Mobile Deployable Communications 2022

SAE Media Group is proud to announce the 15th annual Mobile Deployable Communications conference, taking place on 26th – 27th January 2022.

From the strategic level down to the tactical, efficient and clear communications are key to operational success. The fast pace of modern warfare requires agile, highly adaptable forces capable of rapid movement whilst maintaining a consistent communication and situational awareness capability. Interoperability is also becoming increasingly important to ensure seamless command and control within a multinational coalition, especially given the rising operational tempo across Europe.

The Mobile Deployable Communications conference is designed to bring together global leading program managers, strategic decision-makers, industry experts and thought leaders to explore the latest developments in communications technology. MDC is the only truly international conference which focuses on deployable CIS.

Moving to London for the first time, there will be a new focus on the UK MOD's strategic communications programmes and the UK's tactical communications industry. With support from around the MOD, MDC 2022 will be an exciting addition to the calendar.

Brigadier General Joseph Papenfus

Brigadier General Papenfus became the CIO/G-6 for U.S. Army Europe – Africa in January 2020.

Prior to this assignment he served as the Chief of Operations, Army CIO/G-6, Washington, DC. He has served an operational tour as the Director COMMS-I and Deputy Commander, Task Force-Signal / 160th Theater Strategic Signal Brigade, Afghanistan.

Brigadier General Papenfus has served in a variety of leadership positions at the tactical, operational, and strategic levels. Other Active Duty and Army Reserve duty assignments include the 3rd Armored Cavalry Regiment, Texas and Colorado; 534th Signal Company, Colorado; 12th Infantry Regiment, Colorado; 104th Division, Colorado; 5025th Military Police Detachment, Colorado; 1st Mobilization Brigade, Colorado; Space and Missile Defense Command / Army Strategic Command, Colorado; Division West - First Army, Colorado; AR Cyber Protection Bridge, Maryland; and the 98th Expeditionary Signal Battalion, Arizona.

Brigadier General Papenfus enlisted in the Wisconsin Army National Guard and was commissioned Active Duty in the Signal Corps and branch detailed to Armor, through Marquette University ROTC, Milwaukee, Wisconsin. He also graduated with a Bachelor of Science in Civil Engineering from the University of Wisconsin - Milwaukee, a Certificate in Crisis Leadership in National Security from George Washington University, a Masters of Business Administration from Webster University, and a Masters of Strategic Studies from the Air War College. His other military schooling highlights include the Armor Officer Basic; Signal and Military Police Officer Advanced; Space Operations Officer Qualification (FA-40A); Information Systems Management Qualification (FA-53A); Basic Computer Network Operations Planners, Canadian Forces College Joint Command and Staff Program (JCSP); Senior Leader Seminar (Army War College); and the National Security Space Institute Space 300.

Among Brigadier General Papenfus’ military awards are the Legion of Merit, Bronze Star, and Meritorious Service Medals, along with various service and campaign medals. He also holds the Parachutist Badge, Air Assault Badge, Air Force Space and Missile Badge, German Army Proficiency Badge (5th award) (Das Abzeichen für Leistungen im Truppendienst), and the Signal Corps Regiment Association Order of Mercury (Bronze and Silver).

