MilSatCom USA (Virtual Conference)

SAE Media Group are proud to announce the 5th annual MilSatCom USA conference, returning as a virtual event on 23rd-24th June 2021. As the US Space Force passes its first birthday and with the ever-growing emphasis on reliable communications for deployed units, the US DoD is investing heavily in MILSATCOM capabilities to achieve and maintain overmatch against its adversaries.

Featuring in-depth presentations from all branches of the military, numerous critical government agencies and leading industry SATCOM providers, the conference will delve into the most important topics and discussions around MILSATCOM. This year’s forum will analyse several pressing topics including emerging US space policy, SATCOM resiliency and redundancy, USSF and US Army SATCOM acquisition plans, and expeditionary SATCOM for the Warfighter.

As well as bringing together the US MILSATCOM community, the conference will bring in some of the most dynamic and innovative international militaries to provide their unique perspectives; no other event in the USA offers the same number of opportunities to meet, discuss and network with opposite numbers from allied nations.

This conference will be held in Eastern Daylight Time (EDT).

Brigadier General Marcelo Perfetti

Brigadier General Marcelo Perfetti is currently serving as the General Director of Communications and Informatics Directorate of the Argentine Army. Said Directorate is physically located at the Liberator General San Martin Building, headquarters of the Argentine Army General Staff. Brigadier General Perfetti is accountable for the functioning and operation of the Communications and Informatics Single System of the Force, which consists of different subsystems, namely: Communications, Informatics, Cyber Defense, Electronic Warfare, Electronic Maintenance, and Software Development. The organization has more than 600 hundred staff personnel and is deployed in more than 100 garrisons, including Argentine Antarctic Stations.

Brigadier General Perfetti developed his first years of military career in Tactical Units, where he acquired the corresponding expertise on the functioning of HF, VHF and Wired Command and Control Systems. Thereupon, he attended the Army Engineering School, where he graduated as Military Electronic Engineer. Subsequently, he continued his military career as Junior Engineer at the Electronic Maintenance Area while he simultaneously attended the Telecommunications Specialization Course at Buenos Aires Technology Institute.

As Chief Officer, BG Perfetti performed teaching activities within the Argentine Army (Communications School) as well as at National Universities (National Technology University – UTN) dictating Communications Systems subjects. Likewise, he commanded the 601 Satellite Communications Company, pioneer in the field of the Force Satellite Communications development. Hereinafter, he was elected to develop a master’s degree in Information Technology Management at the Naval Postgraduate School (Monterrey – California).

In the past 20 years, he participated, together with a prominent group of experts, in the design and development of tactical systems to achieve the digitalization of the Army Command and Control Systems, by means of the implementation and integration of the cutting-edge technologies available, with an active participation of the private sector and the labor of the Force.

Captain Michael Telcide

Captain Michael Telcide

Captain Michael Telcide is the Space Partnership Program Manager for the Portfolio Architect Corps, Space and Missile Systems Center, Los Angeles Air Force Base, California. His role is to increase collaboration with allies and provide awareness of emerging capabilities in global space market. He manages various space accelerators that have representatives from multiple nations and their industry to develop capabilities based upon user-defined topics of exploration. His primary objective is to shrink the Space acquisition timeline by facilitating the discovery of innovative tech start-up and help transition their solutions to the appropriate defense organization.

Captain Telcide previously worked as the Space and Enterprise Requirements Lead for the Systems Engineering Division, Global Positioning Systems Directorate, Space and Missile Systems Center. He led a 62-member multi-disciplinary team, responsible for the GPS technical baseline, as well as configuration management, data management, and the architecture development for GPS and the US Nuclear Detonation Detection System. Specifically, he advised the Chief Engineer and program office leadership on requirement changes and impacts to 7 major programs valued at over $32 billion.

