The Loitering Munitions Conference is a first of its kind forum built exclusively to address the most pressing challenges and opportunities within the loitering munitions field. SAE is collaborating with the newly formed NATO Loitering Munitions Working Group to ensure the conference is directly aligned with the priorities of global military and industry representatives.

Christoph serves as a Director of Strategic Sales at Diehl Defence, where his focus is on loitering munition. With a Master of Science in Economics and Management Studies and a MBA, Christoph brings a strong foundation in strategic management.
Prior to Diehl Defence, Christoph was a Manager at KPMG, contributing expertise in advisory. Before entering the corporate world, Christoph spent 12 years as an infantry officer in the German Army, gaining extensive operational experience, including international deployments and specialized training as a Forward Air Controller and UN Military Observer.

Colonel Brett Grant

Colonel Brett Grant was born in Leeton, New South Wales. In 1994, he completed a Bachelor of Science Degree with Honours from the University of Sydney. He was then employed for three years as an Industrial Chemist with Lombe Scientific. In 1998, Colonel Grant entered the Royal Military College Duntroon, where he graduated to the Royal Australian Infantry Corps in June 1999. His first posting was to 3rd Battalion, The Royal Australian Regiment (Parachute) where he served as a Rifle and Heavy Weapons Platoon Commander. Colonel Grant deployed to East Timor as a Platoon Commander with INTERFET in September 1999.

In 2003, Colonel Grant was promoted to Captain and posted to 3rd Battalion, The Royal Australian Regiment (Parachute) as a Rifle Company 2IC. During this posting, he successfully completed the Commando selection and reinforcement courses. In 2004, Colonel Grant was posted to 4th Battalion, The Royal Australian Regiment (Commando). In 2005, he commanded a Commando Platoon on OP SLIPPER as part of the Special Operations Task Group (SOTG). Colonel Grant deployed again in 2006 on OP RAMP as the Special Operations Liaison/Operations Officer with the Defence Supplementation Staff (DSS) attached to the Australian Embassy Beirut, Lebanon.

In 2007, Colonel Grant was posted to The Royal Military College Duntroon, where he served as an instructor to second and first class cadets. In 2008, he was posted to Special Operations Headquarters as the Aide-de-Camp to the Special Operations Commander-Australia.

In 2009, Colonel Grant was promoted and appointed as the Officer Commanding Delta Company, 2nd Commando Regiment. Delta Company was then fulfilling the role of Tactical Assault Group East (TAG-E). In 2010, Colonel Grant deployed with his company to Afghanistan as part of SOTG XIII, OP SLIPPER. For this deployment, he was awarded the Distinguished Service Medal (DSM). In 2011, Colonel Grant served as the S3, 2nd Commando Regiment before completing Australian Command and Staff College in 2012. In 2013, he was posted to Army Headquarters as the Staff Officer to Director General Modernisation-Army where he was promoted to Lieutenant Colonel.

Colonel Grant was posted to Special Operations Headquarters as the SOJ3 in 2014 and the SOJ5 in 2015. In 2016, he was posted as the Special Operations Staff Officer to Military Strategic Commitments and in 2017 he served in the USA as the Special Operations Liaison Officer to Joint Special Operations Command (JSOC). In 2018, Colonel Grant was appointed as the Commanding Officer of The Pilbara Regiment. Colonel Grant completed Capability and Technology Management College in 2020 and in 2021 was posted to Army Headquarters where he served as SO1 Survivability, Deputy Director and Acting Director of the Dismounted Combat Program. In 2024 Colonel Grant was posted to the Littoral Manoeuvre Program as Deputy Director before being promoted and appointed Director of the Dismounted Combat Program.

