SAE Media Group is delighted to announce the return of the Counter UAS Homeland Security USA Conference to Arlington, VA on February 5-6, 2025.

With the growing proliferation and use of small drones and UAS technology in daily life, and the safety and privacy concerns resulting from this, the Biden Administration announced the first Domestic Counter-Unmanned Aircraft Systems National Action Plan in April 2022. This Government approach aims to expand the protections currently in place against the criminal use of drones, to ensure consistent safeguarding of the airspace, communications spectrums, individual privacy, civil liberties, and civil rights.

Counter UAS Homeland Security 2025 will showcase the very latest technology in the market to ensure that civilians, domestic infrastructure, borders and all aspects of homeland security are protected from the criminal use of drones.

Assistant Chief Patrol Agent (ACPA) J. Michael Douglas has served in the United States Border Patrol for 17 years. During his career he has served in multiple U.S. Border Patrol areas of operation in support of border enforcement efforts. He was selected to join the U.S. Border Patrol Special Operations Group (SOG) where he was responsible for carrying out operations for SOG teams on a national and international level as well as managing personnel on deployments, operational strategies, and training. Additionally, ACPA Douglas led Customs and Border Protection’s (CBP) Force Modernization Branch, responsible for the acquisition and provision of innovative use-of-force solutions to fill identified capability gaps in both CBP and DHS law-enforcement operational environments through extensive requirements development, market research, testing and evaluation, legal/policy reviews, and large-scale procurements; positively impacting CBP’s mission readiness as well as increasing the safety of CBP’s 40,000 plus officers and agents. Currently, ACPA Douglas is leading CUAS and SUAS training efforts for CBP’s law enforcement personnel.

As an Assistant Police Chief for the Dallas Fort Worth International Airport Department of Public Safety, Josh Cousins is currently responsible for the Special Operations Division which includes SWAT, Traffic Enforcement, Drone Operations, Bomb Squad, Canine, Hostage Negotiations, Police Training, and Police Recruiting. Josh has been with DFW Airport since 2010.
Josh enlisted in the Texas Army National Guard as a M1A1 Abrams tank crewman in 2000. He was deployed for Operation Iraqi Freedom from 2004-2005 where he was Non-Commissioned Officer in Charge of a Joint Operation Center in central Iraq and provided security and support for Navy EOD. Josh is a graduate of Tarleton State University with a Bachelor of Science degree in Criminal Justice and holds a Master of Arts degree in security studies from the Naval Postgraduate School’s Center for Homeland Defense and Security.
Josh has partnered with many leaders at several other airport police and security agencies including the Israel Airports Authority in Tel Aviv and the Metropolitan Washington Airport Authority in Washington D.C. to adapt and model improved security and law enforcement initiatives for policing major metropolitan airports.

Blake Stone is an Army Career Program (CP) 60 (Strategic Planning & Foreign Affairs) civilian employee assigned to the Joint Counter-sUAS Office (“JCO”), Strategy & Policy Division, at the Pentagon, Washington, DC. Blake’s policy responsibilities include: the homeland defense application of counter- small UAS (C-sUAS), the JCO’s coordination efforts with its interagency and intergovernmental partners, to include the JCO’s coordination with the National Security Council Staff, as well as the Strategy & Policy Division’s emerging technology policy portfolio.

Colonel (Retired) Stephen P. Luxion is the Executive Director of ASSURE (Alliance for System Safety of UAS through Research Excellence) led by Mississippi State University. Steve is responsible for leading the alliance of 23 of the world’s leading research universities and its industry partners. ASSURE is the Federal Aviation Administration’s (FAA) Center of Excellence for Unmanned Aircraft Systems (UAS). ASSURE provides the FAA a wide-ranging UAS research portfolio and conducts specific research funded by the FAA to help inform and address the key challenges to safely and efficiently integrating UAS into the National Airspace System. ASSURE also has established a non-profit arm of the Alliance that leverages the ASSURE team, its expertise, experience, and knowledge to serve others outside the FAA.

