Colonel David  F. Radomski

Colonel David F. Radomski is the Director of the Air Force SEEK EAGLE Office, 96th Test Wing, Air Force Test Center, Eglin AFB, Fla. He directs a staff of 200 military, civilian, and contractor employees and is responsible for a future year defense program (FYDP) budget of $315M. The SEEK EAGLE Office is the U.S. Air Force Center of Excellence for aircraft-store compatibility, responsible for certification recommendations for all conventional and nuclear weapons, deployable countermeasures, suspension equipment, fuel tanks, and podded systems for the Combat Air Forces. Using integrated engineering, digital modeling, simulation, and testing, the SEEK EAGLE Office delivers war-winning capabilities by expanding the compatibility of state-of-the-art stores on current and future generation aircraft. In addition, the SEEK EAGLE Office develops and maintains combat weapons delivery software for the Department of Defense and its international partners. Colonel Radomski is a distinguished graduate of the Reserve Officer Training Corps at the Georgia Institute of Technology, with a degree in Aerospace Engineering.

He began his active duty career with Specialized Undergraduate Navigator Training at Mather AFB, Calif., in 1992, and served operational tours as a Weapon Systems Officer in the F-111F at Cannon AFB, N.M., and the F-15E at RAF Lakenheath, United Kingdom. While at RAF Lakenheath, Colonel Radomski qualified as an Instructor WSO and a US/NATO mission commander, flying combat sorties in both Iraq and the Balkans. He also served as an instructor at Joint Undergraduate Navigator Training, Pensacola, Fla., before being selected for USAF Test Pilot School. Colonel Radomski graduated from the school as an Experimental Flight Test Navigator in 2001.

He then served in flight test operations at both Edwards AFB, Calif., and Eglin AFB, Fla., as well as in the Counter-Air Joint Systems Program Office as the Chief of Test. Colonel Radomski also served in the Office of the Assistant Secretary of the Air Force (Acquisitions) at the Pentagon before returning to Eglin AFB, Fla., as the Deputy Commander of the 46th Operations Group and the Commander of the 46th Operations Support Squadron.

He then served overseas on joint staffs at Headquarters, NATO Allied Force Command, Madrid, Spain, and Headquarters, International Security Assistance Force, Kabul, Afghanistan. Colonel Radomski also served as the Deputy Director, International Training and Education, in the Headquarters, Air Education and Training Command, Joint Base San Antonio-Randolph, Texas, and as the Vice Commander of the 412th Test Wing, Air Force Test Center, Edwards Air Force Base, Calif. Prior to this assignment, Col Radomski served as the Commander of Detachment 2, Air Force Operational Test and Evaluation Center, Eglin Air Force Base, Fla. He is a Master Navigator with more than 2,900 hours of flight time in over 50 aircraft types, including most of the USAF’s current fighters, bombers, transports and helicopters. In his current assignment, Colonel Radomski is actively flying and testing the F-15E and F-15EX.

Colonel Mark Lachapelle (Virtual)

Colonel Lachapelle enrolled in the Canadian Armed Forces in North Bay on 18 June 1998 and thereafter attended the Royal Military College of Canada (RMC) in Kingston, Ontario. In October 2002, he commenced his Aerospace Controller (AEC) training at the Canadian Forces School of Aerospace Control Operations (CFSACO) and then proceeded to 22 Wing North Bay to complete the final phase of his training with 51 Aerospace Control & Warning (Operational Training) Squadron. Once qualified, he was posted to 21 Aerospace Control & Warning Squadron (21 AC&W Sqn) at 22 Wing as both a Weapons Director (WD) and a Senior Director (SD). In 2005, he moved to Geilenkirchen, Germany, to serve with both 1 Sqn and 2 Sqn at the NATO Airborne Early Warning and Control (AWACS) Force E3A Component. During that time he was upgraded to instructor and evaluator gaining over 1200 hours of flying time.

Col Lachapelle returned to Canada in 2009 and was posted to the Canadian Operational Support Command (CANOSCOM) as the Aide-de-Camp to the Commander. Upon promotion to Major, in 2010, he was selected to attend the Joint Command and Staff Programme at the Canadian Forces College in Toronto. After completing Staff College in 2011, he commanded 12 Radar Squadron at 3 Wing Bagotville for two years. In 2013, he was posted to Ottawa where he served as the executive assistant to the Deputy Commander of the RCAF and was subsequently promoted to LCol in June 2014 serving in the Directorate of Air Force Readiness and Plans within the Air Staff. On July 7th, 2016, he assumed command of 21 AC&W Sqn as both the Sqn Commander and Director of Operations for the Canadian Air Defence Sector (CADS). He was posted to the Chief of Force Development in the summer of 2018 as the RCAF Representative to the Targeting Capability Implementation Team (TCIT) as was promoted to his current rank of Col in June 2019.