Dr. Nicolas G. Mueller studied chemistry, physics and national security. 6 years research in laser engineering, worked several years as ICRC coordinator/delegate, 1999-2001 in Afghanistan. Worked 2001-2005 as international strategy consultant. Subsequently in Joint Staff as PM Swiss Information Operations Force. 2007-2016 he was the federal crisis management advisor, directed the federal strategic crisis exercises, organized yearly OECD conferences and advised the Swiss Government in crisis early warning and -management. 2017-23 Head Weapons and Ammunition at armasuisse. Presently Head Defence Procurement Cooperation. General staff colonel, former deputy head of operations (G3) of Swiss Land Forces and recon bn commander. Adjunct professor at Geneva School of Diplomacy, teaches national crisis management and future of warfare.

Colonel Vadym Slyusar has almost 40 years of research experience in the areas of radar systems, smart antennas for wireless communications and AI.
He earned Ph.D. in 1992, Doctor of Sciences in 2000, Professor in 2005, Honored Scientist and Technician of Ukraine in 2008.

The scientific portfolio includes 71 patents, almost 1000 publications in these areas (90 publications was included in SCOPUS (Author ID 7004240035) and 470 publications included in ORCID 0000-0002-2912-3149). He is authority in digital signals processing, AI technologies and other areas. Since 2009 - a Member of Editorial Board of Journal "Radioelectronics and Communications Systems". Scientific advisor of 16 PhDs (candidates of technics) and 2 Doctors of Science.

Dr. Murat Efe

Dr. Murat Efe

Professor Murat Efe received his B.Sc. and M.Sc. in Electrical and Electronics Engineering from Ankara University, Turkey in 1993 and 1994 respectively and his Ph.D. in Control Engineering from the University of Sussex at Brighton, UK in 1998. Upon receiving an invitation in 1999, he joined the Automatic Control Institute of the Swiss Federal Institute of Technology in Lausanne (EPFL), Switzerland as a postdoctoral research fellow, working on air defense system development. He is currently a full Professor at the Electrical and Electronics Engineering Department at Ankara University. He has published numerous papers in refereed journals and conference proceedings and given many seminars on target tracking, data fusion and navigation as an invited speaker. He has been working with TUALCOM since 2022is a technical consultant on GNSS denied navigation systems. Dr Efe is the co-author of the book entitled Analytic Combinatorics for Multiple Object Tracking, by Springer. His primary research interests include; estimation, target tracking, data fusion, data association, machine learning and its applications in radar signal processing and navigation systems.

Jarmin “JB” Blanton has served as Vice President of Business Development since 2023. Prior to his current position he served as the Senior Director and Market Segment Lead for domestic markets. Jarmin has held various leadership roles within AV to include managing Flight Operations, Training and Logistics programs. Prior to joining the AV team, Jarmin served as a Combat Controller in the United States Air Force.

Jarmin earned his J.D. at Birmingham School of Law graduating magna cum laude and earned his Bachelor of Arts in Political Science from the University of Southern Mississippi graduating with highest honors distinction.

Lieutenant Colonel Alan Wood

Lieutenant Colonel Alan Wood

LTC Alan Wood is the PM for SOF Lethality within USSOCOM having formerly served as the Product Director for Special Ops Mission Planning and Execution.
Previously, LTC Wood spent 4 years within USASOAC. As the Product Director for SOCOM Future Vertical Lift (TAPO, Ft Eustis), where he managed SOCOM’s efforts with the US Army on multiple Future Vertical Lift Programs. He also served in the USASOAC G8 (Ft Bragg) as the Rotary Wing Portfolio Manager where he managed the command’s input to the H47 Extended Range Foreign Military Sales program as well as “right sizing” the unit during budget downturns.
From 2017-2019, LTC Wood served as an APM in the Army’s PEO Aviation. He was the APM for the Degraded Visual Environment Pilotage System (DVEPS), leading the organization through developmental and operation test phases. Prior to DVEPS, he served as the APM for CH-47F Block 1 and led the organization through a 6-month negotiation with Boeing, resulting in over $500M in savings on a $4.6B 5-year IDIQ contract. His first APM position was in PM UAS where he oversaw the final fielding and bulk purchases of the One System Remote Video Terminal (OSRVT).
LTC Wood’s first acquisition assignment took him to the Defense Contract Management Agency at Bell Helicopter where he served as the Program Integrator for Army Programs from 2013-2016. In this capacity he executed the ramp down and divestiture of the Kiowa Warrior.
During his operational time as an OH-58D pilot, LTC Wood served at Ft Campbell as two-time Scout Platoon leader, Maintenance Troop XO, AS3, S4 and Troop Commander. He deployed twice to Afghanistan while in these units.
LTC Wood graduated from the United States Military Academy (2005). He earned a Master of Business Administration from Texas Christian University’s EMBA (2015), graduating at the top of his class.
LTC Wood’s Awards decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal with Oak Leaf Cluster, Air Medal (2), Joint Service Commendation Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal and the Combat Action Badge. He is a graduate of Airborne, Air Assault, OH-58D Flight School XXI, Aviation Maintenance Officer Course, the Aviation Captain’s Career Course, a distinguished graduate of the Command and General’s Staff Officer’s Course and various acquisition courses. He is a DAWIA Certified Advanced Program Manager and Acquisition Corp Member.
Alan is a native of Tyler, Texas and enjoys family time. He married the former Anne Dill of Lebanon, TN in 2005 and they have four children, Caleb (11), Daniel (9), Caroline (7), and Julianne (5).

