Air Vice Marshal Paul Godfrey

 Air Vice Marshal Paul Godfrey OBE, Commander of UK Space Command, was commissioned into the Royal Air Force on 9 May 1991. After serving as a Harrier Jump Jet pilot, he became station commander at RAF Lossiemouth in November 2015. In February 2021 it was announced that he would become the first Commander, United Kingdom Space Command. In taking up the post he was promoted to the rank of Air Vice-Marshal. Godfrey was appointed Officer of the Order of the British Empire (OBE) in the 2014 Birthday Honours.

 
In his most recent role working with the US military, Paul was responsible for the planning and employment of coalition air and space power across the Middle East. Paul has seen first-hand how critical space domain is and how it is crucial to not only defence, but modern day life. This event will give Members the chance to learn more about the plans for this new organisation and how it will fit within the UK’s wider national defence strategy.

Andy Lincoln

Andy Lincoln works in Viasat’s US Government Systems CTO office and is also seconded to Viasat UK as a senior technical advisor. His work is focused on government satellite communications systems, tactical networks, situational awareness, encryption, cyber/network security, and protected communications products. to Andy’s technical interests range from waveforms to protocols and networks and from ASICs to modems, radios, terminals, and gateways.

 
Andy joined Viasat in 1997 and has over 30 years’ experience in communications systems, including terrestrial wireless, satellite communications and terrestrial networking for defense, commercial, and consumer applications. Andy is part of Viasat’s Government Systems technical leadership team working to bring resilient, cyber-secure, protected, and affordable communications to Defense users through leverage of Viasat’s commercial high capacity satellite systems.
 
Andy holds Bachelor’s and Masters’ degrees in electrical engineering from the University of Michigan and University of California San Diego, respectively, focusing on communications theory and system design.

Andy Rayner joined Lockheed Martin in September 2016 as the International lead within the Military Space Line of Business. A UK national based in Denver, Colorado, he is responsible for International outreach for Military Space programmes which include Space-Based Early Warning (SBEW), Military Satellite Communications, Position Navigation and Timing (PNT) and Space Domain Awareness (SDA).

Prior to joining Lockheed Martin, Andy served as a Royal Navy Weapon Engineer Officer for more than 28 years, most recently as the capability planner for the UK’s strategic networks and then as the Maritime C4ISR lead in the British Embassy, Washington, DC, from where he ‘jumped ship’ to join Lockheed Martin

Anthony Smith

 Mr. Smith currently serves as the Director, Command and Control,

Communications Infrastructure (C3I) leading 56 personnel responsible for the 
governance, oversight and policy development of DoD tactical communications, tactical data links, combat identification systems, public 
safety communications, satellite communications, positioning, navigation and timing, and mobility/5G systems.
 
Previously Mr Smith served as Director, DOD Information Network (DODIN) Transport Capabilities, where he led the modernization of DOD networks, radio systems, satellite gateways, regional cybersecurity defenses, and airborne intelligence, surveillance and reconnaissance communications and dissemination capabilities.
Mr. Smith retired as a Colonel in the United States Air Force, serving from 1983 to 2009. After completing 
 
Basic Communications Officer Training at Keesler Air Force Base, he served with the 1st Combat 
Communications Group at Lindsey Air Station, Germany. He then moved to Hurlburt Field, Florida, as Chief, C4 Architecture and Requirements, Air Force Special Operations Command. During this tour he led Air Force Special Operations communications teams during Desert Shield and Desert Storm. In 1992 he 
returned to Europe where he was Chief Network Integration and Testing Branch, Headquarters USAFE, 
 
Ramstein AB, Germany. In 1996 he attended Air Command and Staff College at Maxwell Air Force Base. 
 
In 1997 he transferred to Tinker Air Force Base as Commander of the 32d Combat Communications 
Squadron. In 1999 he was assigned to United States Special Operations Command as Chief of their C4 Modernization Division. In 2002 he took command of the 21st Space Communications Squadron at Peterson AFB. After graduating from the National War College in 2005 he was assigned to The Joint Staff, serving as Chief, Assured Information Sharing Division, Command, Control, Communications and Computer (C4) Systems Directorate. Following Joint Staff, Col Smith served a one year remote assignment 
in Djibouti, Africa as the Director of C4 Systems, Combined Joint Task Force, Horn of Africa. Upon 
retirement from the military, Mr. Smith transitioned to Civilian Service as Deputy, Strategic Engagement Division, The Joint Staff. In 2012, he moved to the C4 Systems Directorate, Assistant Secretary of Defense, for Networks and Information Integration. 
 
He received a Bachelor of Science Degree in Manufacturing Engineering Technology in 1984 at Western Washington University, a Master of Science Degree in Management in 1992 at Troy State University, and a Master of Science in National Security Strategy in 2005 at National War College. Mr. Smith was selected as Headquarters USAFE/SC Company Grade Officer of the Year for 1993, the C4 Professionalism Award 
Winner for USAFE and USAF in 1993, won the 1997 Air Defense University award for excellence in research, and was selected as a 2020 Federal 100 Award Winner, recognizing him as a top IT professional in the Federal Government

SATCOM Programme Manager - Defence Digital, UK Strategic Command
Barry Austin

 Barry Austin joined the Ministry of Defence in 1984, with the expectation that it would be a short term appointment until something better came along. Having started work in the Central Accounting and Finance Teams, he was subsequently promoted to Executive Officer (Information Technology) and posted to the IT development team responsible for designing and implementing MOD’s New Management Strategy (NMS) – which oversaw the introduction of the TLB approach to managing Defence. Subsequent postings in IT Project Management took him to Worcester and then RAF Henlow where he became the Data and Integration Manager for the RAF’s enterprise Logistics Information system. Having gone through the Defence Finance Accountancy Training Scheme, he felt it was time to return to his core financial roots and was posted to HMNB Clyde as the Finance and Business Manager for the Facilities and Naval Base Design Authority Directorate. This then led to a return to the Air Environment where he became the Financial Planning manager for the Equipment Support Programme within the Defence Logistics Organisations. Having heard the plaintiff cries of IT once again, he returned to the world of Logistics Information Systems. Initially as the Business and Transformation Manager within the Logistics Applications Project Team and after successfully completing the MOD Assessment Centre he became the Assistant Head of the newly created Logistics Networked Enabled Capability (Log NEC) Team. Having navigated the team through Main Gate approval for the Future Logistics Information Services (FLIS) partnership, he was promoted to Deputy Head of Log NEC with responsibility for Programme and Performance Management. Having commuted between Somerset and Abbey Wood for several years, he seized on the opportunity to become the Deputy Team Leader for the Networks Delivery Team within the Information Systems and Services (ISS) organisation. In 2017 he became the acting Team Leader on temporary promotion to the Senior Civil Service and was subsequently appointed as the SKYNET 6 Acquisition Programme Manager in August In January 2019, the MOD decided to join together the SKYNET 5 In-Service Delivery Programme and the SKYNET 6 Acquisition Programme to create a unified SATCOM Programme within ISS, which he now leads. In his spare time, he likes to read history, travel and avoid anything too strenuous. In addition, he continues to wonder whether the Civil Service will provide a meaningful and long term career.

Brigadier General Steven 'Bucky' Butow

Steve “Bucky” Butow is the Director of the Space Portfolio at the  Defense Innovation Unit (DIU). He joined the team in 2015 as an early plank owner when DIU was known as the Defense Innovation Unit Experimental (DIUx) and helped establish the organization’s operating locations in Silicon Valley, Boston, Massachusetts, and Austin, Texas.

Brig. Gen. Butow also serves as Commander, California Air National Guard. In this role, he is the primary advisor to The Adjutant General on all programs, strategic planning, and operations affecting the California Air National Guard. He is responsible for the mission readiness and operational effectiveness across a broad spectrum of programs and activities involving five wings and over 4900 military and civilian personnel. to joining DIU, Butow was the Vice Chief of the Joint Staff, California Military Department with responsibilities including cybersecurity, incident awareness and innovation. He is a former Commander of the 129th Rescue Wing at Moffett Federal Airfield, CA, where his responsibilities included organizing, training, equipping, and maintaining 970 combat-ready forces and $1 Billion dollars of MC-130P aircraft, HH-60G helicopters and special mission equipment supporting the U.S. Air Force’s combat rescue and personnel recovery missions. He has additionally served as the Deputy Director of the Joint Search and Rescue Center for U.S. Central Command in 2005, and as Chief of Personnel Recovery for U.S. Air Forces Central in 2007 supporting Operations IRAQI and ENDURING FREEDOM. He has more than 3,500 flying hours in T-37, T-38, C-130, HC-130 and MC-130P aircraft. In his reserve capacity, Butow is a Brigadier General serving part time as a Special Assistant to the Director, Air National Guard in a federal (Title 10) status.
 
