Future Armoured Vehicles Survivability 2015 is a conference dedicated to enhancing the protection of military vehicles and those carrying out missions through this vital land force asset.

Colonel Egbert  Teeuw

Egbert Teeuw was born 20 September 1961 in Leiden, The Netherlands. His military career started in 1979 on the Royal Military Academy in Breda with a study in Weapons Technology to become an Infantry Officer. His first post was as a platoon commander in 42nd Armoured Infantry Battalion in Seedorf, Germany. After several positions as an Infantry Officer he graduated in 1994 cum laude as a Master of Science in Mechanical Engineering at the Delft University of Technology with a thesis on Business to Business Marketing.
After this he changed his career to the Technical Staff branch of the Royal Netherlands Army with positions in the area of in-service management (e.g. Leopard 2 and Buffel) and armament programmes (e.g. Fennek and MRAT). From 2002 to 2007 he was the commander of the depot level maintenance facility for army materiel. He held positions in logistic policy, both at the Army Staff and at the Ministry of Defence. In June 2009 Colonel Teeuw was seconded by his MoD to join OCCAR-EA as the Technical and Logistics Section Leader in the BOXER Programme Division. From August 2012 till July 2015 he was the Programme Manager BOXER in OCCAR-EA. In August 2015 he returned to the Netherlands Defence Materiel Organisation as the Head of the Ground-based Weapon Systems Division, responsible for the in-service management and mid-life updates of all ground-based weapon systems of the Netherlands Armed Forces.

Major-General Carlos Henrique de Aguiar Santos was promoted to his present rank on 23 February 2010. He’s 55 years old and has more than 38 years of actual duty in Portuguese Army.
From his most important military courses, we would like to emphasize the Portuguese Army Staff Course, attended in 1992 as a young Major, the Command and Staff Course in Brazil, in 1998 and the General and Flag Officers Course in 2008/2009.
From his record, after the initial career as an Infantry Officer in the Infantry School, where he served as Platoon and Company Commander as well as Instructor of several Courses, we can highlight his later functions as:
- Teacher / Professor at the Army Staff College;
- Military Assistant to the Deputy Commander in NATO Joint Headquarters in Madrid;
- Deputy Commander of Infantry School;
- Chief of Cabinet to the Army Personnel Commander;
- Commander of the Corp of Cadets in the Military Academy;
- As Major General as Deputy Director of the Portuguese Joint Command and Staff College.
His record also shows several commendations, as well as national and international decorations.
He is the Commander of Portuguese Pandur Mechanized Brigade, since July 2012.

Major Xavier Lepiouffe

Major (Armament Engineer Corps) Xavier Lepiouffe graduated in 2005 from ENSIETA French engineering school. He also graduated from University of Poitiers, as a Research Master 2nd level in the field of explosive detonics.

He has been working for the French Procurement Agency (DGA) since 2005, in the technical center of Bourges (DGA TT). He started his career as an expert in vehicle protection, especially in Hard Kill active defense systems. Then, he worked for the VBCI (French Infantry Fighting Vehicle) programme, first in charge of the interfaces management, then as the technical manager of the programme.

Since September 2013, he is the technical manager of the GRIFFON and JAGUAR vehicles, for SCORPION programme.

Ian Elgy works for the Defence Science and Technology Laboratory where he oversees a team of scientists working on protecting vehicle crews from improvised explosive devices. He focusses on the inner layers of the survivability onion, researching armour technologies that prevent IED penetration of armour and minimise the devices impact on the vehicle’s occupants.

As well as conducting research into new and improved armour systems, Ian also provides technical support and advice to other parts of the Ministry of Defence. This ranges from supporting vehicle procurements (including testing UK military vehicles’ armour systems prior to them entering service), to providing scientific support to military operations. His investigations into the armour performance of in-service vehicles allows the MOD to procure effective and appropriate protected vehicles in the future.

Peter Stein, German, has more than 24 years of experience in international aerospace business and more than 20 years in business development at UTC Aerospace Systems - Sensor & Integrated Systems.
He obtained his engineering degree in aeronautical engineering from the University Hamburg, Germany.
Prior to joining UTC, he worked 7 years the German testing company IABG as technical program manager and was involved with tests for aerospace and automotive industry, developed and integrated software aided maintenance procedures for military fighter aircraft and led an engineering team within an international research program in the field of non- destructive testing (neutron radiography) for the aerospace market.
As the business manager for UTC Sensors & Integrated Systems, he worked in the US, Europe and Middle East being responsible for the military and airline business as well as OEM business.

The ABBS Active Mine Protection System (AMPS™) package is a suite of three systems designed to fully protect the occupants of an armoured vehicle from all the secondary effects of an under-belly mine.

• Floor Shock. An active system very rapidly removes the vehicle floor from under the seated occupant’s feet, and from under any loose objects on the floor. The floor re-sets to its original position automatically and does not require any maintenance afterwards apart from replacing the energetic cartridges in the actuators.

• Belly Plate Deformation. A simple passive system using composite reinforcement of a steel belly plate has been developed to minimise the deformation that occurs directly over the mine location. As well as protecting the occupant’s legs by eliminating contact between the belly plate and the floor, this also enables a reduction in the depth of the space that is normally left open between the belly plate and the vehicle floor. Reducing this space claim has significant benefits in terms of vehicle overall height and weight. A 12kg test to AEP55 at 300mm standoff resulted in only 80mm deformation very locally in the belly plate with no deformation at the edges of the belly plate.

• Global Acceleration. The ABBS VGAM™ (Vehicle Global Acceleration Mitigation) system has been fully proven by testing in the UK during 2017 and in August 2018 by a large-scale test in the USA. The system can completely eliminate Global Acceleration due to the mine blast. The immensely powerful patented, easily fitted, lightweight, Linear Rocket Motor (LRM™) countermeasures initiate in less than 3ms after the mine blast and can deliver nearly all their impulse in another 20 – 30ms to counteract the mine blast lifting forces and keep the vehicle on the ground. The system is being evaluated and developed to TRL6 under a CRADA with TARDEC.

• New Development – Active Belly Plate System – A new active system designed to counteract the initial high peak of the mine blast force/time curve is being developed. It is anticipated that the system will enable a substantial reduction in belly plate weight which can translate into full 6kg underbelly protection for light commercial vehicles such as a Toyota Land Cruiser at a reasonable weight and cost without the need to use the Linear Rocket Motors to control Global Acceleration.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