Born in Taranto on the 1st of April 1967, he joined the Italian Navy in 1985. After four years, he graduated at the Naval Academy, earning a degree in maritime and naval sciences.
From 1990 to 2001, he served as operational officer on board of several warships, ranging from small frigate up to destroyer, sailing in Mediterranean Sea, Persian Gulf, Atlantic and Indian Ocean. As Lieutenant, he commanded the water tanker “Brenta”.
From 2001 to 2004, he served ashore as Head of “Electronic Warfare” branch at the Studies and Projects department in the Italian Navy General Staff. During that period, he was national representative for the “NATO EW TRIALS" 2001, 2002 and 2003 and project leader for the "NATO EW TRIALS" 2004.
He attended the 7th Joint High Level Staff Course at the Defence High Studies Centre in Rome (2004-2005). Later, he went back on board, firstly as executive officer of the frigate “Maestrale” (2005-2006), then as Commanding Officer of the oil tanker “Stromboli” (2006-2007).
In 2007, back ashore he served as Head of “general staff” branch at the General Office of the Italian Chief of Defence.
After a four-year term, in 2011 he was appointed Head of “Policy & Concepts” branch at the Italian Military Representation to the European Union Military Committee in Brussels. Promoted Navy Captain in 2012, in 2013-2014 he participated in the drafting of the EU Maritime Security Strategy, carried out by the "Friends of the Presidency (FoP) Group" of the Council of the European Union. During the Italian presidency semester, he co-chaired the FoP group, drawing up the EU Maritime Security Strategy Action Plan.
Back in Italy from September 2015 to June 2017 the Augusta naval station, providing logistic and maintenance support to the Italian warships and their crews based and transiting in the military harbour in Sicily. In the same period he was President of the Navy Officers Club in Augusta.
From July 2017 to December 2018, he served as Military Assistant to the Operation Commander in Operation SOPHIA (EUNAVFOR MED).
From June 2019 to March 2020, with the “functional” rank of Rear Admiral (LH) he served as (the last) Force Commander in Operation SOPHIA and from May 2020 to October 2020 as (the first) Force Commander in Operation IRINI.
Starting from 9 November 2020, Captain Ettore SOCCI is the FMN and AMN Secretariat Director at SHAPE (Mons – Belgium).
Socci awards’ include commemorative crosses for EUNAVFORMED Operation SOPHIA and Operation IRINI in the Central Mediterranean, “Enduring Freedom” in Afghanistan, for operation in Somalia, for peace mission “SFOR” in Bosnia, for NATO Operation “Sharp Guard, Maritime Monitor, Maritime Guard”, for WEU Operation “Sharp Vigilance” in former Yugoslavia.
Captain Ettore SOCCI lives in Brussels. He is married and he has one son and one daughter. His favourite motto is: “not one who begins but the one who perseveres”.

Captain David Keegan

Captain David Keegan

Captain Dave Keegan commissioned into the Royal Corps of Signals in 2015 and completed a short attachment with the 3rd Divisional Signal Regiment before attending the Troop Commanders Course at the Royal School of Signals. He was then posted to the 1st Signal Regiment as a Bowman Troop Commander, providing the deployable headquarters to 104 Logistic Brigade. Alongside this task, he also deployed on interoperability exercises to Romania, as well as leading the UK technical Team during Locked Shields 17.

Post Troop Command he was posted as an In-Service Degree Officer to Trojan Squadron in Newcastle, where he gained a first in Computer Sciences (Security and Resilience). In July 2020 he took up his current role as SO3 CIS TDU, taking part in several trials, including the Army Warfighting Experiment, against the backdrop of COVID-19.

Outside of work Capt Keegan is an active member of the Garrison Mess and enjoys outdoor pursuits. An exceptionally keen caver, he is active beneath the ground in the Yorkshire Dales and the Mendips.

I started my military career in the Austrian Air Operation Center in the position of an Electronic Warfare Officer & Teamleader from 1990-2000.

From 2000 to 2008 I held the position of G6 of the 3th Mechanized Infantry Brigade/AAF responsible for CIS planning and support for missions and exercises

From 2008 to 2014 I held the positon of the Senior Officer Specialist for NEC Architecture Development in the Joint C2 Staff/J6 Division/MoD responsible for the development of architectural products for a comprehensive approach to Network Enabled Capabilities

In 2014 I held the position of the Deputy Director CIS Planning Division and Head of Doctrine Department MoD with the responsibility for the Overarching Architecture and Doctrine development for national C3 system

From 2014 to 2020 I held the position of the Senior Officer Specialist for CIS Security & Cyber Defence in ICT Planning Division/MOD.

In May 2020 I started my tour in EUMS

Colonel Horst Treiblmaier

Colonel TREIBLMAIER joined the army 1978. He has got commissioned to Lieutenant in 1982 as a signal officer and served as a coy commander, commander of officers and warrant officers selection courses, deputy commander headquater battailon, G6 of the key zone and territorial command of Lower Austrian. He is qualified as a NBC officer, battailon and brigade commander. He holds a masterdegree in Security and Defence, a masterdegree of Arts in Military Leadership and has a civilian education to an engineer of communications technology.

Since 1998 he servers in different functions in MOD Austria. His promotion to the rank of Colonel was 2008. Since 2008 he is the Head of Communications and Electronic Warfare in the ICT-Planning Division. In 2021 he was graduated in General Staff.

Colonel TREIBLMAIER is married to his wife Christa and they have three sons, Alexander, Bernd and Richard. He is living in a little village 120km west of Vienna.
 

Colonel Janos Poloskei

Colonel Janos Poloskei

Col János Pölöskei is the branch head of the HDFC Force Development Directorate, Command and Control Systems Development Branch, where he is leading his team in the field of preparation of procurements of land and air command and control systems and radar systems.

