SAE Media Group, the organisers of Global MilSatCom are proud to announce the Military Space USA Conference will take place in Los Angeles, June 11th and 12th 2019 – a key calendar meeting for Military Satellite professionals that are driving innovation across the space enterprise.

Featuring high level briefings from senior leadership across industry, government and allied partner states, Military Space USA will explore how organisational efforts such as SMC 2.0 are facilitating the space supremacy that is demanded by the warfighter.

Additionally, the conference will provide a forum for senior military and industry authorities to collaborate in the development, acquisition, deployment and sustainability of space-enabled communications that support allied objectives.

Exploring both provision of SATCOM and PNT, EO, COMSATCOM, Remote Sensing and Small Satellite Expansion – along with an assessment of the SSA and SST implications of these systems – Military Space USA will provide a holistic overview of developments in the 4th domain.

Capt Brittany Stackhouse is a Program Manager and lead for Space Situational Awareness Advanced Concepts, Space Superiority Systems Directorate, Space and Missile Systems Center at Los Angeles Air Force Base, California. She leads a 40 member team executing over $110 Million in revolutionary Space Situational Awareness solutions to gain, maintain and exploit space superiority.

Capt Stackhouse entered active duty in 2012 through the Air Force Reserve Officer Training Corps program at the Virginia Women’s Institute for Leadership at Mary Baldwin College. During her career, she has served as Program Manager for Launch and Test Range Systems providing critical space lift launch capabilities. Prior to her current assignment, she was a Project Manager for Space Command & Control directing development and deployment of capabilities to protect and defend national assets.

Captain Michael Mattis

A Naval Academy and Oxford University graduate, CAPT Mike Mattis is a submariner also qualified as an Information Warfare (Space Cadre) Officer. Serving on Active Duty for 8 years before becoming a Reservist, he Commands Navy Reserve, Commander US THIRD Fleet Headquarters working integration of Space into maritime operations. He worked at Accenture for 16 years supporting space and cyber security programs leading teams supporting the integration and launch of two commercial imagery satellites, the Navy’s acquisition of two meteorological satellites, and acquisition, development, launch and on-orbit checkout of five MUOS satellites as well as consulting on cyber security projects.

Colonel Jeremy Raley

Col Jeremy Raley has spent over 20 years ensuring the Air Force and Department of Defense have the communication, sensing, space superiority, reconnaissance, and command and control systems needed to provide a decisive military advantage for the United States and her allies. He earned a Ph.D. from the Electrical Engineering Department of the Air Force Institute of Technology and has applied his education to research and development activities at the Air Force Research Laboratory, the Defense Advanced Research Projects Agency, and the National Reconnaissance Office. He is currently stationed at Kirtland AFB, New Mexico.
 

Colonel Nickolas Kioutas

Colonel Nickolas Kioutas

Colonel Nickolas Kioutas is the Project Manager for Positioning, Navigation, and Timing (PM PNT).

Prior to becoming Project Manager, COL Kioutas graduated from the Army War College in Carlisle, Pennsylvania. Before attending the War College, he served in the Pentagon as the Chief of Staff for the Office of Process Innovation and Integration where he spearheaded the SECARMY and Chief of Staff of the Army's acquisition reform efforts.

COL Kioutas began his Army career in the Aviation branch, flying CH-47 Chinook helicopters, and commanding units in South Korea and Fort Bragg, North Carolina. After Company Command at Fort Bragg, and the Combined Logistics Captain's Career Course, he transitioned to the Acquisition Corps, and began his first acquisition assignment as a Combat Developer at the Army Cyber Center in Fort Gordon, Georgia. During this assignment, COL Kioutas began his longtime involvement with robotic and unmanned systems development which spanned the range of acquisition and command activities to include requirements development, science and technology development, program management, testing, sustainment, and operational command. Highlights include assignments as the Deputy Commander for Task Force Observe Detect Identify Neutralize (TF ODIN) in Iraq, the Product Manager Joint Robotics, the Product Manager Small Unmanned Aircraft Systems, and the Product Manager Unmanned Aircraft Systems Modernization.

COL Kioutas is a native of Rolling Meadows, Illinois. He holds a BS from the United States Military Academy, West Point and Master's Degrees in Systems Engineering, Business Administration, Computer Information Systems, and Strategic Studies.

COL Kioutas is married to Shellie Kioutas, an Army veteran, with whom he raised four children; Alexa, Allina, Cassandra, and Nicko.
 

