design, electric propulsion development and SSA/SDA capability development in both technical and managerial roles. Dr White progressed then took a role in the Government sector joining the Defence Science and Technology Laboratory (Dstl) alongside working with UKSA as one of the Technical Leads for SST. He now as the Technical Director of NORSS, leads in R&D and product development. 

Dr Brendan Mulvaney

Dr Brendan Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.

He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

He and his wife, Samantha, have twin twelve-year old boys, Sean and Ryan, and live in Alexandria, VA

Dr Doug Hendrix

Dr Doug Hendrix

Dr. Doug Hendrix is chief executive officer and co-founder of ExoAnalytic Solutions, Inc. For 25 years, Dr. Hendrix has developed advanced software solutions to enable the United States to maintain its technological superiority in EO/IR sensing for missile defense and space situational awareness. Dr. Hendrix has a broad professional background that ranges from research and development to commercial software development in the areas of atmospheric, underwater and nuclear explosions, hyper-velocity impacts, space weather, and the development of a commercial fusion reactor.

As a co-founder of ExoAnalytic Solutions, he had one major idea in mind for the company, which is to build a focused team comprised of the best and brightest in the industry to develop and field cutting edge technology to greatly surpass the state of the art. In his current role at ExoAnalytic Solutions, he remains deeply involved in technology development for both missile defense and space situational awareness.

Dr. Hendrix earned a B.A. in Physics from the University of California, Berkeley and obtained his M.S. and Ph.D. degrees in physics from the University of California, Irvine, and is the proud son of a former submarine officer.

Dr James Frith

Dr. James Frith studied at the University of Washington where he earned two bachelor degrees in astronomy and physics. After many years of travels, he worked as an AFRL contractor on Maui to deploy a world-wide network of small aperture telescopes used for space domain awareness. He went on to gain a PhD in Exoplanet Astrophysics from the University of Hertfordshire and then held a contracting position as the Optical Observation Lead at the NASA Orbital Debris Program Office. Since 2019, he has worked at the AFRL Space Vehicles Directorate leading studies on how to extend the US Space Force’s space domain awareness efforts beyond GEO orbits and is the Cislunar Highway Patrol System’s flight experiment lead.

Dr. Jennifer “Jinni” Meehan is the National Space Weather Program Manager for the Analyze, Forecast and Support Office at National Weather Service (NWS) headquarters in Silver Spring, MD. Jinni manages one of the 11 service programs of the NWS, space weather, and provides the coordination needed within NOAA and across the Federal government to ensure a Space-Weather-Ready Nation. Jinni works with NOAA’s Space Weather Prediction Center on issues related to global, national, regional, and local policy, products, and services to leverage resources and support forecast consistency. She also leads a service product team that evaluates the field requirements that impact the way NWS communicates space weather information to core partners, the space weather enterprise, and the general public. She serves as a member of several teams, committees, review panels, and interagency technical committees.

Dr. Meehan was recently selected to serve as the Executive Secretary that oversees all activity within the White House Space Weather Operations, Research, and Mitigation (SWORM) Interagency Working Group. She is also helping to lead NOAA’s mandated responsibilities with the 2020 passage of the Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow (PROSWIFT) Act. She was appointed as the Designated Federal Officer of the PROSWIFT Act directed Space Weather Advisory Group.

Prior to joining NOAA NWS, Jinni served as a postdoctoral research fellow at the Air Force Institute of Technology located at Wright Patterson, AFB in Dayton, OH that took her to Thule, Greenland to conduct a proof of concept experiment with GPS technology funded by the Defense Advanced Research Projects Agency (DARPA). Jinni earned her Ph.D. in Physics from Utah State University in 2017 with a focus on alleviating space weather effects on GPS by better characterizing the ionosphere to advance physics-driven, forecast models. She holds a B.S. in Meteorology from the University of North Carolina at Charlotte.