As a researcher with the Search for Extraterrestrial Intelligence (SETI) Institute, Butow worked on instrument concepts for Mars surface soil analysis at NASA Ames Research Center in Mountain View, CA. He later served as co-principal investigator for a series of airborne science missions for which he was recognized for outstanding achievement and contributions to the Space Science Division in 1999 and received an Ames Honor Award as a member of an Astrobiology Mission Project Team in 2000.
 
Butow graduated from San Jose State University with a B.A. in Physics & Astronomy and earned a M.S. in Management with specialization in Air and Space Strategic Studies from the University of Maryland. He has also completed executive courses at Harvard’s John F. Kennedy School of Government, and was a member of the National Leadership Preparedness Initiative (NPLI) Cohort 16. Butow is a lifetime member of the Honor Society of Phi Kappa Phi for academic achievement.

 Colonel Cam Stoltz enrolled in the Canadian Forces as a Communications and Electronics Engineering (Air) Officer. His postings include the Aerospace Maintenance Development Unit in Trenton, engineering and project support positions in Ottawa, and A6 of 1 Canadian Air Division and Canadian NORAD Region (Winnipeg). Senior staff positions at National Defence Headquarters include Director Strategic Communication Services and Director Air Support.

 
 
 
Colonel Stoltz has served as Commanding Officer of 8 Air Communications and Control Squadron (Trenton) and Commanding Officer of the Canadian Forces Joint Signal Regiment (Kingston). He also commanded the Operation APOLLO National Command Control and Information Systems Squadron in Camp Mirage.
 
 
 
In 2017, Colonel Stoltz was posted to his current position as Director Space Requirements. Colonel Stoltz holds both Bachelor’s and Master’s degrees in Electrical Engineering from the Royal Canadian Military College of Canada, as well as a Master’s Degree in Business Administration (MBA) from University of Ottawa, and is a graduate of the Canadian Forces College in Toronto.

Captain Phil Coope

 Phil joined the Royal Navy in 1993 having graduated from the University of Liverpool in Electronics and Communication Engineering. Twenty-eight years later he was delighted to accept the role of Deputy Head Space at UK Strategic Command, leading the Capability Development of Satellite Communications (SATCOM) and Position Navigation and Time. This is his second assignment in the Space Sector having previously worked as and Capability Manager for SATCOM and Programme Manager for Skynet 6.

 
Phil has been engaged in numerous major projects, notably delivery and acceptance of HMS QUEEN ELIZABETH Aircraft Carrier. He has also described the then future Royal Navy short-range air defence missile and radar systems, generated lifing policy for Defence ordnance, munition and explosives and contributed to the education of junior Royal Navy Officers at the Joint Services Command and Staff College.
 
Phil has served on T21, T22 and T23 class of Frigates and conducted UK and multinational operations in the North Atlantic, Caribbean, Mediterranean and Arabian Gulf. He also served in Hong Kong for territorial integrity and anti-smuggling operations and conducted media operations in Sarajevo, Bosnia.
 
Phil, together with his wife, son and dogs, live in the Gloucestershire countryside. When he isn’t making his way down the endless list of jobs to do around the house, he enjoys the outdoors, keeping fit and is the chair of the Royal Navy Rowing Association.

Chris Badgett

Chris Badgett

 Chris Badgett is Vice President of Technology for the Kratos Space, Training and Cybersecurity Division. In this role, Chris sets the vision, technology strategy, and direction for the portfolio of Kratos Space products. He is driving strategic solutions for secure and protected, virtualized satellite ground for military and commercial applications.

 
Chris is also responsible for developing strategies to provide Communications Superiority for our Warfighters. This includes secure tactical Intelligence, Surveillance, and Reconnaissance (ISR) systems for Department of Defense, Civil, Intelligence Community, and commercial customers with a focus on protected waveforms, Common Data Link (CDL) waveforms, and ISR ground systems. 
 
Prior to joining Kratos, Chris served in the Air Force as a Weapons Engineer in the Air Force 
Research Lab. He also worked in the Space Development and Test Wing as a Program Manager for a satellite system developed by Ball Aerospace.
 
Chris holds a Bachelor of Science in Electrical Engineering from the University of Tennessee and a Master of Science in Space Systems from the Air Force Institute of Technology.

Chris Moore CBE

Chris Moore CBE

Chris is OneWeb’s Vice President for International Government and Trade Engagement and Chief Information Security Officer.  He retired from the Royal Air Force as a 2* Air Vice-Marshal in 2021, after serving in the British military for over 30 years. He has been involved with most major military campaigns over his career, including deployments to Afghanistan, Iraq and the Broader Middle East and has enjoyed an incredibly diverse career spanning satellite operations, special projects, supporting the Hercules C130 and Chinook CH47 Forces, the Directorate of Special Forces and capability procurement in the Ministry of Defence.  He has also had the rare privilege of commanding military forces at every rank up to and including 2 Star.  In recent years he was the Commanding Officer of 90 Signals Unit, the RAF’s de-facto Chief Information Officer/Force Commander and Head of UK Defence’s global IT, network and defensive cyber operations.  In his last role he was Director Operations for the Defence Digital Operations HQ, where he was responsible for the operational planning, execution and multi-domain integration of MOD’s £3Bn pa core networks, defensive cyber, electro-magnetic spectrum and satellite operations globally. He also managed Defence’s cryptographic services and other more discrete capabilities. He is also a graduate of Defence’s Advanced and Higher Command and Staff Courses and was appointed CBE in the 2020 Queen’s Birthday Honours List. Outside of work he was a prominent Rugby Union player, having represented England at various junior levels, a professional player for Bristol in the 1990s and represented the RAF and Combined Services on many occasions. He has retired from playing rugby on multiple occasions, loves to experience life at the more adventurous end of the spectrum and has an unrivalled appreciation of Guinness!

Christ Tzelepis

Christ Tzelepis

 Christ Tzelepis is the director, Advanced Government Satellite Systems, Space and Launch Business Development, Boeing Defense, Space & Security. He oversees development programs that support missions of International and U.S. Government defense and national security customers. In this role, he leads a multi-disciplinary team focused on business planning and strategy, space-based architectures, data analytics, operating infrastructure, technology development and innovative acquisition approaches.

Prior to this role, Christ served as director of Advanced Missions and Programs where he developed and successfully executed technology development and capture strategies for several proprietary programs; this involved strategic investments in enabling technologies for a comprehensive scope of space-based applications, including sensor and communications systems. Previously, he was Chief Architect for National Programs with responsibility for deriving and evaluating end-to-end architectures based on mission benefit, cost, and acquisition flexibility.

Christ holds a Bachelors of Science degree in Electrical Engineering from Michigan Technology University. He is a Boeing Technical Fellow and was selected as an NRO Tech Fellow in 2008. 

Clare Grason

 Clare A. Grason is Director, Commercial Satellite Communications (COMSATCOM) Office, assigned to the Space Systems Command, United States Space Force, Washington, D.C.  She is responsible for delivering COMSATCOM capabilities to support the joint warfighter, federal agencies, and international partners. Her portfolio includes the Enhanced Mobile Satellite Service (EMSS) Program Office, the EMSS Capabilities Office and the Department of Defense COMSATCOM Solutions Program Office. 

EMSS is an $800 million global satellite program that provides the Department of Defense, federal and coalition partners with unlimited access to the commercial Iridium constellation, a mesh-network of 66 on-orbit cross-linked satellites, through a dedicated, EMSS controlled gateway.
The COMSATCOM Solutions Program Office acquires any commercial satellite capability for any customer, anywhere, and has $4.8 billion under management.
 
