Adrian Bond is the Head of UK Engagement for the UK’s Export Control Joint Unit (ECJU). Adrian is responsible for the teams providing ECJU training to new and experienced exporters across the UK, undertaking compliance inspections for UK exporters using open licences and HMG liaison.

Adrian has 23 years of experience of UK export controls and security through working in the Trade Department’s Business Awareness and Technical Assessment Units, as well as the Ministry of Defence’s Directorate of Defence Security.

Adrian began his government career in the MoD where he was the Royal Air Force’s Technical Authority for air defence radars and became a Chartered Electronics Engineer.

Amy Alatorre

Amy is a Sr. Manager, Global Trade Compliance at Oshkosh Corporation in Oshkosh, Wisconsin. Amy works closely with various business segments to develop global export licensing strategies and training for our large international programs and customers.

Amy has been with the Oshkosh Corporation for 15 years. She brings 23 years of experience as a trade compliance professional where she has held related roles at Mercury Marine, Georgia Pacific, and Bax Global. She holds a B.A. in International Studies (1999) and a Master of Science degree in Education Leadership (2007), from the University of Wisconsin-Oshkosh.

André Hermsen has more than 25 years of management experience in an international environment. He has a background in Finance and Controlling, experience in M&A, due diligence processes and restructuring as well as in risk and trade compliance with focus on Sanctions / Export controls and Anti Bribery.


André Hermsen previously worked as the Head of Risk & Compliance for Fokker Technologies / GKN Aerospace overseeing the ethics and corporate compliance program as well as the implementation of the export control and security program. GKN Aerospace (owned by Melrose PLC) supplies aero-structures, engine systems and special products to aircraft & engine manufacturers and provides after-market solutions to aircraft operators. GKN Aerospace employs 17.000 employees in 14 countries around the globe.


André has developed in depth practical knowledge of international sanctions and export control as case manager of the internal investigation and voluntary disclosure in 2010 of the historic sanctions violations by Fokker Services. He has led the negotiations to come to the settlement with the US government agencies as well as the implementation of the sanctions & export controls and anti-bribery program at Fokker Services from 2010 onwards.

Rebecca Lucas is an analyst working in the area of defence and security (D&S) at RAND Europe. Her research interests cover diverse defence and security topics, with a focus on defence industrial policy and supply chain resilience. She is an experienced project manager, coordinating multiple staff members within D&S, as well as other different research groups, on a wide variety of topics.


Rebecca holds a B.A. in political science from Wellesley College and an M.A. in security studies from Georgetown University. In addition to her work with RAND, Rebecca is pursuing a Ph.D. in Defence Studies from King's College London.

Beth Ann leads the trade compliance strategic and operational framework for Northrop Grumman Weapons Systems Division. She is a global leader with decades of experience bringing unique and diverse perspectives to leading in a dynamic environment. Her passion and collaborative leadership approach to trade compliance enables fiduciary and growth objectives in compliance with export/import laws and regulations. Beth Ann is a national and international speaker and guest lecturer on trade compliance, has served on numerous government trade advisory committees and has supported numerous U.S. delegations working with foreign governments on export controls.

Ms. Johnson holds a B.A. degree in Public Policy from Eisenhower, Rochester Institute of Technology, an M.B.A. degree from the American Graduate School of International Management and a Certificate in Global Management from INSEAD. She currently lives Easton, MD.

Bill Wade

Bill Wade

William Wade (Bill) is the Vice President of Global Trade Compliance in the Washington, DC area.
Bill is a retired Lt. Colonel from the United States Army with more than thirty years of military
and civilian experience. His expertise is in export/import compliance and policy, along with
extensive knowledge of The International Traffic in Arms Regulations (ITAR), Export
Administration Regulation (EAR) and Security Assistance Manual (SAM). He brings to the table
his experience with private industry and with government perspectives in mind. Bill provides
focused guidance, training and assistance regarding company export and compliance matters.
Bill’s mission is to teach others to provide compliant, customer focused Trade Control service to
customers to ensure timely support of International business. Bill believes it is imperative as a
Trade Practitioner to understand what is in your “tool box” and then study and improve and
utilize each tool for optimum compliance and customer service which includes, but not limited
to, your company’s product, regulations, policy, training and your experience. Bill is the
L3HARRIS lead for the Global Trade Group (GTG) serving as lead Empowered Official. He serves
as a Member of International Council, Aerospace Industries Association (AIA); He is the
immediate past Chair of the Defense Trade Advisory Group (DTAG), Federal Advisory Council to
the U.S. Department of State and served on the DTAG for over 10 years. Bill also serves on the
Council for L3HARRIS’s Diversity and Inclusion as the Executive Sponsor the L3HARRIS AARG.


