Airborne ISR continues to be an incredibly important capability for militaries. Effective ISR enables kinetic assets the resources they need to be effective on the battlefield. Perhaps more than this, ISR is an extremely capable deterrent in its own right and modern dissemination technology and techniques enables forces to deal with threats before they can cause harm.

Air Commodore (ret'd) Paddy Teakle

Air Commodore (Ret'd) Paddy Teakle, Former Deputy Commander NATO AEW&C Force Command, NATO Air Commodore (Ret’d) Paddy Teakle is a freelance Defence Consultant. He has a long and distinguished background in Air Operations. After graduating from Navigator school he flew the Vulcan and Victor before joining the Tornado Force in 1985. He has over 2000 hours on Tornado including over 40 Combat Missions in the 1991 and 2003 Gulf Wars. His experience stretches from the Falklands campaign in 1982 through Iraq, Kosovo, Pakistan, Afghanistan, Libya and Syria. His staff positions have predominantly been in operational HQs and doctrinal appointments. His last position was Deputy Commander of the NATO AWACS Force.

Air Commodore James Beck joined the RAF in 1997 having completed a degree in Electronic and Communication Engineering at Bath University.
In 2001, Beck was posted to IX(B) Squadron at RAF Brüggen to fly the Tornado GR4. Shortly after arriving, he deployed on Op RESINATE (South) to police the southern no-fly zone in Iraq. In 2003 he deployed again on Op RESINATE, which in turn became Gulf War 2; he flew the highest number of sorties of any RAF Combat Air pilot during the war.
On return to the UK, he was selected to attend the Qualified Weapons Instructor (QWI) Course at RAF Lossiemouth, which he completed in 2004. Following graduation, he joined XIII Sqn as the QWI and immediately redeployed on Op TELIC (Iraq), flying from Al-Udeid in Qatar. He completed a further Op TELIC tour in 2005; before being selected to be the Tornado Test and Evaluation Pilot on the Fast-Jet and Weapons Operational Evaluation Unit.
On promotion to Squadron Leader in 2008, Beck was posted into Equipment Capability (Deep Target Attack) in MoD Main Building, where he assumed the role of the Tornado Requirements Manager. He was later moved into the acting post of SO1 Current Platforms during Planning Round 10 and the subsequent Strategic Defence and Security Review.
In 2010, Beck returned to front-line flying duties as a Flight Commander on II Squadron at RAF Marham. Shortly after joining the Squadron, he was involved in the planning and execution of RAF Marham-based Storm Shadow raids into Libya. Having acted as the UK Mission Commander for the initial series of raids, he then moved forward to Gioia Del Colle, Italy, with the remainder of the Squadron. During Op ELLAMY, Beck flew over 40 missions including the very first daylight COMAO into Tripoli, for which he was the NATO Mission Commander. Following this tour, Beck was selected to attend Advanced Command and Staff training and was promoted to Wing Commander.
In 2013, Beck was appointed into the Air Staff, MoD, where he was responsible for future Combat Air Strategy in preparation for the Strategic Defence Review. Later in the same year, Beck was selected to Command 17(R) Squadron, which became the first UK squadron to operate the F-35B. He completed his pilot conversion course in Jun 2014, and took Command shortly thereafter, in addition to fulfilling the role of Senior Operator to both DDH (OT&E) and DDH (non-OT&E). During his 3-year tenure, he led 17(R) Sqn in becoming the first non-US unit to operate the F-35 under total sovereign jurisdiction for which he was made an OBE. Additionally, the Team completed a significant part of the Operational Test and Evaluation that was essential for the UK to declare Initial Operating Capability (IOC) towards the end of 2018. In doing so, he amassed 300 flying hours and became fully qualified in all operational roles of Lightning, including day/night STOVL.
In Nov 2016, Beck was posted into the RAF’s new Rapid Capability Office (RCO) as Chief of Staff, where he was responsible for forming the novel unit; within 6 months, the RCO was able declare IOC to its governance board (AFBEx) in Apr 17. In Sep 17, and, on promotion to Group Captain, Beck became the Battle Director in the AFCENT Combined Operational Centre in Al-Udeid for a 4-month deployment; following which, he returned to the UK to assume the appointment of Lightning and UK Weapons Programme Director. In Jul 19, Beck took Command of RAF Marham – the UK’s sole F-35 Main Operating Base – during a critical period that included the build-up of the Operational Conversion Unit, the Force’s transition to IOC (Maritime) and the deployment and delivery phases of CSG 21. Finally, following completion of the Higher Command and Staff Course, Beck was promoted to Air Commodore and appointed to be ACOS Cap Strat.