Colonel Patrick Williams

Colonel Patrick Williams

Col Patrick C. Williams is the Commander, 2d Weather Group, 557th Weather Wing, Offutt Air Force Base, Nebraska. He leads more than 550 active duty, civil service and contract personnel comprised of six squadrons and eight geographically separated units on three continents. The group operates and sustains the Air Force’s $323 million strategic weather enterprise, delivering decision-quality, authoritative space and terrestrial environmental intelligence in support of national security objectives. Prior to his current assignment, Col Williams was the Space Branch Chief and Joint Staff Meteorological and Oceanographic Operations Officer on the Joint Staff. He was the Joint Chief of Staff’s focal point for all Department of Defense METOC activities and the Head of Delegation to NATO for METOC issues. Col Williams received his commission from the United States Air Force Academy in May 1998. He became well versed in aviation, space and Army weather operations and held a wide variety of positions to include squadron commander, command weather briefer, flight commander, staff weather officer, program element monitor, executive officer and aide-de-camp. Additionally, Col Williams also served two combat tours; the first in support of Operation IRAQI FREEDOM as a flight commander, in charge of two Battlefield Weather Teams. His second combat tour was in support of Operation ENDURING FREEDOM as the Squadron Commander of the 19th Expeditionary Weather Squadron in charge of 235 rotating Battlefield Weather Forecasters at 15 different Forward Operating Bases throughout Afghanistan.

Colonel Russell Teehan

Colonel Russell Teehan is the Portfolio Architect of the Air Force Space and Missile Systems Center (SMC). He leads a team of roughly 100 personnel charged with spearheading the Center’s activities to design an integrated space enterprise architecture and partner with other commercial, allied, government agencies and our industry partners to enable SMC to smartly design, rapidly acquire, and expeditiously integrate the weapon systems needed to support today’s fight and the battlefield of tomorrow. Col Teehan was commissioned in 1993 by USAF Academy. His career has included a variety of assignments ranging from basic weapons research at Air Force Research Laboratory, teaching Physics at USAF Academy, special programs management at the Space and Missiles Systems Center, and a multitude of Air Staff and OSD Pentagon staff assignments. He recently served as the Commander of the Air Force Research Laboratory Phillips Research Site where he led a team of 800 personnel and an annual budget of $300 million focused on advancing technologies to prototype the next generation of Air Force space capabilities. Col Teehan has two wonderful daughters – Emma (18) and Addyson (13).

Doug Hendrix is chief executive officer and co-founder of ExoAnalytic Solutions, Inc. In addition to his executive role, he serves as the Commercial Space sector president. For 25 years, Dr. Hendrix has developed advanced software solutions to enable the United States to maintain its technological superiority in EO/IR sensing for missile defense and space situational awareness. Dr. Hendrix has a broad professional background that ranges from research and development to commercial software development in the areas of atmospheric, underwater and nuclear explosions, hyper-velocity impacts, space weather, and the development of a commercial fusion reactor.
As a co-founder of ExoAnalytic Solutions, he had one major idea in mind for the company, which is to build a focused team comprised of the best and brightest in the industry to develop and field cutting edge technology to greatly surpass the state of the art. In his current role at ExoAnalytic Solutions, he remains deeply involved in technology development for both missile defense and space situational awareness.
Dr. Hendrix earned a B.A. in Physics from the University of California, Berkeley and obtained his M.S. and Ph.D. degrees from the University of California, Irvine, and is the proud son of a former submarine officer.
 

Dr Grant Stokes

Division Head, Space Systems and Technology, MIT Lincoln Laboratory
Dr Grant Stokes