Prior to this role, Ms. Grason was the SATCOM Division Chief, Defense Information Systems Agency (DISA). In this role she managed the Department of Defense Enterprise Gateways Program Office, the SATCOM Operations Integration Branch, and the COMSATCOM portfolio described above, prior to its Congressionally directed transfer to the United States Space Force. Other assignments include Program Manager, EMSS and Program Manager for a classified telecommunications system within DISA’s National Leadership Command Capabilities Center (NLCC). Ms. Grason began her career in government with DISA as a Contracting Officer, and served as the Chief, Special Projects Contracting Branch, which held a contracts portfolio valued over $2 billion.
 
Prior to joining the government, Ms. Grason was a retirement funds analyst for T. Rowe Price.
 
Ms. Grason received her Bachelor of Science Degree in Finance from West Virginia University and is a Certified Public Accountant.  
 
Ms. Grason is Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Contracting from the Defense Acquisition University (DAU).
 

Colonel Clifford White

COL White is a senior satellite engineer serving with the Australian Military for over 20 years and Commercial Satellite Industry. He has deployed on several operations and recently returned with the last Australian contingent in Afghanistan. LTCOL White recently joined the newly formed Defence Space Command being selected to lead the Australian Defence Force SATCOM capabilities. 

 
LTCOL White is a soldier at heart and understands the war fighter. His passion is to reshape the Australia Defence Force with the most modern telecommunications systems to increases the already effective Australian war fighter. He has successfully delivered several major telecommunications projects including Joint Project 2072 2B, ahead of schedule and budget delivering a fully integrated software defined network for the tactical environment. He has also delivered Australia’s first satellite on move capability integrated with the Bushmaster PMV.

Commander Marina Ballanger

Commander Marina Ballanger

 CDT Ballanger is in charge of SATCOM and GNSS international affairs for DGA (French MoD procurement agency) since September 2020. This position consists in supporting cooperations and exportations for both domains. She also manages a national SATCOM project, COMCEPT, which complements Syracuse capability.

 
Previously (2017-2020), as DGA lead for navigation expertise, she provided support to armament programs regarding Positioning Navigation and Timing (PNT). Other prior assignments includes a position as a Cooperative Program Person at the GPS Directorate (USA) from 2014 to 2017 and several assignments related to GNSS (NAVWAR expert, GNSS projects manager and lead of the radionavigation team at DGA MI, a technical center located in Brittany).
 
She has a degree in Electronics and Signal Processing from ENSEEIHT, an engineering school located in Toulouse, France.

 Graduated from ESCE, Paris, Corinne MAILLES has exercised different positions in international sales in Alcatel and Thales Alenia Space: Sales Director, Telecommunications Satellites, until 2005, she then took over the Telecommunications Business Development Direction before endorsing the responsibility of the Telecommunications Governmental activities.

 
Since 2011, Corinne MAILLES is the Deputy CEO of Telespazio France, where she manages and leads the growth of the company and the associated transformation plan, over a period where the activities of Telespazio France more than tripled. She structured this growth both through the extension of the activities of the company into the Defense and Institutional markets and through the development of innovative, usage driven commercial services in the telecoms, navigation and earth observation domains. The transformation plan of the company, accelerated by the transformation of the space market per se, is aiming at bringing the company upper in the added value chain and migrate its model from an “operate” to a “build and operate” model, where Telespazio France actively contributes to the development of the systems it exploits.

 Mr. Darren Buck serves as Liaison to Air Force and Space Force, for Department of Defense (DoD) Executive Agent for DoD Mission Partner Environment (MPE), Mission Partner Capabilities Office (MPCO). As a member of the Executive Agent Division, he operates on behalf of the Secretary of the Air Force for Governance, Strategy, Integration, Resources, Requirements, and Strategic Engagement in support of DoD MPE. In his Liaison role, Mr. Buck engages, facilitates, and advises Air Force and Space Force leaders, offices, and programs to build and strengthen connectivity, information sharing, and interoperability with US Allies and DoD Mission Partners.

 
Darren Buck has served over thirty years in the Reserve of the Air Force, and he remains in service as a Colonel, assigned to the Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration. Colonel Buck received his commission in 1990 through the Air Force ROTC program of the University of Notre Dame. He has served in a number of space operations and leadership assignments at 50th Space Wing, 45th Space Wing, 595th Space Group, 460th Space Wing, and 310th Space Wing. Further, he has accumulated over 19 months’ command experience in Joint and Interagency space operations and is a fully-qualified Joint Officer (JQO Level III). 
 
Immediately preceding his entrance into Federal Service as a Department of the Air Force Civilian in April 2021, Colonel Buck served as the Deputy Director for Air, Space, and Information Operations, Headquarters Air Force Reserve Command, Robins Air Force Base, Georgia. He led oversight and advocacy for all Air Force Reserve operational units, assets, and capabilities, encompassing Combat Air Forces, Mobility Air Forces, Space Operations, Information Operations, and Nuclear Enterprise Operations.
 
As an aerospace and defense industry professional, Darren Buck has served in multiple leadership, technical, and consulting roles since 2000. I am a senior principal Systems Engineer with over 35 years of experience in the Defence and Security Environment, which has included MOD PE, DERA and QinetiQ, working on a wide range of projects spanning Maritime Communications, Requirements and Systems Engineering research.

I joined Dstl in 2004 and I have been an analyst, systems engineer and consultant, leading Combat Identification, and ISR programmes. I currently work in the Cyber and Information Systems Division as the Principal Advisor for Future Beyond Line of Sight capabilities within the Dstl Space Programme. This includes leading MILSATCOM research activities, and providing support to the UK Skynet 6 programme.
 
I was born in Romford, Essex; have degrees in Electrical and Electronic Engineering and Systems Engineering and am a Fellow of the Institute of Engineering and Technology.
 

David Meadows

David Meadows

Dave Meadows is the Division Vice President of Advanced Programs for NIC4, Inc.  He is responsible for capture and execution of SATCOM programs for DoD and other government customers, and currently leading NIC4 efforts on the DOD’s SATCOM Enterprise Management and Control (EM&C) system.

 
Dave has over 43 years of experience in satellite communications, including 21 years at COMSAT Laboratories, 11 years at Lockheed Martin, and 11 years at Knight Sky, LLC, which was acquired by NIC4, Inc. in 2021.  At Lockheed Martin, Dave was the Director of Strategic Development/Deputy CTO for LM IS&GS-Defense from 2008-2011, where he managed the division’s IRAD program.  From 2003-2007 he was the responsible for the LM components of the WIN-T Program, and also delivered the Coalition Multinational Network, a commercial VSAT network Lockheed deployed in Iraq in 2004 for CENTCOM to support Coalition and U.S. Forces in Iraq.  He also supported business development for the USAF TSAT Program.  In 2000-2002, Dave was VP of Programs at LM Global Telecom (LMGT), responsible for Astrolink and ACeS ground segment development programs.  At COMSAT Labs prior to the merger with Lockheed Martin in 2000, he was the VP of Program Development and responsible for all major external development contracts for COMSAT Labs.  Prior to this he was Director of the Communications Technology Division which developed advanced modems (including LinkWay), and speech & video compression products.  From 1983 – 1992 he was a leading member of the COMSAT Labs team building the Ground Segment for the NASA Advanced Communications Technology Satellite (ACTS) program, which pioneered the use of Ka-band satellite technology and on-board processing in the 1990s. Early in his career he developed large-scale software systems used by COMSAT and Intelsat for satellite design and operations.  
 
He holds a MSEE degree from Virginia Tech and is a Space Foundation Technology Hall of Fame awardee for his work on the NASA ACTS Program.  He is a member of AFCEA.

Ms. Deanna L. Ryals is the Director, International Affairs, Space Systems Command, Los Angeles, AFB CA. In this role, she is responsible for driving 
innovative partnerships with Allies, Inter-Agencies and Industry to build a joint robust and resilient military space enterprise that is “Allied by Design”.
Previously as the Chief Partnership Officer, her major contributionsincluded creating partnerships with eleven allies (the largest USAF International Armaments Cooperative Program for a space capability)across the Wideband Global SATCOM (WGS) program, expanding the constellation with two Allied funded satellites and enhancing capabilities on the 11th satellite. Ms. Ryals was also responsible for innovating the first 
ever Allied hosting of a US DoD National Security Space (NSS) payload through a partnership with Norway, and bringing new polar MILSATCOM 
to Allied warfighters, followed by spearheading a successful partnership with Japan to host two SDA payloads on their national PNT system, QZSS. 
Early efforts enabled enhancing resiliency on Advanced Extremely High Frequency (AEHF) satellite program by including five international 
partners. All efforts resulted in execution of over $4B in international partner investment in U.S. DoD military space capabilities.
 