On 12 July 2019, Col Lachapelle assumed Command of 22 Wing/Canadian Forces Base North Bay.

Col Lachapelle has a Bachelor of Arts in Political Science and Economics as well as a Masters of Defence Studies from the Royal Military College of Canada. He is a graduate of the Canadian Forces Land Command and Staff College in Kingston, and the Joint Command and Staff Programme at the Canadian Forces College in Toronto.

He is a hockey enthusiast and an avid golfer. Him and his wife Roisin enjoy travelling the world together.

Dr David Jordan is the Co-Director of the Freeman Air & Space Institute, King’s College London. He joined King’s Defence Studies Department in 2000 and has been teaching at the Joint Services Command and Staff College. He is a Director of the RAF Centre for Air & Space Power studies, part of the Executive Editorial Board of RAF Air & Space Power Review, and a member of the Chief of the Air Staff’s Air Power Workshop.

Robert served in the RAF for over 30 years; he accrued broad experience as an air operations officer in the UK and overseas. Robert’s last full-time appointment was as a group captain at the Development, Concept and Doctrine Centre, Shrivenham.

He now fulfils a Reservist role within the HQ Air staff. Robert has worked as a defence consultant since 2017, specialising in command and control. He presently leads QinetiQ’s support to the Army’s Ground Based Air Defence Programme. Robert is also a Judiciary Service Member of the War Pensions and Armed Forces Compensation Chamber.

Lieutenant Colonel Ben Wood

Lt Col Benjamin Wood is the Commander of the C2 Squadron, Heavy Airlift Wing, Papa AB, Hungary. In this position, he commands personnel from 12 nations in the world’s only multinational airlift organization.

During the summer of 2021 he was the Detachment Commander for the HAW’s first ever staging operation to facilitate the organized withdrawal of partner nation’s military forces from Afghanistan, and was the Lead Planner and Mission Commander for the HAW’s Kabul NEO.

He is a graduate of the U.S. Air Force Weapons School and is a command pilot with more than 4,300 flying hours in the C-17A.

LtCol van Heck is the Section Head AirC2, responsible for future plans and concepts of operations regarding AirC2 in the Royal Netherlands Air Force. He has a Fighter Control background, with his most recent operational position being the Commander of the Dutch Datalink Management Cell. His most recent deployment was to the Air Operations Centre in Al Udeid, Qatar.

LtCol. Jens Mieckley is the Executive Officer to the General Manager, NATO Airborne Early Warning and Control (NAEW&C) Programme Management Agency (NAPMA) located in Brunssum, The Netherlands. The Agency is responsible for the Acquisition Management of the NATO Airborne Early Warning and Control (NAEW&C) Programme.
 

LtCol Mieckley has extensive military experience in all aspects of AirC2. In his last assignment from 2010 until 2019 as the Branch Head of the Air Command and Control System (ACCS) Integration Branch at the Combined Air Operations Centre (CAOC) at Uedem, DEU, he not only coordinated all integration activities as well as the required adaptation works in regards to the new NATO command structure of the new system, but also acted as the Test Director for the operational adaptation and fielding. In parallel he was the German representative in the specific governance boards for NATO commonly funded AirC2 systems, such as the Lifecycle Configuration Control Board (LCCB) or the Operational User Group (OUG). He also prepared the German Deployable Command and Control Centre (D-CRC) during his service there in 2008 to 2010 for its NATO Response Force (NRF) Certification as the Training and Preparation Program Office lead. In this timeframe he also supported the fielding of the German Improved Air Defense System (GIADS III), replacing the previous ARKONA system at CRC Erndtebrück.


Earlier in his career he served as the General Project Officer of the German Air Force Command (GAFCOM) for implementation of Tactical Data Links (TDL) into platforms of the Air
Force and in this role he represented the Air Force in the respective NATO governance fora, such as the Data Link Working Group (DLWG).
Apart from duty as Surveillance Controller onboard the NATO E-3A and as Track Production officer and Fighter Controller in three German CRC, he graduated in all training courses of the German Air Defense System Service required to become a Master Controller. LtCol Mieckley joined the Air Force 1995 as a conscript, graduated Air Force Officer school
1997, followed by studying Aeronautics and Space Engineering at the Federal Armed Forces University in Munich.

Lieutenant Colonel Jonathan Clow

 LCol Jon Clow is a 4000 hour pilot in the Royal Canadian Air Force. Operational flying includes time on fighters and electronic warfare aircraft. He is a SME in the realm of pilot training and pilot training systems. LCol Clow is an A1 Qualified Flying Instructor, led the re-envisioning of the RCAF pilot training system in 2011 and is a former Commandant of 2 Canadian Forces Flying Training School. LCol Clow holds an Honours BA in Strategic Studies and a Masters of Defence Studies from the Royal Military College of Canada. His Master’s thesis on pilot training in the Public/Private Partnership contractual environment is published in a book on Defence Resource Management. LCol Clow is a graduate of the Canadian Forces Joint Command and Staff College and of USAF War College. He has deployed to Afghanistan as part of Operation RESOLUTE SUPPORT. LCol Clow currently works at the Allied Command Transformation’s Innovation Hub, an organic, agile DevSecOps software factory, in Business Development, and is a NATO-level AIRC2 SME.