Dr. Grant H. Stokes is Head of the Space Systems and Technology Division of MIT Lincoln Laboratory. In this position, he is responsible for the Laboratory’s programs in space control and electro-optical systems and technology. In that capacity, Dr. Stokes supervised the demonstration and transition of the first space-based space-surveillance system to Air Force operations and has initiated programs to develop next-generation technology for establishing Space Situation Awareness (SSA). These programs include the Space Surveillance Telescope (SST), which will provide a 3.5-meter aperture prototype ground-based space surveillance search system, and a program to upgrade the Haystack Radar to W-band operations, yielding high resolution radar images of satellites.
Dr. Stokes has been a member of the Air Force Scientific Advisory Board (SAB). In that capacity, he was the Chairman of the 2006 SAB Summer Study on Space Survivability. In addition, he chaired the 2006 Science and Technology Review of the VS Directorate of Air Force Research Laboratory and the 2007 review of the Air Force Office of Scientific Research (AFOSR).
Dr. Stokes was honored with the Air Force Meritorious Civilian Service Award for his four years of service to the Air Force Science Advisory Board.
Dr. Stokes was appointed an IEEE Fellow in 2010 for his leadership in the development and implementation of advanced space search systems.
Dr. Stokes was elected as a member of the National Academy of Engineering (NAE) in 2016 for innovations in systems for space situational awareness and the discovery of near-Earth asteroids.
Dr. Stokes directs the development and operations of the Lincoln Near-Earth Asteroid Research program, which, as part of the NASA/Space Command partnership, has become the world’s premiere asteroid search capability, finding ~50% of the near-Earth asteroids discovered since 1998.
Dr. Stokes holds a Ph.D. degree in physics from Princeton University and is a member of the International Astronomical Union.
 

Dr Jaime Stearns

Dr Jaime Stearns

Dr. Jaime Stearns is the Air Force Research Laboratory Space Vehicles Directorate Space Control Mission Lead. She coordinates the Directorate’s research and development activities in Space Situational Awareness and Command & Control in support of defensive space operations.
Dr. Stearns joined the Space Vehicles Directorate of the AFRL as a National Research Council post-doctoral fellow. She became a civil servant a year later, founding and leading an AFOSR-funded research program using laser spectroscopy to explore new concepts for space propulsion and Space Situational Awareness.
She has authored or co-authored 24 peer-reviewed publications and holds an Associated Faculty position in the Department of Chemistry and Chemical Biology at the University of New Mexico.
 

Dr Jim Baker

Senior Principal Engineer, Marine Corps Tactical Systems Support Activity, US Marine Corps
Dr Jim Baker

Dr. Baker joined the USMC in 1976, served as an Electronic Countermeasures Officer in the EA-6B Prowler, and retired in 2000. He has worked in data acquisition, instrumentation automation, and aircraft systems test and evaluation. His current assignment is Senior Principal Engineer with the Marine Corps Tactical Systems Support Activity providing engineering support for USMC C4 systems test and engineering. He has published over 20 journal and conference papers on electrically small antenna design and optimization. His education includes a BS Electrical Engineering, an MS Systems Engineering, an MS National Resource Strategy, and a PhD Electrical Engineering.
 

Dr Mir Sadat

Dr Mir Sadat

Dr. Mir Sadat is a Director of Defense Policy and Strategy at the U.S. National Security Council, where he leads the interagency on defense/space/maritime policy.  Mir has over two decades of competitive corporate world, university, and defense/military experiences. His key assignments include Space Policy Strategist to the Chief of Naval Operations; Space Operations Officer to the Commander of U.S. Tenth Fleet; Special Advisor to the DIA Director; Strategic Advisor to the ISAF/USFOR-A Commander; and Professor of National Security Policy.  Mir possesses native fluency in Dari and German, and holds a PhD from Claremont Graduate University.

Dr Natalya Bailey

CEO and Co-Founder, Accion Systems
Dr Natalya Bailey

Dr. Natalya Bailey is the CEO and co-founder at Accion Systems. Accion provides in-space propulsion engines for satellites and spacecraft. An Oregon native, Dr. Bailey moved to Cambridge, MA to complete her doctorate in space propulsion at MIT’s Space Propulsion Laboratory where she helped invent the first working prototype of an ion engine technology for small satellites, the first product at Accion. Prior to MIT, she assisted with the development of a chemical rocket that formed the basis for a start up. Dr. Bailey also has an M.S. from Duke University and a B.S. in Aerospace Engineering from San Diego State University.

Lieutenant Colonel Gary Thompson

Chief, Future Concepts Team, Space and Missile Systems Center, US Air Force
Lieutenant Colonel Gary Thompson

Liuetenant Colonel Gary Thompson advises and assists the Military Satellite Communications (MILSATCOM) Systems Directorate on matters concerning business practices to procure commercial satellite communications services and technology demonstrations to enable order of magnitude improvements in these commercial systems for DoD use. He also supports enterprise cryptographic solutions to include developing new architectures and modernization of legacy cryptographic systems.