 Dr Will Feline is the Principal Advisor for Space Domain Awareness for the Defence Science and Technology Laboratory (Dstl), part of the UK Ministry of Defence.  He works closely with UK Space Command and the UK Space Agency, as well as numerous commercial and academic organisations in the UK and overseas.  Dr Feline has an academic background, with a PhD in observational astronomy from the University of Sheffield in 2005.  He has held several positions at Dstl, including working on signatures of surface ships and countermeasures to radar-guided anti-ship missiles, before returning to the space sector in 2015

Dr Yngvild Andalsvik

Dr Yngvild Andalsvik

Yngvild Andalsvik is SSA lead at the Norwegian Space Agency working with both the national plans and international collaboration. She is the Norwegian delegate to the Program Board of the ESA Space Safety program and co-delegate to the EU SSA Space Programme Committee. Her educational background is in physics with a PhD in Space Physics from the University of Oslo. Prior to joining the Norwegian Space Agency she also had 8 years of experience working with GNSS performance monitoring, space weather effects on EGNOS and Galileo and their ionospheric models.

 Major Jason ''J.U." Utolo is a Senior Combat Systems Officer. He has over 1,300 hours as a Rivet Joint Navigator. Throughout his Air Force career he acquired a background in operational, tests and evaluations, and ISR operations. For the past 6 years he has been assigned to competitive green door jobs and has deep experience in sensitive reconnaissance operations and operating in highly contested environments.

Lieutenant Colonel Kelly Greiner

Lieutenant Colonel Kelly Greiner is the Materiel Leader, Space Domain Awareness Radars, Special Programs, Space Systems Command, Peterson SFB, CO. In his current role, he oversees the development of the $1.4B Deep Space Advanced Radar Concept (DARC) system as well as the sustainment of 8 other programs responsible for executing the Space Domain Awareness (SDA) mission.

Lieutenant Colonel Greiner graduated from the United States Air Force Academy with a Bachelor of Science in 2004. He began his career completing an operational experience (OPEX) assignment as an intelligence officer before transitioning to Program Management (PM). Lieutenant Colonel Greiner’s prior PM assignments have included two separate Missile Defense Agency (MDA) experimental satellites and for the Military Satellite Communication (MILSATCOM) Directorate at Los Angeles AFB and PM for the Nuclear ISR Field Systems at the Air Force Technical
Applications Center (AFTAC) at Patrick AFB. Additionally, Lieutenant Colonel Greiner participated in the Education with Industry (EWI) program with CACI International, Inc. Lieutenant Colonel Greiner also deployed in support of Operation Iraqi Freedom.

Prior to his current assignment, Lieutenant Colonel Greiner was the Chief of the Science, Technology, & Innovation Branch within the Strategic Plans, Programs, and Requirements Directorate at AFSOC Headquarters.

Lieutenant Colonel Matthew Lintker

 Lieutenant Colonel Matthew Lintker is the Commander, 18th Space Defense Squadron (18 SDS), Vandenberg SFB, California. He commands the U.S. Space Force’s premier space domain awareness squadron comprised of approximately 115 active-duty military members, coalition partners and civil servants. The squadron provides and advances a continuous, comprehensive, and combat-relevant understanding of the space situation in support of United States Space Command (USSPACECOM) objectives.

 The 18 SDS accomplishes its space domain awareness mission by executing command and control of the space surveillance network (SSN) and integrating advanced analysis, sensor optimization, conjunction assessment, human spaceflight support, object re-entry and break-up assessment, launch analysis, and maneuver forensics. All of which is necessary to enhance an information advantage and enable space superiority in defense of United States and allied interests. Additionally, the squadron is tasked with executing USSPACECOM’s space situational awareness (SSA) sharing program provide critical data to governmental agencies and commercial satellite owners and operators in order to ensure a safe, secure, sustainable, and stable space environment. 
 
 Lt Col Lintker earned his commission upon graduating from Southern Illinois University at Carbondale. His career spans multiple operational assignments in Air Force Space Command and the National Reconnaissance Office, and he has served in a variety of staff positions at the wing, Major Command, and Service headquarters levels. Prior to his current assignment, Lt Col Lintker was the Chief, Competitive Activities Division, Directorate of CHECKMATE, Deputy Chief of Staff for Operations, Headquarters Air Force, Pentagon, Washington, D.C. He is married to the former Raquel Pando of El Paso, Texas, and they have two children, Harper and Austin.

Major Sean P. Allen was born in Omaha, Nebraska USA. He graduated from the University of Hawaii at Manoa in 2008. He commissioned into the United States Air Force in 2008. He has had the following military assignments:

Mr Cam Stoltz enrolled in the Canadian Forces in 1985. 1n 1989, following an initial two years at the Royal Roads Military College, he graduated from the Royal Canadian Military College in Kingston, Ontario with a degree in Electrical Engineering.