In 1988 she entered federal government service and for more than 25 years she supported the DoD in both civil service and industry in financial management and acquisition. In 2000, Ms. 
Ryals moved to the Secretary of the Air Force staff in the Space Acquisition Directorate and managed a MILSATCOM terminal portfolio worth $10B, then took over as the single SAF/AQS focal point for international activities. In 2012, Ms. Ryals moved to the Air Force Program Executive Officer for Space Launch (AFPEO/SL) as the PM for Acquisition Strategy development and secured DoD Acquisition Executive approval of a new acquisition strategy for future DoD NSS launches that introduced a competitive environment for all certified U.S. launch service providers. Ms. Ryals Rejoined MILSATCOM in January 2013 with her transition to Space and Missile Systems Center (SMC). In 2018, she was named the Chief Partnership Officer responsible for all Int’l partnerships at SMC under the SMC 2.0 Reorganization

 Born in 1963, son of a S.A.F. NCO "Specialist Photography and Cartography", he was in

charge of Space Unit, in the Programs Management Sub-Directorate of General of 
Armament and Material by 12 years, before to the current post as Liaison Officer for 
Earth Observation Space Programs in Paris.
Since his graduation in the Spanish AF Academy to the current days, he has done several
courses and high studies related with Defense activities, which has been supplemented 
with university studies in Telecommunication, Network and Systems, and Strategic 
Direction on TIC, s. and today is Doctor in Economy and Organization, on Space 
Procurement Process Model by the Zaragoza University of, Spain.
He commanded the Technical Squadron and Deputy Director of the Spanish Center for 
Aerospace Observation Systems, Head of the Spanish Pleiades program, responsible for 
the current SATCOM Program DGAM, MoD representative in the SST Consortium and 
nominated, by the Spanish MoD Secretary of the State, as SATCOM NG Program 
Manager.
As a representative in national and international working groups, his task is to follow the 
evolution and development in the four areas of application in space for the Defense: 
Communications (GOVSATCOM), Observation (PAZ and SEOB EDA), Navigation 
(GNSS-Galileo) and surveillance and Space Tracking (SST EU).
At international level, He’s chairman of the Project Manager Demo Phase of 
GOVSATCOM EDA Project Arrangement from 2015, he takes part on current 
discussions about the Space Defense Strategy for EU and today is involved on two 
different high level working groups about “Space Threats” to the UN and EU.
Has taken part in many National and International conferences, fora, and discussion 
meetings, concerning Space technologies and capabilities, and He has written various
articles of interest in Aeronautical and Defense Magazines, concerning Space, Jisr, 
Industrial Sector Space Policy, Space Law, etc...,

Dr Junayd Miah

Dr Junayd Miah

Dr Junayd Miah is widely recognised as a UK space subject matter expert, having led the development and delivery of several critical space and ground segment capabilities for the Ministry of Defence (MOD). Much of his work has been path-finding research and development in collaboration with international partners across the globe that enabled the MOD to expand its space capabilities and shape its strategic direction.

Dr Junayd Miah currently serves as Command, Control, Communications & Computers (C4) Science Adviser for UK Space Command. He provides critical advice for the development of an integrated space operations architecture and resilient satellite communications for UK defence and civil sectors. The development of thisintegrated architecture will enable the operation of future sovereign space assets in addition to collaborative operations with academic, commercial, and international partners.

Prior to this, Dr Junayd Miah led the development of MINERVA – A >£120 million, game-changing space programme for a notional space architecture and associated Intelligence, Surveillance and Reconnaissance (ISR) satellite missions. This programme will set the foundation for all future ISR operations by UK Space Command. He also delivered the UK governments first owned and operated Ground Station and Mission Operations Centre, and demonstrated the first operation of a satellite by the UK government in over 17 years. The development, delivery and subsequent operations of this facility enabled many technical, policy and governance challenges to be addressed to advance UK Space Command capabilities. His experience in satellite manufacturing and operations was crucial for the delivery of the US-UK Coordinated Ionospheric Reconstruction Cubesat Experiment (CIRCE) satellite mission and UK owned Prometheus-2 satellite mission, both of which will manifest for the first UK space launch later in 2022.

Dr Junayd Miah completed his Bachelor’s degree at University of Southampton before subsequently completing his Master’s degree at Harvard University’s illustrious Center for Astrophysics, researching supernova remnants in distant galaxies. After completing his Master’s degree, Dr Junayd Miah proceeded to complete his PhD at University of Durham, investigating star formation in merging galaxies.

Throughout his career, Dr Junayd Miah has demonstrated the ability to deliver towards national objectives, and influence partners and suppliers towards achieving MOD long-term visions. He has a proven track record to research, innovate, and collaborate to deliver quality assured space solutions for the benefit of the UK. Outside of work, Dr Junayd Miah frequently supports the growth and development of scientists through engagement and mentoring events in academia and community outreach programmes.

With over 3 decades serving in the Royal Navy, Kevin has amassed a wealth of joint and multinational experience in delivering communications and information systems for the most challenged of users and platforms. With specialist experience in a range of space-based technologies through leading research and development, he has continued to enjoy delivering space-based solutions to various military challenges through the fast-paced military operations of the last two decades, finishing his full time service as Commanding Officer of Northwood HQ.

He subsequently returned to his space roots as a part time Reservist to be the SKYNET 6 Programme Director. He is now a Non-Executive Board Member of the UK Space Agency and Strategic Advisor to the SKYNET 6 Programme.
 

Dr Rajeev Gopal

 Dr. Rajeev Gopal, vice president, at Hughes Network Systems, LLC (HUGHES), leads the company’s advanced engineering programs, developing innovative solutions for resilient and protected communications in defense applications. Dr. Gopal’s work spans Low Earth Orbit (LEO) and Geostationary Orbit (GEO) High-Throughput Satellite (HTS) technologies, leveraging artificial intelligence (AI), machine learning (ML), cloud, and cyber security innovations.

In more than 25 years at Hughes, Dr. Gopal has held a variety of leadership roles in satellite network systems engineering and software development. Most recently, he has focused on AI/ML, software-defined networking, 5G, and enterprise management architectures. Prior to joining Hughes, Dr. Gopal led automation projects for clinical and cancer research and development at CTIS.

Dr. Gopal holds several patents and has published more than 40 technical papers. A member of the IEEE 5G World Forum, he serves on the editorial board of Wiley’s International Journal of Satellite Communications and Networking (IJSCN). Dr. Gopal earned a Doctor of Philosophy Degree in Computer Science from Vanderbilt University in Nashville, Tennessee, and a Bachelor of Engineering Degree in Electrical Engineering from the Birla Institute of Technology & Science (BITS) in Pilani, India.

 Eric Brown is the Vice President of Advanced Program Development for Lockheed Martin’s Military Space business, working with the U.S. Government and its allies to develop space solutions with a particular focus on the following mission areas: missile warning and defense; military satellite communications (MILSATCOM); position, navigation, timing (PNT); space control; space domain awareness; and tactical integration. Mr. Brown leads Lockheed Martin’s developmental efforts from architectural design through research & development and ultimately defining operational warfighting capabilities. He oversees the coordination of company’s investments in future capabilities with those of teammates in industry, academia, research labs, and the U.S. Government to establish new architectures responsive to emerging threats to space and missions. Based on the criticality of space to today’s global security, Mr. Brown coordinates the space enablement across Lockheed Martin’s complete portfolio, which includes fighter aircraft, missiles and mission systems, to provide warfighters the tools needed to sustain US and allied operational advantage.

Prior to joining Lockheed Martin Space, Mr. Brown led PwC Strategy &’s global space 
community of practice, providing strategic consultation on topics of competitive positioning, new technology introduction, and inorganic strategy to executives across aerospace, defense, space, industrial, and technology sectors. Previously, he supported various agencies across the intelligence and defense communities in the development of mission and organizational strategies and concepts of operations to respond to evolving threats and critical national requirements. 
 