Captain Telcide started his career at Wright-Patterson AFB, Ohio where he worked as an Electronic Analyst and Data Quality Feedback Lead for the National Air and Space Intelligence Center. He led a 30-member electronic warfare intelligence team that developed threat assessments, enabling friendly aircraft to identify adversary capabilities. Additionally, he authored technical trend reports that baselined threat levels for weapons modernization and combat tactics development. Furthermore, Captain Telcide coordinated joint intelligence assessments across the Intelligence Community and collaborated directly with Air Combat Command, Defense Intelligence Agency, National Security Agency and the F-35 Joint Program Office. Lastly, he established new contract options that slashed a 3-year schedule backlog and reduced risk in an $8.5 billion strategic deterrent program Analysis of Alternatives

Charles Cooper

Charles Cooper

Charles Cooper is Associate Administrator in NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues, and oversees spectrum management efforts for federal agencies. He is responsible for frequency assignment and certification, and other strategic planning functions including development of innovation approaches to spectrum sharing.

Before joining the NTIA in July, 2019, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Before being appointed to the Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office. Earlier, Cooper served as senior engineer and partner with du Treil, Lundin, and Rackley, Inc., an engineering firm specializing in radio frequency coordination and design.

Colonel Ed Skelly

Colonel Ed Skelly

Colonel Ed Skelly is the Operations Division Chief for the CCJ6 Directorate of US Central Command. He was commissioned through ROTC in 1996 as an Army Signal Officer. Colonel Skelly has held a variety of assignments during his 25 years of service: Area Signal Company Executive Officer and Range Extension Platoon Leader for a Mobile Subscriber Equipment Signal Battalion; Signal Battalion HHC Company Commander; S6 for a Military Police Battalion, a Parachute Infantry Battalion, and an Airborne Brigade Combat Team; Division Radio Officer for the 82d Airborne Division; Presidential Communications Officer, White House Communications Agency; Strategic Plans Officer for Combined Joint Interagency Task Force 435 in Kabul, Afghanistan; Tactics Instructor at the US Army Command and General Staff College (CGSC); the 7th Infantry Division’s Assistant Chief of Staff G6; and Deputy Brigade Commander for the 160th Signal Brigade. He has served overseas in Germany, Bosnia, Iraq, Afghanistan, and Kuwait.

Colonel Skelly is also a School of Advanced Military Studies (SAMS) Advanced Strategic Plans and Policy Program (ASP3) Fellow and PhD Candidate in Security Studies with the School of Politics, Security, and International Affairs at the University of Central Florida. He is a graduate of Virginia Tech, CGSC, and SAMS’s Advanced Military Studies Program. COL Skelly holds master’s degrees from CGSC and Webster University. He is a senior rated parachutist, has received various awards for service, and wears the Presidential Service Badge.

Ed is married to Eileen Burke Skelly of Metairie, Louisiana. They have four children and call Oviedo, Florida home.

Colonel Lawrence Hager

Colonel Lawrence Hager

Colonel Lawrence P. Hager serves as Assistant Deputy Director of Cyberspace & Information Dominance, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. He is responsible for cyberspace and communications policy, resource advocacy, and program management supporting strategic and enterprise-level cyberspace efforts to increase the United States Air Force's ability to provide combat forces to Combatant Commanders. Colonel Hager assists the Director in providing the strategic vision, policy, guidance, and advocacy to drive the engineering and integration to build, extend, operate, secure and defend the Air Force portion of the Department of Defense global network. He provides guidance to organize, train, and equip cyberspace capability and communications for the command’s 34 wings, 700 aircraft, 19 bases, and 70 worldwide operating locations with 98,000 total force military personnel.

Colonel Hager received his commission through the Air National Guard Academy of Military Science in 1996. As a Communications Engineer, he developed communications solutions for Department of Defense installations in the United States, Europe, and the Middle East. He was mobilized in support of Operations ENDURING FREEDOM and IRAQI FREEDOM with deployments to Qatar, Afghanistan, and Iraq. He is licensed as a Professional Engineer in the state of Washington.