Lieutenant Colonel Mike Carty

Lt Col Carty began his Royal Marines career as a Rifle Troop Commander before specialising as a pilot and qualifying on the Harrier GR9. He flew combat sorties in Afghanistan and participated in several carrier detachments in HMS ILLUSTRIOUS and ARK ROYAL. He was selected for an overseas exchange with the US Marine Corps and saw combat in Iraq and Syria flying the AV-8B. He is a Qualified Flying Instructor and has instructed on the Hawk T2. Lt Col Carty has an MSc in Aerospace Systems and has previously worked in the Air Warfare Centre developing F-35 doctrine and concepts.

Kay joined the Germany Navy (GNY) in 1999. After graduating from the German Naval Academy, he started flight training in 2001 at the 2nd German Air Force (GAF) Training Squadron in Phoenix, Arizona and proceeded to the US Navy TRAWING 6 in Pensacola for Strike Fighter WSOs, following his transition to TORNADO (TOR) at Holoman AFB, New Mexico. Once completed, he transferred to the GAF due to the closure of the GNY Fighter Wing 2 in 2004.


His GAF career started with the JaBoG 32 ECR (FBW 32 ECR) in Lechfeld, Bavaria where he reached Combat Ready status on WS TOR ECR. In 2006, he moved on to TOR ECR OT&E section and became responsible for on-board mission software, mission planning systems, weapons and sensors and completed OT&E Training at the National Test Pilot School, Mojave.
He participated in multiple US and Mediterranean flag exercises. Having graduated from staff officer school in 2011, he left the GAF to join the defence industry.
Within the Airbus Group, he held different Program and SME positions before representing in 2016 the Eurofighter Mission Support System and supporting FCAS initiatives since 2017. In 2020, he also became the “FCAS Multi Domain Mission Planning and Mission Management Lead Operational Advisor”.

MAJOR BILLY “RAY” REEVES

Major Billy R. Reeves is the Deputy Director of the Strategic Initiatives Group, United States Space Command, Peterson Space Force Base, Colorado Springs, Colorado. He is responsible for overseeing strategic initiatives across the combatant command to help ensure the command can conduct operations in, from, and to space to deter conflict, and if necessary, defeat aggression, deliver space combat power to the Joint/Combined force, and defend U.S. vital interest with allies and partners.

Born in Laurel, Mississippi, Major Reeves earned his commission through the Reserved Officer Training Command, Detachment 432, at the University of Southern Mississippi. He holds a master’s degree from Troy University. As a Tactical Air Control Party (TACP) Officer, Major Reeves has served in a variety of operational positions from leading small teams to being the assistant director of operations for a 150 member squadron. He is a qualified Joint Terminal Attack Controller instructor and evaluator with two combat deployments in support of Operation ENDURING FREEDOM and Operation INHERENT RESOLVE.

Mr Jens Keinath

Mr Jens Keinath

Jens Keinath holds an Engineering Degree in Electrical Engineering from the University of Applied Sciences of Furtwangen, Germany and is a certified Project Management Professional (PMP).


During his 27 years of engineering career Jens has been leading several projects related to defence systems for the German Forces as well as for other countries.
Among others, he was leading the development of Joint C2 Information Systems (JoCCIS) and acted as Engineering Project Manager for the Headquarter C2 System Element for the Kingdom of Saudi Arabia Northern Border Security Project.
Jens played a key role as part of the development for the Mission Planning Systems of Helicopters such as Tiger, NH90, CH53 and the Eurofighter Typhoon.
He has more than 10 years' experience in the Air Operations Systems domain being the system design authority for Air Command & Control Systems with a strong focus on service oriented system architectures.Jens has profound knowledge in Large Scale Software Development, Agile Engineering Methodologies, Tactical Data Links, NATO Architecture Framework and Model Based Systems Engineering.


In his current role, Jens is Project Manager for Air Operations Systems and Product Manager for Fortion® 1SkyControl in Airbus Defence and Space in Germany.
 

Mr Kenneth L Kash

Mr Kenneth L Kash

Kenneth L. Kash is the Chief Combat Air Forces (CAF) Mission Planning Branch, Airspace Mission Planning Division, Hanscom AFB Massachusetts, under the Program Executive Officer for Battle Management. Mr Kash is responsible for the development, modernization, and sustainment of Joint Mission Planning Software (JMPS) and Weapons Planning software for all USAF Fighter and Bomber platforms, managing a portfolio over $300 million.


