Colonel Chad Raduege

Colonel Chad D. Raduege is the Director of Cyberspace and Information Dominance, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. He is responsible for cyberspace and communications policy, resource advocacy, and program management supporting ACC’s mission of providing combat ready forces to deliver dominant combat airpower in support of national security strategy implementation. His team provides critical cyberspace and communications support for the command’s 34 wings, 1,300 aircraft, 19 bases, and 70 worldwide operating locations with 94,000 active-duty and civilian personnel. Previously, Colonel Raduege served as the Commander, White House Communications Agency. In this position, he led a 1,200 person joint headquarters and five operational units that traveled worldwide to provide assured information services to the President, Vice President, named successors, National Security Council, White House Staff, the United States Secret Service, and the White House Military Office to ensure instantaneous secure and non-secure worldwide communications required to lead the nation.

Colonel Raduege entered the Air Force in 1994 as a distinguished graduate of The Ohio State University. An Operation JOINT GUARD veteran, he has commanded eight times at the detachment, squadron, group, and agency levels, to include deployed commands supporting Operations IRAQI FREEDOM and ENDURING FREEDOM. In addition, he has served as a staff officer at the Major Command, Air Staff, Joint Staff, and Office of the Secretary of Defense levels. Colonel Raduege is married to the former Kim Bassett of Oklahoma City, OK and has two sons.

Major General José Vagner Vital is the Executive Vice President of the Space Systems Coordination and Implementation Commission (CCISE). Previously, he was the Commander of the Second Integrated Air Traffic Control and Air Defense Center (CINDACTA II); Technical and Operational Coordinator of CCISE, Head of the Operational Division of CINDACTA III; Head of the Operational Division of the General Air Navigation Management Center (CGNA); Engineer on the Amazon Surveillance System Coordination and Implementation Commission (CCSIVAM) and on the Brazilian Airspace System Implementation Commission (CISCEA); Researcher at High Frequency Institute of the Technische Universitaet Muenchen (TUM); Diploma of Electronic Engineering from the Aeronautics Institute of Technology (ITA); He belongs to the Brazilian Air Force since 1983 as a pilot with more than 1200 flight hours.

Andy Rayner joined Lockheed Martin in September 2016 as the International lead within the Military Space Line of Business. A UK national based in Denver, Colorado, he is responsible for International outreach for Military Space programmes which include Space-Based Early Warning (SBEW), Military Satellite Communications, Position Navigation and Timing (PNT) and Space Situational Awareness (SSA).
Prior to joining Lockheed Martin, Andy served as a Royal Navy Weapon Engineer Officer for more than 28 years, most recently as the capability planner for the UK’s strategic networks and then as the Maritime C4ISR lead in the British Embassy, Washington, DC, from where he ‘jumped ship’ to join Lockheed Martin.

Mr Barry Austin

Barry Austin joined the Ministry of Defence in 1984, with the expectation that it would be a short-term appointment until something better came along.
Having started work in the Central Accounting and Finance Teams, he was subsequently promoted to Executive Officer (Information Technology) and posted to the IT development team responsible for designing and implementing MOD’s New Management Strategy (NMS) – which oversaw the introduction of the TLB approach to managing Defence. Subsequent postings in IT Project Management took him to Worcester and then RAF Henlow where he became the Data and Integration Manager for the RAF’s enterprise Logistics Information system.
Having gone through the Defence Finance Accountancy Training Scheme, he felt it was time to return to his core financial roots and was posted to HMNB Clyde as the Finance and Business Manager for the Facilities and Naval Base Design Authority Directorate. This then led to a return to the Air Environment where he became the Financial Planning manager for the Equipment Support Programme within the Defence Logistics Organisations.
Having heard the plaintiff cries of IT once again, he returned to the world of Logistics Information Systems. Initially as the Business and Transformation Manager within the Logistics Applications Project Team and after successfully completing the MOD Assessment Centre he became the Assistant Head of the newly created Logistics Networked Enabled Capability (Log NEC) Team. Having navigated the team through Main Gate approval for the Future Logistics Information Services (FLIS) partnership, he was promoted to Deputy Head of Log NEC with responsibility for Programme and Performance Management.
Having commuted between Somerset and Abbey Wood for several years, he seized on the opportunity to become the Deputy Team Leader for the Networks Delivery Team within the Information Systems and Services (ISS) organisation. In 2017 he became the acting Team Leader on temporary promotion to the Senior Civil Service and was subsequently appointed as the SKYNET 6 Acquisition Programme Manager in August 2018. In January 2019, the MOD decided to join together the SKYNET 5 In-Service Delivery Programme and the SKYNET 6 Acquisition Programme to create a unified SATCOM Programme within ISS, which he now leads.
In his spare time, he likes to read history, travel and avoid anything too strenuous. In addition, he continues to wonder whether the Civil Service will provide a meaningful and long term career.
 