Brigadier General Andrew Clark

Brig. Gen. Andy “Spoo” Clark is the Commander, 380th Air Expeditionary Wing, Al Dhafra Air Base, United Arab Emirates. The 380th AEW comprises four groups and 16 squadrons. He is responsible for the wing’s ground attack, air superiority, air refueling, intelligence, surveillance and reconnaissance, air battle management, control and reporting center, theater security cooperation and airlift missions in support of overseas contingency operations in Southwest Asia. Brig. Gen. Clark entered active duty in January 1996 following his commission from the Reserve Officer Training Corps at the University of Wisconsin. He served in several leadership positions at the squadron, group and wing level, including Director of Operations for the 99th Reconnaissance Squadron, Beale Air Force Base, California; Commander of the 99th Expeditionary Reconnaissance Squadron at Al Dhafra Air Base, United Arab Emirates; and Commander of the 9th Reconnaissance Wing at Beale AFB, California. He is a command pilot with more than 4,100 hours in the U-2S, the AC-130U and various other aircraft. He has more than 1,300 combat hours accumulated during missions in Bosnia (1998), Kosovo (1999), Afghanistan (2001-2021), and Iraq (2003- 2021). Prior to his current assignment, Brig. Gen. Clark served as the Senior Military Assistant to the Secretary of the Air Force, Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia.

Captain William Docherty

Captain William Docherty

Capt Docherty joined the Royal Marines in 2014, upon completion of Officer training at the Commando Training Centre Royal Marines, he was posted to 4 SCOTS, The Highlanders on an exchange draft as a Platoon Commander of a Mechanised Infantry Platoon. During his time with the Highlanders, he deployed on Op SHADER IV in Iraq as a Team Commander and later the Company Operations Officer, training the Iraqi Border Guards and the Iraqi Commandoes in their conflict with Daesh. He was then posted to the Commando Training Centre Royal Marines as a Recruit Troop Commander, leading 249 and 265 Troop through their 32-week Commando training course. He then went on to complete a Mortar Platoon Commanders Course before taking command of 42 Commando Mortar Troop working to develop mortar tactics during exercises in the UK and Germany. He later became the lead for developing partner relationships in West Africa where he planned and delivered multiple training packages with West African partners in Nigeria, Senegal and The Gambia. After completing an Intelligence Officer Course, he was posted to 30 Commando Information Exploitation Group as the SO3 ISR, shortly afterwards deploying to Norway to complete Artic Warfare training and taking part in the NATO exercise Cold Response 22. He is currently leading the Intelligence Cell at 30 Commando as the SO2 J2.

Colonel Christina Bembenek

Colonel Christina Bembenek

Colonel Christina A. Bembenek graduated from West Point in 2000 with a degree in international relations and a concentration in the Chinese language. She has served in various intelligence positions at the tactical, operational, and strategic levels, including multiple deployments to Kosovo and Iraq.
Colonel Bembenek served as the Assistant S-2 for 2nd Brigade, 101st Infantry Division; commanded A/319th, 525 Battlefield Surveillance Brigade; and served as the Army Technical Control and Analysis Element Chief and Brigade S-3 in the 704th Military Intelligence Brigade at Fort Meade, Maryland. At United States Central Command, she served as the intelligence officer on the Commander’s Action Group.
Colonel Bembenek is also an Olmsted scholar; she completed her studies (in Arabic) at Mohammad V University in Rabat, Morocco in a master’s program in Public Law and Political Science. Her most recent operational assignment was as the 82nd Airborne Division G-2, where she provided critical intelligence to support the first deployment of the Immediate Response Force in over 30 years, as well as responded to various crises both in the United States and abroad. Following that assignment, she completed her Army War College fellowship at the Saltzman Institute of War and Peace at Columbia University in New York City in 2021. She then served as the first Commandant of the Military Intelligence School at Fort Huachuca, Arizona.
Colonel Bembenek has published articles in War on the Rocks, Center for New American Security, Small Wars Journal, and the Military Intelligence Professional Bulletin.
Colonel Bembenek is married to Navy Commander (Retired) Bob Steltenpohl, a former SH-60 pilot and Middle East Foreign Area Officer.