Commissioned into the Communications and Electronics Branch, his first posting was to the Aerospace Maintenance Development Unit in Trenton. In 1992 he returned to RMC, obtaining a Masters Degree in Electrical Engineering. Transferred to Ottawa in 1994, he spent the following years providing engineering support to Air Traffic Control and satellite communications systems. Promoted to Major in 1998, he joined the Canadian Military Satellite Communications project as a Senior Engineer and would complete a Master’s Degree in Business Administration (MBA) at the University of Ottawa before departing Ottawa.

Transferred to the Canadian Forces Joint Signal Regiment (CFJSR) in 2000, Colonel Stoltz would serve as Regimental Administration Officer, as well as Officer Commanding for both 3 and 4 Squadron. In April 2003, Colonel Stoltz took command of the Operation APOLLO National Command Control and Information Systems (NCCIS) Squadron in Camp Mirage. Upon return, he returned to Trenton and took command of 8 Air Communications and Control Squadron, a position he held until commencing the Canadian Forces Command and Staff Course in 2005.

In 2006, Colonel Stoltz was promoted to Lieutenant-Colonel and posted to Winnipeg, where he served as 1 Canadian Air Division / Canadian NORAD Region A6 and Headquarters Commanding Officer. Colonel Stoltz returned to Kingston and assumed command of the Canadian Forces Joint Signal Regiment in 2009. In 2012, following second language training, Colonel Stoltz returned to Ottawa as Director Strategic Communication Services. He was promoted to his current rank in 2013, and assumed the position of Director Air Support in 2015. In 2017, Colonel Stoltz was posted to his current position as Director Space Requirements.

Currently employed by the US Space Force as the Space Based Space Domain Awareness (SDA) International Program Manager and Quasi Zenith Satellite System–Hosted Payload (QZSS-HP) Operational Test Director, Space Systems Center (SSC) Los Angeles. Previous Programs managed include Space Domain Awareness C-Band Radar (US/Australia), ORS-5, and QZSS-HP (US/Japan). Prior Naval Officer (CDR, Supply Corps, USN ret 24yrs) with extensive operational experience in PACOM and CENTCOM AOR’s. DAWIA experience in the USG as a Navy Program Manager and as a Government contractor supporting CONUS based logistics operations for Strategic Systems Program Office SSBN/SSGN support, forward deployed forces under the LOGCAP program and the Royal Saudi Naval Forces Headquarters Logistics directorate. Experienced in managing Navy operational plans, Afloat Combat Logistics Forces, and ILS management for Prepositioned War Reserve Materials, Naval Mobile Construction Battalions, Naval Special Warfare, Submarines, Surface Ships, Rotary and Fixed Wing Aviation, and Foreign Military Sales.

 Mr. F Schnell is the Chief, Space Domain Awareness (SDA) Division, Special Programs Directorate, Enterprise Corps, Space Systems Command, Peterson Space Force Base, Colorado. He oversees four primary lines of effort: Advanced SDA Capabilities, Ground Radar Portfolio, Ground ElectroOptical and Radio frequency sensing Portfolio, and Space Electro-Optical portfolio, leading 380 military, civilian, and contractor personnel with a $628 million budget.

 
Mr. Schnell's most recent assignment was as Deputy Chief, Operations Division, Business Enterprise Systems, where he assisted the Chief in operations of Gunter network, Platform Operations, Tier 1 helpdesk for the Air Force systems, and the BES Product Innovation (BESPIN) software factory. Mr. Schnell entered civil serves as an Air Reserve Technician with the 302d Airlift Wing, Peterson AFB CO. He has worked Logistics Sustainment of the Space Launch and Test Range, Program Management in support to the Space Innovation, and Development Center, and Director of Mission Support for the Air Force Warfare Center, Det1. As an Air Reserve member, Mr. Schnell is currently the Commander, 908th Logistics Readiness Squadron, Maxwell AFB, AL.
 