Mr Charles Osborn

Mr Charles Osborn

Mr. Charles Osborn is the acting Infrastructure Directorate Executive, Operations Center, Defense Information Systems Agency (DISA). He is responsible for planning, resourcing, sustaining, and evolving the Department of Defense Information Network (DoDIN) Core. The DoDIN Core consists of satellite communications, gateways, optical, aerial and undersea transport, organizational messaging, and networks (NIPR, SIPR, and coalition). His responsibilities also include Senior National Leadership Communications, U.S. Secret Service support, and Multinational Information Sharing for coalition partners. The DoDIN provides information superiority and a global enterprise infrastructure in direct support to the President, Secretary of Defense, Joint Chiefs of Staff, Combatant Commanders, DoD Components, and other mission partners. Mr. Osborn provides executive oversight of development, management, and operationally responsive solutions to better enable joint war fighting.


Osborn began his military career in 1993, enlisting in the United States Army as an Information Systems Operator/Analyst. His first assignment was in South Korea with the 501st Military Intelligence Brigade, followed by an assignment with the Intelligence and Security Command (INSCOM) at Ft. Belvoir, VA. He came to DISA in 1996 during his assignment with INSCOM while on active duty.


In DISA, Mr. Osborn was first assigned to the Global Combat Control System laboratory at the Operational Support Facility, where he separated from the Army and became a DoD civilian in 2001. In 2002, Mr. Osborn was promoted to branch chief for the Network Operations Center in Columbus, Ohio. He then moved to the Engineering Division in Network Services at DISA Headquarters, serving as a team lead, division chief, and then branch chief for the IP Data Division. Mr. Osborn was selected to lead the Communications Engineering Division in 2015 and became the Infrastructure Executive Directorate Civilian Deputy in 2016.

Mr Douglas Loverro

Mr. Douglas Loverro is a highly regarded senior DoD space thinker and leader. During his 30 years on active duty, he led multiple programs within DoD and the NRO including the AF’s GPS program, NRO’s Future Imagery Program, and all AF Space Control programs. He served over 10 years as a DoD civilian as the Deputy for System engineering at the NRO, Executive Director for the AF’s Space and Missile System Center as well as the Deputy PEO for Space, and most recently, as DoD’s Deputy Assistant Secretary of Defense for Space Policy. He left the government in 2017 after almost 45 years of service and established Loverro Consulting, LLC.

Eric Kutner is a national security strategy and policy consultant based in San Diego who bases in DC from time to time. He is a thought leader on human aspects, including networking, relationship building, and collaboration. He has advised many senior leaders in the national security arena, as well as other public sector and private sector arenas. He serves on the Advisory Board for the Department of Homeland Security Science and Technology research center at Rutgers University. In recent years, he has chaired a military network modernization conference and a special operations forces conference. He earned an undergraduate degree in Physics with Honors from Princeton University and has had extensive interest and connection to space for decades, including military circles in recent years.

Mr Jonathan Doffoh

Mr. Doffoh is section head of the Satellite & Wireless Networking section at the Naval Research Laboratory. Mr. Doffoh has supported networking platforms used in the tactical environment and developing mobile ad hoc network relay systems. This technology is vital to the successful study of this effort.  Mr. Doffoh has considerable knowledge and experience with high latency networked communication systems, including those used for Maritime Interdictions
Operations (MIO).  Mr. Doffoh's deep understanding of networking protocols coupled with his experience with communication systems in the maritime environment is necessary for the proposed networked sensor system.
 

