Brigadier General Stefan Neumann

 Brigadier General Stefan W. Neumann is the Commander of the NATO Airborne
Early Warning and Control Force E-3A Component in Geilenkirchen, Germany.
Prior to this assignment, he was the Branch Head Procurement and In-Service
Support at the Federal Ministry of Defense (MoD), Bonn, being responsible for
air transport, maritime and special mission aircraft.
General Neumann received his commission in 1987 as a graduate of the German Air Force Academy. He served
as an air transport pilot in several special mission and air transport aircraft. This included flight examiner duties
as well as numerous supervisory and leadership positions throughout his career.
General Neumann has commanded several units to include the 2nd Air Transport Squadron of the Special
Air Mission Wing, Cologne, the Air Transport Wing 63, Hohn, and the Special Air Mission Wing, Cologne.
Additionally, he served as Commander of the German Expeditionary Air Wing at Mazar-i-Sharif, Afghanistan.
In addition to his command assignments, he has held various staff positions to include an assignment as Staff
Officer Plans and Policy (Air Transport) at the Air Force Staff at the MoD, Bonn, and as the Adviser Air and
Space for the Office of the State Secretary of Procurement at the MoD, Berlin. He also served as Head of the
Mission Controlling Branch at the European Air Transport Command, Eindhoven, The Netherlands.
General Neumann is a command pilot with more than 3,900 flying hours primarily in the VFW-614, CL-601,
C-160 and Global 5000.

Colonel Christina Bembenek

Colonel Christina Bembenek

Colonel Christina A. Bembenek graduated from West Point
in 2000 with a degree in international relations and a
concentration in the Chinese language. She has served in
various intelligence positions at the tactical, operational,
and strategic levels, including multiple deployments to
Kosovo and Iraq.
Colonel Bembenek served as the Assistant S-2 for 2nd
Brigade, 101st Infantry Division; commanded A/319th,
525 Battlefield Surveillance Brigade; and served as the Army
Technical Control and Analysis Element Chief and Brigade
S-3 in the 704th Military Intelligence Brigade at Fort Meade,
Maryland. At United States Central Command, she served as
the intelligence officer on the Commander’s Action Group.
Colonel Bembenek is also an Olmsted scholar; she completed her studies (in Arabic) at
Mohammad V University in Rabat, Morocco in a master’s program in Public Law and Political
Science. Her most recent operational assignment was as the 82nd Airborne Division G-2, where
she provided critical intelligence to support the first deployment of the Immediate Response
Force in over 30 years, as well as responded to various crises both in the United States and
abroad. Following that assignment, she completed her Army War College fellowship at the
Saltzman Institute of War and Peace at Columbia University in New York City in 2021. She then
served as the first Commandant of the Military Intelligence School at Fort Huachuca, Arizona.
Colonel Bembenek has published articles in War on the Rocks, Center for New American
Security, Small Wars Journal, and the Military Intelligence Professional Bulletin.
Colonel Bembenek is married to Navy Commander (Retired) Bob Steltenpohl, a former SH-60
pilot and Middle East Foreign Area Officer

Group Captain (Ret'd) James Beldon

Group Captain (Ret'd) James Beldon

 As an active service Royal Air Force officer, Group Captain Jim Beldon acquired over 3,000 flying hours on the E-3D Sentry, serving on operations in the Balkans, Iraq, Afghanistan and across the globe. He commanded 8 Squadron (AWACS) from 2012 to 2014 before serving in Defence Communications at the Ministry of Defence and as the RAF’s Director of Defence Studies. In 2020, he served in Baghdad as NATO Mission Iraq’s Senior Policy and Strategy Advisor to the Iraqi Ministry of Defence. He served as the Deputy Commander of the RAF’s ISTAR Force between 2021 and 2023 before leaving regular service and assuming a part-time Reservist role as a Group Captain in the UK’s Strategic Command. In civilian life, Jim serves as the senior Airborne ISR Consultant to Leidos Innovations UK.