Lux is a 34 year US Air Force veteran with over 2,500 hours flying time in the F-111 Aardvark, MQ-1B Predator UAV; and the F-14A Tomcat and EA-6B Prowler while on exchange with the US Navy; including 700 hours combat time in operations over Iraq, Bosnia, and Afghanistan. For his combat efforts, Colonel Luxion was awarded the Distinguished Flying Cross for Valor, 4 Air Metals, and 7 Aerial Achievement Medals.

Steve received his Bachelor of Science degree in Computer Science and commission from the U.S. Air Force Academy in 1984. Colonel Luxion has commanded at the squadron, group and center levels and helped lead the establishment of NATO’s first Aerospace Center of Excellence. Steve retired from the US Air Force in 2014 from his last assignment at Embry-Riddle Aeronautical University-Daytona Beach where he commanded the Reserve Officers Training Program.

Colonel Luxion is a distinguished graduate of both the USAF Fighter Weapons School and Air Command and Staff College. He is also a graduate of four Master Degree programs from Embry-Riddle, the School of Advanced Airpower Studies, and the National War College.

David R. Kontny

 Prior to his retirement, with over forty years of federal service, Dave joined the FBI in August of 2015 and served as the Chief of Staff, Joint Program Office for Countering Improvised Explosive Devices. Dave also had primary responsibility for both the FBI’s Unmanned Aircraft Systems (UAS) and Counter-UAS (C-UAS) portfolios.
Prior to joining the FBI, Mr. Kontny was assigned to Headquarters Department of Homeland Security’s Office of Infrastructure Protection (OIP), as the Chief of Staff.
Mr. Kontny was assigned as the Director, National Explosives Detection Canine Team Program within TSA. Prior to joining the TSA, he was assigned as a Special Agent with the FAA Office of Civil Aviation Security.
Prior to his assignment with the FAA and TSA, Dave was stationed at HQ United States Air Force Directorate of Security Forces, Pentagon, Washington DC., where he earned the rank of Chief Master Sergeant.

  DJ Smith is a Technical Surveillance Agent for the Virginia State Police and has worked in the area of Covert Technical/Tactical Surveillance for almost 30 years. Several areas of specialty are GPS Installs, Video-Audio Clarification, Technical Surveillance Counter Measures (TSCM), Title III Intercepts, Mesh-Node Camera Deployments, Technical/Tactical Lock Bypass & Safe Penetration including GSA locks & containers, Cellular Tracking and Geo-Locating, Covert Audio/Video deployments, sUAS & Counter UAS deployment operations to name a few.
In the area of sUAS and Counter UAS Operations:
o He is the Unmanned Aerial Systems Program Coordinator for sUAS & Counter UAS operations for the Virginia State Police
o He serves on the Virginia Safe and Secure Commonwealth Sub-Panel dealing with UAS/Counter UAS implementation and legislative issues for the Commonwealth of Virginia.
o Has served as a Subject Matter Expert (SME) on various technologies for the DHS office of Electronic Surveillance, Law Enforcement Technology Board (SPAWARS Atlantic & Saver program).
o As a representative of the Virginia State Police, he is a stakeholder on the Mid-Atlantic UAS Partnership group (Google Wing) at Virginia Tech for Commercial/Enterprise UAS deliveries.
o He has served on the Department of Homeland Security Science and Technology Directorate First Responder Robotic Operational System Test (FFROST) assessment & evaluations of sUAS for Public Safety.
o He has presented and moderated discussions at: Semi-Annual Counter UAS Summit in Washington DC, AUVSI Xponential, Commercial UAV Expo, Center for Innovative Technology and various agencies across the US.
o He also provides technical advice to legislative groups in Washington, DC assisting in getting the legislative carve-outs for SLTT agencies to obtain sUAS mitigation technology.
o He is also licensed part 107 pilot and has been flying sUAS for over 13 years.

