Global MilSatCom 2020 (Virtual Conference)

SAE Media Group are proud to announce that the 22nd annual Global MilSatCom conference and exhibition will return on the 10th – 12th November 2020 as a virtual conference, covering the latest crucial developments within the MilSatCom community. With the return of great power competition and a rising operational tempo across the Globe, how allied forces deploy resilient networks in contested battlespaces remains a key point for consideration for industry and allied partners.

Due to the COVID-19 pandemic, this conference will now run as a virtual conference (online access only). All speakers, attendees and sponsors will be able to access the full conference and its materials, and must log on remotely via the internet.  SAE Media Group's 2019 Global MilSatCom:

Held over 3 interactive days, day 1 will focus on the critical host nation SKYNET programme – as SKYNET 5 moves to an end in 2022 and evolves into SKYNET 6 – from both MoD and industry perspectives; particularly as the SDW and EC programme elements are delivered.
 

As the US stands up Space Force as the sixth branch of the US military, day 2 will be centred on innovation and change within the US space enterprise – where rapid acquisition, reflected by efforts such as SMC 2.0 and AFRL’s Space Innovation Pitch Days - is driving SATCOM development.

Finally, day 3 will centre around key international partner updates, with representation from crucial regions including APAC and Europe; providing opportunities for partnerships and situational awareness of global MILSATCOM efforts.

Covering key topics including SATCOM resilience and hardening, hybrid capability, payload deliver, BLOS C4i provision and the impact of emergent LEO mega-constellations for connectivity – Global MILSATCOM will holistically view the future of connectivity for the warfighter.

Air Vice-Marshal Harv Smyth is UK’s Director Space, leading the Space Directorate in the Ministry of Defence (MOD), responsible for defence space strategy, policy, capability planning and cross-government coherency.

Smyth joined the RAF in 1991, and spent 15 years as a frontline Harrier pilot and weapons instructor. He has extensive combat experience from multiple theatres and has had the privilege to command at Flight, Squadron, Station, Force and Group levels. In staff, he has a strong background in Capability Development & Delivery of cutting edge programmes, such as F-35 Lightning and Queen Elizabeth Class Carrier.

Brigadier General Pantelis Arapis

Brigadier General Pantelis Arapis Brigadier General Pantelis Arapis was born on November 19th 1966 on the island of KOS, one of the larger among the Dodecanese. He joined the Hellenic Military Academy in 1984, and was commissioned as Signals Second Lieutenant in 1988. During his military career, BGen Arapis has attended and graduated from various courses of the Hellenic Army Signals & Electronic Warfare School, and has been assigned to all available Staff and Command posts in Signals Units, including three unit-level Commanding Officer posts. From 2000 to 2002, he attended the CIS advanced course that runs in collaboration with the Informatics and Telecommunications Department of the National Kapodistrian University of Athens (NKUA). After graduating the Supreme Joint War College (SJWC) in 2005 at Thessaloniki, Greece, he received a number of staff appointments, such as G2 in Brigade level and as Intelligence Staff Officer in ISAF HQ (Kabul/Afghanistan) in 2007. He spent the next three years (2008-2010) to the Hellenic National Defence General Staff (HNDGS), the sole Strategic-level HQ of the Hellenic Armed Forces, as a Defence Policy Directorate Staff Officer, being the custodian for OSCE issues and CFE inspections, a post that proved to be an extensive source of information and indeed a knowledge hub for various strategic, operational and diplomatic issues. Between 2011 and 2015, BGen Arapis had the opportunity to receive 2 Operational-level NATO HQ assignments; initially (LtCol) as an Intelligence Staff Officer at ALLIED FORCE COMMAND HQ MADRID, Spain, and subsequently (Col) as Director of Management in LANDCOM Izmir. In parallel, he attended the Hellenic National Defence College (via e-Iearning), thus deepening and enhancing his awareness in military diplomacy and strategic studies. Upon his return to Greece in 2016, he served as Chief of the Exploitation Department of the Intelligence Analysis Directorate at the HNDGS. During this tour, he acquired a Masters degree in Applied Strategy and International Security Studies from Plymouth University, and also graduated from the Terrorism and Security Studies course of the “George C. Marshall” European Center for Security Studies, keeping himself updated with the latest trends about the security environment and existing threats. After his promotion to Brigadier General on March 5th, 2019, he was assigned as ACOS J6 Cyberspace in SHAPE. His awards and decorations include all the medals-commemorations anticipated for an officer of his rank. BGen Pantelis Arapis is married to Maria Parisi, and they have a daughter.

A career Royal Navy Officer David has had the privilege of serving on-board HMS BRAVE and HMS MONTROSE in his professional ‘Weapons Engineer’ capacity. More broadly he has served with NATO as a communications systems engineer for North Western Europe, as Defence Crisis Management Centre lead engineer and a weapons trials manager for the introduction into service of the Type45 destroyer. He has deployed to Afghanistan where he directed the improvement of country-wide mobile phone telecommunications for 17 million subscribers. David was the first Commanding Officer of the Maritime C5ISR Support Unit (MCSU) and the first Royal Naval officer to serve as Commander of Joint Forces Communications and Information Systems (Middle East).
Latterly David has served at Joint Forces Command (JFC) as the Military Satellite Communications and Strategic Networks Capability Manager where he was recently promoted to the rank of Captain Royal Navy and now serves as the JFC Capability Branch Deputy Head for Space.