Major Andrei Šlabovitš from the EST Division of the EDF, commander of the Loitering munition unit. He has 25 years of experience in air defence and intel branch and in additional to commanding the LM BTY, he is responsible for the development of long-range loitering capability in the EDF. He graduated from the Estonian Higher Military School in 2009 and acquired a MA in military leadership studies in 2015.

 

 

Major General Adrian Ciolponea

Major General Adrian Ciolponea

On the 1st of August 2023, Major-General Constantin-Adrian Ciolponea has been appointed as SACT Representative in Europe. Prior to this, he was the Land Component Commander and also a Special Advisor to the Defence Minister. MGen. Constantin-Adrian Ciolponea received his commission in 1988, after graduating the Military School for Officers, Sibiu, as an infantry officer. In 2004, he graduated the High Military Studies Academy, Bucharest. He has been assigned to numerous command and staff positions for operations and training, reconnaissance, special operations and airborne operations (1000 + military jumps), both in Romania and abroad. Starting 2008, he commanded the 1st Special Operations Battalion, starting 2009 the 1st Special Operations Regiment and starting 2011 the 6th Special Operations Brigade. In 2015 he has been appointed Deputy Commander at the 4th Infantry Division and in 2016 became deputy Land Forces Commander for training and operations. During 2017-2021, MGen Constantin-Adrian Ciolponea was the Romanian National Military Representative to Supreme Headquarters Allied Power Europe (SHAPE), Mons, Belgium and was the Dean of the National Military Representatives. From 2021 to 2022, he was appointed as the Deputy Commander of the Multinational Corps Southeast in Sibiu, Romania. Abroad, he served in a variety of assignments, most notably being: UN Military Observer Democratic Republic of Congo (2000-2001); Staff Officer in Afghanistan (2008, 2010, 2013); Staff Officer in Kosovo (2009). His military education includes several international courses, including: Army's Rangers Course for Officers, USA, (1996 – 1997 completion certificate) Special Operations Course, USA (2005); Naval Postgraduate School, Monterey, California, USA (2006 - 2007); Advance Program in Security Studies, George C. Marshall European Centre for Security Studies, Germany (2010); Counter Terrorism Special Forces Advanced Course, USA (2014); National War College, USA (2014 - 2015). Major Sean Harper

Captain Sean Harper is a United States Marine Corps Infantry Officer currently serving as an Operations Research Analyst at the Marine Corps Operations Analysis Directorate in Quantico, Virginia. He advises senior Marine decision-makers on operations, contingency planning, and force design. During his time as an operations research analyst, he has worked on critical projects in USINDOPACOM related to the Marine Corps Force Design 2030 and the Defense Posture Review Initiative. Previously, Captain Harper served as a Company Executive Officer and Platoon Commander at 1st Battalion, 7th Marines, where he led combat operations supporting Operation Inherent Resolve. Captain Harper earned his Bachelor of Science in Operations Research with a minor in Spanish from the United States Naval Academy. He holds a Masters in Operations Research from the Naval Postgraduate School. He has published on topics such as loitering munitions in the United States Naval Institute’s Proceedings magazine.