Mr Joshua Cryer

Mr Joshua  Cryer

Mr. Cryer is responsible for leading the technical development and coherence of NATO SATCOM capability delivery. Based at NATO Communication and Information Agency (NCIA), Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium, he works closely with the NATO Strategic Commands, Allied Command Operations (ACO) and Allied Command Transformation (ACT), in order to ensure technical consistency between all aspects of SATCOM, meeting military requirements across technical and strategic domains.

In his military and civilian career to date, Mr. Cryer has carried out a diverse range of challenging Support, Staff, and Operational roles. These have included operational deployments to Afghanistan, Iraq, and Africa. He has a deep and wide working experience of C4ISR Capability Development within the space, air, land, and maritime domains, having led the development of US Naval Special Warfare (NSW) communications, as N6 Branch Chief of Research and Development (R&D), Naval Special Warfare Development Group (NSWDG).

Mr. Cryer holds an MBA from University of Phoenix, BS in Electronics Engineering Technology from ECPI University, and graduate certificates in Strategic Human Resource and Project Leadership from Cornell University.

Mr Mark Johnson

Mr. Johnson is the Associate Superintendent of the Spacecraft Engineering Department at the Naval Research Laboratory in Washington, DC.
Mr. Johnson graduated from Marquette University in 1985 with a Bachelor of Science in Electrical Engineering. He began his career as a co-op student at the Naval Research Laboratory, and has since devoted his career to space programs and research.
Mr. Johnson has played a significant role as a program manager, electrical manager, team lead, and principal investigator at NRL throughout successful programs such as LIPs III [1987], LACE [1990], HTSSE I [1993], Clementine [1994], MPTB [1997], Mitex Upper Stage [2006], Qbx 1 and 2 [2010], and TacSat 4 [2011].
Prior to becoming the Associate Superintendent, Mr. Johnson was the Space Electronic Systems Branch Manager for twelve years, and managed over sixty employees with a budget over $173 million.
Among his many accomplishments, he has received the NASA Medal for Exceptional Engineering Achievement, and has been a recipient of a numbered DARPA coin from Director Dr. Tony Tether for his performance during the Mitex Mission.

Mr Michael Laney

Mr. Michael T. Laney is a Department of the Air Force Civilian who oversees the development of cooperative agreements in MILSATCOM for the U.S. Air Force. He enlisted in the United States Army June 1989, later graduating from the United States Military Academy June 1995. He continued serving on active duty in the United States Army until June 2004. His active duty experiences included multiple overseas assignments and deployments in Europe. Upon separation from the Army, he continued to serve overseas as a Department of the Army Civilian, transferring to the Air Force in 2011 upon his return to Washington.

Brigadier General Peter F. Hoene, USAF (Retired) was named President and CEO of SES Government Solutions on January 19, 2015. In his previous role, he served as the Corporate Vice President for Development for SES Government Solutions, headquartered in Reston, Va. As Corporate Vice President for Development, he worked with United States warfighters and other government users to help determine their requirements and offer communications support, hosted payload opportunities, and network solutions. He then communicated those requirements to the SES parent organization to take advantage of existing on-orbit SES fleet capacity, or to influence future satellite designs.
Pete retired from the U.S. Air Force in 2010 as Brigadier General, following 30 years of service. He is a graduate of the U.S. Air Force Academy, as well as a distinguished graduate of both the Air Command and Staff College and the National War College. He holds two masters degrees and served in a wide variety of Space, Command and Control, and research, development, acquisition, test, staff and command assignments.
In his last active duty position, Hoene served as the Defense Information Systems Agency (DISA) Program Executive Officer for Command and Control, where he managed a portfolio of Joint and Coalition Command and Control and Information Sharing programs. Prior to his DISA assignment, he was Commander, 350th Electronic Systems Wing (C2&ISR Wing), Electronic Systems Center, Hanscom Air Force Base, Mass., where he managed a portfolio of 49 command and control (C2), ISR, Space and Cyber programs valued at more than $9 billion.