Prior to assuming his current position in August 2018, Colonel Hager served as Vice Commander, 194th Wing, Camp Murray, Washington. In this position he assisted the commander in oversight, training and equipping of 19 units comprised of over 950 Airmen in Special Warfare, Cyberspace, Intelligence, and Expeditionary Combat Support missions to support national defense requirements worldwide, in addition to emergency response, relief, and recovery operations throughout Washington State.

Colonel Matthew Holston

Colonel Matthew Holston

Col. Matthew E. Holston is the Commander of Delta 8, headquartered at Schriever Air Force Base, Colorado. As commander, he is responsible for more than 1,100 military and Department of Defense civilian personnel serving in five squadrons and one detachment. Delta 8 is responsible for performing around-the-clock global satellite operations on more than 70 satellites across diverse orbital regimes, providing warfighters and other users worldwide with position, navigation and timing capabilities; military satellite communication; intelligence, surveillance and reconnaissance products and environmental and space situational awareness.

Col. Holston earned his commission in 1999 as a graduate of the University of Illinois ROTC program. He has served in a variety of space operations, engineering, program management and staff duties within Air Force Space Command, the National Reconnaissance Office and the Office of the Assistant Secretary of the Air Force for Acquisition.

Prior to his current assignment, he was a student at the Dwight D. Eisenhower School for National Security and Resource
Strategy. Additionally, he commanded the 45th Launch Support Squadron at Cape Canaveral Air Force Station, Florida, where he led a government team with more than 70 members to provide launch-base mission assurance for space launch vehicles, Department of Defense satellites and critical launch infrastructure.

Commander Ludovic Esquivie

Commander Ludovic Esquivie

Commander Ludovic Esquivié joined the Navy in 1990 and served during 7 years as mechanic petty officer on board SSBN.

Graduated of Naval Academy in 2000, he served during 13 years on board surface ships as CIS Officer, Officer of the Watch and Operation Officer on several units ranging from Patrol Boat to Assault Helicopter Carrier.

Since 2013, in a second part of career ashore, he served at French Joint Operational Headquarter as J6 planner and then at NATO Headquarter SHAPE as Urgent Resources Manager. He joined the French Space Command on 2019 as Head of SATCOM Section.

He is holder of a Master’s Degree of Military Telecommunications.

He is honoured as a Knight of the French National Order of Merit.

He is married and has two daughters.
 

Dr Rod Miller

Dr Rod Miller

Dr. Rodney (Rod) Miller is the Chief Mission Architect for the Lockheed Martin Military Space Line of Business. In this role, he serves as the “chief disruption officer,” focusing on identifying and cultivating disruptive technologies, processes, and relationships supporting current and future customer needs. Dr. Miller has a deep background in nuclear, space, and science & technology initiatives. He is a retired Air Force Colonel, having commanded at the squadron and group level with his last active duty position as the Program Manager of the Advanced Extremely High Frequency Program. Following his military service, he was selected to be the senior executive service-level Chief Scientist of Air Force Global Strike Command where he led science, technology, innovation, and collaboration efforts focused on supporting the Air Force Nuclear Enterprise. In this role, he led key initiatives supporting the modernization of the United States Nuclear Command, Control, and Communication System; the B61-12 nuclear bomb; hypersonics; and other advanced technology efforts of operational importance. Following his Air Force civil service, he served as Purdue University’s Special Advisor for National Security Initiatives where he supported the university in a variety of pursuits. In his final role before joining Lockheed Martin, he was the Chief Technologist for Hypersonics with the Indiana Innovation Institute, a non-profit organization focused on driving defense-related research and development in the State of Indiana. Dr. Miller holds a bachelor’s degree in Nuclear Engineering from Purdue University and both a Master of Science and Doctorate in Nuclear Engineering from the Air Force Institute of Technology.