Mr. Brown holds a Bachelor of Arts from Davidson College, a Master of Arts in National Security 
Policy from Georgetown University, and a Master of Business Administration from Duke 
University’s Fuqua School of Business. He currently sits on the Board of Directors for Astrotech Space Operations, a wholly owned subsidiary of Lockheed Martin.

 Mr Geoffroy Beaudot joined the Ministry of Foreign and European Affairs - Directorate of Defence of the Grand Duchy of Luxembourg in May 2016 in order to develop Space programs, including mainly Satellite Communications and Earth

Observation systems. He currently the Head of ‘SPACE and CYBER’ Office at the Directorate of Defence and represents Luxembourg in different European initiatives (at EDA, ESA or EU Commission level) and is the national representative for the NATO SatCom capability team meetings. He is also engaged in many bilateral developments
with NATO Allies.
 
As Head of Office, he advises the Minister of Defence and his Chief of Staff on numerous occasions when meeting international leaders and stakeholders from different sectors.
 
He started his career in 1996 as Offcier in the Belgian Ministry of Defence and in 2002, his first position was Head of a Network Supervision team. In 2007, he started managing the service in charge of the satellite communication hub for the Belgian MoD. After three years in this function, he became SatCom Program Manager for the Belgian Defence. In 2012, after a one-year staff course, he joined the 4th Group Communications and Information Systems as Officer ‘Operations & Training’. In 2015, he became Major (OF-3) and went back to the procurement service of the Belgian Defence as Head of the Cell C³ Platforms Integration.
 
Mr Beaudot attended the Royal Military Academy in Brussels, Belgium and graduated with a Master of Engineering, Telecommunications. He is born in 1978, is married with three children. He grew up in Belgium, used to practice sports and is an active member of the scout movement.

In this function, the focus of his work in EDA lies on all SatCom related activities with particular attention to the Agencies GOVSATCOM Pooling and Sharing Demonstration Project and chairing the Project Team Satellite Communication of the Agency.
 
In addition to this, he took over in the last two years a wider role on space related topics including the support to the EDA Defence in Space Forum as new EDA working body.
 
Before his move to Brussels, he was an active staff officer in the German Air Force. Within his military career Holger worked on several posts in the CIS/IT domain ranging from IT-Security to procurement to spectrum policy. His national appointments have been complemented by a tour in the NATO Component Command Air in Izmir, Turkey, where he served in the Operations Branch of the A6 Division.
 
In the last six years before changing to the EDA, Holger served in the German Federal Ministry of Defence being responsible for the German national satellite communication programme, ComSatBw Stage 2, as well as the radio spectrum policy of the German Bundeswehr.”

 Dr Joanna Hart joined UKRI-STFC in November 2017 as the Harwell Space Cluster Development Manager, helping the Harwell Space Cluster to grow. This involves attracting new companies to the Harwell Space Cluster and helping the space companies that already have a presence at Harwell Campus to grow. Joanna is raising the profile of the Cluster internationally, helping build collaborations and working closely with stakeholders across the UK space sector. The Harwell Space Cluster has grown to 105 space organisations collectively employing over 1,100 people (from 80 organisations employing 800 in December 2017).

 
Previously, Joanna worked at the Satellite Applications Catapult for four years, as Head of Evaluation and Impact, tracking key performance indicators and understanding the economic impact that Catapult is having on UK space companies, in terms of jobs and revenue growth. Joanna has nine years of experience in equity research at investment banks UBS and Credit Suisse. This involved advising global fund managers to buy and sell shares in European telecoms companies. Joanna holds a DPhil in Particle Physics from the University of Oxford, which involved working on the ZEUS Central Tracking Detector (now a museum piece at the entrance to her office building).

Joshua Cryer is the ALL.SPACE Senior Director of Business Development for the United States Government, with 25+ years of experience in the military communications industry. Before joining the ALL.SPACE team, Mr. Cryer filled several roles in the industry, starting as an Electronics Warfare Systems Journeyman in the United States Air Force. After the Air Force, Joshua served in several roles at the Naval Special Warfare Development Group (NSWDG), culminating as the Branch Chief for Communications Research and Development, where Mr. Cryer led a team that created and delivered disruptive technologies for United States NAVY SEALS. Leaving NSWDG, Mr. Cryer served as the Principal SATCOM engineer for the NATO Communications and Information Agency (NCIA) in Mons, Belgium, where he led the technical team in curating a 1.85B Euro space acquisition portfolio. Departing NATO, Joshua assumed the role of Principal Strategy Development at L3Harris Technologies, advising on mergers and acquisitions, directing technical alignment strategies, and establishing the Communications Systems (CS) segment SATCOM franchise portfolio.

 Julian joined the Ministry of Defence direct from University and has spent his career procuring equipment and services for the UK and other Nations’ Armed Forces. 

 
In that time, he has managed and delivered a diverse range of procurement projects; from the heavy engineering involved in warship and submarine refurbishment to software intensive communication systems; at all stages in the project life cycle; and in complex and politically sensitive National and collaborative environments, including as member of a NATO agency.
 
In addition, he has spent time as the Ministry’s Best Practice and Policy group leader, tasked with identifying, developing and disseminating best procurement management practice, devising and driving through corporate continuous improvement programmes, setting policy and creating the Department’s guidance and regulations. He first brought Earned Value Management into the Department and is accredited to assess EVM systems, and also first established and pioneered MOD’s use of Technology and System Readiness Levels as a means of assessing and monitoring project maturity.
 
He has also undertaken secondments with; Avon Industrial Polymers, designing and testing products for use offshore; and the National Nuclear Corporation, testing and optimising plant equipment and investigating unscheduled outages.
 
As his career has progressed, he has moved from undertaking direct procurement activity to setting policy and leading and enabling teams. In his previous role he oversaw a portfolio containing 5 very large and high-profile weapon programmes, including leading an International Joint Project Office for 6 Nations. His current role as the Head of Strategic Connectivity in Defence Digital requires him to provide and ensure a continuing service across MoD’s communications infrastructure, including the growing Space domain.

Prior to joining L3Harris, Norton was CEO of Trilogy Communications Limited a UK SME designing and delivering innovative, CrossDomain, IP voice communications solutions for Joint C2 Operations into U.S. Primes on the USAF DCGS and U.S. Navy Global Hawk programmes.

Previously CEO of Paradigm Secure Communications Ltd. (turnover $500M/yr) the world’s first and only commercial company to own and operate a fleet of hardened X-Band military satellites. Paradigm (now Airbus) delivers MILSATCOM services to the UK MoD, European MoDs, U.S. DoD and USG agencies though the Skynet PFI.

In 2012 Norton successfully negotiated a fourth Skynet5 satellite, 5D, into the scope of the PFI extending its duration to 2022 and increasing the total contract value to $4.8B.

At Serco, Norton was Contract Executive for $400M of the UK BA’s $1B eBorders programme, awarded to Raytheon as prime, he delivered two complex CNI data centres and a Joint Operations Centre for security services.

Norton has also worked in commercial telecoms having held senior director level positions at Cable & Wireless and Nokia.

At IBM, he was Principal Technical Advisor to UK MoD on BOWMAN and at BAE Systems, he designed Frequency Hopping into their AD3500 VHF/UHF radio and HAVEQUICK II into their portfolio of airborne radios plus a four-channel TDMA fast hopping ECCM system for NATO/Royal Navy demonstration.

Norton has served on the boards of Trilogy, Airbus and currently for L3Harris UK. He is a Chartered Engineer, FEANI Eur Ing and is a Member of the Institute of Engineering & Technology – MIET.

 Kirk joined the Royal Navy in 1989 as a young Communication Warfare Specialist. 22 years of service would see him serve on numerous Warships conducting operational deployments to the Middle East, South Atlantic, Black Sea, West Indies and within various UK and NATO Headquarters.

 
In 2011 Kirk left the Royal Navy and joined the Royal New Zealand Navy. Whilst serving in the Royal New Zealand Navy, Kirk would take on positions in the Defence Communications Station Devonport, HMNZS Wellington, Satellite Networking Operations Centre (SATNOC) as the Operations Manager and finally as the lead CIS Operations Planner at the HQ Deployable Joint Inter Agency Task Force (DJIATF).
 