Col Mack is the Commander, 363d Intelligence, Surveillance and Reconnaissance Wing, Joint Base Langley-Eustis, Virginia. He leads the Air Force's content dominant, all-source analysis and full spectrum targeting enterprises for Combined Forces Air Component Commanders worldwide and airborne ISR for sensitive joint special operations globally.
Col Mack received his commission from the Air Force Academy in May 1996. He has served in a variety of ISR Operations, Intelligence Community, and Special Operations positions. He has numerous ISR operational deployments in support of Operations SOUTHERN WATCH and IRAQI FREEDOM. He is a fully Joint Qualified Officer with previous command experience at both the Squadron and Group level. In addition to his intelligence assignments he also served as an Engagement and Training Officer in the Office of Defense Cooperation, US Embassy, Beirut, Lebanon and was twice selected by the Chief of the Staff of the Air Force to serve in the World Class Athlete Program; training to compete in the 2000 & 2004 Olympic Trials in Track & Field and the Marathon.
Prior to his current position, Col Mack served as the Commander, 692d Intelligence, Surveillance, and Reconnaissance Group, Joint Base Pearl Harbor Hickam, Hawaii.

Colonel Jason Eckberg

Colonel Jason Eckberg

Colonel Jason Eckberg is the Vice Commander, 9th Reconnaissance Wing, Beale Air Force Base, California. The 9th Reconnaissance Wing is responsible for the entire Air Force manned high-altitude reconnaissance fleet comprised of the U-2 DRAGON LADY aircraft, leads the nascent Common Mission Control Center, and is the installation command for the Beale Weapon System. As Vice Commander, Colonel Eckberg oversees qualification, continuation training, and mission verification for combat aircrew, as well as monitors the planning and execution of Joint Chiefs of Staff and Nationally tasked global reconnaissance missions. The 9th Reconnaissance Wing is a learning organization, comprised of a command staff, an A-staff, and 26 squadrons and detachments, as well as a military treatment facility. The Wing supports a Total Force team including Distributed Ground Station West, the 940 Air Refueling Wing (AFRC), and the PAVE PAWS radar site (USSF). Colonel Eckberg entered active duty in 1997 through AFROTC. He is a Master Navigator with over 2,000 flying hours in over 20 unique mission design series air vehicles. He is a graduate of USAF Test Pilot School, Class 05B. Colonel Eckberg has conducted global reconnaissance operations, flight and electromagnetic warfare test, and Joint and Air Staff duties over a twenty year career. Colonel Eckberg commanded at the squadron and group levels. His degrees include a B.S. in Chemistry from Carnegie Mellon University, M.S. in Administration, from Central Michigan University (the OTHER CMU), and an M.S. in Cyber Warfare from Air Force Institute of Technology. He is married to the former Mary Ann Bruns of Central City, Nebraska. They have no children, but do have on senior dog, Samson!

Group Captain Jim Beldon has acquired over 3,000 flying hours on the E-3D Sentry, serving on operations in the Balkans, Iraq, Afghanistan and across the globe. He commanded 8 Squadron (AWACS) from 2012 to 2014 before serving in Defence Communications at the Ministry of Defence and as the RAF’s Director of Defence Studies. In 2020, he deployed to Baghdad as NATO Mission Iraq’s Senior Policy and Strategy Advisor to the Iraqi Ministry of Defence, also serving as the Mission’s senior public affairs officer and COVID relief co-ordinator. He returned to the ISTAR Force in 2021 as Deputy Force Commander.