Major Thompson entered the Air Force in 1999 as a graduate of Officer Training School following 7 years of service in the Minnesota Army National Guard. He has served in a variety of acquisition, business, information assurance and staff positions at Air Force Materiel Command and Air Force Space Command. He was mobilized in support of Operations Iraqi Freedom and Enduring Freedom. While deployed to Iraq and Afghanistan, he served under United States Central Command at the 332nd AEW, Combined Forces Command-Afghanistan and the International Security Assistance Force. Major Thompson transitioned from active duty to the Air Force Reserves in 2009 where he continues to support MILSATCOM systems.
 

Lieutenant Colonel Yun Kyong Sung

Lt. Col. Yun Kyong Sung is an army officer in Republic of Korea. He graduated from the Korea Military Academy in 1994 with a Bachelor of Science degree in electronics. He obtained a Master of Science degree in electrical engineering at the Korea Advanced Institute of Science and Technology in 2004. He has served as a signal officer in the various echelons of ROK Army and also worked as an acquisition officer in Defense Acquisition Program Administration. Since 2018, he has been working in C4I division of ROK JCS.
 

Lieutenant Commander Steve Mansfield

After 30 years in the commercial world, including 12 years as a reservist, the initial post with the RNZN was managing projects in Navy Capability, delivering Sat TV, Wide band Satellite, and RHIB Tracking systems, before going to sea on HMNZS Te Kaha. A two year posting to the ANZAC Systems Program Office in Rockingham WA added interoperability and maintenance skills. Returning to NZ to work with Maritime lead, introducing new projects, such as Maritime Mission Critical Internet before joining C4ISR and being responsible for development and management of NAVWAR and Sat Coms capability for NZDF.

Major General Stephen Whiting

Maj. Gen. Stephen N. Whiting is the Commander, 14th Air Force, Air Force Space Command; and Deputy Joint Force Space Component Commander, U.S. Strategic Command, Vandenberg Air Force Base, California.

As Commander, 14th Air Force, General Whiting leads more than 16,000 personnel responsible for providing strategic missile warning, nuclear command, control and communication, position, navigation and timing, space situational awareness, satellite operations, space launch and range operations. As Deputy JFSCC, he directs all assigned and attached USSTRATCOM space forces on behalf of the JFSCC, providing tailored, responsive and synchronized theater and global space effects in support of national security and combatant commander objectives. He is also responsible for protecting and defending critical U.S. and allied space capabilities.

General Whiting is a 1989 graduate of the U.S. Air Force Academy. He is a space operations officer, and has commanded the 13th Space Warning Squadron, Clear Air Force Station, Alaska; the 614th Air and Space Operations Center/Joint Space Operations Center, Vandenberg AFB and the 21st Space Wing, Peterson AFB, Colorado.

The general’s staff assignments include positions at Headquarters, United States Air Force; United States Space Command; United States Strategic Command; the Chief of Naval Operations’ Strategic Studies Group; the Office of the Deputy Secretary of Defense; and Headquarters, Air Force Space Command.

Major Randall "Glint" Cartner

Major Randall “Glint” Cartner, US Army, is the Assistant Space Portfolio Manager at the Assured PNT Cross Functional Team, US Army Futures Command. His 20 year career includes service in the US Air Force, Army National Guard and US Army, integrating technical capabilities at the operational and tactical levels of warfare, conducting space & nuclear missile operations, supporting special operations forces and administrating sensitive programs. His previous assignment was the Chief of the Space Operations Division for the Reagan Test Site on Kwajalein Atoll, Republic of Marshall Islands.

Dr. Michael Starks is the Space Environment Mission Area Lead within the Space Vehicles Directorate, Air Force Research Laboratory. He provides strategic guidance and coordinates across the civil and DoD acquisition and operations communities to maximize the impact to the joint warfighter of the directorate’s space environment science and technology investment.
He is also the Program Manager and Principal Investigator for the Wave-Particle Interactions Program and leads the Laboratory’s technical efforts in attributing environmental anomalies to satellite systems. He has served as Deputy Space Situational Awareness Mission Area Lead and Principal Investigator for the Demonstrations and Science Experiments (DSX) flight experiment.
Dr. Starks began his civil service career in 1996 as an Air Force Senior Palace Knight fellow while still pursuing his Doctor of Science degree at the Massachusetts Institute of Technology. Upon receiving his ScD, he worked for AFRL as a bench scientist in wave propagation and signal processing at Hanscom AFB, Mass., before relocating to Kirtland AFB, N.M, in 2008.
He has authored or co-authored 19 peer-reviewed publications on various aspects of the space environment and is a licensed Professional Engineer

Arlen Biersgreen is an astronautical engineer with the Air Force Research Laboratories, Space Vehicles Directorate, Prototypes & Flight Experiments Branch (AFRL/RVEP). He currently serves as Program Manager for the Navigation Technology Satellite – 3 (NTS-3) program, which is the Air Force’s premier prototype in advanced technologies and concepts for resilient satellite navigation, planned for launch in 2022. Mr. Biersgreen has 11 years of experience as a defense contractor, federal civil servant, and production control manager in the aerospace manufacturing industry. He completed a M.S. in Astronautical Engineering from the University of Southern California in 2016.