In 2018 and on retirement from uniform service Kirk returned to the SATNOC as the lead planner for all MilSAT and COMSAT operations.
 
February 2021 saw Kirk take up the newly established role of the NZDF SATCOM Product Owner.
 
Kirk knows the importance of ensuring the NZDF is smart and creative about how it uses finite resources to provide secure and reliable communications for deployed military operations. He sees that it is imperative to provide a Networked Connected Force with robust satellite communications, whether it be via Military or Commercial means within the wide ranging and sparsely populated areas of NZDF operations.

I am a telecommunications engineer specialized in SATCOM and microwave.

I am working on my PhD dissertation at the National University of Public Service, and I am a researcher within the Outer Space and Social Sciences Research Group at NUPS.

 Lieutenant Colonel Ryan A. Rose serves as the Deputy Chief for Tactical Satellite Communications Acquisition Delta at Space Systems Command, Los Angeles Air Force Base, California.  As Deputy Chief, she is responsible for fielding the next generation of tactical military satellite communication systems supporting the Space Force and the Department of Defense.  She leads a team of over 200 military, civilian and contractor personnel developing a $9 billion space portfolio with systems including the Protected Anti-jam Tactical SATCOM program, Wideband Global SATCOM, and Enterprise Management & Control.

 
Lieutenant Colonel Rose’s previous assignments include Materiel Leader and Chief of the Rocket Systems Launch Program and the Small Launch and Targets Division, Congressional Liaison Officer where she was the liaison between the Air Force and Congress on Air Force programs, Program Element Monitor for the Air Force’s Space Situational Awareness programs, Program Manager in the Space Superiority Systems Directorate, Mission Planning Crew Commander for the National Reconnaissance Office, and Launch Readiness Manager for the 2d Space Launch Squadron.

 Lieutenant Commander Paul Bridgers earned his commission in May of 2008 from the U.S. Naval Academy in Annapolis, Maryland.  He was designated a Naval Aviator in April of 2010 in Pensacola, Florida. He has held a variety of positions in MH-60R helicopter squadrons and sea going units. He is a holds a Master’s Degree from of Central Michigan University. His duties have included operational assignments in squadrons in San Diego, California and Jacksonville, Florida.  He served as a flight instructor at a Fleet Readiness Squadron and as Assistant Air Officer onboard an Amphibious Assault Ship.  He has accumulated over 2,100 flying hours in the MH-60R multi-mission helicopter.

Lieutenant Commander Bridgers’ current assignment is at NATO Headquarters in Brussels, Belgium where he serves as a Staff Officer in the Command, Control, and Consultation Division, Digital Infrastructure Services Branch.  He is the current NATO SATCOM Capability Team Secretary.

 Matt joined the Royal Corps of Signals in 1991 as an apprentice tradesman, graduating as a Telegraphist in 1993.  A broad and exciting soldier career ensued with multiple operational deployments delivering tactical and strategic communications. Qualifying as Yeoman of Signals responsible for communications planning, Matt served in a variety of 1 and 2 Star Headquarters and was seconded to the RAF providing SME advice.

 
Following commissioning in 2012, he has completed assignments in a variety operations and capability management posts, attained a BSc in communications management and attended Staff College. As a Requirements Manager, he was integral to the delivery of a wide range tactical radio and platform integration projects.  Now serving at Army Headquarters, he is the principle Army Skynet and Space lead into Strategic Command. 
 

Mark Gruenewald

 Colonel Mark Gruenewald, USAF (ret.) is a US Government Civilian and serving as the Director, SATCOM Integrated Operations Division (SIOD) assigned to Peterson AFB CO. The SIOD is a geographically separated division of the Combined Space Operations Center, Vandenberg AFB CA. He has 25 years military and 4 years industry experience with Superior Performance and Command leadership supporting General and Flag Officers in Joint and Combined Space Warfighter environments. His duties and responsibilities included working with the Space and Missile Systems Center (SMC), Army Space and Missile Defense Command Army Strategic (SMDC/ARSTRAT), US Fleet Cyber Command (USFLEETCYBERCOM), Defense Information Systems Agency (DISA) and HQ Air Force Space Command (HQ AFSPC). He has excelled in multiple leadership positions spanning Strategic, Operational and Tactical levels as Advisor to HQ AFSPC, Director, Integrated Air, Space, Cyber & ISR Ops; Deputy Commander of 9th Space Operations Squadron (125-mbr unit) performing operations in the Joint Space Operations Center (JSpOC) and as the Deputy Director of the 614th Air & Space Operations Center; Commander, Det 1, 8th Space Warning Squadron; and Dean, Education and Training of the Reserve National Security Space Institute. During these key leadership roles, he led joint & combined crews during multiple Tier-1 exercises spanning Operations Global Lightning, Global Thunder, Schriever Wargames and Red Flag. He has created a squadron from an Employment Concept to a fully manned squadron, complete with facilities and operational budget. He has created designs for multiple satellite operations facilities for which some were built and are still in use today.


His SATCOM and satellite command and control experience includes Satellite Telemetry, Tracking & Commanding, Orbital Analysis, Spacecraft Engineering, and Senior Vehicle Operations Director for the launch of a satellite. He was an Air Education & Training Command Master Instructor where he taught Spacecraft Fundamentals, SATCOM, Telemetry Tracking and Commanding, Anomaly Resolution and Spacecraft Maneuvers.

Prior to retirement, Mr. Gruenewald led the effort on behalf of the Commander, US Strategic Command (CDRUSSTRATCOM), the Commander, AFSPC, and the Joint Space Doctrine & Tactics Forum (JSDTF) as the first Senior Co-Chair of the Fighting SATCOM Working Group which conducted the Mission Analysis to integrate SATCOM across Army, Navy, Air Force and DISA. He executed several visits spanning CONUS and OCONUS locations to ensure he captured requirements and needs from SATCOM units across the joint community. His team delivered the initial Concept of Operations which led to the stand-up of the current SATCOM Integrated Operations Division. He identified opportunities for SATCOM automation and integration across the services that have since been adopted in other disciplines in the Space Enterprise.

Post retirement, Mr. Gruenewald has served in various roles including DevSecOps software evolution, supported the Standard Space Trainer, developed the Space Warfighter Operations Center concept for the integrated facility hosting all former 50 SW operational units, led the install of Network as a Service replacing the AFNet and finally the kick-off of the OPIR Enterprise Health and Status Common Operating Picture development.

Additionally, Mr. Gruenewald is an exceptional leader guiding two separate Squadrons in winning Unit of the Year, multiple Crew of the Year, and personally, multiple Officer of the Year accolades. He creates a culture of excellence and an environment where all can excel. He has a Master’s Degree in Space Operations and Management and a Bachelor’s Degree in Professional Studies. He has a current TS/SCI and CI Poly.

Mr. Haber started his career in the United States Air Force in 1987 after graduating from the University of Pittsburgh and served as both a command and control officer and communications officer throughout his career.  Mr. Haber served two command tours in combat communications at Tinker Air Force Base Oklahoma and Balad Air Base Iraq and also served at as the Communications Squadron Commander at Nellis Air Force Base, Nevada.  He also served Joint tours at US European Command and with US Forces Iraq in Baghdad.  Mr. Haber retired from the United States Air Force in 2010 as a Colonel after serving for 25 years culminating in his service to the Office of the Secretary of Defense in its oversight of Satellite Communications and continues in that role supporting the Department of Defense’s Chief Information Officer.

 Mike Nichols is the Deputy Director, Commercial Satellite Communications Office (CSCO), Space Systems Command (SSC), United States Space Force (USSF). He manages a portfolio of commercial satellite services and capabilities with a lifecycle value of $6B (USD). Mr. Nichols facilitates the delivery of operationally responsive, customer-focused, and cost-effective commercial satellite communications solutions meeting DoD, Federal Agency, and International Partner requirements. This is accomplished through the implementation of focused acquisition, engineering, cybersecurity, and operational strategies across mission platforms.

 
Mr. Nichols has managed Information Technology programs as a Department of Defense Civilian for 36 years, implementing end to end enterprise solutions across space and terrestrial domains, cloud computing services, cybersecurity, network operations, and transformative business strategies.
 