Group Captain Berry joined the RAF in 1994, serving initially on the Nimrod MR2 at RAF Kinloss. Following a tour as a flying instructor at RAF Linton-on-Ouse, he returned to the Nimrod before posting to Air Command. Following Advanced Staff Course, he took command of 45(Reserve) Squadron, responsible for all aircrew training for the RAF’s multi-engine aircraft. After a tour in the Ministry of Defence, he served as the Programme Manager for the P-8A Poseidon MPA, and subsequently as the Programme Director for Poseidon and E-7 Wedgetail.
In March 2023, Berry was appointed as the Deputy ISTAR Force Commander.

Lieutenant Colonel Jason Rose

 Lieutenant Colonel Jason D. Rose is the J2, Intelligence Branch Head, for the NATO Alliance Ground Surveillance Force (NAGSF), stationed at the Italian Air Force Base (ITAF), Sigonella, Italy.

Prior to his current assignment, he was the J2 for the Alaska National Guard. He directly supported the Alaska National Guard with Incident Awareness and Assessment production capacity, and Emergency Management Assistance Compacts amongst states. Prior to that, Lieutenant Colonel Rose worked as the Chief of Wing Plans for the 176 Wing, where he ensured Wing plans were aligned with PACOM emergency and contingency plans.

Lieutenant Colonel Rose commissioned in 1995 from Baylor University as a graduate of the Air Force Reserve Officer's Training Corps program. Upon graduation from the Financial Services Officer Course, he performed as a Financial Services Officer, and later as a Financial Management Officer at Sheppard AFB in Wichita Falls, Texas. In 1998, he pursued a career change into the field of intelligence, and was assigned to the 611th Air Intelligence Squadron at Joint Base Elmendorf-Richardson where he worked as a Battlestaff Officer to ensure Alaskan Command Air Sovereignty and as Information Operations Branch Chief. In 2002, he was assigned to the 13th Intelligence Squadron at Beale AFB in California. At Beale, Lieutenant Colonel Rose worked as Intelligence Training Chief, performed in a CAOC ISR Liaison role to Al Udeid AB, Qatar, and later performed as Assistant Director of Operations for 13th IS. He transferred to the Alaska Air National Guard in 2005, where he supported Airlift and Rescue missions, and was deployed on multiple occasions to Afghanistan to support expeditionary efforts. He has also deployed in support of AFRICOM J2 in Djibouti, Africa, where partner-building efforts were employed against several terrorist organizations.

In 2014, Lieutenant Colonel Rose accepted an assignment to the Air Force A8 to support Total Force Component initiatives which aimed to realign balances of Air Force, Air Reserve, and Guard Components in various mission fields. He transferred from the Pentagon to the Air National Guard Readiness Center in late 2015 to continue A8 work, performing High Velocity Analyses which collectively transferred over 800 personnel to the Guard during his tenure.

He holds a Bachelor’s of Business Administration degree from Pacific Lutheran University and a Master of Public Administration degree from Baylor University. He and his wife Teri have two children, son Elijah and daughter Ziona.

Lieutenant Colonel Jonathan “GUMP” Young is the Commander of the 99th Expeditionary Reconnaissance Squadron, Royal Air Force Fairford, United Kingdom. He is responsible for Northern Europe’s sole combat-ready U-2 squadron and the execution of High-Altitude Reconnaissance Operations supporting intelligence collection for US Air Forces in Europe, NATO, and the National Command Authority.
Lieutenant Colonel Young commissioned in 2007 as a graduate of ROTC at Embry-Riddle Aeronautical University. He is a career reconnaissance pilot and has served in eight Reconnaissance Squadrons and multiple operations. His combat experience includes missions in Operations ENDURING FREEDOM, IRAQI FEEDOM, FREEDOM’S SENTINEL, and INHERENT RESOLVE. Lieutenant Colonel Young holds a Bachelor of Science degree in Aerospace Engineering from Embry-Riddle Aeronautical University and a Master of Engineering in Engineering Management from the University of Nebraska-Lincoln. Lieutenant Colonel Young is a command pilot with over 2,700 hours in the U-2, T-38, RC-135S/U/V/W, WC-135, T-1, and T-6. He has over 800 hours of combat time.
 