Mr. Hirohisa Mori is Director of National Space Policy Secretariat, Cabinet Office of Japan. This is the second time for him to work at this office since 2008-2010. Prior to current position, he had worked at Ministry of Defense as a government official since his graduation of Bachelor of Law, Tokyo University in 1992. His responsibility covers policy, legal and international affairs related to Self Defense Force. He served as First Secretary at Japanese Embassy in Canada, and as Visiting Research Fellow at International National Strategic Study, National Defense University of USA.

Mr Jacob Campbell

Mr Jacob Campbell

Dr. Jacob Campbell is a Principal Electronics Engineer and is serving as the Resilient EGI (R-EGI) Chief Engineer at the Air Force Research Laboratory, Wright Patterson AFB. Dr. Campbell received his B.S., M.S., and Ph.D. in Electrical Engineering from Ohio University where he worked as a research associate for the Ohio University Avionics Engineering Center. While at Ohio University he interned with Honeywell Labs. His research interests positioning navigation and timing (PNT) architectures to enable robust & resilient PNT in GPS degraded environments.

Mr Jay Santee

Vice President, Strategic Space Operations, The Aerospace Corporation
Mr Jay Santee

Jay G. Santee is vice president, Strategic Space Operations, Defense Systems Group. In this role, he oversees the company’s support of the U.S. Air Force’s Space Warfighting Construct, which combines transformational and warfighting focused command initiatives to maintain space superiority in the 21st century. He also leads the corporation’s support to the Space Security and Defense Program and U.S. Strategic Command.


Prior to joining Aerospace, Santee was outcome leader for Resilient Affordable Space at MITRE, where he was responsible for directing and shaping MITRE’s contributions to the national security space enterprise’s fielding of a resilient, affordable space force.


Santee served 33 years in the United States Air Force, retiring as a major general in 2014. Santee’s last assignment was as deputy director of the Defense Threat Reduction Agency. In this capacity, he played a key leadership role in the removal and destruction of declared Syrian chemical weapons materials aboard the MV Cape Ray. Santee’s other assignments in the Air Force included, among others: acting deputy assistant Secretary of Defense for Space Policy, vice commander of the 14th Air Force, Director of the Space Operations Center (now the Joint Space Operations Center), commander of the 21st Space Wing, and as an operations division chief at U.S. Space Command.

Mr Joseph Vanderpoorten

Mr. Joseph Vanderpoorten is the Chief for the MILSATCOM Advanced Concept Division, MILSATCOM Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, CA. He oversees study contracts, and acquisition planning for the next generation of MILSATCOM protected and commercial wideband systems. Mr. Vanderpoorten, has 30 years of Air Force systems acquisition and space acquisition experience and 6 years of industry management and business development experience. He has held program management, systems engineering, and test & evaluation positions with MILSATCOM Terminals (AFSATCOM, DSCS, Milstar I/II, FAB-T), Remotely Piloted Vehicles (YBGM-34C), terrestrial communications (TRI-TAC), ground/network programs (SBIRS High Ground, TSAT Mission Operations Segment, Milstar I Site Activation, NPOESS Ground), MILSATCOM Capability Insertion Programs (AEHF/WGS) and COMSATCOM Programs (SMC Pathfinders, Pilot, and support for Wideband Communications Services (WCS) Assessment of Alternatives).

Mr Kevin Coggins

Kevin Coggins leads Booz Allen’s Positioning, Navigation, and Timing (PNT) service offering, which focuses on helping clients address the challenges of resilient PNT.

Previously, Kevin served as the director of the Assured PNT Cross-Functional team for the U.S. Army, where he was responsible for addressing the full-scope of Army PNT capabilities and challenges, reporting directly to the Under Secretary of the Army. Prior to this, Kevin served as the Direct Reporting program manager for PNT, where he created the Army’s Assured PNT Program and introduced the PNT System of Systems Architecture.