During the span of his career, Mr. Nichols has resided abroad managing communication services for the United States Navy (Naples, Italy); terrestrial enterprise architecture programs for the Defense Information Systems Agency (Stuttgart, Germany); Southwest Asia telecommunication programs for DISA Headquarters (National Capital Region); and deployed as a Senior Telecommunications Advisor to the Afghan Ministry of Communications and Information Technology (Kabul, Afghanistan). 
 
Prior to his current position, Mr. Nichols was the Program Manager, Commercial Satellite Solutions Program, United States Space Force, Fort Meade, Maryland, implementing a number of transformative strategies across service delivery and business operation disciplines and platforms.

 Mr. Michael “Mike” T. Laney is a Department of the Air Force Civilian working as the Lead on International Engagement for Military Satellite Communications (MILSATCOM) under the Space Division for the Office of the Deputy Under Secretary of the Air Force (International Affairs), at the Pentagon, Washington, D.C. Mr. Laney oversees the development of cooperative agreements in MILSATCOM including wideband, narrowband, and protected satellite communications.

 
Mr. Laney enlisted in the United States Army June 1989, later graduating from the United States Military Academy June 1995. He continued serving on active duty in the United States Army as a commissioned officer until June 2004. His active duty experiences included multiple overseas assignments and deployments in Europe with frequent contact with host nation government representatives as a Military Police Officer. Upon separation from the Army, he continued to serve overseas as a Department of the Army Civilian -- first as a Host Nation Liaison Officer, then later as a Government Relations Advisor in Belgium. Upon returning from his last overseas assignment in 2011, Mr. Laney transferred to the Department of the Air Force as an International Relations Specialist.

He has previously held a number of sales leadership and Key Account Management roles across the Defence & Space business.

 
Based in Portsmouth, he is able to draw on industrial expertise from across the Airbus portfolio to support his role. These include UK national programmes such as Skynet, the Zephyr solar powered stratospheric aircraft, and a growing number of innovative space activities.
 
Before joining Airbus, Nigel enjoyed 27 years’ service as a Warfare Officer in the Royal Navy, serving at sea and ashore in a range of command and staff appointments. These included operational deployments to the Middle East and Africa and periods spent with NATO, US and NL led staffs. A graduate of the Advanced Command and Staff Course and a C4ISR specialist, he complemented his operational experience with a rewarding appointment to MOD as Joint User for MilSatcom.
 
Nigel maintains a keen interest in international relations and maritime affairs. He holds a Bachelor’s degree in Chemistry from the University of Bristol and a Master’s degree from Kings College London in Defence Studies.

 Nik Smith is the Regional Director for UK and Europe for Lockheed Martin Space and leads the Lockheed Martin UK Space business unit. Prior to his current position, Nik was the Head of Business Development for the Lockheed Martin UK Space business area.

Before joining Lockheed Martin, Nik served for 16 years in the Royal Air Force as a communication engineer. His first role was as a spacecraft operations officer, operating the UK’s Skynet military satellite communications constellation. Subsequent positions included a range of roles in acquisition, ICT delivery, operational planning, Cyber and information assurance. Nik’s final tour was as part of the British Defense Staff in the British Embassy in Washington DC, supporting bilateral activity related to communications, information, space and intelligence.

Nusret Yilmaz

Dr. Nusret YILMAZ was appointed SATCOM Service Area Owner, in Network Services and IT Infrastructure Service Line for the NATO Communications and Information (NCI) Agency in May 2022. He is responsible for the Satellite Communications Services and Infrastructure that connects NATO Static and Deployed forces. He is responsible for the planning, coordination, execution and leadership of a team of more than 150 people, located across Europe, providing an overall lifecycle responsibility to implement and sustain a coherent NATO SATCOM capability.

 
Prior to his appointment, Dr. Yilmaz worked for NATO, for long years. He joined NATO in 2000, as a SATCOM Engineer, responsible for the operation and maintenance of a NATO SATCOM Ground Station Site, and as a Telecommunications Engineer, responsible for the NATO Point of Presence node, providing connectivity services. Dr. Yilmaz worked also as Operations, Plans and Service Management Branch Head (OPSM) for NATO, where he was responsible for the Service Delivery and Management.
 
Prior to his appointments in NATO, Dr YILMAZ he worked as the Project Manager in MoD, responsible of a large-scale National C4ISR System (the National Airborne Early Warning and Control System). Before working for the MoD, he worked in Civil Aviation (State Airports Authority), as the System Engineer in the Air Traffic Operations Centre.
 
Dr. Yilmaz has a Ph.D. Degree in Mobile Communication Systems, a Master of Science degree in Telecommunication Networks, and a Bachelor of Science Degree in Electrical and Electronic Engineering.

Patrick Biewer is the Chief Executive Officer of GovSat since 2015, a new satellite operator created out of the Public-Private Venture between the Luxembourg Government and SES.
 
He is in charge of all the business activities as well as building customer relationships with International institutions (EU Commission, NATO, UN).
 
Prior to this position, Patrick has held a number of executive positions within SES since he joined in 1993, including Managing Director of SES Broadband Services. He is a Luxembourg national and was educated in France and in the UK.
 
He holds a Master Degree in Telecommunications and an MBA from the Open University.

Peter Lymn

Peter Lymn, sponsored by the UK Ministry of Defence (MOD) to complete an undergraduate degree in Electronic Engineering, permanently joined the MOD in 1992 as a Graduate Engineer.

In his early career, Peter worked in various research, technical and project roles including speech recognition software development, submarine in-shore guidance systems, missile maintenance and close combat simulator development.
 
Peter made his first foray into the world of satellite communications in 1996 as the Project Manager for the UK’s spread spectrum modem capability gaining promotion in 1997 to become Project Manager for the UK’s remote satcom terminals.
In 2000, Peter was selected for a challenging secondment to industry and was stationed in Riyadh, Saudi Arabia as the Deputy Programme Director for Marconi delivering the Saudi Arabian National Guard communications programme. This is still a personal and cultural experience that he has yet to top.
 
Returning from the Middle East in 2002, Peter spent a short time developing the NATO Satcom Post 2000 approach before embarking on a full time MBA at the University of Bath. He was actively encouraged to diversify from Defence and as a result undertook several assignments and placements in other industries looking at risk management, operations management and organisational culture. Peter was also awarded the Entrepreneur Prize for the Business Plan he developed for providing services to non-profit organisations and charities.
 
Promoted again, Peter then returned to satcom and has stayed there ever since; firstly leading large and diverse Civil Service, Military and contractor teams to deliver Skynet 5 service introduction, new service assurance and overall contract governance before heading the UK involvement in the US AEHF programme and then developing the Assessment Phase approach for SKYNET 6.
 
Most recently Peter led the early development of the approach for the replacement of the Skynet 5 service contract before leading the satcom acquisition programme’s international collaboration strategy and team and currently leads the SKIES project within the SKYNET delivery programme.

Ram Rao has over 30 years of satellite and terrestrial communications experience and expertise in both technical and management roles. His areas of expertise range from systems level to components level under commercial satellite systems, earth stations, and networks. Ram has experience in Government and Commercial industry. Ram is currently Director of BD Engineering and Technologies at SES Government Solutions provider of GEO and MEO satellite fleets, managed services for mission-critical communications and security solutions to US Government and DoD. He is currently involved in the insertion of LEO Ecosystems (Satellite, Ground, User Terminal Segments) and 5G networks into SES GS ICT Ecosystem, thus positioning SES GS as the single provider of multi-orbit and multi-frequency band solutions to the US Government.

His earlier work includes Technical Management work at Federal Aviation Administration (FAA) on Satellite-based Augmentation System (SBAS) for Position, Navigation, Time-(PNT) and Aircraft Navigation applications. Ram worked as Vice President of Network Engineering & Director of Systems Engineering at WorldSpace Satellite Digital Radio, and Senior Technical Manager at Hughes Network Systems in the area of Mobile Satellite Systems.

Ram holds an MBA in International Business from Georgetown University and Master of Engineering from Bangalore University.

Richard is responsible for the UK, US and Australia Secure Communications business and is primarily responsible for ensuring continued delivery and evolution of the satellite and ground networks services business to meet growing customer demands, and for securing a lead role for the company in the UK’s next generation Milsatcom programme.