Joe Vanderpoorten

Joe Vanderpoorten

Mr. Joseph Vanderpoorten is the Chief for the MILSATCOM Advanced Concept Division, MILSATCOM Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, CA. He oversees study contracts, and acquisition planning for the next generation of MILSATCOM protected and commercial wideband systems. Mr. Vanderpoorten, has 30 years of Air Force systems acquisition and space acquisition experience and 6 years of industry management and business development experience. He has held program management, systems engineering, and test & evaluation positions with MILSATCOM Terminals (AFSATCOM, DSCS, Milstar I/II, FAB-T), Remotely Piloted Vehicles (YBGM-34C), terrestrial communications (TRI-TAC), ground/network programs (SBIRS High Ground, TSAT Mission Operations Segment, Milstar I Site Activation, NPOESS Ground), MILSATCOM Capability Insertion Programs (AEHF/WGS) and COMSATCOM Programs (SMC Pathfinders, Pilot, and support for Wideband Communications Services (WCS) Assessment of Alternatives), program architecture/integration for WGS-11+.

Lieutenant Colonel James Nilsen

Lieutenant Colonel James Nilsen

Lieutenant Colonel James K. Nilsen is the Chief, SATCOM Integration, Portfolio Architect Office, Space and Missiles Systems Center (SMC), Los Angeles AFB, CA. Lt Col Nilsen received his commission through Officer Training School at Maxwell AFB, Alabama. Lt Col Nilsen’s first assignment was as a Spacecraft Engineer for the 4th Space Operations Squadron at Schriever AFB, CO. In 2003 he attended the Air Force Institute of Technology (AFIT). Lt Col Nilsen then joined the National Air and Space Intelligence Center (NASIC) where he led the Ballistic Missile Operations Branch. Lt Col Nilsen transferred to LA in 2008 as the ops support Flight Chief for the Defense Support Program, he deployed in 2009, and upon his return led the Pointing Control Assembly Team for SBIRS. In 2012 he joined JFCC IMD as an Operations Watch Officer, then as a CENTCOM Planner before taking over as Chief of Test and Ops Acceptance. In 2016 he came back to Los Angeles AFB as the Deputy Chief, Advanced Concepts Division. His current duties were assumed in June 2020. Lt Col Nilsen has a wife, Toni, and three sons (Kee – age 23, Camron - Age 20, and Kale - age 17).

Lieutenant Colonel Robbie Reed

Lieutenant Colonel Robbie Reed hails from Bigelow, Arkansas. He is married to Tonia from Tyronza, Arkansas and has three children, Ethan, Kennedy, and Berkley. LTC Reed enlisted the Arkansas Army National Guard as a TOW/Dragon Missile Systems Repairer in 1996 and commissioned as a Signal Officer through Officer Candidate School in 2002. He served as a traditional Guardsman for 22 years before joining the Active Guard Reserve program in 2018. His civilian career included positions in United States Senator Mark Pryor’s office and Verizon Wireless Corporate. LTC Reed is a graduate of the Joint Combined Warfighting School, Advanced Operations Course, Intermediate Level Education, and the Signal Captains Career and Basic Courses. He has a Masters Degree in Business Administration from Webster University. Major Austin Baker