Dr. Claire Leon started her career at Hughes, Space and Communications Group in 1979.  She gained experience across the company, through positions of increasing responsibility in Systems Engineering and Program Management.  

She was promoted to Vice President of Navigation and Communications Systems within Boeing, in 2008, responsible for the AF satellite programs, as well as a number of classified programs. She transitioned to VP of National programs later in 2008, where she led the program turn around for a critical ACAT I program on the customer Contractor Responsibility Watch List (CRWL) that became a high performing program, delivered outstanding operational capability. She also transitioned the National Space and Communications Programs (NSCP) from a cost-plus to fixed price in response to customer affordability concerns. She retired from Boeing, in 2013, as the Vice President of National Programs. 

Dr. Leon became a member of the Senior Executive Service in the Air Force, as the Director of the Launch Enterprise Directorate, at the LA Air Force Base, California, in 2014.  She was responsible buying and launching rockets for the DoD, as well as leading the transition to the next generation of launch systems.

She is currently running the Graduate Program in Systems Engineering at Loyola Marymount University, as well as consulting in Aerospace and Defense.

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute. He was a Marine for a quarter of a century, where he flew more than 2000 hours as a AH-1W Cobra pilot.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He studied at Fudan University in Shanghai, China as an Olmsted Scholar from 2003-2005 where he earned his Ph.D. in International Relations.

He served several tours in California, Iraq, Japan, the Western Pacific, Washington D.C., and the U.S. Naval Academy.
He and his wife, Samantha, have twin thirteen-year old boys, Sean and Ryan, and live in Alexandria, VA.

Mr Charles Cooper

Charles Cooper is Associate Administrator in NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues, and oversees spectrum management efforts for federal agencies. He is responsible for frequency assignment and certification, and other strategic planning functions including development of innovation approaches to spectrum sharing.

Before joining the NTIA in July, 2019, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies.  Before being appointed to the Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office.  Earlier, Cooper served as senior engineer and partner with du Treil, Lundin, and Rackley, Inc., an engineering firm specializing in radio frequency coordination and design.

In 2019, Luke Brown took up the duties of the Assistant Secretary Space and Communications Branch of the Australian Department of Defence Joint Capabilities Group. In this role he is responsible for managing the coordination and consolidation of space and communications capabilities. This includes a specific focus on Position, Navigation and Timing as well as beyond-line-of-sight communications (SATCOM and HF). Luke originally joined the Royal Australian Air Force in January 1982. As an Aeronautical Engineer he worked on mostly transport aircraft. In the early 1990s Luke also worked as part of the RAAF team in development of the Airworthiness framework. From 1996 Luke has been working in various acquisition engineering and project management roles in Aerospace, Guided Weapons and organisational reform. After transitioning to the public service in 1999 he has worked on secondment with the UK MoD and the KC-30A Multi Role Tanker Transport aircraft team in Madrid. Most recently Luke was the Chief Engineer of the Defence Capability Acquisition and Sustainment Group. Luke has a Bachelor of Engineering (Aeronautical) from RMIT, a Master of Science (Aerospace Systems Engineering) from Loughborough University, UK, and a Master of Business - Executive (Complex Project Management) from QUT. Luke is also a Fellow of the Institution of Engineers Australia.

Pat Rayermann worked at the Jet Propulsion Laboratory while earning a BS in physics. He served in the Army for 30 years as a Signal Officer and a Space Operations Officer. His assignments included command, operations, logistics, cooperative international efforts, and acquisition & policy development. He commanded the 1st Satellite Control Battalion, managed the U.S. military’s use of military and commercial wideband SATCOM, and was responsible for the DoD’s future SATCOM architecture. Ms. Loper presently serves as the Program Manager for Future Space Communications (FSC) Program at the Space Vehicles Directorate at Air Force Research Laboratory in Albuquerque, New Mexico. The FSC portfolio of space technology investments support innovation in interconnectivity, resiliency, flexibility, and interaction across communication architectures to provide U.S. forces with ubiquitous connectivity in all five domains (land, sea, air, space and cyberspace). In addition, she serves on the AFRL/RV Futures Group assessing and advising on innovation across the space enterprise and contributing to AFRL’s science and technology strategy for 2060. Ms. Loper possess over 12 years of Program Management experience across the space enterprise. From 2009 – 2013, she served as the program integrator and segments lead for the U.S. DoD Enhanced Polar Protected SatComm System and returned to SATCOM in the Wideband Program Office in 2016. She joined the U.S. Government as a Presidential Management Fellow 2008 at the Space and Missile System Center in Los Angeles from a 6-year position in Germany, where she managed operations in Kuwait, Kosovo, Afghanistan and Iraq as a support services contractor.

Ms. Deanna L. Ryals is the Chief Partnership Officer, Space and Missile Systems Center (SMC), Los Angeles, AFB CA. In this role, she is responsible for driving innovative partnerships with Allies, Inter-Agencies and Industry to build a joint robust and resilient military space enterprise. Previously as the Chief, MILSATCOM International at SMC, her major contributions included creating partnerships with nine allies (the largest USAF International Armaments Cooperative Program for a space capability) across the Wideband Global SATCOM (WGS) program, expanding the constellation with two Allied funded satellites, and enhancing the Advanced Extermely High Frequency (AEHF) satellite program by including five international partners, all resulting in execution of over $3.6B in international partner investment in MILSACTOM. Ms. Ryals was also responsible for innovating the first ever Allied hosting of a US DoD National Security Space (NSS) payload through a partnership with Norway, and bringing new polar MILSATCOM to Allied warfighters.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