Prior to L3HARRIS Technologies, Bill worked at Raytheon and at Boeing. At Raytheon, he was a
Senior Director providing advice and counsel to senior management in establishing direction,
strategy and policy along with developing a training and curriculum map to increase employee
and staff career development. He served as the Lead for Export and Import (EX/IM) Operation,
while enabling Subject Matter Expert (SME) guidance to personnel on export/import issues and
trained personnel and license stakeholders in EX/IM. Bill is a “proven” leader – excelling in
problem solving and team building skills. While serving in the Army he had 18 years of aviation
experience, worked with systems integration, management of technical personnel, development
of acquisition strategies and extensive work with contracting and procurement budget analysis.


He is a graduate of the Wharton School of Executive Leadership and Development. Bill is a Life Member
of Alpha Phi Alpha Fraternity, Inc. He has served in several positions of leadership to include District
Director, Chapter President, Chapter Vice President and President of the Chapter’s 501 (c)(3) Scholarship
Foundation.

Brinley Salzmann

Brinley Salzmann

Brinley joined the Defence Manufacturers Association (DMA) in July 1985, and, on the creation of ADS through the merger of the DMA, APPSS and SBAC, he became the new organisation’s Director - Overseas & Exports. The vast majority of his work constitutes providing ethical, offset, industrial participation and export controls-related help, advice and assistance to British companies. In this capacity he acts as Secretary to the Export Group for Aerospace, Defence & Dual-Use (EGADD), the Business Ethics Network (BEN), the Defence Export Strategy Group (DESG), and the British Industrial Participation & Offset Group (BIPOG) special interest groups.

Carmen Fellows currently serves as the VP, International Trade Governance at Leonardo DRS, Inc. She provides regulatory guidance and training on behalf of Leonardo SpA, parent company, and for US & international affiliates. Ms. Fellows is also part of the business development office and Offset Manager within DRS. Ms. Fellows has been involved in international trade for over 20 years working in areas related to aerospace, communications, satellite, and missile technology. Prior to joining Leonardo DRS, she was employed at Lockheed Martin, International Launch Services, and Orbital Sciences.

Previously Ms. Fellows served as a board member for the Society for International Affairs (SIA). She received her Executive Masters in International Trade Compliance from the University of Liverpool, London Campus.

Catherine Hamilton

Catherine Hamilton

Ms. Hamilton, a career civil servant, joined the Department of State’s Directorate of Defense Trade Controls (DDTC) in 2007 and holds the position of Director of Licensing. Her current portfolio includes providing regulatory guidance on defense trade to industry, international partners, and government agencies as well as overseeing commercial sales requiring congressional review. She previously led the Space, Missile and Sensor System Division where she was responsible for the overall operation of the team including the review and adjudication of export licensing requests involving some of the most sensitive technology listed on the U.S. Munitions List. Previous positions in DDTC include serving on the Surface Vessels, Armament, Military Vehicle and Night Vision Division, congressional liaison, and liaison to the interagency, National Security Council-chartered Missile Technology Export Control (MTEC) working group, which reviews export requests relevant to the Missile Technology Control Regime (MTCR) such as those for certain ballistic missiles, cruise missiles, space launch vehicles, sounding rockets, and unmanned air vehicles.

Prior to joining DDTC, Ms. Hamilton held positions with the Office of Intelligence for the U.S. Department of Homeland Security, Immigration and Custom Enforcement; the Office of Criminal Investigations for the U.S. Health and Human Services, Food and Drug Administration; and with the Department of Defense.

Dr Charles Giacoma

Dr Charles Giacoma

Dr. Giacoma is Director General of EIFEC, the international Export Compliance Standards organisation in areas that pose a threat to international security headed the drafting and development of the Export Compliance Framework (EU-ECF). EU-ECF is the specialized multidisciplinary Framework for the standardization of Export Compliance Risk Management.


He is coordinating a Network of Leading Technical Universities/Management and Business Universities (UNIFEC) for Export Compliance.

He is co-author of several scientific papers/articles on Export Compliance published in US and Europe.

Previously he was Director for Airline Sales, firstly in Rolls-Royce Inc. in the USA and subsequently for the joint venture BMW Rolls-Royce in Germany. He then held various commercial and business posts in Rolls-Royce’s control systems and purchasing organisations.

Roger holds a PhD in Metallurgy from the University of Birmingham.