Lieutenant Colonel Keith Fugger

Lieutenant Colonel Keith Fugger

 Keith Fugger joined the Royal Canadian Air Force in 1996 as an Air Navigator, graduating from the Royal Military College in 2000 with a BSc in Space Science. He was initially posted to 405 Maritime Patrol Squadron in Greenwood, Nova Scotia as an Acoustics Sensor Officer on the CP140 Aurora and deployed on Operation APOLLO in 2003 enforcing UN sanctions in the Southern Arabian Gulf and the Gulf of Oman. He deployed in 2004 on Operation ATHENA in Kabul, Afghanistan to command the venerable SPERWER unmanned aircraft system operated by the 5e Régiment d’artillerie légère du Canada. Upon his return, he became a Tactical Navigator on the CP140 Aurora and directed numerous maritime patrol missions across the North Atlantic. In 2010, he assumed operational flight test duties at the Maritime Proving & Evaluation Unit in Greenwood followed by technical flight test duties at the Aerospace Engineering Test Establishment in Cold Lake, Alberta and at a detachment in Trenton, Ontario. After completing major test programs on the CP140 Aurora and CC150 Polaris aircrafts, he was posted to the Canadian Forces Aerospace Warfare Centre’s Concept Development & Experimentation Branch supporting development of the future Air Force and contributing air Intelligence, Surveillance and Reconnaissance expertise to the future Navy, Army and Special Operations Forces as well as to joint programs. He returned to Greenwood in 2017 as Deputy Commanding Officer of 415 Long Range Patrol Force Development Squadron and attended Joint Command and Staff College, earning a Master’s in Defence Studies in 2020. He assumed command of 415 Squadron in Greenwood in June 2022 and looks forward to collaborating with national and international partners on future Joint ISR capability development activities.

Born on 29th July 1964 in Leonberg, Federal Republic of Germany, he joined the German Air Force in October 1983 as an officer cadet and was trained as a Weapon Systems and Electronic Warfare Officer. He achieved more than 3000 flight hours during several tours with the German Luftwaffe, US Air Force and Royal Air Force, flying RF-4 E PHANTOM, MRCA TORNADO and additionally the RPAS HERON 1 as a tactical operator.
In 2003, he was a member of the team preparing the first deployment of a USAF RQ-4B GLOBAL HAWK to Germany and was involved in several programs providing operational expertise for present and future Remotely Piloted Aircraft Systems.
In 2015, he was temporarily seconded to the United Nations Department of Peacekeeping Operations in New York to develop a concept of operations for Unmanned Aircraft Systems and in 2016, he led the successful efforts integrating the HERON 1 in the UN mission MINUSMA at Gao/Mali as part of the German UN contingent.
From October 2017 until July 2023, he was assigned as Deputy Commander of Tactical Air Wing 51 “Immelmann” in Schleswig/Jagel flying the TORNADO ECR and continuing his deployments to Mali with the HERON 1 RPA.
Since August 2023, he is posted to the European Air Group at RAF High Wycombe as the Senior German Representative.

Mr Ben Massey

Ben Massey is Satcom Direct’s Director of International Mil/Gov Sales. In this role, he leads a dedicated team responsible for new business and existing customers across Europe, Middle East, Africa and Asia Pacific. Massey is focused on executing SD’s ongoing strategic developments across these territories, building new partnerships, introducing established and new technologies and solutions to the global market, and ensuring continued delivery of Satcom Direct’s award-winning customer support.
With over a decade of experience in Aerospace and Satellite Communications, Massey was previously the International Mil/Gov Director for Eclipse Global Connectivity and has held roles specializing in mission-critical aircraft connectivity for Airbus DS, Thales, Inmarsat, and Lockheed Martin.
 