Mr Peter Lymn

Peter Lymn, sponsored by the UK Ministry of Defence (MOD) to complete an undergraduate degree in Electronic Engineering, permanently joined the MOD in 1992 as a Graduate Engineer.
In his early career, Peter worked in various research, technical and project roles including speech recognition software development, Vanguard submarine in-shore guidance systems, Vertical Launch SeaWolf maintenance and close combat simulator development.
Peter made his first foray into the world of satellite communications in 1996 as the Project Manager for the UK’s spread spectrum modem capability gaining promotion in 1997 to become Project Manager for the UK’s remote satcom terminals.
In 2000, Peter was selected for a challenging secondment to industry and was stationed in Riyadh, Saudi Arabia as the Deputy Programme Director for Marconi delivering the Saudi Arabian National Guard communications programme. This is still a personal and cultural experience that he has yet to top.
Returning from the Middle East in 2002, Peter spent a short time developing the NATO Satcom Post 2000 approach before embarking on a one year full time MBA at the University of Bath. He was actively encouraged to diversify from Defence and as a result undertook several assignments and placements in other industries looking at risk management, operations management and organisational culture. Peter was also awarded the Entrepreneur Prize for the Business Plan he developed for providing services to non-profit organisations and charities.
Promoted again, Peter then returned to satcom and has stayed there ever since; firstly leading large and diverse Civil Service, Military and contractor teams to deliver Skynet 5 service introduction, new service assurance and overall contract governance before heading the UK involvement in the US AEHF programme and then developing the Assessment Phase approach for SKYNET 6.
Most recently Peter lead the development of the competition approach for the replacement of the Skynet 5 service contract and now leads the satcom acquisition programme’s international collaboration strategy and team.
In his spare time Peter enjoys travelling (in economy), hiking (getting slower over time), playing golf (inconsistently) playing the guitar (as badly as ever) and trying to persuade his wife that he should be allowed to have a bigger TV. Peter has been married to Sarah for 25 years and they live happily in their dream ‘beach house’ although both agree that they don’t seem to spend enough time there. Peter and Sarah have two children, Matthew (20) and William (18), who having finished school are now both busy working and trying hard to earn bigger salaries than their dad.

Mr Thomas Carroll

Thomas Carroll (TC) is a director of business development supporting Northrop Grumman’s launch vehicles. His primary focus is providing current and future launch vehicles (Pegasus, Minotaur, Antares and OmegA) to commercial satellite companies.

TC has over nineteen years of experience in commercial launch service sales and marketing, providing launch services to satellite operators around the globe.

Prior to his commercial launch services experience, TC worked for commercial satellite operators for over fifteen years, including the beginning of commercial service of ORBCOMM.

TC has a bachelor’s degree from George Mason University and an MBA from University of Mary Washington.
 

Mr Tim Deaver

Mr Tim Deaver

Tim Deaver is Director of US Space Programs at Airbus Defense and Space, Inc. (ADSI). He is responsible for managing all US Government space-related marketing, program capture, program management and customer liaison activities for ADSI.

Prior to joining Airbus, Deaver worked for SES and SES Government Solutions for over 10 years where he led the business and product development activities. Deaver led the SES GS teams in capturing several high-profile USG programs. These include USAF Space and Missile System Center (SMC) Pathfinder 1 contract for the purchase of near-end of life transponders, SMC’s Pathfinder 3 contract for prelaunch satellite capacity, the FAA’s Wide-Area Augmentation System (WAAS) payload launched on SES-15 in 2017 and NASA Global-scale Observation of Limb and Disk (GOLD) hosted payload launched on SES-14 (built by Airbus Defense and Space) in 2018.

Deaver also served as the program manager and eventually the Program Executive for SMC’s Commercially Hosted Infra-Red Payload (CHIRP) program which was launched in September 2011 aboard the SES-2 spacecraft.

Prior to joining SES, Deaver served 22 years in the United States Air Force in operational, acquisition and policy positions at various unit and command levels. Deaver commanded the 5th Space Surveillance Squadron at RAF Feltwell UK from 2001 to 2002.

Mr. Deaver holds a bachelor’s degree in electrical engineering from the University of Nebraska, a master’s degree in electrical engineering from the University of Colorado and a master’s degree from Air University.