 

Mr Pascal Faucher

Dr Pascal Faucher graduated (1997) from the Ecole Nationale Supérieure de l'Aéronautique et de l'Espace (SUPAERO). He also holds a Master’s Degree (1998) and a Ph. D. in Physical Oceanography (2001) by the University Paul Sabatier, funded by the Ministry of Defence, and an Executive Master of Business Administration (2007) by ESCP Europe. After a post-doctoral position in the EU project “Marine Environment and Security for the European Area”, his experience includes 19 years of various positions at CNES headquarters as international relations advisor and programme manager. For the last 10 years, in the defence and security office, he is responsible for the following themes: space security, space situational awareness, space surveillance and tracking, space debris and space weather. He is currently the Chairman of the European Space Surveillance and Tracking Consortium. He also acts as a French delegate to the Programme Board SSA of ESA, the Steering Group of the Inter-Agency Space Debris Coordination Committee (IADC), the Steering Committee of the Space Mission Planning Advisory Group (SMPAG), the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), participating to the Working Group on the Long Term Sustainability of Outer Space Activities (WG LTS). In France, he chairs the National Coordination Group on Space Weather (GCME). He is a member of the French Steering Group on Unidentified Aerospace Phenomena (GEIPAN).

 Monique Moury joined CNES, the French Space Agency, 35 years ago. She has always been involved in the operational flight dynamics matters. For many years she was responsible, in the CNES Toulouse Space Center, of the entity in charge of the station-keeping of a dozen LEO and GEO satellites and  of the Orbit Computation Center (CNES operational multi-mission center gathering many orbit determination activities). She put in place CAESAR ( Conjunction Assessment and Evaluation Service, Alerts and recommendations) in 2011. Since its beginning in 2015 she is involved in EU SST (European Space Surveillance and Tracking) as French delegate and project manager on CNES side. EU SST was put in place by the European Commission. EU SST provides services among which the Collision Avoidance Service directly derived from CAESAR.

Phoenix Torrijos

 Lieutenant Colonel Phoenix Torrijos is an intelligence professional who has also served as a Foreign Area Officer. She served in two space assignments: first at SMC/IN providing intelligence support to MILSATCOM, and at AFSPC/A2 supporting cyber and space acquisitions, followed by duty as an executive officer to the Vice Commander. Lt Col Torrijos has also had two assignments in China, first as an Olmsted Scholar and recently was the Air Liason Officer to Hong Kong and Macau.

Sqn Ldr (Retd) Ralph Dinz Dinsley is a retired RAF officer with more than 32 years of active service as an Aerospace Battle Manager including 16 years as a surveillance of space practitioner and space situational awareness advocate. His final assignments included leading the RAF contribution to global SSA in 2 significant programmes. Dinz’s unique military experience is further underpinned, as a CAS Fellow, with an MA in Peace and Development from Leeds Metropolitan University; his dissertation covering Critical Perspectives on UK Space Security. Since retirement from the military in September 2017 Dinz formed, and is now Executive Director of NorSS Ltd, an innovative Northumberland based SSA company. Additionally, he was one of the founding members of SAINTS (Situational Awareness Information National Technology Service) a group of NE tech companies developing SA for government, industry and academia. He is also an observer to the Hague Space Resource Governance Working Group.

Stewart Bain

 Stewart is an innovator, engineer and international business specialist who has been at the forefront of commercializing disruptive aeronautical and space applications technologies since 1996.   He holds an MBA, a Master’s in Engineering, and is a trained classical actor who founded the Ottawa Shakespeare Festival 1992.


Stewart has been the driving force in realizing NorthStar as the world’s leading AI-driven earth and space information services platform. Empowering space and earth sustainability for his own six children and generations to come, Stewart strives to ensure secure and equitable access to space, while preserving Earth’s most precious resources. With NorthStar, he is building the critical infrastructure necessary to realize an information-driven environmental revolution. 

 

Stewart was part of the original engineering design team for the RadarSat 1 and 2 Canada’s first Synthetic Aperture Radar (SAR) Earth observation missions. Stewart created Canada’s first centre of excellence for space optics which commercially developed breakthrough star tracker products for spacecraft attitude control, optical intersatellite link terminals, and went on to make significant contributions to Canada’s first space situational awareness satellite, SAPPHIRE as well as the James Webb space telescope

 

As the founder of S. A. Bain Consulting International, he offered management consulting services for aerospace leaders through offices in France, Japan, Germany and the USA, receiving a NASA R&D 100 Award for significant contributions to advanced composite materials.  Stewart believes that “impossible” things are the only things worth achieving, and we must always leave the campsite the way we found it.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