Jason Day

Jason Day is the Director of Unmanned Aircraft at the Texas Department of Public Safety, bringing with him a wealth of experience from his 27-year tenure military, civilian, & public safety aviation. Widely recognized as a subject matter expert in the UAS community, Mr. Day specializes in public safety UAS operations & administration. In his role as Director, Mr. Day oversees one of the largest public safety UAS program in the nation with over 300 remote pilots & unmanned aircraft. His primary responsibilities include ensuring compliance with FAA regulations & maintaining the highest standards of safety in the department's UAS program. Texas DPS stands out as one of the most active UAS programs in the United States conducting 50,000 flights in 2023 & a remarkable 12,000 flight hours. Operating within the Aircraft Operations Division of Texas DPS, Mr. Day has actively participated in high-profile UAS missions, including disaster response, tactical operations, overwatch missions, & border operations. Recognized for his expertise in joint manned/unmanned aircraft operations, Mr. Day holds a crucial seat in the Texas Air Operations Center, coordinating UAS operations during declared disasters in the state. As a key member of the Texas HB2340 Committee, Mr. Day played a pivotal role in developing policies, procedures, & training standards for UAS use by public safety agencies during disasters. Mr. Day developed & implemented the UAS Remote Pilot in Command training program for the department, earning recognition in Air Beat Magazine & serving as a template for various federal, state, & local public safety agencies. He has assisted countless public safety agencies across the world in establishing their UAS programs, emphasizing safety, compliance & transparency. Mr. Day’s contributions extend to numerous publications on topics related to public safety UAS operations. Lt. Ward is a highly experienced law enforcement veteran with over 20 years of dedicated service as a New Jersey State Trooper. As a member of the Special Operations Section, Lt. Ward spent 10 years in the Bomb Squad where he developed an unparalleled expertise in handling high-risk situations. Recognizing the evolving nature of security threats, Lt. Ward transitioned his focus to UAS (Unmanned Aerial Systems) and Counter-UAS operations, becoming a leading authority in this cutting-edge field within the New Jersey State Police. Lt. Ward’s ability to adapt to and master emerging technologies ensures that his team is always prepared to address the complex security challenges of today’s world.

Mr. Torphy has served over 19 years in the Federal Bureau of Investigation and currently oversees its UAS and Counter-UAS operational programs, among other initiatives. Prior to reporting to Redstone Arsenal in late 2021 to lead this new unit, he directed manned and unmanned aviation operations in the Los Angeles field office. In previous roles, he managed enterprise technology projects and led the FBI’s aviation security program in Washington, DC. Earlier in his career, he conducted national security and violent crime investigations in the New York and Portland field offices.

Robert Heverly is an associate professor of law at Albany Law School, having joined Albany Law
School’s faculty in 2010. Prof. Heverly formerly taught at Michigan State University College of
Law after serving as a faculty member and the director of the Masters in Law (LL.M.) in
Information, Technology and Intellectual Property at the University of East Anglia in Norwich,
England. Prior to moving to England, Prof. Heverly was a Resident Fellow with the Information
Society Project at Yale Law School. Prof. Heverly was also on the staff at the Government Law
Center of Albany Law School in the 1990s, and served as Interim Director of the Center for one
year after he returned to Albany Law as a faculty member. Prof. Heverly researches and writes in
areas at the intersection of technology, law and society, including the quantum internet,
cyberspace, drones, robots, AI, and human augmentation (cyborgs!). He teaches classes in
Torts, cyberspace law, copyright law, art & entertainment law, and unmanned aerial vehicles
(drones!), among others. He has published articles and book chapters on drones, intellectual
property, artificial intelligence, and the internet. His article on liability of compromised system
owners in denial of service attacks was published in 2020 in the Florida State University Law
Review and his book chapter on Tort Law and Artificial Intelligence was published in 2022.
Prof. Heverly has held the position of Chair of the American Association of Law Schools’
Internet and Computer Law Section, is a member of the American Bar Association and the New
York State Bar Association, and was the Reporter for the Uniform Law Commission’s “Uniform
Tort Law Relating to Drones Act.” He holds a J.D. from Albany Law School, an LL.M. from Yale
Law School, is a Fellow with the Center for Quantum Networks, and remains an Affiliated
Fellow with the Information Society Project at Yale Law School.