Mr. James "Jim" A. Faist is the Director of Defense Research and Engineering for Advanced Capabilities, reporting directly to the Under Secretary of Defense Research and Engineering within the Office of the Secretary of Defense. Jim directs an organization whose mission is to recognize, explore, and force the development and integration of new technology to maintain U.S. technological superiority. He is responsible for establishing a Department of Defense joint mission engineering capability, oversight of developmental testing and test facilities as well as demonstration and validation of technology prototype and rapid fielding activities. Jim serves as the mission area advisor for warfighter portfolios in hypersonics, space, autonomy, and networked command, control, and communication architectures. He also provides independent technical risk assessments of major acquisition programs.
Jim has an extensive career in industry and government in national defense, including progressive responsibilities and experience in military operations, advanced technologies, system development, engineering leadership, and program management. He is a recognized expert in advanced sensors, weapons, and electronic warfare for space, air, and ground capabilities.
Faist was a chief engineer for the Northrop Grumman and Harris Corporations. He held senior executive positions at Schafer Corporation, Trident Systems Incorporated, and System Planning Corporation. Prior to his work in the industry, he served in the United States Air Force as a Weapons Systems Officer and an Electronic Warfare Officer in the F-4D/E Phantom II fighter aircraft.
Jim earned a Bachelor of Science in Electrical Engineering from Virginia Military Institute in Lexington, Virginia, and a Master of Science in Electrical Engineering from Cornell University in Ithaca, New York, with emphasis on microwave and power systems. During his career he received numerous performance awards and honors from the U.S. Air Force, academia, and industry.

Kimberly Morris joined Naval Network Warfare Command Oct 2018 as the Division Lead for the SATCOM Operations Division (N36).
Kimberly enlisted in the U.S. Marine Corps Reserve upon graduating the University of North Texas in 1994. The following year she was selected for Officer Candidate School and was commissioned a 2nd Lieutenant of Marines in December 2015. Assigned as a Communications Officer, 2ndLt Morris was assigned as a Platoon Commander in 9th Communication Battalion, I MEF, Camp Pendleton CA. Within six months of checking in she was selected to be the TSC-93 Ground Mobile Forces (GMF) SATCOM enabler detachment commander attached to the 13th Marine Expeditionary Unit (MEU) aboard the USS Peleliu (LHA 5). In this capacity she completed a WestPac deployment (1997-1998) that included SHF support to the MEU Command Element. During this deployment Kimberly was promoted to 1stLt. Upon her return to CONUS she assumed responsibilities as Communications Company Executive Officer Alpha Company, 9th CommBn.
Transferring to the east coast and II MEF in 1999 Kimberly was assigned duties as the Executive Officer of 2MARDIV Communications Company, Camp Lejeune, NC and was promoted to Captain. In 2002, she accepted orders to Recruiting Duty and reported to Recruiting Station San Antonio as Operations Officer and later the Executive Officer of the same organization.
In 2006, she was promoted to Major and assigned to the G-6, I Marine Logistics Group (MLG), Camp Pendleton CA as the Deputy G6. During this time, she was selected to be an individual augment for the G6 Operations supporting the CENTCOM Commander. Upon completion of this Joint tour she was selected as the Commander for Communication Company, I MLG. In this capacity, she led the company through a 13-month deployment to Western Al-Anbar Province in support of Operation Iraqi Freedom in 2008-2009. Managing a nodal communication architecture this posting consisted of the operational integration of 3 SATCOM terminals and several “fly-away” SATCOM teams to support logistic activities in the Marine area of operations. While deployed she restructured the company to better respond to user needs.

Squadron Leader Nick Bolan

In his current role Sqn Ldr Bolan is responsible for leading the through life Capability Development of NATO SATCOM. Based at NATO’s Warfare Development Command, Allied Command Transformation (ACT) in Norfolk, Virginia, he works closely with European counterparts at Allied Command Operations (ACO) and the NCI Agency in order to integrate all aspects of SATCOM Capability, providing alignment across the technical and strategic domains.
In his military career to date he has undertaken a diverse range of challenging Operational and Staff roles. These have included deployments to Bosnia and Afghanistan, the latter as part of a 3 year secondment to the British Army’s Royal Signals. He has a broad experience of AIR C4ISR Capability Development having led the technical development of the Tactical Leadership Programme (TLP) in Albacete, Spain and more recently, supporting UK C4ISR Capability at the Portfolio Level through defining the Royal Air Force’s stake in the P-8 Poseidon and SKYNET Programmes.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