He started his career in 1987 and graduated as an artillery officer from the military college in 1990. Before starting with procurement activities he spent several years in tactical level positions from platoon to brigade level. After a successful career in lower positions he became an operations planner at operational and strategic level, where he participated several NATO and national planning activities.

Col Pölöskei went for mission to Kosovo in 2003 and 2017, and to Afghanistan in 2005 and 2006 where he got valuable operational experiences.

He currently is studying the second year in the Doctoral School of the National University of Public Service and researches the field of capability development.

He enjoys spinracing, running and Pilates gymnastics in his free time. He likes testing Linux distributions for home use as well.

He is married with Andrea and is a proud father of his sons, Dávid and Kristof.

Lieutenant Colonel Erik J. Haeuptle is the Joint Staff, J7, Joint Interoperability & Data Link Training Center, Branch Chief of Interoperability & Proponency. The Interoperability & Proponency Branch of the JID-TC exists to advance Multi-TADL Network & Joint Data Network interoperability through engagement with Joint Staff, Combatant Commanders, Allied & Coalition partners, Service components, and DoD Agencies. I&P provides subject matter expertise to CCMDs for Multi-Tactical & Joint Data Network operations in order to enhance the lethality of the Joint Warfighter and ensure all domain readiness for the next war.

Lt Colonel Haeuptle earned his commission in 2003 from Reserve Officer Training Corps Detachment 620 and received his Bachelor of Science in Biology from Bowling Green State University. Following graduation, he spent a year awaiting training at Eglin AFB in the 728th Air Control Squadron and as a 33d Operations Group executive officer. Lt Col Haeuptle then attended Undergraduate Air Battle Manager Training at Tyndall AFB, FL and then became an E-3B/C Air Weapons Officer, Air Surveillance Officer, and Assistant Flight Commander for the 963d Airborne Air Control Squadron at Tinker AFB, Oklahoma. After his Tinker assignment, he became an Air Liaison Officer/Fighter Duty Officer and Weapons & Tactics Flight CC & Director of Logistics for the 682d Air Support Operations Squadron, Pope Army Airfield, Ft Bragg, NC. Following that assignment, he served as the lead Air Battle Manager and Mission Crew Commander Instructor as well as an Assistant Director of Operations in the 330th Combat Training Squadron, Robins AFB, GA. After leaving his assignment at Robins, he became the Director of Operations, 14th Air Support Operations Squadron, Pope Army Airfield, Ft Bragg, North Carolina. Finally, Lt Col Haeuptle became the Commander of the 682d Air Support Operations Squadron, deactivated the unit, and then stood up the 818th Operations Support Squadron, the TACPs first-ever OSS.

Lieutenant Colonel Haeuptle is a senior Air Battle Manager with over 2075 hours, 105 Combat Sorties, and over 1200 combat hours logged in the E-3 AWACS and E-8 JSTARS. As a Senior Air Battle Manger with over 5 deployments, he supported Operations NOBLE EAGLE, IRAQI FREEDOM, ENDURING FREEDOM, and INHERENT RESOLVE. Finally, as a Tactical Air Control Party Officer, he supported Operation Enduring Freedom as a Senior Air Director in Kabul, Afghanistan.

Lt Col Jeffrey Fry is a member of the United States Space Force where he serves as the Satellite Communications Capability Integrated assigned to the Space Systems Command. In this role he is responsible for the acquisitions and integration of military, international, and commercial satellite communication to enable the warfighter.

Prior to his current assignment, Lt Col Fry was assigned to the United States Air Force in Europe – Air Forces in Africa where we was the lead Acquisitions Officer executing a $1.1B annual budget. Additional, he served as a Program Manager assigned to the Rapid Capability Office at the Pentagon. In this role, he worked on the development and procurement of a $5.7B Deputy Secretary of Defense Weapon system. Lt Col Fry has extensive program management experience in space acquisitions and served as the Aide de Camp to the Commander of the Space and Missiles System Center, Los Angeles AFB, CA. He also participated in Operation Enduring Freedom as a Logistics Officer responsible for training and equipping the Afghan Special Operation Forces. Finally, Lt Col Fry served as an Aircraft Maintenance Officer responsible for the maintenance of both the C-5B/M and the C-17A aircraft at Dover AFB, DE.

Lt Col Macdonald joined the Royal Marines in Feb 1999 and, on completion of recruit training, specialised as an RM Signaller, deploying with the 3 Commando Brigade HQ and Signals Squadron to Kosovo (Op AGRICOLA IV) and Afghanistan (Op JACANA).