Group Captain Shaun Gee

Group Captain Shaun Gee was commissioned into the Royal Air Force as an Engineering Officer starting his career in combat aviation with the Tornado Force as the Junior Engineering Officer on 31 Squadron where he deployed on Op Northern and Southern Watch supporting the No-Fly zone over Iraq. After managing the RAF's Tornado Aeroengine fleet, he specialised in propulsion systems, and was selected to complete the MSc in Aerospace Propulsion at Cranfield University. On promotion to Squadron Leader in 2001, he was appointed as the Head of Threat Modelling and Simulation within the Defence Intelligence Service where he led the Team developing the UK's Air Threat Models, and championed the UK's involvement in the US Threat Modelling and Analysis Programme. He returned to the Tornado F3 Force in 2004 as the Senior Engineering Officer on XI Squadron delivering Quick Reaction Alert for the UK during the post 9/11 period.
Completing the Advanced Command and Staff College in 2008, where he gained a MA in Defence and Strategic Studies, he was promoted to Wing Commander and undertook a secondment with BAE Systems as the Business Optimisation Manager for the £600m Harrier Platform Availability Contract with responsibility for the £55m risk and opportunity budget. In 2011, he became the Head of Royal Air Force Engineering and Logistics Capability Development and Strategy at Headquarters Air Command before being selected for command as the Chief Engineer for Typhoon Aircraft at Royal Air Force Leuchars in Scotland. During a key period for Typhoon Force growth, he had responsibility for over 600 personnel and led the project for the relocation of all engineering and logistics services to Royal Air Force Lossiemouth. In 2014, he was appointed as the Career Manager for all Engineering and Logistics Branch Wing Commanders in the Royal Air Force and during this period he completed the Executive MBA with Edinburgh Napier University, publishing guidelines for innovation within the Defence industry.
In 2016, Gee was appointed as the Deputy Programme Director for Air ISTAR programmes and the programme manager for the Shadow capability and the Fixed Wing Manned Airborne Surveillance transition programmes where he also delivered a complex change programme transferring responsibility of the capability from the Army to Air. Promoted to Group Captain in 2018, Gee is currently the Programme Director for Air ISTAR Programmes, a £6 Billion portfolio, which is a fundamental part of the Next Generation Royal Air Force, and three of which are on the Government's Major Programme portfolio, including the Protector Remotely Piloted Air System replacing the Reaper system, the E-7 Wedgetail Advanced Airborne C2 programme, and the Poseidon P-8 Maritime Patrol Aircraft. He is also the Senior Responsible Owner for the Shadow programme, providing support to Special Forces. He was invested into the Order of the British Empire by Her Majesty the Queen in the 2022 New Year’s Honours for excellence in major project delivery with the RAF’s ISTAR programmes.
A graduate of the Cabinet-office sponsored, Major Programmes Leadership Academy with Said Business School at Oxford University, Group Captain Gee is married with a young son, and, in his limited spare time, he is a edicated Cross-Fit exponent, and a fan of all sports.

Lieutenant Colonel Jens Mieckley

LtCol. Jens Mieckley is the Executive Officer to the General Manager, NATO Airborne Early Warning and Control (NAEW&C) Programme Management Agency (NAPMA) located in Brunssum, The Netherlands. The Agency is responsible for the Acquisition Management of the NATO Airborne Early Warning and Control (NAEW&C) Programme.
LtCol Mieckley has extensive military experience in all aspects of AirC2. In his last assignment from 2010 until 2019 as the Branch Head of the Air Command and Control System (ACCS) Integration Branch at the Combined Air Operations Centre (CAOC) at Uedem, DEU, he not only coordinated all integration activities as well as the required adaptation works in regards to the new NATO command structure of the new system, but also acted as the Test Director for the operational adaptation and fielding. In parallel he was the German representative in the specific governance boards for NATO commonly funded AirC2 systems, such as the Lifecycle Configuration Control Board (LCCB) or the Operational User Group (OUG).
He also prepared the German Deployable Command and Control Centre (D-CRC) during his service there in 2008 to 2010 for its NATO Response Force (NRF) Certification as the Training and Preparation Program Office lead. In this timeframe he also supported the fielding of the German Improved Air Defense System (GIADS III), replacing the previous ARKONA system at CRC Erndtebrück.
Earlier in his career he served as the General Project Officer of the German Air Force Command (GAFCOM) for implementation of Tactical Data Links (TDL) into platforms of the Air Force and in this role he represented the Air Force in the respective NATO governance fora, such as the Data Link Working Group (DLWG).
Apart from duty as Surveillance Controller onboard the NATO E-3A and as Track Production officer and Fighter Controller in three German CRC, he graduated in all training courses of the German Air Defense System Service required to become a Master Controller.
LtCol Mieckley joined the Air Force 1995 as a conscript, graduated Air Force Officer school 1997, followed by studying Aeronautics and Space Engineering at the Federal Armed Forces University in Munich.