MAJ Austin C. Baker is a native of Farmington, Michigan, and a graduate of the University of Michigan with a Bachelor’s of Science in Engineering. He received his commission as an Army Quartermaster officer in December 2008 and attended the Quartermaster Officer Basic Course at Ft. Lee where he was named the distinguished honor graduate. His first operational assignment was with the 2nd Squadron, 6th Cavalry Regiment stationed at Wheeler Army Airfield, Hawaii. In August 2009, he deployed in support of Operation Iraqi Freedom to FOB Warrior, Iraq as a maintenance platoon leader and subsequent executive officer with the Squadron’s Forward Support Troop. In January 2012, he deployed to Kandahar Airfield, Afghanistan in support of Operation Enduring Freedom as the Squadron’s S4 OIC. MAJ Baker also served as the 2-6 Unit Movement Officer for 7 major movements over two years. In November of 2013 he completed the Combined Logistics Captain’s Career Course at the Army Logistics University in Fort Lee, Virginia, and was again named the distinguished honor graduate. Following completion of the Captain’s Career Course, MAJ Baker was selected for transfer to Functional Area 40 (Space Operations) and completed certification in June 2014. MAJ Baker was then selected as Aide-de-Camp to Brigadier General Timothy R. Coffin, Commanding General of White Sands Missile Range, United States Army Test and Evaluation Command. In November 2015, MAJ Baker re-stationed to Vandenberg Air Force Base, CA to serve as lead Operations Officer and Chief of the US Strategic Command’s Laser Clearinghouse, which provides laser deconfliction to Department of Defense, civil, academic, and commercial laser systems in order to protect space systems and humans in space, consistent with national security requirements. Following a below-zone promotion to Major, MAJ Baker re-stationed to Fort Leavenworth, KS for the Command and General Staff Officer Course and graduated second out of sixty-two in his section. In June 2020, MAJ Baker joined the Defense Innovation Unit to serve as a program manager in its space portfolio. MAJ Baker’s awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal with two Oak Leaf Clusters, Army Achievement Medal with two Oak Leaf Clusters, Valorous Unit Citation, Meritorious Unit Citation, Iraqi Campaign Medal, Afghanistan Campaign Medal, Global War on Terrorism Medal, National Defense Service Medal, Army Service Ribbon, Overseas Service Ribbon with numeral “3”, NATO Medal, the Air Assault Badge, and the Basic Space Badge.

Mike Dean

Mike Dean is the Satellite Communications (SATCOM) Division Chief for C3 Infrastructure Directorate of the Deputy Chief Information Officer for Command, Control, and Communications (C3), Office of the Secretary of Defense, Chief Information Officer. As DoD SATCOM Chief, he provides technical expertise, oversight and broad guidance on policy, programmatic and technical issues relating to DoD SATCOM to integrate and synchronize defense-wide communications programs and achieve the DoD’s Digital Modernization Strategy initiatives. He also advises on efforts to achieve and maintain information dominance through DoD SATCOM for the Department of Defense. He manages efforts defining DoD policies and strategies for design, architecture, interoperability standards, capability development and sustainment of DoD SATCOM and serves as the DoD CIO’s focal point for international partnership activities in SATCOM to include the NATO SATCOM Services 6th Generation (NSS6G) activities.
Mike’s DoD SATCOM division also maintains synchronization architecture roadmaps and employs various governance forums to synchronize end to end SATCOM activities, including the SATCOM Synchronization and Integration Workshop and the SATCOM Systems Engineering Group.

Mr. Glass is a veteran with service in the U.S. Navy submarine force. In January 2015 Mr. Glass was selected as the Chief, International Spectrum Policy Division (ISPD) for the United States Department of Commerce, National Telecommunications and Information Administration (NTIA), Office of Spectrum Management (OSM). He has worked for NTIA since 2001 within ISPD where he has had a diverse career, representing U.S. and federal government interests abroad in a variety of fields including mobile, fixed, and radiodetermination services. Mr. Glass currently leads a team of seven policy and technical experts engaged in developing policy and regulations for international radiocommunications systems including federal satellite systems.

Mr Gus Anderson

Gus Anderson served in the U.S. Army for 29 years as a Telecommunications Corps officer. During that period he commanded numerous tactical and strategic communications organizations, to include the 509th Signal Battalion, Vicenza, Italy, and the Regional Signal Group SHAPE, NATO HQ (Belgium). During his military career he also served as an Associate Professor of Philosophy at the United States Military Academy, and as the military speechwriter for two Secretaries of Defense. He retired as a Colonel in 2008.