He commissioned as a Second Lieutenant in 2003 and, after completing initial troop commands, specialised as a Radio Signals Officer before joining the Commando Helicopter Force, deploying to Iraq (Op TELIC VII and VIII). This was followed by a move to HQ 3 Commando Brigade as the SO3 J6 and Battle Captain, deploying to Afghanistan (Op HERRICK IX). As an acting Major, he then took charge of the Trials and Training Support Group within the Defence CBRN Centre.

On promotion to Major, his initial SO2 appointment was as the Officer Commanding the CIS Training Company at the Commando Training Centre, Royal Marines (CTCRM). He was then selected for Sub-Unit Command and assumed command of the Communications Squadron, 30 Commando (Information Exploitation) Group RM. He then returned to CTCRM, as the Second in Command or the Specialist Training Wing. This was followed by a broadening appointment outside the RM. In his final role as a Major, he was appointed to be the Second in Command of 30 Cdo IX Gp RM.

On promotion to Lieutenant Colonel, he assumed his current role in Navy Command HQ, as the SO1 Equipment Capability in the Commando Force Project Team within the Develop Directorate.

Major Austin Baker

MAJ Austin C. Baker, US Army, is an accomplished Army Space Professional (FA40) with 8 years direct experience with Department of Defense (DoD) Space and Directed Energy activities. He is currently assigned to the Under Secretary of Defense for Research and Engineering (USD R&E)’s Defense Innovation Unit as a Joint Program Manager and Deputy Director for the DIU Space Portfolio.

Past space assignments include Space Operations Officer at the US Army Space & Missile Defense Command’s Future Warfare Center, Chief of the DoD Laser Clearinghouse, Aide de Camp to the Commanding General of White Sands Missile Range. MAJ Baker served two combat deployments to Iraq (2009) and Afghanistan (2012), and has extensive leadership experience at home and abroad.

Bill Robins led tactical communications in airborne, mechanized and armoured formations of the British Army. He commanded the Army’s Electronic Warfare Regiment in the early 80s during the Cold War, defined the requirement for the UK Government protected Crisis Management Centre and chaired the Management Board for the MOD/BT PFI programme for Defence Fixed Telecommunications.

He now runs his own Defence and Security consultancy, BRL. He is a Senior Associate Fellow of RUSI.

Mr Curtis White

Mr. White is a Senior Research System Engineer in the Advanced Communications and Sensing Competency for Naval Information Warfare Center-Atlantic, Charleston SC. He has 40 years experience in inter-disciplinary applied R&D at Southwest Research Institute and the Air Force Research Laboratory.

For the past 8 years, he has continued to expand his earlier work in Communications, Command & Control for Anti-Access/Area Denied Tactical Edge Networks. This work implements novel IoT concepts supporting multi-agency, multi-echelon unified wireless networks providing, highly robust secure voice, video, and data. The goal is to create a self-forming, self-healing Disruption, Delay Tolerant global network that is is completely autonomous and decentralized.

Daan is the LTAC Product Specialist within Inmarsat’s Global Government Business Unit, a division that was created to focus specifically on the explicit requirements of government users across military, public safety, border protection and emergency services.

Inmarsat is a global leader in mobile satellite communication and has been serving governments around the world since it was originally founded by the United Nations’ International Maritime Organization (IMO) in 1979 to ensure the safety of life at sea. The Global Government Business Unit is specifically tasked with delivering communication certainty to government across air, land and sea. If you need global mobile communications that must work, Inmarsat is the only solution that does so. Every time.

Daan is responsible for managing Inmarsat’s L-TAC service. L-TAC, when coupled with the Spectra SlingShot applique and a small antenna, is a unique, lightweight, low-power satcom system that enables existing, in-service tactical military and commercial VHF/UHF radios to utilize Inmarsat’s global L-band GEO satellite coverage, effectively providing a radio repeater in space, allowing these radios to be used beyond line of sight, globally.

Daan joined Inmarsat in 2015 having worked previously as a Solution Architect with Verizon Enterprise Solutions. Daan brings over 20 years of experience in telecommunications to the role and is a believer in true collaboration between government and industry to help build real solutions to real end user challenges. As such you are far more likely to find him out in the field, talking to operation teams about communications challenges and requirements, demonstrating capability and helping to find efficient solutions that help build situational awareness and deliver operational success.