Scott Parker

  L. Scott Parker is the UAS Security Branch Chief for Infrastructure Security within the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). In this role, he leads efforts to enhance the security and resilience of the nation’s critical infrastructure against cyber and physical threats from uncrewed aircraft systems. Prior to this position, he served as the Advanced Threats Security Branch Chief where he advised critical infrastructure partners in mitigating risk posed by cyber-physical system convergence and autonomous vehicles. He also managed the DHS Soft Targets and Crowded Places Executive Steering Committee that was responsible for coordinating and communicating Department-wide efforts to protect public gatherings. Before joining CISA, he served 27 years in the U.S. Army and held several leadership positions in airborne, intelligence and special operations organizations.

Steven Willoughby

 Steven A. Willoughby currently serves as the Deputy Director for the Department of Homeland Security’s Counter-UAS Program, where he focuses on strategic planning for air domain awareness, threat discrimination, threat mitigation, and interagency information sharing. Steve previously served as the Director for Aviation and Surface Transportation for the White House’s National Security Council where he advised leadership and coordinated multiple interagency workgroups on various issues including unmanned systems, international transport agreements, and incident response. Prior to these roles, Steve worked for the Transportation Security Administration, conducting red team vulnerability assessments across the transportation sector, and for TSA’s Office of Security Operations, supporting the National Explosives Detection Canine Team Program. Steve began his federal career as a Transportation Security Officer at Washington-Dulles International Airport after graduating from Florida Atlantic University with a Bachelor’s Degree in Political Science.

Tim Dodge serves as the Division Manager (A) for the Federal Aviation Administration’s (FAA) Office of Unmanned Aircraft Systems (UAS) and Emerging Entrants Security, which is the FAA’s lead organization responsible for drone and Advanced Air Mobility (AAM) security in U.S. airspace. Within this role, Mr. Dodge supports the Executive Director in leading FAA’s efforts to safely integrate detection and mitigation systems for drones and AAM operations in the National Airspace System (NAS) and supports UAS security-related rulemaking, research and development, policy formulation, education and outreach, and data management.
Prior to joining the Office of UAS & Emerging Entrants Security, Mr. Dodge served as the Deputy Director for the 371st Special Operations Combat Training Squadron assigned to Air Force Special Operations Command, Hurlburt Field Florida. He was responsible for administrative oversight and operational execution of Special Operations training activities, to include Specialized Combat Field Skills, Intelligence Formal Training Unit and Unmanned Aerial Systems schoolhouse supporting United States Special Operations Command taskings abroad.
Mr. Dodge began his public service as an airman in the U.S. Air Force. Tim’s active-duty career was centered around providing safety and security within the aviation enterprise. His aviation experience portfolio extends to 49 countries. After retiring from active-duty service, he transitioned to Federal Civil Service where he continued to serve Air Force Special Operations Command within the positions of Chief of Training and Civilian Deputy Director. Mr. Dodge transitioned after 28 years from his service with the Department of Defense to the FAA’s office of UAS Security in October of 2022.
Tim graduated from Southern Illinois University with a Bachelor of Science in Workforce Education and Development. Additionally, he received senior leadership development at the United States Air Force Air War College, and academic certificate in design from Stanford University. Tim holds an FAA Airframe and Powerplant Certificate, with experience on multiple airframes. He graduated the Defense Language Institute where he became fluent within the Thai language and culture.
Tim values spending time with his family as well as being an avid outdoorsman, who enjoys fishing, boating, photography and woodworking.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