Prior to joining Airbus in November 2018, Richard was the Operations Director responsible for the delivery of one of Capita’s largest government outsource contracts across a wide remit of services including IT, Customer Services, HR, Finance, Procurement and Estates Management. Richard also spent 12 years at Cable & Wireless in various roles including: commercial, large scale programme delivery and leading telecommunications and IT outsource contracts, this included forming and growing 
the Application Services business to deliver secure cloud based services to UK government.

 Born in Adelaide, Australia, Rogan Shimmin earned undergraduate degrees in mechatronics engineering, mathematics and computer science from the University of Adelaide and a doctorate in spacecraft mission design at the Institute for Space Systems at the University of Stuttgart in Germany. At NASA Ames Research Center in 2009 Rogan was the chief systems architect for a fledgling nanosatellite program called PhoneSat which spun off a company called Planet.

 
After missing his Silicon Valley unicorn opportunity, Rogan spent two years at NASA Johnson Space Center in Houston writing flight software and novel safety analysis tools for the Orion capsule. He then started the USAF training pipeline to become a Rescue Combat Systems Officer. Now back in California flying rescue lines after-hours, Rogan is the Senior Engineer and Technical Program Manager for the Defense Innovation Unit's space portfolio, in the Office of the Secretary of Defense. He manages projects from high specific energy batteries, universal docking adapters and radiation hardened microelectronics to space weather monitoring systems and isolated personnel survival radios. He currently leads the hybrid space architecture, an ambitious program to provide secure internet access to every spacecraft in orbit.

Until July 2020, he served as a Lieutenant General (Air Force), a government advisor on defence issues, and a member of the cabinet of the Minister of Defence. His military career covers the fields of intelligence, 

notably within the Directorate for Military Intelligence, international relations, as a defence attaché in China, defence and security issues as an assistant to the Chief of Staff of the French Air Force. He also has operational experience in a multinational environment. In addition to missions in Africa, the Middle East and Afghanistan, he was the CJTF/HQ/CJ9 Director in charge of civil and military relationship, French Senior National 
Representative in the ‘Inherent Resolve’ Coalition fighting against Daesh and the commander 
of the French elements of ‘Operation Chammal’. 
 
He holds an engineering degree in aeronautics and space sciences from the École de l'Air, 
and is a graduate of the War College and the Institute for Higher National Defence Studies. 
He speaks French, English and Chinese.

Stacy Kubicek is the Vice President and General Manager for the Mission Solutions line of
business within Lockheed Martin Space. In this role, she is responsible for approximately 4,600
employees and a multi-billion dollar portfolio focused on delivering and operating mission criticalhardware and software solutions for government defense and intelligence agencies, as well as commercial and international customers. She provides end-to-end thought leadership for the business and is growing key capabilities in areas such as 5G from Space, Cyber, Artificial
Intelligence & Machine Learning (AI/ML), and Joint All Domain Operations (JADO).

Previously, Kubicek was the deputy to the Vice President and General Manager for Mission
Solutions and Vice President of Intelligence & Analytic Development. In this capacity, she was
responsible for driving cross line of business synergies, strategy development, strong program
execution and innovative business models.

Originally from Lincoln, Nebraska, Kubicek began her career with Lockheed Martin in northern
Virginia as a Software Engineer. She holds a bachelor’s degree in Computer Engineering from

Steve has worked within the Military Aerospace field for thirty years, with more than twenty years of experience in the Delivery of Military Satellite Communications Services to the UK and Allied Nations. Steve is a customer focussed leader, possessing a track record of driving change and improvement through a variety of leadership roles, which have spanned the breadth of the MilSatCom skills base. These roles have been not only UK based but deployed in the theatre of Operations, or overseas to deploy, deliver and enhance MilSatCom Capability for the UK and our Allies.

 Todd McDonell joined Inmarsat in May 2013 as Vice President of Global Government Solutions. He took up his current position as President of Inmarsat’s Global Government business in July 2019. An early stint running operational support for the Australian Navy’s submarine communications systems provided education in military communications and satellite communications systems. Following his naval career Todd & a number of other former Australian defence personnel created a company called TC Communications focused on the design, delivery and support of satellite communications systems. Todd became CEO of the TC business in 2000 and grew the business into one of the preeminent Inmarsat partners. Inmarsat acquired the company in May 2013 and integrated it into the Inmarsat Global Government business unit

 Tom Hopkins has over 30 years’ experience leading innovation in both the public and private sector. Mr. Hopkins currently serves as the Chief Operating Officer of Ovzon, an innovative SATCOM-as-a-Service company that specializes in bringing unprecedented levels of performance, agility and resiliency to a global customer base. Mr. Hopkins responsibilities at Ovzon include service delivery, national and international regulatory compliance, terminal production, industry partnerships as well as P/L responsibilities for the U.S. DoD market. Ovzon has offices in Stockholm, Sweden; Herndon, Virginia; and Tampa, Florida.

Prior to Ovzon, Mr. Hopkins was the Director of Raytheon Blackbird Technologies, Inc. (Blackbird), a wholly owned subsidiary of the Raytheon Company. Mr. Hopkins led the Blackbird team in identifying, developing and exploiting unique technologies to address critical national security challenges.

Prior to Blackbird, Mr. Hopkins served as a career Army Officer with extensive experience planning and leading special operations. Mr. Hopkins military experience includes multiple command assignments in Airborne, Joint and Special Mission Unit organizations. He is a veteran of multiple combat tours in Panama, Bosnia, Iraq and Afghanistan

Mr. Hopkins academic credentials include a BA from the University of Connecticut, an MBA from Benedictine College, graduation from the Army’s Command and General Staff College, and the Army War College.

Trond Hermansen is a SATCOM specialist within operational use of military SATCOM. He is now working as a special advisor in SATCOM to the Norwegian Armed Forces Cyberdefence. He is a former naval operational officer and has specialized in operational use of military SATCOM. He is presently engaged as operational project officer for the Arctic Satellite Broadband Mission project and the HEO-2 project that both will deliver 2 communication satellites in a high elliptical orbit in 2023 and 2026 respectively.

 Troy Brashear currently serves as vice president of the National Security Systems Business Unit within the Tactical Space Systems Division in the Northrop Grumman Space Systems sector. 

 
As vice president, Troy has executive responsibility for the development, 
production, delivery, and operations of critical space systems across international and domestic space programs. Previously, Troy was vice president of the Combat Sensors Business Unit in Northrop Grumman Mission Systems. Preceding that role, he was vice president of the Integrated National Systems Business Unit in Northrop Grumman Space Systems where he led innovative air and space command and control and mission management systems for the Department of Defense and intelligence communities.
 
Troy joined Northrop Grumman in 2016, following his retirement as a colonel in the U.S. Air Force, where he created and served as the first director of Air Force Space Command’s Advanced Systems and Development Directorate responsible for Science and Technology, developmental planning, demonstrations, and prototypes.
 
Based in Dulles, Virginia, he is the executive sponsor for the NGFAMiLY employee resource group. As an Hispanic, he is dedicated to supporting the growth, engagement, and professional development of Hispanic

With more than 25 years of experience in both telecommunications and space business, Willy Guilleux joined the Global Government Services Business Line of Eutelsat in October 2016. In his current position within the Commercial Directorate of Eutelsat, he heads the product management and strategic business development activities supporting Government and Defence communities with their mission-critical satcom solutions.

Before Eutelsat, Willy spent 7 years at Airbus Defence and Space as Head of Western Europe Sales and Business Development for the Communications, Intelligence and Security Business Line.
 
Prior to that, Willy worked for 9 years at Arianespace, the European space launch services provider, where he was Marketing Director in charge of marketing, business development and market analysis within the Commercial Directorate.
 
He also worked for 6 years at Lucent Technologies in the Wireless Access Systems Business Unit. He held numerous commercial and field operations positions in the EMEA and Asia-Pacific regions, where he also led Technical Sales Support teams for delivering offers to telecommunication operators in these regions.
 
Willy is a graduate in Telecommunications Engineering from Telecom Bretagne in Brest, France, and a post-graduate in Radio Telecommunications from ETSIT in Barcelona, Spain. He also has a Master of Science degree in EEA (Electronics - Electricity - Automatism) from Rennes I University, France, as well as a Certification in Business Financing from HEC Business School in Jouy-en-Josas, France

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