Jon is the Chief Communications and Networks Scientist at the Defence Science and Technology Laboratory (Dstl), part of the UK Ministry of Defence (MOD). Jon leads the delivery of comms research spanning all military domains from subsea to space, focusing on development of next-generation and generation-after-next resilient systems to enable information driven operations in the most challenging environments.

Jon is currently coordinating a number of large, multi-year projects to develop and demonstrate the advanced concepts that will enable Information Advantage in the contested environments of the future. Working with allies and partners from UK industry and academia we are investing in research both to bring forward the military capabilities essential for future operations and to stimulate the development of skills and facilities in the supply chain.

The planned work is wide ranging. It stretches from fundamental physical research into the propagation environment; maturing novel communications concepts such as Quantum communications; developing new ideas for networking in very congested and dynamic environments through to developing the architectures needed to enable rapid integration and adaptation.

Jon has been active in the development of tactical communications and networking capabilities for 25 years, both in government research and in industry where he led a number of successful product developments. Jon is a Fellow of the Institute of Physics.

Mr Mike Sweeney

Col. Mike Sweeney retired from the U.S. Marine Corps in 2017 after a career that spanned four decades. He served in a variety of command and staff positions including Commanding Officer, Fox Company, 2nd Recruit Training Battalion, Camp Lejeune, NC; Current Operations Chief, U.S. European Command, Stuttgart, Germany; Commanding Officer, II Marine Expeditionary Force Headquarters Group, Camp Lejeune, NC and Chief of Staff at Marine Corps Special Operations Command and Marine Forces Pacific.

Col. Sweeney has completed multiple combat deployments in support of Operation Iraqi Freedom and Operation Enduring Freedom and served as the Commanding Officer of Task Force Belleau Wood, Helmand Province, Afghanistan from January 2011 to January 2012. Col. Sweeney is the recipient of multiple military awards and decorations. He graduated from the University of Central Florida with a degree in Design Engineering and has an MBA in Systems Engineering from National University, a Master’s in Systems Engineering from the Naval Postgraduate, and a Master’s in International Strategic Studies from the U.S. Army War College. In his role at REDCOM, he is the Executive Vice President, responsible for Strategy and all Business Development activities.

Neil Fraser served 26 years in the British Army, which included: 3 years as the lead for UK MOD global satellite and strategic radio communications projects and services, largely through the Skynet 5 PFI; 3 tours in Afghanistan including the initial deployment to Kabul soon after 9-11 commanding 216 Parachute Signal Squadron, working in a US Task Force with government and civilian agencies, and then a year after forming 22 Signal Regiment taking the unit on operations to provide UK theatre communications; service in Northern Ireland, across the Balkans, as a Joint Operational Planner, and with Airborne, Armoured and Commando forces. He joined Viasat in late 2013 and moved to NSSLGlobal as Director Defence and Space Programmes in early 2020. He has Masters degrees in the Design of Information Systems and Defence Studies

Mr Salvador Llopis

Salvador Llopis currently works as Project Officer Communications and Information Systems (CIS) at the European Defence Agency (EDA) in Brussels. He worked previously at EDA as Project Officer Cyber Defence Technology and moderator of the Cyber Research and Technology Working Group. He graduated from the Spanish Army Military Academy as Signal Officer. He holds a Master of Science in Telecommunications Engineering. His research interests are in the areas of cyber situational awareness, tactical telecommunications, command and control systems and the intersection of cognitive science, data science, human system integration and decision-support technologies. He is member of the editorial board of the Journal of Defence and Security Technologies and programme committee member of various conferences. He has over 10 referred publications in these areas.

Mr Simon Paterson

Mr Simon Paterson

Mr Simon Paterson, Business Development Director at Viasat UK was originally commissioned into the Royal Air Force in February 1992. After flying all the helicopter types in the Air Force on operations, from Sea King Search and Rescue through to multiple overseas tours in Chinook, he became the Puma Force Commander and Station Commander at RAF Benson between 2014 and 2016. He saw the Puma Mk 2 into service and its successful introduction into Afghanistan on operations.

He left the Service in September 2018 to join Thales UK working in their ISR business unit based in Crawley. After a relatively short stint, he joined Viasat UK in March 2020, just before the COVID Pandemic and he has been working across the full range of the Viasat capabilities from tactical datalinks to satellite communications. The combination of his significant experience on operations and his new and developing fluency with tactical datalink capabilities such as Link 16 has provided him with a clear insight into the benefits and risks which can be introduced as these critical capabilities are used increasingly on the modern battlespace.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