Mr Dale VanDusen

Mr Dale VanDusen

Mr. Dale VanDusen is the Deputy General Manager and Chief of Staff, NATO Airborne Early Warning and Control (NAEW&C) Programme Management Agency (NAPMA) located in Brunssum, The Netherlands. The Agency is responsible for the Acquisition Management of the NATO Airborne Early Warning and Control (NAEW&C) Programme. Mr. VanDusen has extensive active duty military experience in test operations, program management, and staff policy. Previously, he served as the Deputy of Acquisition for the U.S. Missile Defense Agency and as the U.S. Air Force Deputy Program Executive Officer for Battle Management. He was Program Director for development, fielding, and sustainment of various Naval and Air Force training aircraft as well as their foreign military sales cases. Mr. VanDusen led budget analysis for the Chairman, Joint Chiefs of Staff and directed operational test and evaluation of systems for US Special Operations Command forces. He has commanded an electronic systems squadron, directed an Air Force Research Laboratory division, led rapid acquisition activities at Headquarters Air Force, developed air expeditionary wing combat plans, operated/tested satellites and cruise missiles, and instructed as a military assistant on the staff of the Secretary General, North Atlantic Treaty Organization. Also during his career, he served as Evaluator Mission Commander and Flight Test Engineer aboard the EC-135E and EC-18B Advanced Range Instrumentation Aircraft fleet, specialized KC-135R and B707, and several other aircraft. He deployed to the Combined Security Transition Command-Afghanistan, Camp Eggers, Kabul, where he aided development of the Afghan National Army and National Police Force. Mr. VanDusen is an Olmsted Scholar, studying mid-career at the Free University of Brussels, a program of French language graduate study, immersion into the Belgian culture, and educational travel. Most recently, Mr. VanDusen served in industry, supporting U.S. Air Force efforts providing components of the Qatar Integrated Air and Missile Defense system, directly and successfully interfacing US foreign sales efforts with Government of Qatar direct commercial sales systems.

Mr Pieter Elands

 Pieter Elands joined the Organization for Applied Scientific Research TNO in 1987, after his graduation as an Aeronautical Engineer at Delft University of Technology. He worked as a propulsion engineer on rocket and ramjet propulsion. Hereafter, he had various management positions in the area of Protection, Munitions and Weapons and in IT.
In 2012 he became Program Manager for Unmanned Systems. Presently, he is in charge of several research programs on autonomous systems, ISR and intelligence, focusing on improvement through the use of automation and artificial intelligence. He is the acting TNO-liaison to the RNLAF.

 Wg Cdr Dan Bell is a Royal Air Force Intelligence Officer and is currently Officer Commanding 1 Intelligence Surveillance Reconnaissance Wing (1 ISR Wg). His specialist areas include ISR, Processing Exploitation & Dissemination (PED), Human Intelligence and Operational Intelligence.

Previous roles include Duty Intelligence Watch Officer (DIWO), Squadron intelligence Officer for UK Typhoon, Imagery Analyst, and worked as a future capability specialist and global military team lead at the Joint Air Reconnaissance Centre (JARIC). In 2016 he stood up and commanded 1 ISR Sqn, providing PED to UK and Allied RPAS globally.

He has undertaken deployments and supported operations across Eastern Europe, the Near and Middle East with both conventional and special forces; most recently as ISR Strategy Chief in Combined Joint Task Force – Operation INHERENT RESOLVE, and as the Deputy Chief of ISR at Combined Air Operations Centre, Al Udeid.

Outside operational intelligence he has served as Aide de Campe to the Deputy Commander of NATO Joint Force Command, undertaken two tours in Intelligence Policy & Plans running Combat Ready programmes and supporting the development of future training models across all Air Intelligence specialisations, and established the Targets desk within UK Strategic Command (StratCom) Capability Development. He drafted Options to support UK targeting and fielded new analytic tools, delivered an End-to-end Targeting Capability Review for the UK’s Defence Targeting Enterprise, and worked with Defence and industry partners to develop artificial intelligence, machine learning and quantum-enabled capabilities under the UK StratCom ISR Spearhead initiative.

He has twice worked for NATO: firstly as the INTEL Team Chief for HQ NATO Air Command (AIRCOM) STANEVAL; then returning to AIRCOM in 2021 as the Deputy Director of Intelligence, leading the Targets, Training, ISR Ops and Analysis Collation & Fusion (ACF) teams during a period of unprecedented activity generated by the RUS/UKR invasion. He was selected for Advanced Staff Training in 2022, and took command of 1 ISR Wing in early 2023.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