Assistant Product Manager – Low Altitude Stalk and Strike Ordinance (LASSO)
Major Tom DiMiero was born and raised in Rochester, New York. He entered the
service in October 2009 and attended Basic Combat Training at Fort Jackson, S.C. He
then attended Officer Candidate School at Fort Benning, G.A. and branched Infantry
upon his commissioning. He continued training at Fort Benning and completed
Airborne School, Infantry Basic Officer Leader Course, and Ranger School.
He had the privilege of serving his first assignment at 2nd Battalion, 506th PIR (4BCT),
101st Airborne Division at Fort Campbell, K.Y. He deployed with “White Currahee” to
East Paktika, Afghanistan in support of Operation Enduring Freedom where he served as Assistant Air Operations
Officer and Platoon Leader. Upon redeployment, he continued to serve as Platoon Leader and earned his Expert
Infantryman Badge before attending Air Assault and Pathfinder Schools to become the Battalion Air Officer.
His second assignment was at the 6th Ranger Training Battalion where he served as the Headquarters and
Headquarters Company Executive Officer and OPFOR Platoon Leader. Upon promotion to Captain, he was sent to
Reconnaissance and Surveillance Leaders Course (RSLC) and the the Maneuver Captains Career Course (MCCC).
Following MCCC, MAJ DiMiero had the honor to serve in the Regiment of Mounted Riflemen, 3d Cavalry Regiment, at Fort Cavazos, Texas. There he assumed command of Ironhawk Troop, Thunder (3rd) Squadron. While
in command he deployed to Afghanistan, this time in support of Operation Freedom’s Sentinel. His Troop supported Special Operations Forces in seven locations spread from Kandahar in the South to Kunduz in the far North: his
Soldiers earning accolades for their professionalism and dedication to the mission.
After his Command, Tom served as Aide de Camp for the Commanding General of Division West, 1st Army, MG Erik Peterson. During this time, he was selected for the Acquisition Corps and went on to attend the Naval Postgraduate School for a Master’s Degree in Systems Engineering Management and Joint Professional Military
Education (JPME/ILE).
MAJ DiMiero’s first assignment as an Acquisitions Officer was to the U.S. Army Special Operations Command
(USASOC) where he conducted combat development and rapid acquisitions to solve current operational needs and
close capability gaps faced by Special Operations Forces. During this time, he deployed to the Middle East in
support of Operation Inherent Resolve.
In Tom’s next assignment, he was tasked with developing and fielding the next generation of the Integrated Visual
Augmentation System (IVAS)—the Army’s mixed reality digital night vision and situational awareness “goggle.”
He successfully incorporated Soldier feedback and led the engineering teams from the Government and Microsoft to develop a new and improved form factor that outperforms any capabilities available on the battlefield. His detailed
and deliberate investigation of the technology in the marketplace and potential for development enabled him to advise the most senior-level Army leaders and set conditions for future iterations that ensure overmatch of U.S.forces for decades to come.
Tom’s current position in the LASSO program gives him the opportunity to draw from his IVAS and Special Operations Acquisition experience and apply it to the loitering munitions portfolio. LASSO is a fast-paced program
in high demand with products being fielded to U.S. and Partner Forces on the battlefield as fast as they can be produced. He is interpreting real-time feedback from operational users in combat and ensuring the lessons learned
are understood and integrated into future variants--translating combat development at the speed of war into the greater acquisition ecosystem.
MAJ DiMiero and his wife, Jennifer, have four children: Summer (17), William (12), Cameron (9), and Ella (6). Mrs. DiMiero is a successful leader in the fitness industry, dedicated Army spouse, and loving mother. Their family
enjoys beach trips, camping, hiking, movie nights, board games, and playing cards.