Prior to work with PNT initiatives, Kevin was the founder and chief executive officer for Harvest Applied Technologies, a company focused on the application of advanced sensor and signal processing technologies in the field of food safety and quality. He made significant contributions to this field with the support of federal agencies including the United States Department of Agriculture, Agricultural Research Service, and the National Science Foundation. Kevin has also served in management and engineering roles in the defense industry in the fields of digital, radar, and electronic weapons systems design and automated testing. Kevin is a veteran of the U.S. Marine Corps and served as a Force Reconnaissance team leader.

Kevin earned a B.S. in electrical engineering from the University of Florida. He is a member of the U.S. Army Acquisition Corps and has achieved Level III DAWIA certification for both program management and systems engineering. He’s also a member of the Institute for Electrical and Electronics Engineers (IEEE) and the Institute of Navigation. Kevin has been very involved in IEEE technical societies and conferences and has participated as author and session chair at several conferences.

As Senior Vice President of Global Launch Services, Lars Hoffman is responsible for driving business development and customer experience strategy for Rocket Lab. With more than 30 years of experience in national security and aerospace, Lars has a deep knowledge of the launch industry.

Prior to joining Rocket Lab, Lars most recently oversaw government sales at SpaceX, where he was responsible for National Security Space strategy and business development. Lars also led a distinguished career in the United States Air Force. He holds advanced engineering degrees from the United States Air Force Academy, the Air Force Institute of Technology and the United States Air Force Test Pilot School. He has also earned national security degrees from MIT, Air University and the National Defense University and an MBA from UCLA.
 

Mr Mike Lewis

Mr Mike Lewis

Michael is currently the Chief Innovation Officer at NanoRacks, LLC, where he is responsible for overseeing the technical, scientific, and imaginative direction for the company. He has developed, built, and flown experiment platforms to the ISS, including the NRCSD (the NanoRacks CubeSat Deployer) system which deploys satellites from the ISS, a satellite deployer that deploys satellites off the Northrup Grumman Cygnus spacecraft, as well as a number of unique space platforms that enable space-based science, research, and education.

Dr. Richard G. Cobb is a Professor of Aerospace Engineering with over 35 years of aerospace experience. Over the past 19 years at the Air Force Institute of Technology, he has taught graduate level courses in satellite design, optimal control, trajectory optimization, system identification and spacecraft control systems. Recent research work includes developing optimal trajectory plans for Global Strike missions, optimal aircraft air and ground collision avoidance algorithms for manned and unmanned systems, maneuver planning for satellite rendezvous and proximity operations, dynamics and control techniques for lightweight space optics and optimal/novel sensor systems and architectures for enhancing Space Situational Awareness.

Ms Andrea Loper

Acquisition Program Manager, Space Vehicles Directorate, Integrated Experiments & Evaluation Division, AFRL,, US Air Force
Ms Andrea Loper

Ms. Loper presently serves as the principal acquisition program manager for the Space Vehicles Directorate at Air Force Research Laboratory in Albuquerque, New Mexico. She recently led a $340M Contract Award effort for the Integrated Experiments and Evaluation Division, launched the initial AFRL collaborative Commercially Augmented Mission Operations (CAMO) Campus and Commercial Consortium, and supported the AFRL Space Accelerator program. Ms. Loper possess over 10 years of program management experience across the space enterprise. From 2009 – 2013, she served as the program integrator and segments lead for the U.S. DoD Enhanced Polar Protected SatComm System and returned to SATCOM in the Wideband Program Office in 2016. She joined the U.S. Government as a Presidential Management Fellow 2008 at the Space and Missile System Center in Los Angeles from a 6-year position in Germany, where she managed operations in Kuwait, Kosovo, Afghanistan and Iraq as a support services contractor.

Ms Clare Grason

Ms Clare Grason

Clare A. Grason is Chief, Commercial Satellite Communications Office, Air Force Space Command, Washington, D.C. She is responsible for delivering commercial satellite communications (COMSATCOM) capabilities to support the joint warfighter, federal agencies and international partners. Her portfolio includes the Enhanced Mobile Satellite Services (EMSS) Program Office, the EMSS Capabilities Office and the COMSATCOM Solutions Group.

EMSS is an $800 million global satellite program that provides the Department of Defense, federal and coalition partners with unlimited access to the commercial Iridium constellation, a mesh-network of 66 on-orbit cross-linked satellites in low-earth-orbit, through a dedicated, EMSS controlled gateway.
The COMSATCOM Solutions Group acquires any commercial satellite capability for any customer, anywhere, and has $5 billion under management.