 

Lieutenant Colonel Jonathan Clow

LCol Jon Clow is a 4000 hour pilot in the Royal Canadian Air Force. Operational flying includes time on fighters and electronic warfare aircraft. He is a SME in the realm of pilot training and pilot training systems. LCol Clow is an A1 Qualified Flying Instructor, led the re-envisioning of the RCAF pilot training system in 2011 and is a former Commandant of 2 Canadian Forces Flying Training School. LCol Clow holds an Honours BA in Strategic Studies and a Masters of Defence Studies from the Royal Military College of Canada. His Master’s thesis on pilot training in the Public/Private Partnership contractual environment is published in a book on Defence Resource Management. LCol Clow is a graduate of the Canadian Forces Joint Command and Staff College and of USAF War College. He has deployed to Afghanistan as part of Operation RESOLUTE SUPPORT. LCol Clow currently works at the Allied Command Transformation’s Innovation Hub, an organic, agile DevSecOps software factory, in Business Development, and is a NATO-level AIRC2 SME.

Biography – Fugger LCol Keith Fugger joined the Royal Canadian Air Force in 1996 as an Air Navigator, graduating from the Royal Military College in 2000 with a BSc in Space Science. He was initially posted to 405 Maritime Patrol Squadron in Greenwood, Nova Scotia as an Acoustics Sensor Officer on the CP140 Aurora and deployed on Operation APOLLO in 2003 enforcing UN sanctions in the Southern Arabian Gulf and the Gulf of Oman. He deployed in 2004 on Operation ATHENA in Kabul, Afghanistan to command the venerable SPERWER unmanned aircraft system operated by the 5e Régiment d’artillerie légère du Canada. Upon his return, he became a Tactical Navigator on the CP140 Aurora and directed numerous maritime patrol missions across the North Atlantic. In 2010, he assumed operational flight test duties at the Maritime Proving & Evaluation Unit in Greenwood followed by technical flight test duties at the Aerospace Engineering Test Establishment in Cold Lake, Alberta and at a detachment in Trenton, Ontario. After completing major test programs on the CP140 Aurora and CC150 Polaris aircrafts, he was posted to the Canadian Forces Aerospace Warfare Centre’s Concept Development & Experimentation Branch supporting development of the future Air Force and contributing air Intelligence, Surveillance and Reconnaissance expertise to the future Navy, Army and Special Operations Forces as well as to joint programs. He returned to Greenwood in 2017 as Deputy Commanding Officer of 415 Long Range Patrol Force Development Squadron and attended Joint Command and Staff College, earning a Master’s in Defence Studies in 2020. He assumed command of 415 Squadron in Greenwood in June 2022 and looks forward to collaborating with national and international partners on future Joint ISR capability development activities.

Lieutenant Colonel Roland Runge

LtCol Runge joined the German Air Force in 1983 as a Weapon Systems and Electronic Warfare Officer initially flying RF-4E PHANTOM and since 1993 on the MRCA TORNADO. He achieved more than 3.000 flight hours during several tours with the German Luftwaffe, US Air Force and Royal Air Force. He held several staff assignments in higher headquarters as well as leadership positions in Tactical Air Wings. He participated in the German EURO HAWK and HERON 1 programs providing operational and conceptual expertise. Between 2016 and 2021, he deployed several times with the UN mission MINUSMA operating the HERON 1 RPAS as Sqn Commander and Tactical Operator. Since October 2017, he has been serving as the Deputy Commander of Tactical Air Wing 51 “Immelmann."

Major Sebastien Gautier

Major GAUTIER Sébastien joined the French Air & Space Force Academy in 2005. After academic and flying training, and after he earned his wings, he was appointed Weapon System Officer in 2012 and posted at Istres Air Base (AB), where he flew on the Mirage 2000 N for 4 years for the nuclear deterrence mission, and also for conventional missions. In 2015, he was engaged in the Middle East within the Operation Inherent Resolve (OIR). After his 2-ship qualification, he was selected to a position at Saint-Dizier AB in 2016 to fly on the Rafale. He flew numerous missions abroad, while participating in high-intensity international exercises. He was certified Mission Commander at TLP NATO course, and served a second tour in Iraq and Syria. He was named Flight Commander and Deputy Chief of Operations in his Rafale Squadron. In 2020, after 4 years on board an omni-role fighter jet, he was appointed to the newly-created second MQ-9 Reaper Squadron as a sensor operator, to support the rise of the 33rd Surveillance, Reconnaissance and Attack Wing. Subsequently, he was engaged twice in the Great Sahara. After 2 years as a Chief of operations in 2/33 Squadron, he joined the command staff of the 33rd Wing. Finally, Major GAUTIER acquired, through his experience a total of 1700 flight hours and 41 war missions on fighter jets, and 450 flight hours and 79 war missions operating the MQ-9 Reaper.