Mr. Kash entered the Air Force in 1978 serving in a wide variety of positions of increasing responsibility at squadron, wing, major command, and NATO HQ. At the staff level, Mr. Kash had been responsible for executive support to various senior level general officers both US and International. He served as the Military Assistant to the Director Communications Division, Supreme Allied Powers Europe, was the executive officer to the Commander Allied Air Forces Southern Europe/16th Air Force, Aviano AB Italy, and USAF Support Commander NATO Operations (IFOR) in Croatia and Bosnia-Herzegovina. Prior to military retirement in Sep 1999, Mr. Kash was the Program Director for the Royal Saudi Air Force PEACE SHIELD System (ground C2 system) at Hanscom AFB MA.


Mr. Kash has over 40 years of military and civilian experience of program and contract management for Defense Business Systems and Major Weapon Systems that include US and NATO AWACS, command and control ground systems (C2), and Mission Planning software for USAF fighter and Bomber platforms.

Paul is Head of Strategy, Marketing and Pre-Sales for BAE Systems Digital Intelligence Defence and has worked in the Defence and Security industry for almost 40 years. Paul provides thought leadership and direction coupled with an ability to drive things forward to realise vision and large scale change.
A Mechanical Engineer, Paul worked his way up to hold several board positons for a best in class military electro-optical company, where he was able to lead a major acquisition, then re-shape and promote the divestment of the resulting global business. He moved on to lead an international soldier modernisation business for a new company, where he was able to bring an innovative service oriented approach to C4I and unite product development across business units in multiple countries. In his late forties, Paul joined a US headquartered company where he was instrumental in establishing and then being part of a Middle Eastern JV to address domestic security and IT requirements. Paul was approached by BAE Systems in 2015 and realised his passion to help the UK’s safety and security would be best served in a cyber and digital role with them.
Paul is married with two children, enjoys being outdoors, playing the guitar and has recently purchased a double garage with attached house so he can mess about with motorcycles.

Mr Troy Warshel

Mr. Troy Warshel is the Principal Director, Operational Energy Policy and Chief of Staff, Office of the Deputy Assistant Secretary of the Air Force, Operational Energy, Washington, D.C. where he leads the development of the Air Force Operational Energy strategy, Operational Energy policy, and guidance for integration and implementation across the Air Force.

Mr. Warshel received his commission in the United States Marine Corps 1991. After completing The Basic School in Quantico Virginia he was assigned to NAS Pensacola where he began his Naval Aviator flight training. Subsequently selected for the Jet Pipeline, Mr Warshel reported to NAS Meridian MS for intermediate and advanced Jet training and was selected as an F/A-18 Pilot. During 20 years of service, Mr. Warshel served as an FA/18 instructor pilot, a Joint Tactical Air Controller, Commanded an Infantry Company, and held several staff positions at Headquarters Marine Corps.

Following his military retirement, Mr. Warshel transitioned to the civilian sector and worked for the Marine Corps as a Readiness Analyst. Mr. Warshel’s service continued as he transitioned to the Army where he oversaw the $1.8B budget for the Army Counter IED/EOD Solutions office. During that time he was able to oversee the transition of high tech counter IED technologies through rapid fielding and in close coordination with JIEDO to support ground units in Iraq and Afghanistan. In 2013 Mr. Warshel was selected as the Deputy Director of Current Operations for the Office of the Assistant Secretary of Defense for Operational Energy and was subsequently promoted to Director. In that position Mr. Warshel directed energy resilience studies of bases in Iraq and Afghanistan that identified energy saving measures that reduced fuel convoys. He coordinated with OSD Policy to begin energy assessments of Plans to ensure energy supportability. When the office transitioned to the Deputy Assistant Secretary of Defense for Energy, Mr. Warshel oversaw the shore based nuclear power program for the Department. He also led initiatives to understand the resilience gaps in the Bulk Fuel supply chain and drove efforts to adapt to support distributed operations.

Prior to his current position, Mr. Warshel was Director of Operational Energy Resilience, Office of the Deputy Assistant Secretary of Defense for Energy, Pentagon, Washington, D.C.

Steph is the Head of Information Advantage in BAE Systems - Air. In this position, Steph is responsible for accelerating the exploitation of BAE Systems digital capability to their customers’ solutions. Steph is also the Industry Co-Chair on the MDI Working Group in Team Defence Information helping develop the industry and MOD collaboration to mature the concepts required for the MDI Change Programme.
 

Prior to this position, Steph has had a varied career which has includes working in both the public and private sectors, large multi-national companies and SME start-ups. Over the last twenty-two years’ Steph has delivered strategy and C4ISR programmes in BAE Systems, providing information capability across all domains and addressing the information exploitation and situational awareness challenges experienced in the operational environment.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