Prior to this role, Ms. Grason was the SATCOM Division Chief, Defense Information Systems Agency (DISA). In this role she managed the Department of Defense Enterprise Gateways Program Office, the SATCOM Operations Integration Branch, and the COMSATCOM portfolio described above, prior to its Congressionally-directed transfer to the AFSPC. Other assignments include Program Manager, EMSS and Program Manager for a classified telecommunications system within DISA’s National Leadership Command Capabilities Center (NLCC). Ms. Grason began her career in government with DISA as a contracting officer, and served as the Chief, Special Projects Contracting Branch, which held a contracts portfolio valued at over $2 billion.

Prior to joining the government, Ms. Grason was a retirement funds analyst for T. Rowe Price.

Ms. Grason received her Bachelor of Science Degree in Finance from West Virginia University, and is a Certified Public Accountant.
Ms. Grason is DAWIA Level 3 certified in contracting.

 

Ms Deanna Ryals

Ms Deanna Ryals

Ms. Deanna L. Ryals is the Chief Partnership Officer, Space and Missile Systems Center (SMC), Air Force Space Command (AFSPC), Los Angeles, AFB CA. In this role, she is responsible for driving partnerships with Allies, Inter-Agencies and Commercial partners to fill capability and architectural gaps across the entire military space enterprise.

Previously, Ms. Ryals was the Chief, International Programs Division (MCI) in the MILSATCOM Systems Directorate (MC) at SMC. Ms. Ryals continues to perform these duties as SMC CPO. Major contributions include developing partnerships with nine allies across the Wideband Global SATCOM (WGS) and Advanced Extermely High Frequency (AEHF) satellite programs, executing $3B in international partner contributions, and spearheading the first ever Allied hosting of a US DoD National Security Space (NSS) payload for the Enhanced Polar SATCOM-Recapitalization program, bringing protected MILSATCOM to Allied warfighters in the polar region.
In 1988, she entered federal government service working for the Army Corps of Engineers. For more than 25 years, she has supported the Department of Defense (DoD) in both civil service and industry.

From 1988 to 2001, Ms. Ryals supported numerous Army and Office of Secretary of Defense (OSD) organizations by providing acquisition and financial management support. In 2001, she joined the Secretary of the Air Force (SAF) Space Acquisition Directorate (AQS) monitoring the $10B MILSATCOM terminals acquisition portfolio. In 2007, she took over as the single SAF/AQ focal point for all MILSATCOM international activities, championing the development of MOUs with Australia culminating in a $6.2B partnership and five Allies culminating in a $10.5B partnership (the largest AF International Armaments Cooperative Program for a space capability) expanding the WGS constellation with two Allied funded satellites. In 2012, Ms. Ryals became the PM for Acquisition Strategy Development under the Air Force Program Executive Officer for Space Launch (AFPEO/SL) in Chantilly, Virginia. In this role, Ms. Ryals was instrumental in securing DoD Acquisition Executive approval of a new acquisition strategy for future DoD NSS launches that introduced a competitive environment for all certified U.S. launch service providers. Ms. Ryals rejoined MILSATCOM in January 2013, as the Chief of International Programs.
 