Currently Gus Anderson leads DRS' Global Enterprise Solutions (GES) business development organization. Gus has been with DRS for 10 years. His initial assignments were as a program manager, overseeing satellite networks supporting NATO forces in the Balkans; Coalition forces in Iraq and Afghanistan; and networks supporting other U.S. Federal and International agencies. In the past several years, Gus' efforts have turned to business development, helping grow customer and market understanding of DRS' Information and Communications Technology Ecosystem - a global network that provides secure managed satellite and terrestrial services to major DoD, US Federal, and international agencies.

Mr Mike Rupar

Branch Head, Transmission Technology Branch, US Naval Research Laboratory
Mr Mike Rupar

Mike Rupar is the Branch Head for the Transmission Technology Branch at the US Naval Research Laboratory in Washington, DC.

His 30 years of experience reaches across the electromagnetic spectrum, from commercial and military SATCOM and upper-Kaband LOS communications, to medium- and high-frequency surface wave research in the high Arctic. His branch address issues for the Navy and US Department of Defense in satellite and wireless networking, voice and signal processing and optical communications and visualization. Mr. Rupar has fielded numerous experiments with satellite and line-of-sight technology, as well as conducting theoretical studies and analysis for J6, N6 and the Office of Naval Research (ONR). Mr. Rupar also participates in The Technical Cooperation Program (TTCP) and is a participant & contributor to the modernization effort for the MIL-STD 188-164B for military satellite communications (“Interoperability of SHF Satellite Communications Terminals”).

Mr. Rupar received his BSEE from West Virginia University and his MSE in Electrophysics from The George Washington University. He is a frequent contributor and session chair for the IEEE MILCOM conferences in the United States.

Mr Peter Lymn

Mr Peter Lymn

Peter Lymn, sponsored by the UK Ministry of Defence (MOD) to complete an undergraduate degree in Electronic Engineering, permanently joined the MOD in 1992 as a Graduate Engineer.
In his early career, Peter worked in various research, technical and project roles including speech recognition software development, Vanguard submarine in-shore guidance systems, Vertical Launch SeaWolf maintenance and close combat simulator development.
Peter made his first foray into the world of satellite communications in 1996 as the Project Manager for the UK’s spread spectrum modem capability gaining promotion in 1997 to become Project Manager for the UK’s remote satcom terminals.
In 2000, Peter was selected for a challenging secondment to industry and was stationed in Riyadh, Saudi Arabia as the Deputy Programme Director for Marconi delivering the Saudi Arabian National Guard communications programme. This is still a personal and cultural experience that he has yet to top.
Returning from the Middle East in 2002, Peter spent a short time developing the NATO Satcom Post 2000 approach before embarking on a one year full time MBA at the University of Bath. He was actively encouraged to diversify from Defence and as a result undertook several assignments and placements in other industries looking at risk management, operations management and organisational culture. Peter was also awarded the Entrepreneur Prize for the Business Plan he developed for providing services to non-profit organisations and charities.
Promoted again, Peter then returned to satcom and has stayed there ever since; firstly leading large and diverse Civil Service, Military and contractor teams to deliver Skynet 5 service introduction, new service assurance and overall contract governance before heading the UK involvement in the US AEHF programme and then developing the Assessment Phase approach for SKYNET 6.
Most recently Peter lead the development of the competition approach for the replacement of the Skynet 5 service contract and now leads the satcom acquisition programme’s international collaboration strategy and team.
In his spare time Peter enjoys travelling (in economy), hiking (getting slower over time), playing golf (inconsistently) playing the guitar (as badly as ever) and trying to persuade his wife that he should be allowed to have a bigger TV. Peter has been married to Sarah for 25 years and they live happily in their dream ‘beach house’ although both agree that they don’t seem to spend enough time there. Peter and Sarah have two children, Matthew (20) and William (18), who having finished school are now both busy working and trying hard to earn bigger salaries than their dad.