Head of the Government Relations team. Gareth studied history and political economy in the UK,
France and the Netherlands - holding two masters degrees on the topics. Aside from a previous

Mr. Rasser previously was a Senior Fellow and Director of the Technology and National Security Program at the Center for a New American Security (CNAS). Prior to joining CNAS, Mr. Rasser served as a Senior Intelligence Officer and Analyst at the Central Intelligence Agency, where he

Nancy Fischer leads the law firm's Public Practices and Public Policy teams and is recognized as an authority on international trade law.


Nancy advises a global clientele on international trade matters and dispute resolution and the impact of U.S. regulations on worldwide trade and investments. She provides guidance on export controls; economic sanctions; CFIUS reviews; FCPA and other anti-bribery laws; trade remedies; customs laws; and WTO and NAFTA disputes. Nancy has represented large industry coalitions in disputes, including a group of nuclear utilities in the first antidumping matter before the U.S. Supreme Court.

Rob Monjay was the Director for Americas Export Control Programs in Intel’s International Trade Group. Rob joined Intel from Akin Gump, where he was a Senior Counsel in the International Trade Group in their DC office. Rob is also a former U.S. Government policy official at the Bureau of Industry and Security in the U.S. Department of Commerce and the Directorate of Defense Trade Controls in the U.S. Department of State. Rob is well known throughout the export control community and possesses extensive knowledge of the International Traffic in Arms Regulations (ITAR), United States Munitions List (USML) and the Export Administration Regulations (EAR).

Rosa Rosanelli is currently Vice President, Head of Compliance for Patria Group, an international provider of defense, security and aviation life cycle support services, pilot training and technology solutions.

A Lawyer specialized in export controls, Rosa has analyzed and actively contributed to the resolution of legal and compliance issues within several European defense companies, including foreign affiliates of US companies. Author of a Handbook on export controls and a report for the Italian Senate, she has held trainings for EU Commission Officials on ITAR and has participated to training efforts for the benefit of third governments’ officials on strategic trade controls, in cooperation with the Joint Research Center of the European Commission.

Rosa chairs the Export Control Committee of ASD, the European Aerospace and Defense Industry Association, she is author of several legal publications, and a member of the editorial board of the “Strategic Trade Review”, a peer-reviewed specialized review on export controls and sanctions.

She is also Project Lead for the “Trade Compliance Project”, a joint cooperation between Patria and Kongsberg Groups, which was awarded a WECR Award in 2022.

A Lawyer specialized in export controls, Rosa holds a Master in Law of Air, Space and Telecommunications at Paris XI University and a Master in International Relations (International law) at Rome La Sapienza University.

Rosemary Pratt

Rosemary Pratt is the Director for Export Control and Sanctions. Her directorate includes the Export Control Joint Unit (ECJU) and the sanctions policy team. Rosemary has worked in several departments, beginning her career at DfE, and gradually moving into roles with a national security focus including in Home Office and DCMS. Most recently she spent over 4 years in the Cabinet Office, much of that time as director for state threats and cyber in the National Security Secretariat (NSS). Rosemary has three older children; her youngest son is autistic and has ADHD. He is the inspiration for her corporate role as SCS Champion for the Civil Service Neurodiversity Network.

Sue joined MBDA UK, a missile systems company in 1999. In her role as Head of Export Control UK she is responsible for all Export Control matters including licensing, training, audit and awareness and compliance to UK and International export control regulations. Sue is a founding member of EGADD (Export Group for Aerospace Defence and Dual-Use) in the UK and is vice-chair person on the Executive committee. In this capacity she participates within some of EGAD’s sub-committees which offer help and advice to other exporters and acts as a primary interface with the British Government Departments on export control issues.

Sue is also a member of the Export Control Committee (ECC) part of ASD-Aerospace and Defence Industries Association of Europe, in Brussels.

Prior to joining MBDA Susan worked for Fujitsu for ten years as an Export and Shipping Manager and was responsible for dealing with multiple shipments to destinations throughout the world.

She has a B.A. (Hons) in English from Leicester University.

  • A UK-based electronics distributor is the focus of the analysis. This company has been involved in shipments, some via Chinese/Hong Kong-based freight forwarders or shipping companies.
  • The control parties associated have connections to other European companies.
  • The company has sent over 1,200 shipments to at least 8 recipients, including companies in Kazakhstan, Uzbekistan, Russia, and Ukraine. Notably, they have shipped to a Russian company which was sanctioned by the US Treasury's Office of Foreign Assets Control (OFAC).

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