Pascal Secretin, born the 19 December 1971, he has 20 years airborne and intelligence operations background in Africa, Afghanistan, Bosnia within the French Armed Forces from platoon leader, company commander, G3 and J3 officer up to armament programme officer for all optronics and robotics for special forces and MI agency equipment. Pascal Sécretin joined Thales in 2012 and has held several positions:
a) Bid manager 2012-2013;
b) Complex bid manager (French Scorpion program) 2013-2014;
c) Capture leader for must wins Thales 2014-2016;
d) Product line director UAS/Loitering munitions, soldier system & soldiers optronics
e) now he is director of the advanced solutions & weapon system activities dedicated to frontline units and based on mortar, rocket and loitering munitions.
He is a graduate of Saint Cyr military academy, French Joint Staff College, Engineering school CENTRALE SUPELEC.

Professor Mark Voskuijl

Mark Voskuijl is professor weapon- and aviation systems at the Faculty of Military Sciences of the Netherlands Defence Academy since 2018. He is a specialist in the field of flight performance, stability and control of both (unmanned) fixed wing aircraft and rotorcraft. His research is currently focused on the following topics:

  • Loitering munitions and Counter-UAS
  • Development and integration of maritime unmanned aircraft systems
  • Effective (future) helicopter operations

He is the (co-)author of more than 80 publications in the field of (unmanned) aircraft and rotorcraft flight simulation. Currently Mark is the chairman of the Educational Board of the Bachelor of Science program Military Systems and Technology of the Netherlands Defence Academy.
From 2007 until 2018, Mark was assistant professor flight mechanics and propulsion at Delft University of Technology. There he was responsible for research and education related to flight mechanics and aircraft design.
Before joining Delft University, Mark completed his PhD at the Flight Science and Technology research group of the University of Liverpool within the Helicopter Active Control Technology Project. This project involved close collaboration with the National Research Council of Canada. Extensive use was made of their advanced systems research aircraft, a fly-by-wire Bell 412 helicopter.
Mark’s interest and passion for the field of flight performance, stability and control was originally sparked by work placements as a graduate student at the handling qualities department of Boeing helicopters and the helicopters and aeroacoustics department of the Netherlands Aerospace Center (NLR).

Yvan Grigorieff started his military career in 1995. Throughout his career within the Belgian Air Defence Artillery, he fulfilled numerous functions from squad level up to Corps level. Some key roles were Platoon Sergeant, Battery Sergeant Major, Battalion NCO Operations (AS3), Liaison officer, Airspace Manager and NATO TACEVAL GBAD Evaluator. He did two operational deployments to Afghanistan and participated in numerous Homeland Security Operations.
Currently, he is posted in the Belgian Defence - Directorate General Material Resources within the Land Systems Division as a Lifecycle Manager of Ground-Based Air Defence (GBAD), Counter-Unmanned Aerial Systems (C-UAS), and loitering munitions.
Since 2020, he has expanded his expertise to the international stage, engaging in numerous projects within NATO. As the secretary of the NATO High Visibility Project Land Battle Decisive Munitions (LBDM), Yvan has played a pivotal role in enhancing NATO’s capabilities and visibility. Also is he co-chairing the Land Combat Missiles, Rockets and Loitering Munitions SubGroup. His leadership also extends to the position of secretary for the NATO HVP Multinational Ammunition Warehousing Initiative (MAWI), where he manages and coordinates efforts to improve multinational ammunition warehousing. Within the NATO Army Armaments Group - Land Capability Group Dismounted Soldier Systems (LCGDSS), Land Combat Missiles, Rockets and Loitering Munitions SubGroup, he is also the acting secretary.
In addition to these roles, Yvan also serves as the alternate Belgian Representative to the NATO C-UAS Working Group and the Joint Capability Group Surface-based Air and Missile Defence.
Moreover, Yvan is co-chair of the European Defence Agency (EDA) Capability Expert Group on Land-based Precision Engagement, leading efforts to enhance precision engagement capabilities within the European Defence Agency.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