Mr Rich Hoffmann

Mr Rich Hoffmann

Mr. Rich Hoffmann leads a research and development team at the US Army Command, Control, Computers, Communications, Cyber-defense, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center at Aberdeen Proving Ground, MD. His current focus is technologies that add resiliency to Wideband SATCOM. Mr. Hoffmann’s early efforts include supporting strategic satellite terminal development including the upgrade of the Washington-Moscow Hotline and project lead for several tactical satellite control systems. His major contributions include functioning as the lead engineer on the Secure, Mobile, Anti-jam, Reliable, Tactical Terminal (SMART-T), and Transmission Lead for Warfighter Information Network – Tactical (WIN-T). Mr. Hoffmann received his BS and MS degrees in Electrical Engineering from Rutgers University. He is an Army Acquisition Corps member and is Level III certified in Systems Engineering and Program Management.

Mr Timothy Rumford

Mr Timothy Rumford

Mr. Rumford is currently serving as the Director of NGCs, ESPAStar Operating Unit. The ESPAStar Platform provides an innovative, cost effective, and highly capable infrastructure resource for hosting space technology development and operational payloads.

Formally, he was a Director of Engineering and a Program Manager on numerous spacecraft and launch vehicle programs (including Air Launch System, NASA Crew Exploration Vehicle, Launch Abort System (CEV/LAS) and DART). Prior to these roles, he was the Chief Engineer for the Pegasus Launch Vehicle. He also served as Vehicle Engineer on several individual Pegasus missions with hands on experience building, testing and launching rockets in the field. Mr. Rumford joined Orbital ATK in 1992 as the electrical design engineer.

Prior to joining Orbital ATK, he worked for Hamilton Standstrand, Division of United Technologies Corporation, Windsor Locks, CT, working on electrical design and has experience in design, build and test of flight avionics and RF systems which flew on the Shuttle, ISS and classified aerospace vehicles.

He received a B.S. and M.S. in Electrical Engineering from the University of Connecticut and a M.S. in Systems Engineering & Management from George Washington University. Mr. Rumford is a licensed Professional Engineer (P.E.) in the States of Virginia, DC and Maryland and is a certified Project Management Professional (PMP). Mr. Rumford lives in Virginia, is married and has two daughters.

Mr Todd Harrison

Mr Todd Harrison

Todd Harrison is the director of Defense Budget Analysis and the director of the Aerospace Security Project at CSIS. As a senior fellow in the International Security Program, he leads the Center’s efforts to provide in-depth, nonpartisan research and analysis of defense funding, space security, and air power issues. He has authored publications on trends in the overall defense budget, military space systems, civil space exploration, defense acquisitions, military compensation, military readiness, nuclear forces, and the cost of overseas military operations.

He frequently contributes to print and broadcast media and has appeared on CNN, CNBC, NPR, Al Jazeera English, C-SPAN, PBS, and Fox News. He teaches classes on military space systems and the defense budget at the Johns Hopkins School of Advanced International Studies. He is a member of the National Oceanic and Atmospheric Administration’s Advisory Committee on Commercial Remote Sensing and a member of the Defense News Advisory Board.

Mr. Harrison joined CSIS from the Center for Strategic and Budgetary Assessments, where he was a senior fellow for defense budget studies. He previously worked at Booz Allen Hamilton where he consulted for the U.S. Air Force on satellite communications systems and supported a variety of other clients evaluating the performance of acquisition programs. Prior to Booz Allen, he worked for a small startup (AeroAstro Inc.) developing advanced space technologies and as a management consultant at Diamond Cluster International. Mr. Harrison served as a captain in the U.S. Air Force Reserves. He is a graduate of the Massachusetts Institute of Technology with both a B.S. and an M.S. in aeronautics and astronautics.