Major Tiago Andrade joined the Air Force in 2000, at the Air Force Academy. After graduating, he went to the United States of America, Laughlin Air Base, where he completed Undergraduate Pilot Training and flew T-6 Texan II and T-38C aircrafts. After returning to Portugal, he was stationed at the 103 Squadron, in Beja, where he flew the Alpha-Jet aircraft. In 2007 he went to Winnipeg, Canada, where he took at Canadian Forces Air Navigation School (CFANS) the Navigator Course. After finishing the course, he was assigned to the 501 Squadron where he flew the C-130H aircraft, having achieved all the qualifications. In 2013 he was appointed head of the Lajes Search and Rescue Center where he performed the functions of Search Coordinator and SAR Mission Coordinator. In 2016 Major Tiago Andrade was assigned to the 601 Squadron where he flies the P-3C CUP+ aircraft, serving as Tactical Air Coordinator and head of the Mission Support Center of the Squadron. Major Andrade has participated in several NATO and EU missions, namely in Afghanistan, Libya, Baltics and Mediterranean. He has about 3500 flight hours.

With a defence & aerospace industry career spanning over 26 years, Ian has occupied a range of senior sales, business development & project management roles covering capabilities as diverse as artillery, missiles, aero engines, cyber security and electronic warfare systems. Over the course of this career, he has gained particular exposure to European & Asian defence markets including business-to-business and direct military sales.
Ian has a degree in economics, an MBA and a postgraduate diploma in marketing. Ian served as examiner for the CIM for over 5 years.

Nicola have spent almost the whole time in Leonardo working in the service domain, at the beginning as technical leader for the setup of the F2000 Typhoon training service of the first Italian ASTA simulator and then as Project Manager for the performance based Tornado Training Service for IAF.

Wing Commander Andrew Myers-Hemingway

Wg Cdr Myers-Hemingway took up his current appointment as Head of the ISTAR Force Headquarters’ Direction, Processing and Dissemination (DPD) team in September 2019. Prior to this posting he was a member of the Defence Intelligence Operations in MOD Main Building responsible for developing much of the Priority Intelligence Requirements (PIR) process, refining tasking for ISR collection, working alongside the Joint Intelligence Operations Centre at RAF Wyton. Starting his career as an Imagery Analyst he has worked almost exclusively with ISR assets throughout, serving in Hong Kong, Germany, Saudi Arabia, Turkey, the Falkland Islands, Iraq, Belgium and Afghanistan. His last deployment was as the Deputy Director to the Intelligence Surveillance and Reconnaissance Division (ISR-D) in Kabul where his team coordinated and tasked ISR operations throughout Afghanistan.

He holds a Bachelor (Hons) degree in Environmental Studies from Oxford Brookes, and a Masters in Intelligence and International Studies from Stafford University.

Wing Commander Rob Evans

Wing Commander Rob Evans

Wing Commander Robin (Rob) Evans is a pilot, who has previously flown Nimrod MR2 and Sentry AEW Mk1 aircraft.

He joined the RAF as a Direct Entrant in November 1998 and subsequently converted to the Nimrod MR2. Six years of front-line operations on 201 ‘Guernsey’s Own’ Sqn culminated in an assignment as the Nimrod Standardisation and Evaluation Unit Pilot.

Promoted to Squadron Leader in March 2009, he was assigned to the UK Maritime Component Commander’s Head Quarters - Bahrain, as SO2 Air before returning to 201 Squadron, as a Flight Commander. After the withdrawal of the Nimrod MRA4, he was assigned to 8 Sqn and the Sentry AEW Mk1 where he served as the Executive Officer, again building operational experience in Libya and the Eastern Mediterranean.

A staff tour followed in the UK Joint Force Air Component, as Guidance, Apportionment and Targeting Chief where he contributed to operations in Iraq and Syria and led the preparation for NATO Response Force duties in 2017 .

Promoted to Wing Commander in June 2017, Evans was posted to the Air and Space Warfare Centre (ASWC), to provide Capability Assurance of Air Mobility and Electronic Warfare capabilities and latterly as part of the ASWC – Conceptual Element, providing operational level critical analysis of all aspects of RAF development and operational planning alongside US counterparts.

Post Advanced Command and Staff Course, he assumed Command of No. 54 Sqn in November 21, where he is now responsible for training future operators of the RAF’s Intelligence, Surveillance, Target Acquisition and Reconnaissance capabilities.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