Ms Demaryl Singleton

Ms Demaryl Singleton

Ms. Demaryl D. Singleton is the Program Manager (PM) of the DoD Teleport Program Office (TPO), within the Defense Information Systems Agency (DISA). DoD Teleport is a $3.1B program and one of two Acquisition Category I (ACAT I) programs at DISA. Through a multigenerational, evolutionary development approach, TPO integrates and implements satellite terminals and the ground station baseband equipment to enable secured voice, data, and video communications to deployed warfighters enhancing situational awareness and information superiority. As the PM, Ms. Singleton leads the program and is responsible for the design, development, system engineering, acquisition testing, integration, implementation and life cycle management of the Teleport System to satisfy Joint Requirements Oversight Council validated operational requirements. Ms. Singleton was appointed as PM in November 2015. Ms. Singleton previously served as the Deputy Program Manager for the DoD Teleport Program. Ms. Singleton previously deployed and served dual-headed as the 408th Deputy Commander/Deputy Director of Contracting Army Contracting Command – Kuwait. While in this role, she held an unlimited contracting officer warrant providing direct contracting support to ARCENT, Office of Military Cooperation-Kuwait, Defense Representation-Pakistan, US Embassy and general support to other units in the CENTCOM AOR. Ms. Singleton led and mentored Military, DoD civilians and contractors in planning, organizing, directing, coordinating, and supervising all actions required to provide approximately $55 million annually in contracting support for Operations Enduring Freedom, Defense of Kuwait, and ARCENT multi-national exercises. Ms. Singleton previously served as a Loaned Executive on detail to the Combine Federal Campaign (CFC) for the Chesapeake Bay Area providing intensive planning, training, management, marketing, program implementation, reporting, and evaluation in fund raising. Her efforts led the team to exceed the overall goal of $6.7 million for a total amount $6.8 million dollars for Chesapeake Bay Area CFC and ranked 3rd in the country for the 2011 CFC Campaign. Ms. Singleton also served as a Supervisory Program Analyst while assigned to the Defense Information Systems Agency (DISA), providing acquisition oversight and budget execution in support of the transformation efforts for the Vice Chairman, Joint Chiefs of Staffs initiatives for the Chief Technology Officer. She also served as a Program Manager for Acquisition of Services in the Program Executive Office, Satellite, Teleport and Services (PEO-STS) and Chief of Contract Management Branch, GIG Enterprise Services Engineering for DISA. In addition, she has served a Contracting Officer for the United States Air Force, Navy, Army and General Services Administration. Ms. Singleton holds a B.S. in Management from Park University and a Master’s Degree in Procurement and Acquisition Management, Master’s in Business Administration (MBA) with an emphasis in Information Technology Management from Webster University 2012. While working for the Department of Defense, Ms. Singleton completed the Executive Program Managers Course (EPMC) PMT-402 November 2018 and the Program Managers (PMT) 10-week Course November 2017. She obtained her DAWIA Level III Certification in Contracting, Information Technology Management and Program Management from the Defense Acquisition University (DAU). She is a member of the Defense Acquisition Corps, American Society of Military Comptrollers Association and Defense Acquisition University voting member. Ms. Singleton holds numerous awards to include a Commanders Award for Civilian Service Deployment, Civilian of the Year Air Force Academy (1992) and a Civilian Meritorious award from the Navy for she played a major role in the implementation of the Navy wide Star Service Program (1998).

Ms Stacy Kubicek

Stacy Kubicek is the Deputy Vice President for the Lockheed Martin Space Mission Solutions line of business, where she is responsible for approximately 2,500 employees and an annual sales base of over $525M, in addition to driving cross-Line of Business synergies and strategies.
Mission Solutions develops, delivers, and operates solutions for commercial, military and intelligence users. These mission critical efforts include development of innovative enterprise, cloud and application-based solutions for mission management, command and control, collection orchestration and tasking, processing, data analysis and analytics along with premier operations and sustainment of space-based programs.
Ms. Kubicek has an extensive background in program management, capture management, and execution of portfolios spanning the software development lifecycle. She has run programs for multiple Customers across both the Defense and Intelligence Communities, including negotiating and execution of international business.
Originally from Lincoln, Nebraska, Ms. Kubicek holds a Bachelor of Science in Computer Engineering from the University of Arizona, with minors in Electrical Engineering and Mathematics. She holds an MBA, with a concentration in Information Technology, from the University of Denver. Stacy began her career with Lockheed Martin in Northern Virginia as a Software Engineer for the SI organization and has had the opportunity to work across several locations, including Colorado, Arizona, Maryland and Virginia.

Wing Commander Andy Hindley

Joining the RAF in 1991 as an RAF Regiment Officer he fulfilled a number of Flight Commander roles before he sustained an injury that precluded him from staying in the RAF Regiment. He transferred to the Operations Support (Flight Operations) specialization on its inception on 1 Apr 1997 and as a Flight Operations Officer he has served at multi-engine, fast-jet and rotary-wing aircraft units. Operational tours have included Kosovo and multiple tours in Afghanistan. Staff tours have included Headquarters, instructional and Career Management roles.
On promotion to Wing Commander he was selected for Advanced Command and Staff Training and has served on the Air Staff in the Ministry Of Defence where he was responsible for RAF International Policy and engagement for North and South America, Australasia, South East Asia and the Far East regions. He served in a unique Command role at RAF Shawbury as Officer Commanding of both Operations Wing and Administration Wing and also Deputy Station Commander. A tour in Air Resources and Plans followed Command, during which he conducted a 3 month Secondment with KPMG, and he was Chief Of Staff in the RAF Transformation Team before taking on the role of SO1 Space within the Air Capability area at HQ Air Command.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