Ms Andrea Loper

Ms Andrea Loper

Ms. Loper presently serves as the Program Manager for Future Space Communications (FSC) Program at the Space Vehicles Directorate at Air Force Research Laboratory in Albuquerque, New Mexico. The FSC portfolio of space technology investments support innovation in interconnectivity, resiliency, flexibility, and interaction across communication architectures to provide U.S. forces with ubiquitous connectivity in all five domains (land, sea, air, space and cyberspace). In addition, she serves on the AFRL/RV Futures Group assessing and advising on innovation across the space enterprise and contributing to AFRL’s science and technology strategy for 2060. Ms. Loper possess over 12 years of Program Management experience across the space enterprise. From 2009 – 2013, she served as the program integrator and segments lead for the U.S. DoD Enhanced Polar Protected SatComm System and returned to SATCOM in the Wideband Program Office in 2016. She joined the U.S. Government as a Presidential Management Fellow 2008 at the Space and Missile System Center in Los Angeles from a 6-year position in Germany, where she managed operations in Kuwait, Kosovo, Afghanistan and Iraq as a support services contractor.

Squadron Leader Thomas Gallagher

Squadron Leader Thomas Gallagher

Squadron Leader Gallagher was raised in Winsford, Cheshire prior to studying Mechatronic Engineering at the University of Leeds (2003-2006); during that time he was an Officer Cadet on Yorkshire University Air Squadron.

After Initial Officer Training at RAF College Cranwell (March 2007-February 2008), he conducted a brief hold at 90 Signals Unit (90SU), prior to returning to RAF Cranwell for Engineering Officer Foundation Training (Communications-Electronics) (EOFT(CE)) (April-December 2008).

Upon graduation from EOFT(CE) he was posted to RAF Leeming in January 2009 as Officer Commanding (OC) F Flight, 4 Squadron, Tactical Communications Wing (TCW) and he deployed in July 2009 in support of (ISO) Op HERRICK, as the TCW Detachment Commander within the Kandahar Information and Communication Squadron. Upon his return he took command of H Flight, 4 Squadron, TCW and in April 2010 deployed again ISO Op HERRICK. As the SO3 A6 within 903 Expeditionary Air Wing (EAW), he held responsibility for tactical Air Traffic Control (ATC) services and wider A6 support to 903 EAW, whilst progressing Op MAINTOP (Fixed ATC capability).

Upon return from Op HERRICK in September 2010, he was posted to Remote Radar Head Staxton Wold. Shortly thereafter, he was selected for a US Air Force (USAF) exchange post and in April 2011 was embedded within the 5 Combat Communications Group (5 CCG) at Robins Air Force Base, Georgia, USA. There he advised the USAF Group Commander on communications interoperability, alongside a primary role as the Operations Flight Commander within the 53 Combat Communications Squadron (53 CBCS). He held command of the Squadron (September 2011 - January 2012) and in July 2013 deployed to Jordan ISO USAF/Royal Jordanian Air Force bilateral defence of Jordan (July 2013-Febuary 2014). Elevated to the position of Communications Director of Operations within 407 Air Expeditionary Group, he led the transformation of initial entry bare base communications, to fixed Main Operating Base level information services. Upon return to the US, he assumed command of the 5CCG Training Flight holding responsibility for both the technical and combat readiness training of ~900 personnel.

In June 2014, he returned to the UK. Posted to the A6 Force Headquarters within Air Command, he held responsibility for Information Assurance across multiple Intelligence and Air Mobility aircraft delivery programmes. This was followed by a posting within the Defence School of Communications and Information Systems, as an EOFT(CE) course officer, within the No 1 Radio School at RAF Cosford. There he instructed and mentored newly graduated Officers prior to their first postings within the Engineering Branch.

In June 2017 he was promoted to Sqn Ldr and posted within the Defence Digital (DD) Ops HQ, Joint Spectrum Authority. Responsible for Spectrum Management (SM) of MOD Electromagnetic Activity (EMA), he advanced the processes and governance surrounding service fulfilment, incident management and planned outage (jamming) activity, advancing EMA and SM thinking within the DD Ops HQ.

Married to Rachel and father to Renna (3), his main focus outside of work and home life is split between golf and rugby union (RU). He enjoys the battle to reduce his golf handicap and supporting both RAF and civilian RU leagues as an RU referee.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
